The Sejm (Polish Parliament), additionally convened at the government's request, will commence its session at 10:00 AM with the first reading of the legislation introducing the so-called 'Retirement Plus' from Kaczyński's 'Five for You' program. Immediately following this, a vote is scheduled, during which MPs will consider any potential motion to reject the bill.

MPs from the Social Policy and Family Committee are expected to preliminarily address the provisions at 1:00 PM. At 8:00 PM, a debate will begin on the opposition's motion of no confidence against the Minister of Agriculture, Jan Krzysztof Ardanowski. Farmers from AGROunia are expected to protest once again on Warsaw's Plac Zawiszy from the morning.

At 10:00 AM, the Sejm's investigative committee on VAT fraud will begin the re-examination of Tomasz Tratkiewicz, former director at the Ministry of Finance. At 10:15 AM, a second investigative committee – on Amber Gold – will convene in a closed-door session. At 2:30 PM, the first reading of an anti-corruption bill authored by Kukiz'15 will take place.

At 11:30 AM, the Parliamentary Team for Pro-Family Policy and Culture is scheduled to discuss the LGBT+ Charter introduced in Warsaw. At noon, the 'Break with Plastic' team will gather, with speakers including representatives from Greenpeace and WWF Poland.

At 1:00 PM, negotiations between the government and trade unions are scheduled to resume. - Today, the government proposed a package of offers including a 15% increase in 2019 and further negotiations. We also asked teachers: let the protest continue, but if a strike is considered, let it be postponed until after the exams. At the request of the unions, the break is until tomorrow 1:00 PM – Michał Dworczyk wrote on Twitter yesterday.

- My wife is not striking. It's out of solidarity with my husband and because she doesn't accept the form of the strike, particularly concerning exams, as we have a son in the eighth grade and as a parent, I would like to know and I would like my child to take the eighth-grade exam. [My wife] is not satisfied [with her earnings]. I can say precisely after the recent raises. For my wife, it was just under 130 PLN net. However, it was a raise. Take-home pay [she earns] 2743 PLN, if I remember correctly. I think that's too little. There is no shadow of a doubt about that, and during these negotiations, no one is saying that teachers earn decently, because they earn too little – stated Andrzej Dera in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- Everyone today has a legitimate demand for 1000 PLN [increase]. It's just impossible to fulfill this demand all at once. There is no government, no budget that can withstand it. It needs to be done in stages. Simply put - stated Andrzej Dera in a conversation with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- I am participating in these talks and I see one thing. Both the government side and the social side are talking, detailing their demands. They are flexible. I'm speaking as an observer of this. In my opinion, there is a desire on both sides to bridge their views. And if there is a desire, there is a chance [for an agreement] - stated Andrzej Dera in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- My intuition tells me that both sides want to avoid the exams being blocked. I see on the part of the trade unions and the government a striving to resolve this problem in a way that children do not suffer. I see on both sides a tremendous determination that as a result of the protest, a just protest, which no one questions, children do not suffer - he added.

- I am not a fortune teller. I will not talk about intuition, I will not specify [chances of agreement] in percentages. As long as talks are ongoing, as long as there is hope in my heart. And I am going with hope to another round today - stated Andrzej Dera in an interview with Konrad Piasecki on TVN24's "Piasecki's Conversation."

- It is getting closer [to an agreement]. It is already so close that the "Solidarity" trade union says we are close. They themselves [say it] - added the presidential minister.

- This was the President's proposal [regarding teachers] for the government. It's on the table. It was discussed during negotiations yesterday. All sides [said] that it's a very interesting proposal, but it has a dimension that it won't be effective here and now, immediately, which is what the teachers are concerned about. These are tax issues; they don't work retrospectively, only prospectively - stated Andrzej Dera in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego."

- Everyone says that it [PAD's proposal] is very interesting, but due to the complexity of legal issues, because it needs to be prepared, it is something that will be considered during the change of the teachers' remuneration system. [The Finance Minister] said it's a very interesting proposal. This proposal enhances the prestige of teachers - added the presidential minister.

- Why should I become [Minister of the Interior and Administration]? Let [a name] appear, let it circulate. My boss is President Andrzej Duda, I am a minister under the president. I do not intend to change jobs. No, we haven't discussed [this topic]. If the president were to say something like that [Andrzej, go to the government], yes, then I am ready - stated Andrzej Dera in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- I am on President Duda's team and I do not intend to change teams. No transfer is expected from me, I'm not Lewandowski here - added the presidential minister.

As long as we're talking, there's a chance for agreement. We have truly put a good offer on the table. Five points, including a 15% raise for teachers in September. This is a real increase. Because this year it will be 15%, but please note that the first tranche of the increase was already last year. So if teachers go on strike in years when there is an increase - we are not arguing and we know perfectly well that these salaries should be higher - but the salary system, and this is acknowledged by the trade unionists themselves during our talks, must finally be changed. This is also the time to start talking about it. Yesterday, I asked the trade unions to suspend the strike during the exams. I asked because it is the decision of the trade unionists what they will do and whether they will strike during the exams or not. I believe that these strikes should not take place during the exams. They should be suspended for this period. However, the government is ready to talk with the trade unions all the time in order to sign this agreement - stated Beata Szydło in an interview with Beata Lubecka on Radio Zet.

- These funds are currently planned in the budget. We are in a position to provide a raise in September, which represents an increase in budgeted funds allocated for salaries by 1 billion 400 million PLN. These are funds that will be additionally added to the educational subsidy, amounting to 667 million PLN. The remaining portion consists of funds already within the ministry's budget and can be allocated for salary increases – stated Beata Szydło in an interview with Beata Lubecka on Radio Zet.

- Local governments receive money through the education subsidy. They receive funds for teachers' salaries. However, local governments and this current attempt to relieve them of responsibility for the education system is a misunderstanding. This is because part of the salaries, for example, bonuses, is determined by local governments. There are such local governments, this was the voice of trade unionists yesterday, during our conversations, who also emphasize that the education subsidy is very often not allocated to what it should be, i.e., teachers' salaries - stated Beata Szydło in an interview with Beata Lubecka on Radio Zet.

- I want to sign an agreement with all trade unions because it guarantees no strike. However, we will be signing an agreement with those who want to sign this agreement - stated Beata Szydło in an interview with Beata Lubecka on Radio Zet.

- I am currently focusing on conducting negotiations. It is complete, total nonsense [that I learned from the media that I would be leading negotiations]. The Prime Minister asked me to join the negotiations. All the more so, it's not just me from the government in our group, but there is also Minister Rafalska, Deputy Minister Szwed, Deputy Minister of Finance, Minister Dworczyk - stated Beata Szydło in an interview with Beata Lubecka on Radio Zet.

The will to reach an agreement must also come from ZNP. At the moment, Mr. Broniarz, I can say that he is constantly stiffening his stance – stated Beata Szydło in an interview with Beata Lubecka on Radio Zet.

“The decision rests with the Prime Minister, who, in agreement with the top leadership of Law and Justice, will decide when the reshuffle will take place and how extensive it will be. Indeed, these talks, to my knowledge, are very advanced, and who will replace the departing ministers will, of course, be decided by the same group, but one thing is certain – Law and Justice has a rather large pool of specialists and experts, and therefore they will undoubtedly be professionals,” said Minister Michał Dworczyk on “Sygnały dnia” on Jedynka radio. 

– Teresa Czerwińska is the Minister of Finance, who is currently working. Tax solutions within the framework of PiS's announced Program Five are also likely to be presented today. Among other things, these tax solutions are also being introduced to address the needs of teachers – stated Beata Szydło in an interview with Beata Lubecka on Radio Zet.

„Yesterday, we discussed this proposal, and everyone agreed, including Minister Dera, the President's representative, that it is a proposal worth working on, worth analyzing. However, it will undoubtedly require longer analyses, followed by a potential legislative process, and clarifying various legal doubts will certainly take a lot of time. Therefore, in this discussion about the new shape of teacher remuneration, this idea will be discussed, but there are no decisions yet. Everyone agreed that it probably won't be considered in the negotiations concerning the current situation” – said Minister Michał Dworczyk on "Sygnały dnia" on Jedynka radio. 

“In my opinion, this reconstruction will take place later, after [Easter] holidays. The decision will belong to the Prime Minister. It is not even entirely certain that a reconstruction will happen. We rather lean towards ministers who are leaders of the European Parliament lists leaving their posts before the elections, so there are no doubts about the transparency of the electoral process. However, I don't think this reconstruction will involve anyone else” – said Deputy Prime Minister Jarosław Gowin in an interview with Piotr Kraśko on TOK FM Radio’s “Poranek”. 

"I'm willing to bet a bottle of good wine that [Minister Czerwińska] will remain in government until the elections. The minister is now preparing a multi-year convergence plan, and I am convinced she will fulfill this task" - said Deputy Prime Minister Jarosław Gowin in an interview with Piotr Kraśko on Radio TOK FM's Poranek.

- What has happened over the last three years, a catastrophe in the school system, must be laid at the feet of PiS and Minister Zalewska. You can't turn the cat by its tail, claiming that teachers are to blame now because the strike falls during exams. It's been three years, three years of disorganizing education, of lying that everything is going well. There is chaos in schools, disarray, the culmination of the graduating class, Minister Zalewska is evacuating to Brussels, and all appeals from Deputy Prime Minister Szydło must be considered in this context. There are no good intentions here – stated Tomasz Siemoniak in an interview with Jacek Prusinowski on Radio Plus.

- It is an indecent maneuver to shift responsibility now onto teachers or parents and children. Where is Minister Zalewska? She has been withdrawn from talks, she is afraid to attend meetings, she is evacuating to Brussels, and she, along with her PiS colleagues, is the perpetrator of this entire gigantic mess, and let's talk about that. About her resignation and accountability, about what to do with Polish schools – added the Civic Platform politician.

We should stick to what is even written in the bill itself. This is about a one-time supplement that will be paid out before the elections. This is not the thirteenth pension, which we have been talking about for a long time as a permanent program proposal. And while stating that we are in favor of a different solution, we will support anything that improves the lot of pensioners. - Here [in the OFE changes] the devil is hidden in the details under the title 25%. The government simply wants to take 25% from pensioners. Because if it were a 1:1 transfer, one could discuss it, but here it is clearly visible that the editor, I, our listeners will have 25% less recorded. We will be looking very closely at this, because it looks like a search for money. We analyzed this at length yesterday during a Shadow Cabinet meeting with experts, and it is precisely like that. Our reform, which caused huge controversy, did not diminish the future pensions of retirees by even a zloty - stated Tomasz Siemoniak in an interview with Jacek Prusinowski on Radio Plus.

Five weeks ago, we began presenting our new 'Five for Them' package, and now we are consistently fulfilling our announcements. 'Emerytura Plus' is another announcement that we are realizing. Because this is truly how we differ from the European Coalition and Civic Platform – we don't just make promises, we fulfill them, we implement them – stated Prime Minister Mateusz Morawiecki in the Sejm during the first reading of the so-called 'Emerytura Plus' program.

– A characteristic feature of our program, which we called the PiS Five, Jarosław Kaczyński's Five, is universality. It is a program that can truly serve all citizens at different stages of life. 500+, a program for the young, zero PIT, then a PIT reduction, and finally, Pension Plus. For pensioners, this is a special time, because it is worth emphasizing that this year will be a year of three financial boosts for our seniors, grandmothers, and grandfathers. This is our great "thank you" to pensioners, to all seniors – stated Prime Minister Mateusz Morawiecki in the Sejm, during the first reading of the so-called Pension Plus program. According to the head of government, these three boosts are: a cash indexation of at least PLN 70, Pension Plus, and a PIT reduction.

- We want to care for our development and economic programs today, to seal the tax system, and to act effectively in the area of public finances. These are actions for tomorrow, so that Poland develops better, but we also want to care for those who have worked for many years for our here and now, our today. These are our wonderful pensioners, seniors, grandmothers, grandfathers, mothers, fathers. They rebuilt Poland after World War II, they stood in those socialist, communist queues for slogans, for bread. Then, through the Balcerowicz plan, liberals marginalized them in the Third Republic. They deserve support. And this support today, in the form of Pension Plus, is real, concrete, egalitarian, and just support. Because the proposals that were made earlier, including from the opposition benches, which, incidentally, when they were in power, could only afford certain hikes. These were hikes in the retirement age and VAT. This type of hike, not a real increase for pensioners, such as through Pension Plus – said Prime Minister Mateusz Morawiecki in the Sejm, during the first reading of the so-called Pension Plus program.

Meanwhile, in the situation where we have constructed Pension Plus and for which I am appealing to the entire Honourable House for support, it is constructed more justly, because for those who have the lowest pensions, it is proportionally, percentage-wise, higher. For those who have higher pensions, it is percentage-wise lower, and the amount is the same. This means it reflects a certain social justice within the financial realities we find ourselves in – stated Prime Minister Mateusz Morawiecki in the Sejm, during the first reading of the so-called Pension Plus program.

"Final decisions will be made by the Prime Minister after consultations with the leaders of the parties forming the coalition. I think the beginning of next week will be the announcement of that decision. Reconstruction will definitely happen. It's just a matter of 'when'. The beginning of next week will bring the decisions. This does not mean that reconstruction will take place at the beginning of next week" - said the Deputy Marshal of the Senate, Adam Bielan, in a conversation with journalists in the Sejm.

- With great sadness, I recently heard how the European Coalition treats Pension Plus. One of the coalition's leading representatives today, who is running from the first spot in the European Parliament, called, to my horror, Pension Plus a 'scrap,' a 'sausage,' and even an 'electoral sausage.' These are words that should never have been uttered; they are reprehensible words. Do you disavow these words from your leading representative? I am asking Civic Platform and the European Coalition. One of the Civic Platform MPs refers to this program as a humiliation. I understand that if you withdraw this program, there will be no humiliation. You say our programs, our 'Five' are disdainful. They say they are disdainful. I understand that you will withdraw these programs, because with you, one never knows. In the morning, when they wake up, they say they will maintain them. In the evening, they say they will cut and change these programs. So, for whom are we supposed to run these programs? For VAT mafias, as in your times? – Therefore, we decided on the major Pension Plus program. As long as there's a good steward, as long as PiS is in power, we promise that when chestnuts bloom, this program will be continued. - Dear compatriots, dear pensioners, our grandmothers, our grandfathers, our mothers and fathers, who have toiled to build our economy today. After listening to the Prime Minister's speech, only one quote from Professor Bartoszewski comes to mind. It is worth being decent, even though it does not pay off. It pays off to be indecent, but it is not worth it. Mr. Prime Minister, how can one collect a one-time benefit? Please explain it to me. How can you announce from this podium that the Civic Coalition will take anything away, and certainly will take away this benefit, which is paid out once? How can you say that? - Voting for the expenditures from Kaczyński's electoral five without indicating how it is to be financed is like driving at full throttle on a road that ends in a wall. Whoever governs after you and after the autumn elections will collide with this wall. Therefore, in the name of responsibility for the Republic, I submit a motion to reject this bill in the first reading. - We are a constructive opposition, we present our own projects, and if there is a project that can help, especially those who need that support, we always vote for such projects, although they are certainly not always ideal. But today, the PSL club will vote for support for pensioners and disability pensioners, although we have a better proposal, and if the government truly wanted to be fair to pensioners and disability pensioners, it should have adopted "Pension without Tax" two years ago. We submitted such a project as a parliamentary bill. Now there is a citizen's initiative. Work on it is not progressing. Our 500+ proposals for pensioners have been rejected several times. For three years, over three years, there has been no willingness to support pensioners. The revaluation often amounted to PLN 5. Besides, Prime Minister Morawiecki is not telling the truth in his speech when he claims they are allocating more for revaluation than their predecessors. That is not true. Over two billion more than during the 4 years of the PiS government, we allocated over the last 4 years for revaluation - stated Władysław Kosiniak-Kamysz at a briefing in the Sejm.

The European Commission has initiated infringement proceedings against Poland regarding its disciplinary system for judges. This action stems from concerns that the current system violates European Union law.

The specific details of the Commission's concerns and the legal basis for the infringement procedure are expected to be elaborated upon in further communications. This development marks a significant step in the ongoing discussions and disputes between the EU and Poland concerning the rule of law and judicial independence within the country.

„The European Parliament elections necessitate a government reconstruction. Many ministers, constitutional ministers, are on the lists. From the information I possess, the reconstruction was intended to concern constitutional ministers who lead ministries and who will take up their mandate in the European Parliament. I assure you that the subsequent individuals who will be appointed as their successors will continue PiS's policy with equal effectiveness and credibility” - said government spokesperson Joanna Kopcińska in an interview with journalists in the Sejm.

“The report presented by Minister Jadwiga Emilewicz's ministry confirms that in 2018, sales in small and medium-sized shops, as well as in discount stores, were record-breaking. The concerns previously published in many reports have not been confirmed. There is enormous employee satisfaction” - said government spokesperson Joanna Kopcińska in a conversation with journalists in the Sejm.

“The report… clearly shows that there are no concerns and no basis today to change anything in the free Sundays schedule” - she added.

During the upcoming Sejm session – scheduled for April 11, 12, and 25 – MPs will address a bill amending the act on state assistance in raising children, which proposes extending the 500+ program to include the first child. All indications suggest that the government's proposal will be adopted on the final day of the session.

According to the preliminary schedule of the Sejm session, which 300POLITYKA has seen, the expansion of PiS's flagship program is set to be carried out at breakneck speed. On April 25, the first reading will take place at 10:00 AM, the second reading at 2:30 PM, and between 5:00 PM and 7:00 PM – the third reading, meaning the vote.

On April 25, the Sejm will also elect a new judge to the Constitutional Tribunal – replacing Judge Sławomira Wronkowska-Jaśkiewicz, whose term in the tribunal ends on May 6. PiS's candidate for this position is not yet known, but the deadline for submitting candidacies is April 6 at 4:00 PM.

- We are commencing another round of talks. We will be discussing again with trade unions shortly. I want to remind you that one of the unions, the so-called 'Solidarność' (Solidarity), has accepted the government's proposals. These proposals include a 15% salary increase this year, meaning a second accelerated raise in September, already this year, for teachers. On average, for a certified teacher, this will amount to around 500 PLN. Another matter is the shortening of the probation period, and thus professional advancement, which also translates into salary increases for individual groups of teachers. Another issue is also a change in teacher evaluations. Here, we want to expand these possibilities, so that parents also participate in this process, and finally, the teaching group allowance, which we propose to be at least 300 PLN. These are the 5 proposals that we presented to the trade union centers, the trade unions, and today we will discuss the current positions of individual unions. Once again, I want to appeal to my partners in the conversation with an appeal I made yesterday, that for the duration of the school exams, those that are coming up soon, in April, and then the matriculation exams, the unions should suspend their protest, while we are ready to talk all the time, for as long as it takes, for us to sign an agreement, but this cannot come at the expense of students. Therefore, once again, a plea for the unions to decide to suspend this protest during the exams. [If they do not yield], they will bear responsibility for the exams and the youth - stated Beata Szydło at a briefing in the RDS.

- The government presented 5 proposals and we consistently stand by these proposals - stated Beata Szydło at a briefing in the Social Dialogue Council (RDS), when asked by journalists if the government had any new proposals for teachers.

- Another piece of bad news. We have a procedure that is once again linked to the lack of the rule of law in Poland, a procedure that calls into question democracy in Poland, respect for the separation of powers, and the functioning of the justice system in a country that is a member of the EU. Frankly speaking, we have a creeping Polexit, and faced with this, the authorities and the government, who said one thing but do another in the EU and in the institutions that, after all, guard and uphold this rule of law. The interests of Polish citizens are at risk, because today we see that in the case of Brexit, Polish citizens in Great Britain were left to fend for themselves. Today, we will also pay the price for this arrogance here in Poland. This is no longer just a matter of EU funds, but of the country's credibility, both economic and political. We ask the question: why do you want to go to Brussels, to the European Parliament, if your actions are solely aimed at destruction - stated Andrzej Halicki at a briefing in the Sejm.

"I think this is about politics. The Disciplinary Chamber is established by the [National] Judicial Council, which is to a much lesser extent dependent on political factors than is the case in Germany. “The government of Mateusz Morawiecki consists of bad ministers and very bad ministers. Tonight, a motion concerning the resignation of a very bad minister, who has caused a great deal of harm to Polish farmers, agricultural areas, and the Polish countryside, will be considered. He has caused this branch of the economy and social life to suffer over the last 3 years, despite the numerous pre-election declarations of PiS politicians who said that agriculture should be a priority. - This series of talks has yielded nothing. The government side reacted negatively to the trade unions' proposals. We regret this. In fact, we are talking about the same thing. The unions present their proposal, the government side speaks about its constraints, without absolutely addressing the proposal for a 30% salary increase - stated Sławomir Broniarz at a briefing in the RDS.

- We can be puzzled, and forgive me for going this far, but we can be puzzled by "Solidarity's" position, which has placed itself in the role of a reviewer. It is ready to sign a kind of separatist agreement with the government, and at the same time, it is present in the negotiation room and will likely gladly consume everything we say. - We do not lack goodwill and willingness. After hearing Prime Minister Gowin today, some asked if there was any point in debating this matter, as Prime Minister Gowin's categorical statement effectively closed the substance of our negotiations. - If the Deputy Prime Minister and two female ministers sit opposite the protesters, it means the government attaches great importance to these talks. My last child is taking their final exams this year, my daughter is terrified, and so are her friends, and I have the impression that the measures are inadequate. There are professions where one has to think 15 times whether it's worth it, and threatening with a lack of promotion is a huge exaggeration, and one should not resort to such things - said Konstanty Radziwiłł, a PiS senator, on TVN24.

- The changes in the education system were widely anticipated. When we decided on making school attendance for six-year-olds voluntary, one only needs to look at the statistics of how many six-year-olds are going to school. It's similar with middle schools, which were unsuccessful. Regarding the teachers' demands: the reality is that not everything can be fulfilled at once. We must not intimidate, and there is such a risk.
