At 8:00 AM, representatives of the government and education unionists will once again sit down for talks within the framework of the Social Dialogue Council. Yesterday, ministers requested a break in negotiations to prepare additional calculations.

At 10:00 AM, a government meeting will commence, during which cabinet members will address, among other things, the so-called Lex Uber and a report on the ban on Sunday trading. Simultaneously, behind closed doors, the verification committee for Warsaw's reprivatization will convene. Around 11:00 AM, committee members are expected to present a decision regarding the property at Złota 62.

From 11:30 AM, the parliamentary investigation committee on VAT fraud will also be in session. First, they will deliberate internally, and then at 12:00 PM, an closed-door hearing of Piotr Perkins, a former director at the Ministry of Finance, will begin. At 12:00 PM in the Sejm, Ryszard Petru will hold a press conference on the government's report concerning the trading ban.

At 6:00 PM, the parliamentary committee on social policy and family was scheduled to hold the first reading of the government's draft bill on a one-time monetary benefit for pensioners and annuitants in 2019, known as "Emerytura plus" (Pension Plus). Ultimately, the committee meeting was canceled, and the first reading will take place on Wednesday during a plenary session of the Sejm during the plenary session of the Sejm on Wednesday.

- Prime Minister Szydło, who is leading these talks on behalf of the [government], heading the government delegation, presented 5 proposals yesterday. Of these 5 proposals, 4 were accepted. Further proposals or ideas were presented by the trade union representatives. They were calculated overnight, and today we will continue the dialogue on possibilities, expectations, and capabilities. We have the calculations I am referring to, and we also have concrete proposals that translate into an increase in teachers' salaries – stated Michał Dworczyk in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego". - Let me remind you what we have achieved within this dialogue. Teachers are saying today, I am speaking at least about ZNP representatives: we want a 1000 PLN raise, and we are saying: this year, teachers will receive a 340 PLN raise, which is a little over 1/3. If we add last year's raise, which was in April 2018, that's 508 PLN. So, we are giving a really large part of what you expect, and in addition, a series of different allowances that will positively impact the situation of teachers. Next year, a further increase, Prime Minister Morawiecki spoke about this. The average salary of a certified teacher will be at the level of 6,000 PLN – emphasized the head of the Prime Minister's Chancellery.

- There are many professional and social groups whose salaries have not been increased for years. And now, as a government, we would have a choice. Either to meet the expectations of one professional group, or to begin the process of increasing salaries among a range of professional groups. And we are starting this process. As you mentioned, police officers, I can speak about specialist doctors, paramedics, resident doctors. One could list a number of professional groups. The conclusion is this: none of these groups received the raises they expected. Why? Because the state indeed has a choice. Either to meet all the expectations of one group, or to initiate this process of salary increases among many professional groups - stated Michał Dworczyk in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- I know one thing: teachers should definitely earn more. They are an extremely important professional group that influences the shaping of young Poles. But I repeat: we need to find a way to reach those amounts that will satisfy teachers - stated Michał Dworczyk in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- The [President's] idea regarding teachers is fresh. Every idea is worth analyzing. According to my knowledge, the Ministry of Finance is analyzing it, while also noting various limitations related to the fact that 50% of income tax deductible expenses are linked to copyright - added the Head of the Chancellery of the Prime Minister.

- First and foremost, Prime Minister Szydło is leading these negotiations. Together with her are Minister Rafalska, Minister Zalewska, two deputy ministers, and myself as the head of the Prime Minister's Chancellery. Yes, of course, [Anna Zalewska] is participating in all discussions. The Prime Minister is being informed all the time, on an ongoing basis, and the fact that she has delegated a Deputy Prime Minister to coordinate the negotiation team's work demonstrates how seriously she takes these talks – stated Michał Dworczyk in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- I hope this strike does not happen. However, one thing is certain, regardless of the current situation, we as a government are determined that every child will be able to take their exams this year – emphasized the head of the Prime Minister's Chancellery.

- It is no secret at this moment that various scenarios regarding a potential [government] reshuffle are being considered. Should we wait until the elections, and ministers will leave after they are potentially elected, or should a reshuffle be carried out before the elections. This decision, to my knowledge, has not yet been made. Perhaps not hours or days [for the reshuffle], but certainly a scenario for the reshuffle to be carried out before the [European Parliament] elections is being seriously analyzed. I do not want to comment on this [exact date]. These are decisions reserved for the Prime Minister and the political leadership of PiS - stated Michał Dworczyk in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego". He added that in this scenario, those ministers who are running from the top positions and have a good chance of being elected to the EP would definitely leave the government.

- Without a doubt, like every law, this law, which restricts trade on Sundays, is also being analyzed. It is normal for every project to be evaluated. I know that Minister Emilewicz is currently doing it. What the final decisions will be on this matter – I don't know – stated Michał Dworczyk in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- Let's leave the decision of who will join the TVP board to the National Media Council. I think we have a meeting next week. Next week there will be a meeting dedicated to this. It is very probable [that a new member of the TVP board will be appointed next week] - stated Elżbieta Kruk in an interview with Robert Mazurek on RMF FM.

- I took that from you [about shoddy television]. I said that sometimes [public television is shoddy] - stated Elżbieta Kruk in a conversation with Robert Mazurek on RMF FM.

- I believe that sometimes it is [shoddy]. Moreover, neither I nor other members of the National Media Council have ever hidden that we have reservations about how the television is produced, but as a whole, it serves to pluralize the media market - added the PiS MP.

Of course, I won't reveal any specifics. It is known that a decision has been made for a reshuffle. There are talks, there are consultations - stated Elżbieta Kruk in an interview with Robert Mazurek on RMF FM. - Yes [the decision has been made for a government reshuffle before the elections]. It is a difficult process because consultations need to be conducted, and it needs to be designed to be smooth and not disrupt the government's work. It must be responsible. And rather done behind closed doors, not in the media - added the PiS MP.

- I regret, I truly regret, that the resolutions and emotions that emerged after that other unimaginable tragedy, which was the bestial murder of President Paweł Adamowicz in Gdańsk, when at least a significant part of the political class declared the necessity of lowering political dispute, of changing the language, that this reflection was lacking - stated Joachim Brudziński in an interview with Krzysztof Ziemiec on TVP1's "Political Quarter Hour".

- Today, I don't know if it's because President Wojciech Kudelski comes from PiS that it's quieter, at least in some media, on this topic. But what I'm getting at, what I'd like to say. I am very sorry, I deeply regret that such reflection was lacking from very important politicians. The Marshal of the Mazowieckie Voivodeship, Adam Struzik, a very important figure, also considering the length of his tenure, posted an image on Twitter of the PiS leader, Jarosław Kaczyński, styled as Hitler, with that characteristic little mustache, and nothing happened. He himself doesn't see the slightest need to apologize for it, and this is nothing else but fanning such emotions. I suggest that the word 'sorry' should have been said in this matter. It wasn't. I am very surprised by Władysław Kosiniak-Kamysz, who is the leader of the PSL and who tries to do a lot to lower this political dispute, that he lacked, I don't know, the courage towards his colleague Adam Struzik to express his disapproval - stated Joachim Brudziński in an interview with Krzysztof Ziemiec on TVP1's 'Kwadrans polityczny' (Political Quarter Hour).

- As the Minister of the Interior and Administration, responsible for security today, I would like to appeal once again to everyone, including my colleagues from my political camp, for such reflection to occur. And in the case of Marshal Struzik, as a politician, and also as a minister responsible for security, I will express my indignation and astonishment that this reflection was absent. If he committed a foolish act, because it cannot be called otherwise, and one can even speak here of inciting hatred, evil emotions, because what is a hateful act if not styling oneself after the greatest criminal in human history - added the head of the Ministry of Interior and Administration.

"I am not a Spring activist, so I don't experience this visit [by Frans Timmermans] so emotionally. Chairman Timmermans, as a social democrat, wants to support one of the emerging political forces in Poland. That's his choice. This is not involvement in Polish affairs. It's simply political cooperation" - Deputy Minister Konrad Szymański stated in an interview with Piotr Witwicki on Polsat News.

- However, of course, we urge incumbent, important EU representatives to pay attention to the difference between purely party activity, which everyone has the right to engage in, and activity that would turn into the use of positions, in this case, EU positions, for purely electoral purposes. Certainly, it requires a great deal of attention that Frans Timmermans is the driving force behind a political process, a very controversial, unprecedented conflict, a certain dispute, a very important dispute with Poland, and it would be good if he remembered that this dispute should not serve as political fuel for purely party games" - he added.

This week. This week, a motion of no confidence against another disastrous minister, the Minister of Agriculture, will be considered at this session, and immediately after considering that motion, we will submit a motion regarding Minister Zalewska. We owe this to the teachers, parents, and children, and we are acting in the political sphere, while the unions are acting in the labor sphere,” said the Vice-Chairman of Civic Platform (PO), Tomasz Siemoniak, in an interview with Beata Lubecka on Radio Zet.

„We will surprise with the unity of the opposition. I think this bonus in the polls for unification is very clear and we will show that we have a program. Work is underway by program teams. And please, have a little patience, the upcoming weekend will be the weekend of the European Coalition” – said the Vice-Chairman of Civic Platform, Tomasz Siemoniak, in an interview with Beata Lubecka on Radio Zet.

It is obvious that my activity as the Minister of the Interior and Administration, in connection with the campaign and the fact that I have the honor of heading the list for the European Parliament in the West Pomeranian and Lubusz voivodeships, will certainly have to be limited. For now, in accordance with the Prime Minister's directive, I am performing my duties as the Minister of the Interior and Administration, striving to carry them out diligently and responsibly. If there is a decision for resignation, I will obviously accept that decision with humility and will comply with it. If there is a decision to continue this work until the elections, I will continue. However, I have never hidden the fact that during the most intensive days and weeks before the elections, I wanted to ask the Prime Minister for leave. Nevertheless, if a decision is made for us, constitutional ministers running for the European Parliament, to resign or be dismissed, I will obviously accept that decision as obvious – stated Joachim Brudziński in an interview with Krzysztof Ziemiec on TVP1's "Polityczny Kwadrans" (Political Quarter of an Hour).

We have lowered our demand for base salaries of PLN 1,000 from January 1st. We propose a 30% increase from January 1st. We also propose releasing the seniority allowance beyond the statutory limit in the Teachers' Charter, set at 20%, which is at the midpoint of a teacher's professional career, and we are awaiting the government's response to our proposals. This 30% translates to an increase in salary of about PLN 720-730 per month for an intern teacher, and approximately PLN 990 with some change for a certified teacher. This is our offer so that it cannot be argued that two trade union centers have prohibitive conditions, do not want to talk, and are striving at all costs to trigger a social conflict. We are trying to find a solution; we accept the proposals that the government has presented so far. However, they are still unsatisfactory, so we are looking for ways to resolve the problem so that we can reach an agreement with the government before April 8th – stated Sławomir Wittkowicz from the Forum of Trade Unions.

We are in recess because right now work is underway analyzing the proposals submitted by the government, and analyses from the social side. New proposals have also emerged from the social side, and we have asked for them to be prepared and written down so they are ready by 4:00 PM, as the recess will last until 4:00 PM. During this time, government members are heading to a government session - stated Beata Szydło at a briefing. In today's proposal, apart from the points we've previously discussed, such as shortening the internship period, changes in teacher evaluations (including the right for parents to participate in these evaluations), changes concerning additional allowances, especially for class teachers (as we want a minimum amount for this allowance to be set), and changes in the process regarding school bureaucracy – these points have been accepted. However, of course, we are continuously discussing salary increases. The government side today proposed a slightly different structure for salary increases based on a change in tax distribution. This would mean that within the same allocated pool, the salary increase could be higher. So, in September, we would see an increase of over 9% instead of 5% - added the Deputy Prime Minister.

- One of the trade union centres, 'Solidarity', is ready to sign an agreement. Here, the condition was also the commencement of work on changing the remuneration system, and naturally, the government is open; we want to begin work on changing this remuneration system so that it becomes more modern and also provides greater opportunities for shaping higher salaries for teachers. However, for the government at this moment, the condition for signing the agreement is, of course, that all three centres wish to sign the agreement, because only then is a strike guaranteed. We seem to be one step ahead, but we are still talking - stated Beata Szydło at a briefing.

- One sentence of comment on what the Prime Minister [Szydło] said, because I have the impression that we were functioning or were at completely different meetings. The proposal that colleague Wittkowicz spoke about a second ago is a proposal that was presented by the trade unions as a way, a method of seeking a way out of this dramatic impasse. However, the discussion or the attempt to convey that trade unions have stiffened and continue to insist on their 1000 PLN demand is simply untrue. Given the above, it does not bode well for the continuation of negotiations, and at the same time it shows that there is probably - in my opinion - an attempt to escalate the situation, certainly not by the union side, and it is certainly not the will of either the Forum or ZNP to escalate this conflict - stated Sławomir Broniarz at a briefing.

"A net increase of 1000 zloty is a demand for a raise larger than today's minimum wage in Poland. This is an insurmountable demand that cannot be met to such an extent. For a certified teacher, this realistically means 1800 net, because it is 1.8 times the base salary. Chairman Broniarz speaks of such a raise. This is an insurmountable, unfulfillable condition" - said Minister Jacek Sasin in an interview with Jacek Prusinowski on Radio Plus.

- As we announced at the convention on Saturday, today we are appealing to all members of parliament, including our compatriots, to support the motion to amend the Constitution and enshrine EU membership in the Polish Constitution - stated Władysław Kosiniak-Kamysz at a briefing in the Sejm.



- This is a peculiar test of credibility for all politicians in Poland, and especially for those who have recently enjoyed dressing up in the robes of Euro-enthusiasts, yet not so long ago removed the European flag from the Chancellery of the Prime Minister. This is a test of credibility and truthfulness, whether they genuinely want to be in the EU - emphasized the leader of the PSL.



- Today we must see who is truly for the EU and who is against it. Who is for the EU permanently, and not just until May 26th - he added.

„Today, together with MP Tomczyk, we are filing a motion for the exclusion of Prosecutor Śpiewak from the preliminary proceedings, due to a justified suspicion regarding her lack of objectivity and impartiality in the case. The provisions applicable to judges apply mutatis mutandis to prosecutors. The prosecutor should be excluded from the proceedings” – said Krzysztof Brejza from Civic Platform during a press conference in the Sejm – „We are curious about what is included in the justification for Ms. Śpiewak's promotion, what decisions or lack of decisions”.

„Today, the prosecution service is not concerned with standing on the side of the citizen, on the side of the public interest. Today, these institutions stand on the side of Kaczyński's silver clique. The state has been paralyzed by a political clique that is operating, and we must do everything to protect the state, which is why we are talking about a great choice in May and in the autumn” – added Tomczyk.

"As far as I know, it will happen [a government reshuffle]. I don't know the date, so I won't say when, but I have information that it will be before the European Parliament elections" - said Deputy Marshal Beata Mazurek at a press conference in the Sejm. - "The goal is to efficiently hand over the reins of government to successors. The Prime Minister or the government spokesperson will inform about the details."

"Certain symbols, certain issues should not be politicized" - said Deputy Marshal Beata Mazurek regarding the situation surrounding the anniversary celebrations of June 4th - "This is not a matter of a wrong decision [by the Pomeranian Voivode], but rather an assessment of the statements made during yesterday's conference. I think the parties should listen to each other. I believe the decision made by the voivode is a thought-out, just decision, aimed at avoiding conflict and ensuring peace in Gdańsk."

"A thousand days have passed since the Sejm enacted the so-called shipyard act. This day is a good opportunity to summarize the achievements of Minister Marek Gróbarczyk, who in our opinion is harming the Polish economy. Under his leadership, the ministry has become a political ministry, where political interests are pursued at the expense of the Polish economy. We have described the minister's activities in 8 points. We are talking about the aforementioned shipyard act, we show that the Polish shipbuilding industry is in a significantly worse condition than when PiS came to power," said Tadeusz Aziewicz from Civic Platform at a press conference.

- The Council of Ministers has heard the report "Assessment of the Impact of Sunday Trading Restrictions." It has tasked the Minister of Entrepreneurship and Technology with developing and publishing a summarized information piece on the report – the Government Information Centre announced after today's meeting of the Council of Ministers. The government also adopted, among other things, a draft amendment to the Road Transport Act, known as the lex Uber.

„How many more Polish small and medium-sized shops must go bankrupt before PiS reflects? I have the impression that there is some fuel lobby or gas station and discount store lobby in the government, because with each month, both gas stations and discount stores, mainly foreign ones, profit from the trading ban, while Polish, small shops lose. 15,000 small shops have failed. I don't know why there's no reflection on this matter” - Ryszard Petru said at a press conference in the Sejm. 

„We have around 5,000 signatures. The time has not yet started to run. The Marshal has not yet registered the committee. We are 95,000 short. I will collect these signatures” - he added.

On Wednesday at 10:00 AM, the first reading of the government's draft bill on a one-time monetary benefit for pensioners and annuitants in 2019, the so-called 'Emerytura Plus' program, is scheduled. The second reading is also planned for tomorrow at 6:00 PM. The bill is most likely to be adopted on Thursday morning, in the block between 10:00 AM and 12:00 PM.

Also tomorrow, the Sejm will address the so-called anti-corruption bill authored by Kukiz'15 (at 2:30 PM) and the opposition's motion to dismiss Jan Krzysztof Ardanowski from the position of Minister of Agriculture and Rural Development (at 8:00 PM).

“Any person with pedagogical qualifications can be a member of the examination and supervision teams during this year's exams. The Minister of National Education has signed regulations providing for this possibility. This is a response to the requests of school principals,” the Ministry of Education informed in a statement.

“In a situation where it is not possible to appoint an examination team and supervision teams from among the teachers employed in the school where the exam is being conducted, the composition of these teams can be supplemented by other teachers from outside that school, including individuals who have teaching qualifications but do not work in any school or institution. The proposed changes in the regulations will allow for the efficient conduct of this year's exams: the eighth-grade exam, the junior high school exam, and the matura exam, should difficulties arise in appointing teams from among the teachers teaching in a given school. The second change introduced in the regulations is an increase from 20 to 25 in the number of students per additional teacher forming part of the supervision team, in cases where the number of candidates in the examination room exceeds 25 people for the junior high school exam or the eighth-grade exam, and 30 people for the matura exam. The implemented solutions will allow school principals greater flexibility in action when appointing the examination team and supervision teams.”

This coming Friday, a conference titled "The Legacy of the Round Table after 30 Years" will be held at the Ujazdowski Castle in Warsaw, with the participation of former presidents Aleksander Kwaśniewski and Bronisław Komorowski. The conference is organized by the Social Committee of the Left, the Ordynacka Association, the Catholic Intellectuals' Club, and the 30th Year of Freedom Initiative.

Furthermore, as 300POLITYKA has learned, next Saturday in Warsaw, celebrations will take place marking the 20th anniversary of the Democratic Left Alliance (SLD), which will be attended by former Prime Ministers Włodzimierz Cimoszewicz, Leszek Miller, Marek Belka, as well as former SLD leaders, MPs, senators, ministers, and Speakers of the Sejm from the SLD.

- On Monday, the Head of the Sejm Chancellery filed a notification about the possibility of committing a crime. The document has been sent to the National Prosecutor's Office. Simultaneously, on Tuesday, the plenipotentiary of the Marshal of the Sejm also initiated legal action - informed 300POLITYKA the director of the Sejm Information Centre, Andrzej Grzegrzółka.

The matter concerns the Friday publication of the weekly "Nie". According to TVP Info, the notification pertains to the insult of a public official and defamation. Furthermore, the publisher of the title received a pre-trial summons demanding the publication of an apology and a payment of PLN 15,000 in compensation to Caritas.

- The other trade union centers [other than 'Solidarity'] presented their proposals in the afternoon, after a break. They also don't differ much from previous proposals, meaning 1,000 PLN. They are slightly reduced, but in total it's an amount of about 12 billion PLN that would have to be additionally provided this year by the government from the state budget. Of course, there is still acceptance of the remaining four points; at the moment, we are discussing salary increases and their amount. Since we did not establish a position today, I also asked the union side to consider the possibility of suspending the strike during the exams, so that the protest would of course continue, if that is the unions' position, but that this protest be suspended for the duration of the exams. Following my proposal, the union side also asked for us to give ourselves time until tomorrow 1 PM for the government to further examine the proposals that have currently been put on the table by the union side, and for the union side to consider my request to be able to suspend the strike during the exams. 'Solidarity' is ready to sign an agreement with the government, but as I have previously stated, we want to sign an agreement with all trade union centers, and therefore the government is open to continuing these talks. We are meeting here tomorrow at 1 PM - stated Beata Szydło at a briefing in the RDS.

- I'm not surprised that 'Solidarity' has an issue with the announced plan to build a table around the monument to fallen shipyard workers, where politicians would sit and sign some declaration – that's a gross overstatement. Besides, Ms. Dulkiewicz herself understood this and began to back down – said Jarosław Sellin in an interview with Grzegorz Kajdanowicz on TVN24's "Fakty po faktach" (Facts After Facts).

- Mr. Minister, you are organizing events related to the 30th anniversary of these free elections from 1989, partially free elections, in Warsaw. Take Guzikiewicz and Drelich to Warsaw. Let them not disturb people in Gdańsk from celebrating these commemorations together - said Sławomir Neumann in an interview with Grzegorz Kajdanowicz on "Fakty po faktach" TVN24.

- The union side presented its proposal. It is a step towards the government's proposals, largely a resignation from the key demand thus far. We are aware of the responsibility we have taken upon ourselves in the context of this decision, but we are also convinced that this proposal of a 30% salary increase, supplemented by the introduction of a seniority allowance increase, will also be met with satisfaction by teachers. However, we could not positively respond to the government's proposal to suspend the protest during exams in exchange for a promise of talks. That would have been too much of a concession on our part and excessive trust in the government. Today, there is no reason, with 1 billion 300 [million] on the table, and expecting a multiple of that amount, for us to make such a decision - stated Sławomir Broniarz at a briefing at the RDS.

- I can reveal a secret. The convention will not be held in Przysucha. That's what I learned recently. I don't know [where it will be] - stated Stanisław Karczewski in an interview with Bogdan Rymanowski on Polsat News's "Wydarzenia i opinie" (Events and Opinions).

Unofficially, we hear that Saturday's PiS convention might take place in Kadzidło near Mysłyniec, in the Mazovian Voivodeship. This is one of the considered locations. Also on Saturday, the European Coalition convention will be held.

- We are trying to help reconstruct this government. We are submitting a motion for the resignation of Anna Zalewska, arguably the worst minister of education in history. She certainly brought about immense chaos in schools and a crisis with the strike that threatens Poland. Tomorrow, the no-confidence vote for Minister Ardanowski, the minister of agriculture, will be debated. We have also submitted a motion for Minister Gróbarczyk - said Sławomir Neumann in a conversation with Grzegorz Kajdanowicz on TVN24's "Fakty po faktach." - They are all trying to escape. This evacuation, this escape of ministers to Brussels, hiding there for five years, will not succeed because people will also hold these ministers accountable; they won't necessarily want to vote for them. I am convinced that Minister Zalewska's escape will not succeed. She should get a full-time job at a school for the money teachers work for today - Neumann added.

On June 4th, we are organizing a major meeting. We have invited all senators. We informed the senators, including those from Platforma, about June 4th and the fact that we are organizing a ceremonial Senate session as early as December, perhaps even in November – stated Stanisław Karczewski in an interview with Bogdan Rymanowski on Polsat News' "Wydarzenia i opinie". He added that the President and the Prime Minister will be speaking. The celebrations will take place in the Column Hall.

– Above all, I think we are closer to an agreement [with teachers]. It is clearly visible that talks are ongoing, there is debate, and I am very pleased about this. This is good news, especially for students preparing for exams, and for young people in general – stated Stanisław Karczewski in an interview with Bogdan Rymanowski on Polsat News's "Wydarzenia i opinie".

- The ruling party is solely responsible for this bidding war. Excuse me, but what is the opposition supposed to do? Sit and complain? In doing so, forfeit the election by default? No. The responsibility lies entirely with Law and Justice and the government; if they start such a bidding war, it naturally fuels a very unfavorable spiral - said Marek Belka in an interview with Monika Olejnik on TVN24's "Kropka nad i" (The Dot Over the i).
