Tuesday's Political Agenda: Second Day of Teacher Protests, President Duda in Mogilno, Government and Commission Sessions, Kuchciński at EU Parliament Presidents' Conference

Tuesday marks the second day of the indefinite teacher strike. On Sunday evening, during last-chance talks, only the educational branch of Solidarność signed an agreement with the government. Representatives of ZNP and FZZ did not agree to the proposals presented by Deputy Prime Minister Beata Szydło.

At 9:00 AM, Adam Lipiński, the government's plenipotentiary for equal treatment, and Beata Kempa, minister-member of the Council of Ministers, will participate in the conference "Women's Participation in Foreign Missions" at the Chancellery of the Prime Minister (KPRM). Also at 9:00 AM in Warsaw, Władysław Kosiniak-Kamysz, the leader of PSL, will take part in the conference "Plan for Poland in Europe 2019".

President Andrzej Duda will attend the seventh conference in the "Perspectives for Rural Residents" series in Kalsk. The event begins at 9:00 AM. Ministers Halina Szymańska, Joachim Brudziński, Elżbieta Rafalska, Jerzy Kwieciński, and Małgorzata Golińska have also announced their participation in the conference. Today, President Duda will also visit Mogilno in the Kuyavian-Pomeranian Voivodeship, where he will meet with residents of the Mogilno County at 4:00 PM.

Tuesday is the second day of the conference of EU Parliament Presidents with the participation of the Marshal of the Sejm in Vienna. Today, the EU parliament presidents will discuss the European Parliament elections and the development of cooperation between national parliaments and European institutions. One of the main speakers in this part of the conference will be Marek Kuchciński, Marshal of the Sejm. Alongside him, speakers will include Wolfgang Schäuble, President of the German Bundestag, Ankie Broekers-Knol, President of the Dutch Senate, and Gérard Larcher, President of the French Senate.

At 10:00 AM, a government session will commence. The ministers were scheduled to discuss a draft project on restoring bus connections from the so-called "Kaczyński's five," but it was ultimately removed from the agenda. The government will ultimately address a draft amendment to the Sports Act and an amendment to the government's draft amendment to the Family and Guardianship Code.

Also at 10:00 AM, a closed-door session of the commission for the privatization of Warsaw real estate will begin. Following this, around 11:00 AM, a press conference by commission members is planned – announcing decisions regarding properties located at Jana Kazimierza 1/29 and Borzymowska 34/36.

At 11:30 AM in Białystok, Ryszard Petru will hold a press conference on the retail ban and the ongoing signature collection for the #UwolnijmyHandel (Let's Free Trade) bill. During the conference, Petru will also address the burning of a puppet bearing his image by Młodzież Wszechpolska (All-Polish Youth), the second notification, and another refusal by the Białystok prosecutor's office to initiate an investigation in this matter.

At 12:00 PM, the Senate Committee on Human Rights, Rule of Law, and Petitions will express its opinion on candidates for lay judges of the Supreme Court for the first term – this will be a supplementary election. The actual election will take place at the next two-day Senate session, which begins on Thursday.

It has been over a month since the draft was submitted to the Sejm. Of course, the Marshal of the Sejm is not keen on dealing with it, yet it addresses the problems of today's education system and the huge issue created by the government, which cannot talk to teachers and does not present concrete proposals. This is a concrete proposal for the government to use. The strike is the largest protest in Polish education since 1993. Thousands of teachers are protesting. We must do everything possible, and it is the government's particular responsibility, to ensure the protest ends as quickly as possible and children return to school, to the normal lessons that teachers dream of. They are not striking to prevent lessons from happening, but to ensure lessons are even better, conducted more effectively, and they are doing so because they have been pushed against a wall. They cannot express their needs and expectations in any other way than through protest and strike. We are also appealing to the Chairwoman of the RDS, Dorota Gardias, who today has full authority to be a true mediator in the dispute between the government and the social side. We expect the Chairwoman to immediately convene the RDS, the RDS Presidium, with Prime Minister Morawiecki's participation, by inviting Prime Minister Morawiecki - stated Władysław Kosiniak-Kamysz at a briefing in the Sejm. This is necessary for the realization of the right to education, guaranteed by our Constitution in Article 70. However, a necessary condition for any effective mediation is the will and consent of all parties to the conflict, both the trade union side and the government side. Such circumstances have not yet arisen” – writes the office of the Civic Ombudsman in a statement.

We are working very hard to help school principals organize the exams in this very difficult situation, so that gimnazjum students can take them tomorrow and in the following days. The regulation issued by Minister Zalewska concerning the exams was hastily drafted, as is usual with the ministry’s recent actions, and we have no guarantee that exams conducted under this regulation will not be challenged later” – said the Mayor of Warsaw, Rafał Trzaskowski, at a press conference.

Yesterday, we were short of commission members in 52 schools. During the crisis team meeting, we discussed these issues with the district mayors. We are trying to help provide examiners, even though it is not our responsibility. We are cooperating with the districts and school principals to fill these gaps. By 6:00 PM, we will be able to issue a final statement on whether Warsaw will be ready to conduct the exams” – he added.

As reported by Deputy Mayor Renata Kaznowska, there is currently a city-wide shortage of 179 educators needed to administer the exams.
