The government session will commence at 10:00. Ministers will address, among other matters, a draft bill on supporting scientific activity from the Polish Science Fund, proposed by the Ministry of Science and Higher Education. Also on the agenda are a draft amendment to the act on health protection against the consequences of tobacco and tobacco product use, as well as a draft amendment to the act on fertilizers and fertilizing.

Deputy Prime Minister Jarosław Gowin will appear before the parliamentary investigative committee on VAT today. His hearing will begin at 9:00. Meanwhile, at 10:00, a closed-door meeting of the verification committee will take place. A press conference is scheduled for an hour later.

The Mayor of Gdańsk will be visiting Warsaw today. Aleksandra Dulkiewicz is scheduled to meet with Deputy Prime Minister Piotr Gliński at 16:00. The discussion will concern subsidies for the European Solidarity Centre.

At 16:30, the parliamentary finance committee will hold first readings of draft bills regarding salaries at the National Bank of Poland – both the one submitted by PiS and two proposals from the opposition. Further work, as well as a vote on adoption, is expected tomorrow during an additional Sejm session.

- We know there are people in PiS who misuse their power in a nefarious way. Just look at yesterday, Bartłomiej M., Deputy Minister of Health, who had to resign, a man protected by one of PiS's vice-presidents, who manipulates tenders in KGHM. These are all matters where PiS uses its power to deceive. We already have several cases being investigated by the prosecutor's office, and now the consequence of this publication [by Gazeta Wyborcza] will be that Jarosław Kaczyński, who until now had the image of a tough man who demands and does everything to prevent such situations, will now... Today, after this publication, Kaczyński, who is creating a very secret undertaking, is doing everything to ensure that no one finds out about it. In my opinion, he is absolutely losing his power. Consequently, all these nefarious undertakings involving people connected with PiS will become even more nefarious and there will be more of them – stated Joanna Kluzik-Rostkowska in an interview with Konrad Piasecki on TVN24's "Piasecki's Conversation".

"I have a sin on my conscience, because yesterday evening I asked a friendly entrepreneur from the construction industry to wake up early this morning and read it. We both have the identical impression. This is a record of normal business negotiations. There is absolutely nothing extraordinary about it" - said Deputy Prime Minister Jarosław Gowin on Jedynka radio.

- We've been wondering for a long time what might happen in PiS if Jarosław Kaczyński leaves, becomes ill, or weaker. In my opinion, we will see how things unfold, but this situation could weaken Kaczyński so much within PiS that all those movements we've been wondering about for a long time will now materialize, thus weakening the party - stated Joanna Kluzik-Rostkowska in a conversation with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego". She added:

"Since Kaczyński is the most important figure in Polish politics, such an image-damaging event could also have repercussions in a broader context. What are the police officers, who fought for raises for a very long time and only received something due to a certain blackmail situation, supposed to think today? What are the teachers supposed to think... Well, what they have in common is that it turns out Kaczyński essentially says: we must win elections, both in Warsaw and Poland, to build these double towers. So, the entire narrative about good change, high standards, a better future, building a vision based on one's convictions about how Poland should look, boils down to the need to win elections."

- I am convinced that this publication [by Gazeta Wyborcza] significantly weakens Jarosław Kaczyński precisely in this context and it could have its serious consequences - added the Civic Platform MP.

"If there is anything politically groundbreaking [in the recording], then this groundbreaking aspect lies in the fact that Gazeta Wyborcza and Roman Giertych have engaged with great determination to convince Poles that Jarosław Kaczyński understands business and is an honest man. Both of these are news items, at best, on the scale of Gazeta Wyborcza," said Deputy Prime Minister Jarosław Gowin on Radio Jedynka.

„I should definitely have appeared before that commission [on Amber Gold] and I had extensive knowledge on the matter. Even members of the commission from opposition parties emphasized that, unlike many other witnesses, I did not shy away from answering difficult questions. In the case of the VAT scandal, my knowledge is close to zero” – said Deputy Prime Minister Jarosław Gowin in an interview with Jedynka radio.

- A million threads. First and foremost, it's interesting to me, and always has been, why the elections in Warsaw were so incredibly important for PiS, to make it a topic on public television that practically didn't leave the schedule from morning to night. It's never been the case that it was given such importance. Now it's clear the goal was that if PiS had won in Warsaw, it would have been much easier to pursue millions in interests for the political party - stated Rafał Trzaskowski in an interview with Beata Lubecka on Radio Zet, when asked about the publication in "Gazeta Wyborcza".

- It is unusual that this is a company controlled by politicians who have always said they want to expose the network of those who have enriched themselves at the expense of state property, and here we have the PiS party, which has enriched itself at the expense of state property and wants to build an investment worth hundreds of millions. So far, Jarosław Kaczyński has not acted as a tough businessman securing hundreds of millions for his party. I wonder, if they manage to build this building and actually get an injection of hundreds of millions annually, perhaps 80 million annually for PiS, they would probably immediately demand that the party no longer be financed by the state budget. Then it would be interesting to see who could compete with them in the political market - stated Rafał Trzaskowski in an interview with Beata Lubecka on Radio Zet, when asked about a publication by "Gazeta Wyborcza".

- PiS has always presented itself as a party fighting the system, as 100% idealistic, and now we see that PiS has enriched itself with state assets, and its primary concern is doing business, not the matters it has spoken about until now – stated Rafał Trzaskowski in an interview with Beata Lubecka on Radio Zet.

- I am satisfied [with Kamil Dąbrowa's work], although we discussed his writing style on private Twitter, because it might not be a poetics that suits everyone. We talked about it. I told him one thing: that Twitter in politics, that a commentator, a journalist, is one thing, and someone who represents the City Hall is another, and here there is no room for provocations or various kinds of sarcasm, because nobody understands it - said Rafał Trzaskowski in an interview with Beata Lubecka on Radio Zet.

When told that he was quite mild, the Mayor of Warsaw replied: - Why mild? I said I didn't like it. Yes. He said he wouldn't write in such poetics because it completely doesn't suit the office. He also emphasized that there is no doubt that he is one of the most competent people and he is not surprised that he won the competition.

“Sensational is a strong word for this. I read it and frankly, I don't know where the bomb is, where the mine is, where any scandal is at all. The fact that Mr. Jarosław Kaczyński showed prudence, because he assumed that the Civic Platform, after he took on a credit commitment of 1.3 billion PLN, would start throwing obstacles in his path, and he would be left with the credit, the debts, the dug-up land, and without his own office building. One has to say that he is simply prudent” - said Marek Jakubiak in an interview with Robert Mazurek on RMF FM.

“[Kaczyński] simply didn't step into the minefield, with a smile. I don't believe in miracles, that the Civic Platform wouldn't exploit this. If they could have hindered him, they absolutely would have. And here, Mr. Editor, at this moment, I wanted to say the following to Jarosław Kaczyński: Mr. President, if there were economic freedom in Poland, you wouldn't have to worry and maneuver between politics like this” – said Marek Jakubiak in a conversation with Robert Mazurek on RMF FM.

„Jarosław Kaczyński has repeatedly stated that one does not seek power for money, yet recordings revealed by GW clearly show that Jarosław Kaczyński needed power primarily to pursue his own interests. He did not hide this when it came to Warsaw” – Adam Szłapka from Nowoczesna said at a press conference in the Sejm.

„We are addressing Prime Minister Morawiecki, requesting the removal of Patryk Jaki from the reprivatization commission. It was Patryk Jaki who was intended to be Kaczyński's tool to reclaim Warsaw, so that Kaczyński's interests related to Srebrna could be realized. It is not normal for Jaki to continue to head a commission that was supposed to clarify matters related to reprivatization. If Jaki was meant to be Kaczyński's man who would secure his party's financial interests in Warsaw, then such a person should not be tasked with investigating irregularities” – he added.

„I woke up quickly, bursting into laughter in contrast to the announcements that were made, to the bomb that was supposed to be. I am very glad that these tapes of truth exist. These are tapes of truth about Jarosław Kaczyński: „We are honest,” „Everything must have a basis in papers,” „We don’t want to deceive anyone.” This is precisely what Law and Justice is” - said Marcin Horała in an interview with journalists in the Sejm.

- From this recording, it appears that President Kaczyński is quite adept at business matters. Until now, the President's public persona was, one might say, more focused on issues less related to economic and business affairs, but here we see that he knows how to look after his party's interests - stated Piotr Zgorzelski in an interview with Jacek Prusinowski on Radio Plus.

"Regarding the EP elections - this is the moment to create what the PSL leader has been effectively building all along, i.e., a partnership group of parties called the political, rational center around PSL, Nowoczesna, our friends from the broadly understood left, the Greens, European Democrats, and many other smaller circles, as well as non-governmental organizations," stated Piotr Zgorzelski in an interview with Jacek Prusinowski on Radio Plus. He added:

"Most concisely, one could say a tripartite agreement. I like to call it that because it captures the essence that this political center, as a prominent political expert, advisor to Prime Minister Pawlak, says, it's worth closing the third vertex of the triangle and opposing this duopoly, so that Poles are not solely condemned to choose between PiS and PO."

- It's worth counting ourselves in for the EP, to practice this formula. [As of today] a very probable [scenario]. Perhaps still this week, the leaders will come out and present information to the public opinion, to you journalists in the Sejm - added the PSL politician. When asked if a conference involving Władysław Kosiniak-Kamysz, Katarzyna Lubnauer, and Włodzimierz Czarzasty would take place this week, he replied: - I would like to announce this very preliminarily, without prejudging.

"We had information that a big bomb would explode and blow everything away. It's more of a damp squib, still wet. There's nothing to shout about," said the President's spokesperson, Minister Błażej Spychalski, on the Catholic radio station "Siódma9" morning broadcast.

– Let’s not fall for PiS’s narrative that everything there is legal. Jarosław Kaczyński, as seen in these recordings, is acting in disguise. Through another company, the Srebrna company is trying to build skyscrapers with money it is to receive from a state bank, which are then intended to finance PiS’s operations. However, there is an element here that is suspicious in this entire conversation formally, and therefore I am submitting a motion, a notification to the prosecutor’s office concerning the suspicion of a crime under Article 304 of the Code of Criminal Procedure § 1, namely that, by invoking political influence, MP Kaczyński wants to secure a loan from a state bank – stated Ryszard Petru at a briefing in the Sejm.

"I emphasized that the state is efficient, that it works. It is good that services also have no problem bringing charges against individuals who were associated with the ruling camp," said the President's spokesperson, Minister Błażej Spychalski, on the Catholic radio station 'Siódma9' during their morning program.

- In our assessment, [the article in "Gazeta Wyborcza"] turned out to be a complete flop. It contains absolutely no evidence of any illegal activities by PiS politicians or President Kaczyński. There is not a shadow of a doubt that there are absolutely no proofs of actions contrary to the law. President Kaczyński, during this conversation, actually reveals the whole truth about how Civic Platform governed in Warsaw. He describes the reality in Warsaw where individuals or companies not affiliated with the city hall have no possibility of obtaining consent to carry out investments in Warsaw. And the most important aspect of this conversation, in our opinion, is President Kaczyński's statement about Civic Platform politicians, Hanna Gronkiewicz-Waltz and Marcin Kierwiński, who threatened that they would never allow this type of investment to be built. In our assessment, only this fragment is suitable for the prosecutor's office - stated Beata Mazurek at a briefing in the Sejm.

- The revealed conversations show one thing: that Jarosław Kaczyński is an absolutely honest man, that he is ready to bear or cover obligations, but only and exclusively when there are appropriate documents and a legal basis for it. This article in "Gazeta Wyborcza" is another installment of the war that this milieu is waging against our camp, the PiS camp, against President Kaczyński, without regard for the facts. In light of this, another, I think, very significant and important thing comes to mind. We have reached a time where we hear from the lips of a politician, the leader of PiS, that everything must be in accordance with the law. This is what causes scandals, and paraphrasing what is currently circulating on the internet, one can say: I can't believe it - added the PiS spokesperson.

"I don't find anything there that would in the slightest undermine President Kaczyński's integrity. The fact that he has demonstrated competence in the business sphere is an asset in my assessment. I wish for individuals who hold important roles, even if not official positions, to understand the workings of economic mechanisms," said Deputy Prime Minister Jarosław Gowin in an interview with journalists in the Sejm.

"Kaczyński undertook these actions not as the leader of Law and Justice, but as a member of the foundation's board, which owns the Srebrna company. I do not believe we are dealing with any conflict of interest. Regarding the role of Pekao, a commercial bank that was ready to grant a loan, this matter needs clarification, but I see nothing questionable in a bank being ready to grant a loan for an investment in a city like Warsaw," said Deputy Prime Minister Jarosław Gowin in an interview with journalists in the Sejm.

„Jarosław Kaczyński does not hold any formal position that would justify him being granted protection. It rather speaks well of Jarosław Kaczyński's relationship standards with his guests that there were no 'noise-makers' or officials checking guests before their entrance” – said Deputy Prime Minister Jarosław Gowin in an interview with journalists in the Sejm.

- We are a bit surprised that 'Gazeta Wyborcza' is publishing a eulogy for our leader, Chairman Jarosław Kaczyński. We don't know if this means the newspaper's political line is changing. This text presents an image of a politician who is extremely competent in the areas of economics and law. Law is not a surprise, because we all know the Chairman has a doctorate in law, but here he also shows excellent orientation in economic matters, which is also not a surprise, as he was, after all, the Prime Minister. But of course, the most important thing is what our spokesperson [Mazurek] said, that he is a person who unequivocally adheres to the law and does not want to agree to any talks or agreements that bypass financial documents, which should be presented for the contractor's claims to be executed. So we are surprised. If we had some print media, newspapers, we would gladly reprint this text, so that Poles would have a greater opportunity than just the readers of 'Gazeta Wyborcza' to see how our party's chairman operates in accordance with the law and how honest he is – stated Ryszard Terlecki at a briefing in the Sejm.

Both PiS and Jarosław Kaczyński have been fighting for honesty in public life and against corruption for years. Absolutely nothing has changed in this regard. He is a person who absolutely does not hide his assets, and the state is well aware that the only things he owns are an inheritance from his parents amounting to 1/3 of a house in Żoliborz, and income from his salary and pension. The statements made today by PO politicians, members of the Civic Platform, will be analyzed, and if there are grounds to forward these conclusions, these statements, to the prosecutor's office or courts, we will certainly do so. Brejza's scandalous statement regarding Barbara Skrzypek, scandalous because it gives the impression that women cannot understand finance or manage foundations or sit on such foundations, is unacceptable – stated Beata Mazurek at a briefing in the Sejm. She added that Barbara Skrzypek is not Jarosław Kaczyński's secretary, but the director of his parliamentary office.

"Today, the myth of Jarosław Kaczyński's personal honesty and modesty collapses. A myth worth one billion zlotys. A modest and honest man is, before our very eyes, becoming the manager of a billion zlotys to which he has no right. We are witnessing a man who, while pretending to be an ordinary MP, conducts business dealings straight out of "The Sopranos", where a billion zloty fortune is managed through a secretary and a driver, who clearly have no right to this fortune. Before our eyes, a plan is emerging, the fulfillment of which requires winning the election, and the goal of this plan is simple greed" - said Cezary Tomczyk of Civic Platform at a press conference.

"We are calling on Jarosław Kaczyński to reveal his entire assets. From this conversation, Jarosław Kaczyński emerges as an oligarch, a man who deals with hundreds of millions of zlotys. We are calling on Jarosław Kaczyński to answer the question of who you are and what you own" - appealed Krzysztof Brejza.

"These are the conversations of a businessman, not a politician. These are the conversations of a man who is in politics to implement economic ventures" - added Marcin Kierwiński - "Civic Platform will file a report with the prosecutor's office in this matter related to paid protection, leveraging influence, and exceeding the powers of an MP in order to gain financial benefits. It cannot be that a man who has always presented himself as an ordinary MP, and who actually ruled Poland, today presents himself as a modest, honest man, while in reality managing assets worth millions".

This is a text that, for me, shows with what enormous determination the 'Gazeta Wyborcza' circle has been fighting Jarosław Kaczyński, and previously Lech Kaczyński, for almost 30 years, though today also against the memory of Lech Kaczyński, and what manipulations, what further great manipulations, they are capable of resorting to. Jarosław Kaczyński, described in this conversation, behaves in a completely honest manner in a very clear way. He not only shows that the reality emerging from this entire picture is very brutal. If a company, some entity, is not connected to Civic Platform and the power exercised by Civic Platform in Warsaw, then it cannot, in a normal, natural way, obtain normal conditions for development, proper for any citizen, any company. Not only is there no shadow, in this conversation, of any evidence of improper conduct by PiS politicians, but there is a full confirmation of honesty, credibility, solidity, and thoroughness of action, a desire to settle accounts with this businessman who clearly has a mess in his papers and cannot present these invoices. Come on, man, present the invoices. Anyone who wants to pay, please show me the invoice, and then I'll pay. I request a listing of the activities that were performed, and unfortunately, there is nothing of the sort there. Thus, the alleged scandal that 'Gazeta Wyborcza' presented is one of the biggest flops discovered, perhaps since World War II. I believe it is not a bomb at all, but unfortunately, another great manipulation - stated Prime Minister Mateusz Morawiecki at a press conference in the Chancellery of the Prime Minister.

- President Kaczyński, during these described conversations, simply recommends suspending preparatory work. Certain works that were commissioned, because apparently, the person on the other side is unable to properly account for the executed tasks that were assigned to him. And such actions by President Kaczyński, in the face of blocking by the Civic Platform authorities in Warsaw, blocking normal investments… Let's ask ourselves, how many normal investors are also being blocked because they don't belong to them. I think many people are now nodding their heads, that this is exactly how it is - added the head of the Polish government.

- The truth is that Jarosław Kaczyński is a guarantor of honesty for all of Poland, credibility, and thoroughness. This is very clearly visible in this conversation as well - stated Morawiecki.

- One could say that "Gazeta Wyborcza" is becoming, well, unintentionally certainly, an advocate for Jarosław Kaczyński's integrity. I am fully convinced that if someone reads it and reflects on it, they will arrive at precisely that conclusion: that this attempt to strike at a man, a symbol of integrity, who has proven it throughout his entire life, is and will be a complete failure - stated Prime Minister Mateusz Morawiecki at a press conference in the Chancellery of the Prime Minister (KPRM). - It was supposed to be a bombshell, but it turned out to be a soap bubble that just needs a finger poke to burst - he added.

Energy security is incredibly important today, it is almost as important as military security, which is why we must strongly focus on new solutions, hence the expansion of the LNG terminal to a capacity of 7.5 billion cubic meters for receiving liquefied gas. Hence, this very important and very positive decision today ensures increased energy security, but also, and this is very important, economic benefits for Poles - stated Prime Minister Mateusz Morawiecki at a conference at the Chancellery of the Prime Minister. The government, at its session today, adopted a draft act on the preparation and implementation of strategic investments in the oil sector.

“Our client believes he was misled. To this day, he has not received payment. We are talking about an amount of several million zlotys. Because, in our opinion and the client’s opinion, all the elements of a criminal offense as defined in the Penal Code, namely fraud, have been exhausted, we have filed a report. We are currently awaiting the prosecutor's decision. We suspect that an order to initiate proceedings in this case should be issued, in which we have established ourselves as the proxies of the victim” – said lawyer Jacek Dubois at a press conference, representing Gerald Birgfellner.

“The transcript was not submitted because the report is based on documents. Two boxes of documents were submitted confirming the fact that the order was carried out for over a year, documentation of the order's acceptance, documentation related to issuing invoices for the order and the refusal to pay. The transcript is not part of the report at this stage, but it can become evidence” – he added.

“The report concerns Mr. Jarosław Kaczyński, who, on behalf of the Srebrna company, asked our client to supervise all activities related to the execution of the skyscraper construction order. It involved a lot of actions, concerning the establishment of special purpose vehicles, architectural concepts, valuations and the structure of investment management, and obtaining financing” – explained lawyer Dubois.

The Tarnobrzeg District Prosecutor's Office has filed charges against Bartłomiej M. and Mariusz Antoni K., among others. The charges are related to a complex investigation that has been ongoing for some time. Sources close to the investigation indicate that the charges are connected to alleged financial irregularities and potential abuse of power. Further details are expected to be released by the prosecutor's office in the coming days as the legal proceedings unfold. The individuals involved are prominent figures, and this development is likely to have significant repercussions within the political landscape.

- I smiled at the end of this reading, because, as many commentators say, it's a big firecracker. But I can say it's a small one. These are things that shouldn't be subjected to such criticism at all. It's a description of the virtually crystal-clear President Jarosław Kaczyński, who said what every honest, solid person should say in such a situation - Stanisław Karczewski said in an interview with TVP Info.

Information from the government concerning doubts arising around the investigation into the murder of Gdańsk Mayor Paweł Adamowicz, as well as the functioning of the penal system and the judiciary – such an item has appeared on the schedule for Wednesday's additional Sejm session. Its consideration will take place between 2:15 PM and 3:45 PM.

Deputies will also, according to plan, address draft laws concerning the National Bank of Poland (NBP), the Electoral Code, the "Mama 4 plus" program, and compensation for public media. In the latter case, it is unknown whether the Sejm will vote on the draft – a second reading is not currently planned.

Following changes to the schedule, votes will take place between 12:00 AM and 1:30 AM.

Grzegorz Schetyna, the leader of the Civic Platform (PO), stated that Jarosław Kaczyński, the leader of Law and Justice (PiS), had been searching for a political “deal” or “arrangement” for years, but it has become apparent that he is now constructing it himself.

This statement was made in reference to a post on the official PO Twitter account (https://twitter.com/schetynadlapo/status/1090264946036793351?s=12), implying that Kaczyński's actions and political maneuvers are not driven by external influences but rather by his own strategic agenda.

Schetyna's commentary suggests a critique of Kaczyński's leadership style and political strategy, portraying him as the architect of his own political landscape rather than a respondent to existing political conditions or agreements. The phrase "szukał układu" (searched for a deal/arrangement) implies a long-term objective or a desire to establish a specific political order. Today, he plans to hold meetings regarding facilitating the opening of branches in the Chinese market for German banks and insurance companies. He would also like companies from his country to be able to trade Chinese securities more easily. (Handelsblatt) Polish companies are also spreading their wings in Asia. Cosmetics manufacturer Inglot plans to open its first store in China's southern neighbor – Vietnam. The boutique will be located in the Vincom Lieu Giai shopping center in the capital city, Hanoi; it will offer its customers free makeup and professional advice from qualified personnel. The official opening will take place at the end of February. Since 2006, the company from Przemyśl has opened stores in over 80 countries worldwide and continues to plan more. (retailnews.asia) However, Germany sometimes has to look to its allies and approach China assertively. The inevitable has arrived – Germany is joining the anti-Huawei alliance of the United States and Great Britain and is prohibiting the procurement of equipment from the Chinese manufacturer when constructing its 5G networks. Berlin delayed this decision for a long time due to immense pressure from Washington. However, when the University of Oxford declared that it would stop accepting funding for research and other subsidies from Huawei, Germany had to put its pride aside. After all, if Oxford is foregoing money, the matter must be very serious indeed. (Financial Times) Poland also remains in the cybersecurity climate. Today, at the Higher School of Social and Media Culture in Toruń, a conference will be held on cybersecurity in industry, the Polish-American alliance, and other 21st-century challenges. This gold is currently the only salvation for Venezuela, which is mired in economic collapse.
