Tuesday marks the second day of the indefinite teacher strike. On Sunday evening, during last-chance talks, only the educational branch of Solidarność signed an agreement with the government. Representatives of ZNP and FZZ did not agree to the proposals presented by Deputy Prime Minister Beata Szydło.
At 9:00 AM, Adam Lipiński, the government's plenipotentiary for equal treatment, and Beata Kempa, minister-member of the Council of Ministers, will participate in the conference "Women's Participation in Foreign Missions" at the Chancellery of the Prime Minister (KPRM). Also at 9:00 AM in Warsaw, Władysław Kosiniak-Kamysz, the leader of PSL, will take part in the conference "Plan for Poland in Europe 2019".
President Andrzej Duda will attend the seventh conference in the "Perspectives for Rural Residents" series in Kalsk. The event begins at 9:00 AM. Ministers Halina Szymańska, Joachim Brudziński, Elżbieta Rafalska, Jerzy Kwieciński, and Małgorzata Golińska have also announced their participation in the conference. Today, President Duda will also visit Mogilno in the Kuyavian-Pomeranian Voivodeship, where he will meet with residents of the Mogilno County at 4:00 PM.
Tuesday is the second day of the conference of EU Parliament Presidents with the participation of the Marshal of the Sejm in Vienna. Today, the EU parliament presidents will discuss the European Parliament elections and the development of cooperation between national parliaments and European institutions. One of the main speakers in this part of the conference will be Marek Kuchciński, Marshal of the Sejm. Alongside him, speakers will include Wolfgang Schäuble, President of the German Bundestag, Ankie Broekers-Knol, President of the Dutch Senate, and Gérard Larcher, President of the French Senate.
At 10:00 AM, a government session will commence. At 12:00 PM, the Senate Committee on Human Rights, Rule of Law, and Petitions will express its opinion on candidates for lay judges of the Supreme Court for the first term – this will be a supplementary election. The actual election will take place at the next two-day Senate session, which begins on Thursday.

Public Finances Do Not Allow for Any Further Concessions
- Today, I must state with full responsibility that the state of public finances certainly does not allow for any further concessions. We have already made several very specific concessions. Perhaps I will show. In the years 2013-2015, or even 2016, the budget for which our predecessors were responsible, there were no raises at all, and then there were indeed raises, from 2017, 2018, up to 2019, totaling PLN 1136, which is very significant. Although we understand that teachers want to earn even more, and therefore we proposed a new formula, whereby in exchange for increasing working hours at the blackboard, they could earn even more in 2.5-3 years. - The demands [from trade unions] amount to billions. We are a government very responsible for the state of public finances. During our term, the debt to GDP ratio decreased, and even in 2017, it decreased in absolute terms. We want to guide our country and our economy through this economic slowdown in a very stable manner. We are at a point in budget construction where we know well that what we have proposed, including last year's increase of over PLN 7 billion – a 5% increase last year, 5% in January of this year, followed by an accelerated 5% increase in September, further raised by another 4.5-4.6%, resulting in a cumulative 15% increase this year – is substantial compared to what the trade unionists initially demanded. Of course, they demanded even more, but as I said, budgetary possibilities have been exhausted at this moment.
