Tuesday's Political Agenda: Another Round of Government-Teacher Talks, VAT Committee Hearing, Government on Lex Uber and Sunday Trading

At 8:00 AM, representatives of the government and education unionists will once again sit down for talks within the framework of the Social Dialogue Council. Yesterday, ministers requested a break in negotiations to prepare additional calculations.

At 10:00 AM, a government meeting will commence, during which cabinet members will address, among other things, the so-called Lex Uber and a report on the ban on Sunday trading. Simultaneously, behind closed doors, the verification committee for Warsaw's reprivatization will convene. Around 11:00 AM, committee members are expected to present a decision regarding the property at Złota 62.

From 11:30 AM, the parliamentary investigation committee on VAT fraud will also be in session. First, they will deliberate internally, and then at 12:00 PM, an closed-door hearing of Piotr Perkins, a former director at the Ministry of Finance, will begin. At 12:00 PM in the Sejm, Ryszard Petru will hold a press conference on the government's report concerning the trading ban.

At 6:00 PM, the parliamentary committee on social policy and family was scheduled to hold the first reading of the government's draft bill on a one-time monetary benefit for pensioners and annuitants in 2019, known as "Emerytura plus" (Pension Plus). Ultimately, the committee meeting was canceled, and the first reading will take place on Wednesday during a plenary session of the Sejm during the plenary session of the Sejm on Wednesday.

Teachers are saying today, I am speaking at least about ZNP representatives: we want a 1000 PLN raise, and we are saying: this year, teachers will receive a 340 PLN raise, which is a little over 1/3. If we add last year's raise, which was in April 2018, that's 508 PLN. So, we are giving a really large part of what you expect, and in addition, a series of different allowances that will positively impact the situation of teachers. Next year, a further increase, Prime Minister Morawiecki spoke about this. The average salary of a certified teacher will be at the level of 6,000 PLN – emphasized the head of the Prime Minister's Chancellery.

- There are many professional and social groups whose salaries have not been increased for years. And now, as a government, we would have a choice. Either to meet the expectations of one professional group, or to begin the process of increasing salaries among a range of professional groups. And we are starting this process. As you mentioned, police officers, I can speak about specialist doctors, paramedics, resident doctors. One could list a number of professional groups. The conclusion is this: none of these groups received the raises they expected. Why? Because the state indeed has a choice. - It is no secret at this moment that various scenarios regarding a potential [government] reshuffle are being considered. Should we wait until the elections, and ministers will leave after they are potentially elected, or should a reshuffle be carried out before the elections. This decision, to my knowledge, has not yet been made. Perhaps not hours or days [for the reshuffle], but certainly a scenario for the reshuffle to be carried out before the [European Parliament] elections is being seriously analyzed. I do not want to comment on this [exact date]. He added that in this scenario, those ministers who are running from the top positions and have a good chance of being elected to the EP would definitely leave the government.

We Have Lowered Our Demand for Base Salaries of PLN 1,000
We have lowered our demand for base salaries of PLN 1,000 from January 1st. We propose a 30% increase from January 1st. We also propose releasing the seniority allowance beyond the statutory limit in the Teachers' Charter, set at 20%, which is at the midpoint of a teacher's professional career, and we are awaiting the government's response to our proposals. This 30% translates to an increase in salary of about PLN 720-730 per month for an intern teacher, and approximately PLN 990 with some change for a certified teacher. This is our offer so that it cannot be argued that two trade union centers have prohibitive conditions, do not want to talk, and are striving at all costs to trigger a social conflict. We are trying to find a solution; we accept the proposals that the government has presented so far. However, they are still unsatisfactory, so we are looking for ways to resolve the problem so that we can reach an agreement with the government before April 8th – stated Sławomir Wittkowicz from the Forum of Trade Unions.

New proposals have also emerged from the social side, and we have asked for them to be prepared and written down so they are ready by 4:00 PM, as the recess will last until 4:00 PM. During this time, government members are heading to a government session - stated Beata Szydło at a briefing. In today's proposal, apart from the points we've previously discussed, such as shortening the internship period, changes in teacher evaluations (including the right for parents to participate in these evaluations), changes concerning additional allowances, especially for class teachers (as we want a minimum amount for this allowance to be set), and changes in the process regarding school bureaucracy – these points have been accepted. However, of course, we are continuously discussing salary increases. The government side today proposed a slightly different structure for salary increases based on a change in tax distribution. This would mean that within the same allocated pool, the salary increase could be higher. So, in September, we would see an increase of over 9% instead of 5% - added the Deputy Prime Minister.

- The Council of Ministers has heard the report "Assessment of the Impact of Sunday Trading Restrictions." How many more Polish small and medium-sized shops must go bankrupt before PiS reflects? I have the impression that there is some fuel lobby or gas station and discount store lobby in the government, because with each month, both gas stations and discount stores, mainly foreign ones, profit from the trading ban, while Polish, small shops lose. 15,000 small shops have failed. I don't know why there's no reflection on this matter” - Ryszard Petru said at a press conference in the Sejm. 

We have around 5,000 signatures. The time has not yet started to run. The Marshal has not yet registered the committee. We are 95,000 short. I will collect these signatures” - he added.

Sejm to Discuss 'Emerytura Plus' Tomorrow: First Reading in the Morning, Second in the Evening, Vote on Thursday

On Wednesday at 10:00 AM, the first reading of the government's draft bill on a one-time monetary benefit for pensioners and annuitants in 2019, the so-called 'Emerytura Plus' program, is scheduled. The second reading is also planned for tomorrow at 6:00 PM. The bill is most likely to be adopted on Thursday morning, in the block between 10:00 AM and 12:00 PM.

Also tomorrow, the Sejm will address the so-called anti-corruption bill authored by Kukiz'15 (at 2:30 PM) and the opposition's motion to dismiss Jan Krzysztof Ardanowski from the position of Minister of Agriculture and Rural Development (at 8:00 PM).

Ministry of National Education: Examination Teams Can Be Expanded. Regulation Signed.
“Any person with pedagogical qualifications can be a member of the examination and supervision teams during this year's exams. The Minister of National Education has signed regulations providing for this possibility. This is a response to the requests of school principals,” the Ministry of Education informed in a statement.
“In a situation where it is not possible to appoint an examination team and supervision teams from among the teachers employed in the school where the exam is being conducted, the composition of these teams can be supplemented by other teachers from outside that school, including individuals who have teaching qualifications but do not work in any school or institution. The proposed changes in the regulations will allow for the efficient conduct of this year's exams: the eighth-grade exam, the junior high school exam, and the matura exam, should difficulties arise in appointing teams from among the teachers teaching in a given school. The second change introduced in the regulations is an increase from 20 to 25 in the number of students per additional teacher forming part of the supervision team, in cases where the number of candidates in the examination room exceeds 25 people for the junior high school exam or the eighth-grade exam, and 30 people for the matura exam. The implemented solutions will allow school principals greater flexibility in action when appointing the examination team and supervision teams.”

- On Monday, the Head of the Sejm Chancellery filed a notification about the possibility of committing a crime. The document has been sent to the National Prosecutor's Office.
