Tuesday's Political Agenda: EP Votes on So-Called ACTA2, President in Lower Silesia, Government Discusses "Emerytura Plus", Supreme Court Examines First Extraordinary Appeal

The European Parliament will vote on the directive on copyright in the Digital Single Market, known as ACTA2. This will be the final vote on the directive, which, according to a growing number of critics, will introduce de facto internet censorship. The voting block in the European Parliament will begin at 12:30 PM and last until 2:30 PM.

At 12:00 PM, the VAT investigative committee will question Jerzy Martini, a former member of the Tax Law Consultative Council at the Ministry of Finance.

The government session will commence at 10:00 AM, and ministers will address, among other matters, the regulations introducing a one-off benefit for pensioners and disability pensioners, the so-called "Emerytura Plus" (Pension Plus).

At noon, the Presidential Couple will participate in the third edition of the Summary of the "Action to Aid Poles in the East." At 3:35 PM, the President will visit a pharmaceutical plant in Wrocław, and at 5:30 PM, he will meet with the residents of Wołów.

At 4:30 PM, the parliamentary constitutional accountability committee will convene. The agenda includes the item "assessment of evidence collected in the case of the preliminary motion to bring the President of the Supreme Audit Office, Krzysztof Kwiatkowski, to constitutional responsibility before the State Tribunal," as well as current affairs. The session will traditionally be closed to the media.

Meanwhile, the Supreme Court will examine today – at the initiative of the Commissioner for Human Rights – the first extraordinary appeal. The case concerns inheritance rulings within a farming family. The hearing begins at 1:00 PM.

- With great joy, I can share the information today that the Council of Ministers has adopted the draft bill concerning "Emerytura Plus". Our seniors, our pensioners, our mothers, grandmothers, grandfathers, fathers are the custodians of our tradition. They have passed on all their knowledge to us. It is also this love that they have showered us with, and today, within our means, we want to provide pensioners with certain additional funds. This is precisely the minimum pension, "Emerytura Plus", for everyone in the same amount, as it seemed a bit fairer to us to divide it in this way. If someone has a slightly higher pension, they will also receive the same amount as someone who receives a lower pension - stated Prime Minister Mateusz Morawiecki at the Chancellery of the Prime Minister. He added:

"Generally, in our economic and social program, we focus on dignified earnings for Polish families and Polish employees. We talk about European levels of earnings, and from the perspective of those who are no longer working, we want their pensions to be increasingly dignified year by year, taking into account various aspects, especially the rise in prices, but also economic growth. And this year is the first year in 30 years where we have such a triple action. For pensioners, action for pensioners that benefits all pensioners. Firstly, it was a cash indexation, at least by PLN 70 per month. When you multiply that by 12, it's PLN 840 annually, and this was something that was also noticed as beneficial for those pensioners who receive the lowest pensions. The second aspect, an element of our program for pensioners, is precisely what we are presenting to you today, namely "Emerytura Plus". And the third is the reduced PIT in the autumn, because with the reduction of PIT from 18% to 17%, mathematically speaking, that's a 6% reduction, and thus it's a noticeable amount. Again, it will be slightly different for those who have pensions of PLN 2500, 2800, 3000, and different for those who have PLN 1500 or 1700, because that's how taxes work, but for everyone, it will proportionally be a small, negligible, but still a financial boost in the autumn. Thus, our triple actions are, in my opinion, very important and good."

Ambitions to Keep Budget Deficit within 2-3% of GDP this Year and Next
- The budget deficit is an important issue, and we are strictly adhering to the EU, European frameworks. We want to stick to them. I even brought a chart with me. This is a chart of the deficit of the entire public finance sector, meaning the deficit that the EU looks at. When you see these deep red bars, those are the years of PO and PSL. The deficit reached 8% [of GDP]. It exceeded 7%. Then it fell to around 5%, then around 4%, then it rose again to over 4%. This means that in at least six out of the eight years of our predecessors, the allowed threshold of 3% was exceeded. Here, the Cassandra-like prophecies of our political opponents emerged at the beginning of 2016, stating that the deficit would grow. Meaning these red bars should lengthen again. Meanwhile, the deficit decreased during our government's tenure, despite the major social and development programs we initiated. Now, we have ambitions to keep ourselves as much as possible within the bounds of the budget deficit this year and next, 2-3% [of GDP], not to exceed 3%. However, the fiscal impulse we implemented is itself around 2% of GDP. Therefore, the assumption of an increase in this deficit is something entirely natural. As I discuss with economists, financial institutions, or in Brussels, for example, recently at the European Council, this is something absolutely understandable and is confirmed as a fundamental macroeconomic action in the context of economic cycles and our specific economic cycle we are currently in - stated Prime Minister Mateusz Morawiecki at the Chancellery of the Prime Minister.

The draft bill concerning a one-time monetary benefit for pensioners and disability pensioners in 2019 – the so-called "Emerytura Plus" (Pension Plus) from Kaczyński's "The Five" package – was adopted by the government today. It has already been sent to the Sejm and referred for an opinion to the BL. MPs are expected to address the proposal at an additional Sejm session next week.
