The government session will begin at 10:00 AM. Ministers will primarily debate amendments to the act on "streamlining the process of financial resource expenditure within direct support systems".

Warsaw is hosting the second day of the main commemorations of the 75th anniversary of the outbreak of the Warsaw Uprising. At 10:50 AM, President Andrzej Duda will lay flowers before the plaque commemorating Lech Kaczyński at the Warsaw Uprising Museum. At 11:00 AM, together with the Mayor of Warsaw, he will participate in a meeting with Warsaw Uprising Insurgents. 

At 12:30 PM, the Senate committee for family, seniors' policy, and social affairs will convene to discuss the 500+ act for the disabled. The Senate – which begins its session tomorrow – will have to adopt the aforementioned acts in the morning so that the Sejm can convene tomorrow at 12:00 PM. In its last session, the Sejm voted on an amendment by the Civic Platform-Koalicja Obywatelska (PO-KO) club, excluding pensions and annuities from the Family Support Fund (FUS) from the income limit for benefits. Statements from PiS politicians suggest that changes will be prepared in the Senate that "will broaden the number of beneficiaries".

At 1:00 PM, the board of Civic Platform will meet to discuss proposals for candidates to the Sejm and Senate. According to unofficial media reports, it is possible that the lead candidates for the Civic Coalition's electoral lists will be presented on Tuesday, although Grzegorz Schetyna only recently announced that the lists would be presented on the final Friday, which ultimately did not happen.

Today, the Law and Justice (PiS) Political Committee will also convene, as announced last week by Ryszard Terlecki. – *It will approve these lists [for the parliamentary elections]. Then we will announce them. I think we will announce them rather by constituencies, presenting the individual candidates* – said the head of the PiS parliamentary club in an interview with TVN24.

“I have approached the Minister of National Defence and the Head of the Chancellery of the Prime Minister, and will also ask the President to create regulations governing official flights; we want to ensure that in informal situations, when family members use a flight, they pay the price of a regular ticket” - stated Law and Justice party leader Jarosław Kaczyński in a conversation with journalists from the Polish Press Agency.

“We also need to establish appropriate legal grounds for these payments to be accepted. Currently, there are no such grounds, so this will be a procedure with relatively complex legal aspects, but it will certainly be carried out, provided the President also agrees, but that will be his decision, and we have no influence over it” - he added. 

“Marshal Marek Kuchciński made the gesture we expected from him, namely he donated 15,000 PLN to charity” – stated Law and Justice party leader Jarosław Kaczyński in an interview with Polish Press Agency journalists.

“We want this to be settled in a way that public opinion expects. One must consider public opinion; it's a significant aspect of democracy, but I emphasize that the Marshal did nothing contrary to the law or to practices that occurred previously. In the past, under previous governments, there were long flights that appeared to be official business trips but were in practice leisure trips” – he added.

- I think [work will start] quickly. As usual, the President, in a situation that required such a reaction, the President reacted. Very appropriately. I believe this will clarify everything, not just for the public, but also for those who exercise these privileges. Everything will be clear and unambiguous - said Stanisław Karczewski in a conversation with Piotr Gocek on "Sygnały dnia" on Polish Radio's Jedynka.

- On July 29, 2019, the Chancellery of the Sejm received an order issued on the same day by the President of the Personal Data Protection Office (UODO), obliging the Chancellery of the Sejm to refrain from publishing or disclosing in any form the personal data of judges contained in the lists of individuals supporting nominations for the National Council of the Judiciary. The order is not final but temporary and prohibits the disclosure of data until the President of UODO issues a decision concluding the proceedings in the matter - informed the Sejm Information Centre in a statement.

"The order of the President of the Personal Data Protection Office was issued in connection with proceedings initiated ex officio by the President based on the new Personal Data Protection Act, which entered into force on May 25, 2018. On the same day, the EU General Data Protection Regulation (GDPR) also came into effect.

The purpose of the proceedings conducted by the President of UODO is to clarify whether the disclosure of judges' personal data is consistent with the Personal Data Protection Act and the European Union law protecting personal data, which Poland is obliged to comply with.

The President of the Personal Data Protection Office is an independent body competent in matters of personal data protection and, in the performance of their duties, is subject only to the law. The President of the Office oversees the compliance of personal data processing with Polish law and the Regulation of the European Parliament and of the Council (EU) 2016/679 of April 27, 2016.

The Chancellery of the Sejm will await the issuance of a final decision by the President of the Personal Data Protection Office on the admissibility of disclosing judges' personal data."

- It is important that this choice be final and guarantee victory in the elections. Victory will be achieved when neither PiS nor PO can govern alone, they will need a coalition partner - said Piotr Apel in an interview with Wojciech Dąbrowski on Polsat News' "Graffiti".

We don't want to weaken, to create the impression that we would like to, I don't want to use the word 'finish off,' but somehow severely strain Kukiz. These transfers are happening rather, one might say, to nowhere. MPs are leaving, except for one recently, MP Kaczmarczyk from Tarnów, they are leaving and simply not running anywhere. – In my opinion, this is a cunning plan by Chairman Schetyna, who rejected an alliance with SLD but is taking over their important activists and leaders. It's a neat move because in this way PO's electorate grows, and the competition, meaning the left, shrinks. Whether this will actually happen, and whether SLD supporters will vote for Platforma just because this or that activist or even a well-known left-wing politician ends up on PO's lists, is hard to predict, but it will certainly significantly weaken this hastily announced alliance, which is still uncertain if it will be consummated, the alliance of Biedroń, SLD, and Razem – stated Ryszard Terlecki in an interview with Paweł Lisiecki on "Trójka Political Salon".

- Today we have a Political Committee that will approve the remaining 23 constituencies, as we accepted 18 last week. This list was prepared by the committee's presidium, and today the [Political] Committee will approve it. In this way, we will have ready lists for the Sejm and Senate and will present them successively to our supporters - stated Ryszard Terlecki in an interview with Paweł Lisiecki on "Trójka's Political Salon".

- No, [Marek Kuchciński's flight issue] doesn't have greater significance. It's a typical example of nitpicking. It's like if the editorial office sent you a company car to take you somewhere, and your wife or someone asks if you can't give her a lift. And you, of course, say you can, but it's a company car, so should it go by taxi? There are no regulations that would govern this. The Marshal did not break the law. He took his son or sons or wife with him on the plane several times when he was flying on official business, but public opinion is as it is, very sensitive to this kind of media attacks, and the PiS leader decided yesterday to turn to the relevant institutions, to the Chancellery of the Sejm and Senate, to the President, and also to the government, to regulate this with appropriate regulations, i.e., so that there isn't a legal loophole where a flying VIP, let's call them that, takes a family member with them. If they take a family member with them, they should pay for a normal ticket. Because here's also a problem: the Marshal had no one to return the money to, because, of course, the military doesn't have procedures that it could accept, because the military organizes these types of flights. It couldn't accept money for a ticket refund, because there are no tickets. "The scenario of Civic Platform going all-in seems unlikely. The European elections, the easiest for this party, showed that the belief that power can be gained and taken over in Poland through "anti-PiS" has become unrealistic. This also creates a difficult situation for PiS. The desire for a state in which voters who voted for PiS in the European elections, as part of growing radicalism, will stay home. They will not go to the polls. The turnout in the European elections showed that its increase is beneficial for PiS" - said Prof. Waldemar Paruch on the program "Jedziemy" on TVP Info.

„The successive politicians of the Alliance [of Democratic Left, SLD, moving to the Civic Coalition, KO] indicates the [Coalition's] shift to a position of defending the beneficiaries of the Polish People's Republic. These are circles that brought to the Third Republic what was associated with the PRL. Of course, [it's not about leftism], it's about post-communism. Platforma has been occupying a post-communist position since 2006” - said Prof. Waldemar Paruch on the program „Jedziemy” on TVP Info.

The Minister of National Defence, Mariusz Błaszczak, announced on Twitter that he has instructed the preparation of changes to the HEAD (Hostile Environment Awareness Training) instruction. These changes are intended to regulate the possibility of families accompanying individuals transported by military aircraft. The Minister did not provide further details on the scope or implementation of these changes.

- In connection with the UODO President's actions hindering the enforcement of a final, legally binding court ruling [regarding the disclosure of candidate support lists for the National Judicial Council], we will today file a report on the possibility of him committing a criminal offense - stated Kamila Gasiuk-Pihowicz at a briefing in the Sejm.

- I will recommend to the national board and will forward the proposal for Grzegorz Napieralski to start in the Sejm elections from constituency 41, covering the western part of the West Pomeranian Voivodeship - stated Arkadiusz Marchewka at a briefing in the Sejm.

- It is very important to build a truly large movement around the strongest opposition party, around the Civic Platform, a movement that will be able to win the elections, attract not only parties and circles, but also individual people. I am very pleased that the Civic Platform and Nowoczesna are also opening up to people from the left, that there will be a place for them, that there is a will for understanding and cooperation today. Such a large bloc from the center to the left of the political scene has a chance to compete with PiS - said Grzegorz Napieralski. As he announced, tomorrow he will submit a request to join the Civic Platform-KO parliamentary club.

„I would like to introduce an amendment where the basis will change. It will not be 1100, but 1600 PLN, which will significantly improve the lives of people with disabilities, because this 1100 PLN would cause people whose incomes are only slightly above the minimum disability pension to be deprived of support” - said Senator Bogusława Orzechowska from PiS during the works of the Senate Committee on Family.

- The Commissioner for Human Rights, standing guard over all civil rights, including both the right to personal data protection and the right to access public information, has decided to exercise their statutory powers – in order to ensure the protection of civil rights – and join the ongoing proceedings before the President of the Personal Data Protection Office. In accordance with legal requirements, the Commissioner – after reviewing the case files once obtained from the President of the Office – will present their position on the matter and consider the necessity of using the appeal remedies available to them – informed the RPO on its website.

- After consultations with our partners, we have prepared recommendations for the top positions on our parliamentary election lists - stated Grzegorz Schetyna after the Civic Platform (PO) board meeting.

- We are scheduled for August 14th, when we will work on the overall composition and all the lists. We will finalize the Sejm lists and approve the Senate lists. We are convinced that this will be an even broader coalition, allowing us to treat other opposition representatives in the Senate elections, from various parties and communities, in a non-competitive manner. August 16th will be the last meeting of our joint boards. On August 17th, our National Councils, along with invited local government officials, will convene. We will then approve the entire list structure and commence the process of registering the electoral committee - added the PO leader.

The Political Committee of Law and Justice (PiS) has approved the candidate lists for both the Sejm and the Senate. The party's leadership stated that the lists will be made public as soon as the election date is officially announced.

The president of this office will simply wait and postpone it after the elections. - This radical leftward turn by Civic Platform, which means taking on board the Greens party, which openly advocates for the legalization of so-called homosexual marriages or the legalization of so-called euthanasia, is accompanied by the inclusion of two or three former conservatives who will play the ungrateful role of window dressing - said Adam Bielan in an interview with Bogdan Rymanowski on the program "Wydarzenia i Opinie" on Polsat News.

- He will run [Piotr Adamowicz], he will be in third place in Gdańsk. I am proud. I spoke with him about this right after Paweł [Adamowicz]'s death and told him that if he ever expressed such consent, if he was ready to stand and be on the parliamentary list, he would be available. Jarosław Wałęsa has not yet made a decision about his candidacy.
