Friday's Political Agenda: Education Roundtable at National Stadium, Ballot Number Draw for Electoral Committees, Second Day of Senate Session

At noon, an educational roundtable will commence at the National Stadium. The session will begin with an address by Prime Minister Morawiecki, followed by Deputy Prime Minister Szydło, and representatives of teachers, parents, and students. Subsequently, the discussion will be divided into four thematic sub-tables. The deliberations are scheduled to last until 6:00 PM.

At 9:00 AM, the head of government will participate in Świdnik in the signing of an agreement for the supply of helicopters for the Navy. At 10:00 AM, the parliamentary investigative committee for VAT fraud will interrogate Kazimierz Poznański.

At 12:00 PM, the Senate will resume its deliberations – this will be the second day of the session, during which the amendment to the Act on the Supreme Court will be considered. After the introduction of self-amendments, it no longer amends the Act on the Supreme Court. In turn, at 2:00 PM, a session of the State Electoral Commission will begin, which will include the draw of ballot numbers for electoral committees, scheduled for 3:00 PM.

At 4:45 PM, Marek Belka will hold a conference in Łódź. The topic: The Future of Poland in the European Union. At 7:00 PM, a meeting with Włodzimierz Cimoszewicz will take place in Piaseczno. Also today, in Rytel, President Andrzej Duda will inaugurate the nationwide tree-planting campaign "sadziMY" (We Plant), carried out in cooperation with State Forests.

Pekao Provides Financing for the Revitalization of Browary Warszawskie

Bank Pekao has granted Echo Investment an 87 million euro loan for the construction of "Biura przy Willi" and "Biura przy Warzelni" – two office buildings being developed within the Browary Warszawskie complex.

Browary Warszawskie is a coherently designed urban space, combining offices, apartments, rental apartments, services, and gastronomic spaces. The project is being developed in the block bounded by Grzybowska, Wronia, Krochmalna, and Chłodna streets in Warsaw's Wola district. Construction work began in 2016, and just two years later, the first office building and residential building were commissioned. "Biura przy Willi" and "Biura przy Warzelni" offer a total of 46,000 sqm of leasable space; their construction began last year and is scheduled for completion in 2020.

– The revitalization of the Browary Warszawskie site aligns with Bank Pekao's philosophy. By bringing back to life the vaulted cellars, the malthouse building, the laboratory, and the villa, the investment references the brewing tradition of this place, combining it with the modernity of the designed office and residential buildings. Mere salary increases will not suddenly lead to interactive lessons, eliminate the need for tutoring, or introduce interesting experiments into classrooms. This is a certain systemic whole that lies before us and is essential for improving the entire education system. Simply pouring vast sums of money into the education system makes little sense without a fundamental improvement in the efficiency of the entire educational system. Sejm's Late-Night Sessions: A Rare Occurrence with Justification, According to Parliament's Information Centre

- "MPs' work was scheduled until 2:30 AM," was noted [on the Newsweek portal]. In reality, such situations have substantive justification. In this case, it was necessary to pass two socially significant bills – the extension of the "Family 500+" program to the first child and amendments to the Education Law, enabling this year's high school graduates to take their final exams without issues (which, as is known, begin in just 10 days – May 6, 2019)," the Sejm Information Centre stated in a communiqué sent to the media.

"Working into the night happens relatively rarely. In the current Sejm term, out of 219 days of sittings, it occurred in 41 instances, meaning less than one in five. This happened many times in previous Sejm terms – all data on this subject is public, as the stenographic report of each day's proceedings contains the time of their commencement and conclusion.

It is also worth noting that Thursday's proceedings (April 25th), lasting until 2:50 AM, were the longest in this term. This means that, on the one hand, it is not a representative example for comparison, and on the other hand, one cannot forget that similar situations occurred in previous terms – for example, on January 14, 2015, the Chamber's proceedings also lasted until 2:50 AM.

Cases of rapid legislative processes are also not a new phenomenon – the functioning of the state sometimes requires making changes to the law in a relatively short period of time."

KRS Proposes New Mechanism to Prevent Blockade of Supreme Court President Candidates to Parliament

PiS withdrew at the last moment from changes to the law on the Supreme Court, reportedly because even the Marshal of the Sejm himself had constitutional doubts about the so-called mechanism to prevent the blockade of candidates for the Supreme Court President. The ruling party – as stated by MP Ast – is not abandoning the concept itself, and the KRS has already proposed a new version of the regulations that will achieve the same effect while being consistent with the Constitution. In other words: even if PiS loses the parliamentary elections, and especially the presidential election, Andrzej Duda will still be able to appoint a new First President of the Supreme Court.

- *The proposed solution regarding the procedure for appointing the First President of the Supreme Court may be inconsistent with Article 183(3) of the Constitution. It seems reasonable to adopt a regulation where – if five candidates for this position have not been elected – the General Assembly of Supreme Court Judges would present to the President all candidates for the First President of the Supreme Court nominated at the session where their election was to take place* – wrote the KRS in its opinion, sent to the Sejm, on the initial version of the amendment project, which, after a self-amendment, was “carved out” and shortened, thus not amending the law on the Supreme Court, but only the law on the KRS and the Law on the Organization of Ordinary Courts.

PiS wanted it so that in the event of a lack of quorum at the general assembly session, judges could pass a resolution regardless of the number of judges present. If, however, such a resolution were not presented at all, the President would appoint the First President from among all Supreme Court judges. This solution, however, has a fundamental flaw: it is directly inconsistent with the aforementioned article of the Constitution, which states that the President appoints the First President of the Supreme Court from among the candidates presented by the General Assembly. Modifying this mechanism would ensure that candidates are formally presented by the assembly.

Małgorzata Gersdorf's term ends on April 30, 2020. The presidential elections will be held in the spring, but the new president will likely be appointed at the beginning of August. Theoretically, some judges – without specifying which ones – could try to boycott the General Assembly to prevent the election of candidates by August. Of course, this would only make sense if President Duda did not secure re-election. After the amendment, such a blockade will be practically impossible.

The KRS also states in the opinion described, among other things, that doubts are raised by the proposed determination of the number of candidates for the Supreme Court President in the projected article of the amending law (from 3 to 5 candidates), unlike in the case of the election of candidates for the First President of the Supreme Court (5 candidates). “This differentiation appears to be unjustified,” it adds.

- The second part of today's roundtable will commence shortly. Work is already underway in the subcommittees, and here's the first noteworthy point, because following the discussions, a concept is emerging to establish yet another subcommittee. I wouldn't want to prejudge this 100%, as we are striving to construct this in a democratic formula, but if such decisions are made with the participation of representatives from other groups involved in our roundtable, we would establish an additional subcommittee with the working title, on the working theme of "parents" - added PMM.

The reason is the seizure of Castle Square by the Chancellery of the President of the Republic of Poland for the preparation of the May 3rd celebrations - informed Kamil Dąbrowa, spokesperson for the Warsaw City Hall, on Twitter. - Of course, we are taking this to court and we do not intend to comply. I strongly urge special mobilization to Warsaw on that day! - responded Robert Winnicki, also on Twitter.
"The first decision concerns a gathering along the route: Castle Square, Krakowskie Przedmieście, Świętokrzyska Street, ending on Jasna Street. The organizer indicated 10,000 participants in the application. The reason for the ban is the prior occupation of the area by the Chancellery of the President of the Republic of Poland by a letter dated January 14, 2019, requesting permission to occupy Castle Square for the purpose of preparing and holding the central celebrations of the National Day of May 3rd with the participation of the President of the Republic of Poland.
