At 10:00 AM, Deputy Prime Minister Piotr Gliński and Minister Adam Lipiński will hold their conference on civil society at the Chancellery of the Prime Minister, titled "Skills and Competencies Gained in Civil Society Organizations – How to Recognize and Appreciate Them in the Labor Market".

At 11:00 AM, the three-day session of the Senate will commence. The Marshal of the Senate, Stanisław Karczewski, has scheduled a press conference for 10:30 AM. At noon, the Greens will report on the outcomes of coalition talks preceding the Sejm and Senate elections.

At 2:15 PM, Minister of Education Dariusz Piontkowski will meet with the Mayor of Warsaw, Rafał Trzaskowski. The meeting is held at the invitation of the Minister of Education and will be closed to the media. Immediately after the meeting, a press briefing is planned with the participation of the head of the Ministry of National Education.

- We emphasized that this benefit should be directed towards those most in need. Towards those individuals who are incapable of fully independent functioning. We believe that they should be helped first and foremost - said Michał Dworczyk in an interview with Eliza Olczyk on Polskie Radio 24.

- I believe that such words and the use of phrases like voter bribery are offensive. Not only to the Law and Justice party, but also to the voters themselves, because it suggests that people do not have their own reason, cannot analyze the situation and the world they live in, but are simply driven like sheep in some direction - said Michał Dworczyk in an interview with Eliza Olczyk on Polish Radio 24.

- I wouldn't call it a crisis in the drug market. There was a problem with the delivery of substances across Europe. In reality, large corporations source their supplies from one place, and there was a problem there. These deliveries to Poland and Europe have already been resumed - Łukasz Szumowski said in an interview with Wojciech Dąbrowski on Polsat News's "Graffiti".

- We've launched a hotline, it's 800190590, and from Monday, a patient who cannot obtain their medication at their pharmacy and cannot find it in a wholesale warehouse will be able to find out on the hotline where they can buy this specific drug - the Minister of Health added.

- The convention, from its very beginning, was not intended to be a presentation of PiS's program. That was the assumption. It was made public that the convention's purpose was to review the past four years and summarize the work of the ministries. The main 16 panels were, in a sense, ministry-specific and were meant to formulate proposals from the analysis of the four years of governance, which would then be considered when preparing the party's program. Meanwhile, around 70 specialized panels were dedicated to various detailed issues, some very forward-looking, others arising from the experiences of the four years in power, such as the panel on the role of voivodes in an efficient state, where problems deemed significant in the context of 2019 were discussed. But there was a third, very important dimension to this conference. PiS is currently operating with the 2014 program. It is a comprehensive program, encompassing all aspects of social life. It has, by necessity, had to change for two general reasons. Firstly, over the past four years, we have implemented very significant changes. In political science, these are called socio-political changes, but they are both social, purely social, and also a new model of economic development. Secondly, various goals have either been achieved or are in the process of being achieved. We need to consider whether those currently in progress should be modified in some way based on the experiences of the past four years, such as the reform of the justice system, or whether we should continue on the same path that has been initiated – stated Prof. Waldemar Paruch in an interview with Marcin Fijołek on Poranek Siódma9.

- Why couldn't this [PiS's Katowice] convention end with a simple program? Because now, these 70 and 16 main panels need to be synthesized. None of us could attend all of them, as it was simply impossible. The deliberations took place simultaneously in 6 rooms – he emphasized.

- I would remind you when the biggest drug exports occurred and who prepared such a law, which we are now regularly changing, that did not penalize drug exports? Who changed the drug export law so that it was only an administrative penalty? It was our predecessors – Łukasz Szumowski said in an interview with Wojciech Dąbrowski on Polsat News' "Graffiti".

- This is a fight against mafias. That's true. However, let's remember, this is a gigantic market – Szymowski added.

“Senator Stanisławek firmly denied that such words were uttered by him. It was a long, phone conversation during which the minister also spoke about his work at the ministry, the Erasmus program. He spoke about plans emerging in the European Union to include high school students in it. This got mixed up in the publication. The senator behaved very responsibly, out of loyalty to the government and responsibility to parents. He apologized and made himself available to the Prime Minister,” stated Deputy Prime Minister Jarosław Gowin on “Rozmowa Piaseckiego” on TVN24. 

„We take full shared responsibility for what's happening [in high school admissions]. Our partners here are the local governments. Understanding the concerns of parents and students themselves, I want to emphasize that we still need to wait. Even the first round of admissions hasn't finished yet” - said Deputy Prime Minister Jarosław Gowin during "Rozmowa Piaseckiego" on TVN24. 

“We do not rule out that additional actions will be launched in situations where [problems with recruitment to secondary schools] are confirmed. According to MEN estimates, such a situation should not occur [that there won't be enough places for students in high schools]” – said Deputy Prime Minister Jarosław Gowin in the program “Rozmowa Piaseckiego” on TVN24. 

„For us, the politicians of the ruling camp, the threat is our arrogance, pride, mistakes, events – as a famous British politician once said. If anything were to be advised to the opposition, then in my opinion Władysław Kosiniak-Kamysz is right that our biggest challenge would be the formation of two blocs, that is, a cohesive left-wing bloc and a cohesive centrist bloc. The risk that Grzegorz Schetyna is calculating is that if a PO-PSL environment emerges, then the left will come together. This may be quite doubtful” – said Deputy Prime Minister Jarosław Gowin in „Rozmowa Piaseckiego” on TVN24. 

"We have no and will never have any proposals for Konfederacja, because they are the only group that played a disgraceful anti-Semitic card in the European elections. The vision of Polish foreign policy emerging from the statements of Konfederacja politicians aligns not with Poland's geopolitical interests, but with the political interests of another country" - said Deputy Prime Minister Jarosław Gowin in "Rozmowa Piaseckiego" on TVN24. 

“As far as I know, Paweł Kukiz is in talks with the Non-Partisan Local Government Officials. I'm keeping my fingers crossed that he will run on his own list. If it's a list with the Non-Partisan Local Government Officials, I am convinced they will cross the 5% threshold and will be – if we lack votes for a majority on our own – our natural partners,” stated Deputy Prime Minister Jarosław Gowin on TVN24's "Rozmowa Piaseckiego." 

- The committed, PiS-supporting voters, as various elections and polls have shown, number around 40%. The European elections demonstrated that PiS has a significant capacity for attracting new voters. This amounts to hundreds of thousands of new voters. They are being gained from the reservoir of those 30% who are politically undetermined, while on the other side, we have the opposition parties, and it seems, and it appears to many, that the level of support for the European Coalition has already reached its maximum achievable point - stated Waldemar Paruch in an interview with Marcin Fijołek on the Seventh Morning program.

- I disagree with the theses appearing in political commentary that the electorates of the European Coalition and Wiosna (Spring) can be summed up. They cannot be summed up, because the more Wiosna becomes a part of the European Coalition, the more PSL (Polish People's Party) will withdraw from this coalition; it has probably already withdrawn, if I correctly interpret the official statements of PSL politicians - he emphasized.

- The meeting is ongoing [with Grzegorz Schetyna]. The meeting is ongoing, and I think once this meeting concludes, we will issue a clear and precise statement on this matter - stated Włodzimierz Czarzasty in an interview with Paweł Lisiecki on "Salon polityczny Trójki".

- I am a supporter of the European Coalition. I believe that the project, which garnered 38%, was created in three months, is very difficult, and is the only one in Europe that stood against the PiS project, into which PiS, while in power, poured 40 billion PLN as part of an election campaign for citizens, is a good project. I defend this thesis and will continue to defend it, and I believe that if there was a 7% difference, then we need to get to work, stop whining, and move forward. And that is the stance I present. But there is also a limit to presenting this stance. The leader of the European Coalition is the leader of the largest party, which is normal. If my party were the largest, I would be the leader. At the moment, the largest party is PO, and Grzesiek Schetyna is the leader. He must make a decision. All cards are on the table; PSL has said its piece, SLD has said its piece, the Greens have said theirs, Nowoczesna has said theirs. This decision needs to be made, and from my perspective as a rational, cool-headed, calm, pragmatic politician, this matter should be concluded this week, because otherwise, we will be writing a soap opera, and people will look at it with even greater disgust than they do now - stated Włodzimierz Czarzasty in an interview with Paweł Lisiecki on "Trójka's Political Salon".

- At the moment when this project has a clear declaration about what's next, if this project continues to function, then I am interested in working hard on this project. If this project ceases to function and responsibility must be taken for its collapse, then as SLD, we will build a leftist project - emphasized the leader of SLD.

- There are increasingly more such voices suggesting that the PSL is potentially preparing for a coalition with PiS. It might happen. People are starting to say so – stated Włodzimierz Czarzasty in a conversation with Paweł Lisiecki in "Salon polityczny Trójki”.

- As with every campaign, we will talk and meet with residents. We will ask about their problems. We already know that in every province visited so far, the issue of healthcare arises. Healthcare, which we discuss with everyone, which everyone raises. Young people, older people. This is one of the things today – it would seem – most important, in which PiS is completely failing, is unbelievable. We have a program prepared to improve healthcare. We will be talking about it starting Friday, on the Civic Coalition's program forum - stated Barbara Nowacka at a press conference in Łódź.

„There will certainly be a discussion, a debate. We hosted the Mayor [of Gdańsk] at the committee meeting. Here, we have a clear position, repeatedly expressed by me. This is a very necessary act, which does not take Westerplatte away from Gdańsk. Westerplatte will remain where it was, but it will be a worthy place, visited not only by Poles, but also by the numerous tourists who arrive” - said Senate Marshal Stanisław Karczewski at a press conference.

„Indeed, there were [drug] shortages. I am in constant contact with the minister, as healthcare issues continue to interest me and are close to my heart. These were not only problems in Poland but also European-wide issues. There were difficulties with the supply of some components that were delivered from China. We have that behind us now. At the moment, medicines are already being delivered to pharmacies, and this problem should be completely resolved. Distribution should be very swift and efficient” – said Senate Marshal Stanisław Karczewski at a press conference.

„I am very happy, and I think everyone is happy. The community of people with disabilities is also happy. Today I heard that this act will cover 500,000 people. That is a very large number. This is the first step, and I would like to address people with disabilities and those who criticize this solution. First, let's see this solution, let's analyze it. It is certainly a very significant injection of cash, significant support for people with disabilities. In our actions, in our moves, we must always take care of the budget, of the budget's stability. If there are opportunities in the future, the situation will be changed, and I am thinking here about the income criterion” - said the Marshal of the Senate Stanisław Karczewski at a press conference.

„I would describe this as transitional difficulties. Is it a consequence of the reform? The reform has its goal. I am deeply convinced that this goal will be achieved, and in fact, has already been achieved. To a large extent, it depends on how local government officials approached this reform, how they prepared for it. We have been talking about this reform since 2014. Already in 2014, in our program, we spoke about the liquidation and phasing out of junior high schools, and the creation of an 8+4 system. Many local governments prepared for this, they created places for students, and there are no problems there. Where it was boycotted, where there was disagreement with this reform, there are troubles. I don't want to say that this is solely [the fault of local governments]. These are transitional difficulties that should not overshadow the good effects of the education reform” - said the Marshal of the Senate, Stanisław Karczewski, at a press conference.

- We wanted to inform you that on July 5th, the Civic Platform-Civic Coalition parliamentary club submitted a motion of no-confidence against the Minister of Environment, Henryk Kowalczyk. This matter is known to most of you. What has been done to Poland is the loss of billions of zlotys from European funds for the fight for clean air, the fight against smog, and for the health of Poles. This is the negligence of this government and the personal responsibility of Minister Kowalczyk. That is why we have submitted this motion. We hope that it can be considered during the next Sejm session, which will take place in a few days, and that we can discuss environmental protection, climate, the fight against smog, and the health of Poles not only at program conventions but also in the Sejm, where it is the best place for such discussions - informed Sławomir Neumann during a briefing in the Sejm.


- Funds for the fight against smog are very seriously threatened. Poland can secure nearly PLN 35 billion in EU funds for the fight for clean air, and ultimately for the health and lives of Poles. I would remind you that according to experts, over 40,000 Poles lose their lives annually due to smog and the consequences of polluted air. No one doubts that the health and lives of Poles are the most important. Unfortunately, Minister of Environment Henryk Kowalczyk does not understand this, or does not want to understand it, and as a result of such greed and his own arrogance, he is not ready for discussions about these funds that will give Poles health and life. Therefore, our motion. These PLN 35 billion, which we can secure for the fight for clean air, are extremely important. It should be a priority for the Minister of Environment, but unfortunately, it is not. 40,000 deaths annually should be enough to impress everyone and this is the main reason for filing this motion. Of course, during the no-confidence debate, we will discuss other reasons. Unfortunately, there are more of them - emphasized Agnieszka Pomaska.

Beata Szydło, former Prime Minister and currently a Member of the European Parliament, stated on Twitter that her State Protection Service (SOP) protection was extended due to receiving death threats. She also announced her resignation from this protection.

“My protection by the State Protection Service (SOP) was extended because I was receiving death threats. Because the issue of protection is being used for political attacks by the opposition, I am therefore resigning from it today,” wrote Beata Szydło on her Twitter account.

The former Prime Minister's statement is a reaction to the ongoing debate surrounding the protection of politicians. In recent weeks, the opposition has criticized the SOP for providing protection to some politicians, including those who are no longer in public office. The opposition claims that the extended protection is unnecessary and a waste of taxpayer money. They also accuse the government of using the SOP to reward loyalists.

The soaring prices due to the irresponsible rule of PiS are today eating away at Poles' wallets. Social transfers are being reduced by the soaring prices. With one hand, this government gives money, and with the other, it takes it away, because many fees and taxes are rising significantly” - said Mariusz Witczak.

"We want to talk about education, education policy, clarify doubts, and discuss substantively how this education can be the best possible. It is worth clarifying that I will also be meeting with other local governments in the near future. The authorities of Bydgoszcz and Gdańsk are interested in discussing education matters," said Minister Dariusz Piontkowski before the meeting with the Mayor of Warsaw. "I hope that the talks with the Mayor will be substantive and that we will be able to jointly send a message to you that we want to talk substantively, so that the well-being of children and youth is paramount," he added.

- We want the Civic Coalition to be joined by the left and the PSL, but we are preparing for a worst-case scenario where we will have to fight PiS alone; we are ready for that - said Sławomir Neumann in the Sejm.

The head of the PO-KO club admitted that for now, potential partners - namely the PSL and SLD - "are unable to commit." - I believe that in the coming days or week, these matters can be resolved positively - he added.

As he pointed out, currently on the opposition side, "the Civic Coalition is the only functioning coalition," but a broader coalition, modeled after the European Coalition, should be formed.

- We will talk after the meeting. Let's hope the minister takes us seriously. We are going to find out the specifics, and above all, what the minister has to offer us, because the minister clearly stated that he sees that there are indeed additional costs associated with the reform. Minister Zalewska was insistent, she said there would be no problems related to the reform. There would be no costs. I'm glad the style has changed, that we are at least able to sit down and talk about these problems. I am also pleased that the minister clearly sees the costs of the reform. This is important because, until now, there were supposed to be no costs. Therefore, this conversation took place in a more substantive tone. However, unfortunately, we did not receive answers to the basic questions and fundamental dilemmas – said Rafał Trzaskowski after his conversation with Dariusz Piontkowski. - Regarding the increase in educational subsidies from 2018 to 2019, the subsidy did indeed increase by PLN 177 million. However, the increase in current expenditures was PLN 530 million, which shows that these changes in the subsidy do not finance all the changes related to the reform, and most of these changes are being shifted onto the shoulders of local governments – Trzaskowski added.

- Unfortunately, I heard no specifics. However, I did hear the minister's genuine readiness to analyze what is happening. On the one hand, one could say this is already enormous progress, that someone is talking to us. However, there are no specifics, and we are waiting for those specifics – said Rafał Trzaskowski after his conversation with Dariusz Piontkowski.

- I believe it was a meeting held in a good atmosphere. We exchanged remarks on how the education system functions in Poland and how it is financed. First proposals were made regarding the direction of potential changes. We also tried to present arguments from the government's side, which often differ from the perspective presented by the Warsaw authorities. I handed President Trzaskowski a response to a letter we received in June. We received another letter from the president, and of course, we will try to respond to that as well - stated Minister of National Education Dariusz Piontkowski at a briefing at the Ministry of National Education after his meeting with Mayor Rafał Trzaskowski.

- Did we fund this chaos? Did we fund this reform? Is this our initiative? Let's not be fooled by this. I think no one in their right mind will be fooled by this. If someone prepares a reform and cannot prepare it well, then they will try to shift responsibility to someone else now. No one in their right mind, neither teachers nor students, will simply be fooled by this. It is clear that this is 100% the responsibility of the Minister. Unfortunately, regarding this specific issue [of grade accumulation], the Minister did not address it, because he tried to change the subject, saying that in other schools as well, the phenomenon of two shifts sometimes occurs. That is true. However, no one has ever funded in Polish education what the PiS government is funding. Today, the attempt to shift responsibility sounds simply grotesque - said Rafał Trzaskowski after a conversation with Dariusz Piontkowski.

In the European Parliament, we are witnessing a continuation of retaliation for Poland and the Visegrad Group (V4) blocking the candidacies of Frans Timmermans and Manfred Weber for top EU posts, stated Beata Mazurek, Deputy Speaker of the Sejm (Polish Parliament).

“I believe this is a continuation of the revenge that is happening against Poland and the V4 countries. This is a consequence of the fact that we opposed the candidacies of Mr. Timmermans and Mr. Weber at the European Council,” Mazurek said on Polsat News.

According to the Deputy Speaker, “those who did not agree with our position, and for whom this was a significant blow, are now retaliating.” She added that the EP is seeking to impose its will on Poland, just as the European Commission did in the past.

Mazurek stated that “the issue of the rule of law in Poland is being used as a pretext to attack Poland and to pursue political goals.” She stressed that Poland has always adhered to the rule of law and respects European values.

The Deputy Speaker also expressed concern about the growing politicization of EU institutions. “We see that the European Parliament is increasingly acting as a political body rather than an institution that should represent the interests of all member states,” she said.

Mazurek reiterated that Poland will not succumb to pressure and will defend its national interests. “We will continue to act in accordance with our principles and values, and we will not allow anyone to dictate to us how to govern our country,” she concluded.

- I think this [Beata Szydło's defeat today] is definitive proof that Europe is watching and that pre-election masquerades, meaning taking European flags out of basements to show how European we are again, don't work. That people's memory is actually somewhat longer than just the election campaign, and what PiS did, what they said about the EU, how they treated European symbols, including the European flag, has stayed in the consciousness of many European politicians – stated Aleksander Kwaśniewski in an interview with Justyna Pochanke on TVN24's "Fakty po faktach".

- Everything is still possible, negotiations are ongoing. As deputy chairman of the EPP, with which we are together with the PSL, of course I want us to stay together. However, I believe we should also be open to left-wing politicians - said Rafał Trzaskowski in an interview with Bogdan Rymanowski on the program "Wydarzenia i Opinie" Polsat News.

- They also have a difficult task. I sighed because, in short, we are in a situation with a consolidated PiS, operating in conditions of a good economic climate, with money for further handouts, meaning buying voters, and at the same time, it must be acknowledged, a well-organized party, firmly entrenched throughout Poland, especially in smaller towns, counties, and rural areas. It is a party that also has a decent programmatic foundation, whatever one may say about them, one that studies social moods, possesses colossal funds, and above all, public media and its own right-wing outlets. So, PiS has many cannons, but that doesn't mean they can't be defeated. However, to win, we need to propose some form of unity among the opposition, an interesting program, and credible implementers of that program, meaning people - stated Aleksander Kwaśniewski in an interview with Justyna Pochanke on "Fakty po faktach" TVN24.

The capital faces total chaos, which is 100% the fault of the rulers. This is because no one from the opposition or local government officials would plan such a crazy reform that is completely unprepared. After all, PiS ministers said there would be no problems and prepared a monster that ends up with 47,000 students in Warsaw instead of 18,000. - said Rafał Trzaskowski in an interview with Bogdan Rymanowski on the program 'Wydarzenia i Opinie' on Polsat News.

- Today there is no time for Czarzasty, Zandberg, Biedroń, and someone else to form a coalition, when it took years for a coalition to form. What does reason dictate? We would need to maintain the coalition that ran in the European elections, because although it wasn't a victory, as few people know, it was third in Europe - stated Aleksander Kwaśniewski in an interview with Justyna Pochanke on TVN24's "Fakty po faktach".

- From this it follows that we will have three blocs. We will have this bloc of the European Coalition minus the PSL, we will have the PSL with some allies who might appear, and I hope for a joint bloc of Wiosna and the Together Party, meaning a very clear bloc - added the former president.

- PiS completely misunderstands European politics. I go to Brussels to fight for Warsaw to have direct access to funds. PiS is losing this money, and I am fighting for Warsaw to have direct access to funds for climate action - said Rafał Trzaskowski in an interview with Bogdan Rymanowski on the program "Wydarzenia i Opinie" (Events and Opinions) on Polsat News.

- And who has the right to feel like the mouthpiece of the only correct views? When it comes to Poland, the Catholic Church is such an institution. This wasn't criticism of the Church, but rather stating that an institution which has so many problems with itself, including the repression of sexuality, which then leads to various deviations, makes me think that an institution that fails to meet so many basic criteria, such as self-purification, and as Pope Francis said in the context of other churches, should not lecture Poles on how to live. Unfortunately, the Church is not distinguished by holiness among other institutions, but other institutions do not claim such a moral right - said Leszek Jażdżewski on Kropka nad I.

- Of course, Mayor Dulkiewicz's statement is exceptionally scandalous. It's a type of accusation that is extremely heavy, strong, and absolutely without any basis - said Jacek Sasin in an interview with Bogdan Rymanowski on the program "Wydarzenia i Opinie" on Polsat News.

On Wednesday, July 17th at 10:00 AM, the Sejm will consider the draft bill for 500+ for the disabled, and at 11:00 AM, the draft anti-loan sharking law – according to the preliminary schedule of Sejm debates, which 300POLITYKA has seen.

The current version of the schedule indicates that PiS will aim to pass the 500+ for the disabled in a single session. The second reading is scheduled for Thursday at 4:45 PM. Therefore, there are no obstacles to the project being adopted in the Friday morning block – which will likely be moved, as usual, to Thursday evening.

It is also possible that the Sejm will address the reduction of PIT from 18% to 17%, if the government adopts the project next Tuesday. Next week's session is the last before the summer break, although – as we wrote on 300POLITYCE – there is talk of a possible additional session regarding the election of a new head of the Supreme Audit Office (NIK).
