Wednesday marks the first day of the Senate session. The proceedings will begin at 11:00 AM, and an hour earlier, Marshal Stanisław Karczewski will hold a press briefing with journalists.

At 2:00 PM, the Sejm Presidium will convene, followed at 2:30 PM by the Convention of Seniors, ahead of a potential additional Sejm session. As we reported yesterday on 300POLITYCE, this session might be convened in the coming days. The unofficial latest possible date mentioned is next Wednesday.

At 10:00 AM, the parliamentary committee investigating VAT fraud will question Maciej Grabowski, former Deputy Minister of Finance. At 10:30 AM, Prime Minister Mateusz Morawiecki will participate in the 1st Railway Development Congress – Future and Prospects.

The President and the Prime Minister are participating in the economic forum in Davos, Switzerland. At 4:00 PM, Andrzej Duda will take part in an informal meeting of world economic leaders, and at 5:30 PM, he will meet with the United Nations High Commissioner for Human Rights. At 6:10 PM, the President will give a statement to the media.

Mateusz Morawiecki will meet with Visa Europe CEO Charlotte Hogg at 6:30 PM, and at 7:00 PM, with AT&T Communications President John Donovan. At 8:00 PM, he is scheduled to participate in a coalition initiative at the invitation of the Goldman Sachs CEO.

- I really did [consider becoming Paweł Adamowicz's successor]. I think everyone knows that the circumstances in which this challenge had to be taken up, which I took up, are very difficult. The context is difficult. Hence, I have spoken several times about a word that we often don't use today: duty. I felt and still feel such a duty, but a conversation with the president's family, with his wife, brother, daughters, with my own family was also very important to me, because I haven't had privacy for a week now, but also with my colleagues, because it was the president who created the team that is here today, and it's not as if I can manage alone. The president didn't work alone either, it was a team. - The most important conversation was with my own family, because they will feel it the most, they already do. However, I am very grateful for Donald Tusk's words, and also for his presence during the farewell to the president. It was probably a great blow to the entire Gdańsk, and I won't hide the fact that the chairman also urged me. Yes, conversations with various politicians too, but my own family, the president's family, and my colleagues were the most important - continued the acting president of Gdańsk.

- I spoke [with Grzegorz Schetyna about running]. He urged me. In general, I rarely have regrets about anything, because once something has happened, it has happened. One must think about the consequences. I think that today everyone sees how political circles behave after the tragic death, the murder of the president. - It ended as it ended, we all know. The Civic Platform's candidate did not make it to the second round, President Adamowicz won the election, but I must also say that between the first and second rounds, Civic Platform politicians behaved very loyally and wholeheartedly supported the president - she added.

- I like that Chairman Schetyna is trying to build a broad front for the defense of pro-democratic, liberal values, Poland's place in Europe, and Europe in Poland. - According to my knowledge and the legal status, I am suspended from my membership rights [in Civic Platform] at my own request, my own motion. As of now, I have no information about being reinstated. I don't hide the fact that we are discussing various matters, but please also give us all some time. Yesterday, I clearly declared that I am running under the "Everything for Gdańsk" committee," stated Aleksandra Dulkiewicz in an interview with Konrad Piasecki on TVN24's "Piasecki's Conversation".

- If all these parties, I think most of them, have said they support [me], then I accept it, thank you - added the acting mayor of Gdańsk. When asked if she would happily accept support from PiS: - If it were sincere, then yes.

- It was a joint decision. The funeral was organized by the City of Gdańsk together with the family. This was also the wish of the President's family [for the Prime Minister and President to sit in more distant rows during the funeral] - stated Aleksandra Dulkiewicz in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- I think the language of today's public debate, as well as how President Adamowicz and the City of Gdańsk were slandered by the leaders currently in power - we all know that. However, that was then. I believe in transformation, and I thank the Prime Minister for his words and support during this difficult time. I think the President is also speaking differently now - she added.

- It's hard to disagree that the atmosphere of the last election campaign, of the last few years, when it came to Paweł Adamowicz, was indeed unprecedented. That is, the amount or number of materials produced by TVP, the constant incitement, journalists chasing Paweł Adamowicz through the streets and constantly throwing all sorts of accusations that had nothing to do with reality, comparisons that had nothing to do with reality. A campaign of intimidation was waged against him, and we saw it. However, when his wife states and precisely describes how they felt, that they felt incited, that they tried to protect their daughter from all of this, that alone probably provides the most credible testimony to what was happening - stated Rafał Trzaskowski in an interview with Piotr Witwicki on Polsat News' "Polityczne Graffiti".

„It's interesting that there's so much discussion around the new movement, and even names are being invented. That's a good sign. It means there's a need in Polish society to create something new, that people want to talk about it, they want to invent a new movement. For me, that's something optimistic. It won't be the 'Biedroń Agreement', but you're invited” - Robert Biedroń said in an interview with Łukasz Konarski on Radio Zet.

- It is, of course, incredibly difficult because we cannot be cut off from citizens. Consequently, we cannot have the same protection as the President or the Prime Minister. I do not intend to change my approach, but first and foremost – zero tolerance for threats, and I have discussed this with my colleagues. I received many threats from the moment I was the Minister for European Affairs, when we were negotiating the issue of refugee intake, and back then there were indeed a lot of them. Unfortunately, in a sense, one becomes immune. I simply stopped reading comments and worrying about them. That is a mistake, threats must be reported, because they have reappeared even after this tragedy. I will report all of them consistently - stated Rafał Trzaskowski in an interview with Piotr Witwicki on Polsat News' "Polityczne Graffiti".

- The second issue is that we are indeed thinking about security for outdoor, large events, for example, when we appear on stage, that someone would be there to observe what is happening nearby. However, there is no question of daily security and bodyguards because I walk the streets, I use public transport quite often, I talk to people. It's impossible to be cut off here - added the Mayor of Warsaw.

„We are organizing this event [at Torwar] precisely to present our program. We will outline our concrete programmatic solutions, introduce the people who will implement them, and reveal our name. We will also present several draft bills. We are not yet in the Sejm today, although the polls are quite good for a grouping that doesn't actually exist yet” - Robert Biedroń stated in an interview with Łukasz Konarski on Radio Zet.

"We already have structures across Poland. In every electoral district, we have coordinators. By February, we will have 380 district structures. Profiles are being created all over Poland. Hundreds of people are coming to meetings. There is a need for something that will be progressive, open, modern, something that will escape the 'Polish-Polish' party war" - said Robert Biedroń in a conversation with Łukasz Konarski on Radio Zet.

"When I hear I should boycott TVP and not go there because it's the Civic Platform's proposal for Poles, I ask if it solves real problems in our country. I will not boycott [TVP] because it is not my war" - Robert Biedroń said in an interview with Łukasz Konarski on Radio Zet.

According to information published on the Sejm's website, the announced draft law by PiS regarding salaries at the National Bank of Poland (NBP) has been submitted to the Marshal's Office. The proposal has been referred for opinion to the Bureau of Legislation (BL) and the Bureau of Analysis of Laws (BAS) and may be considered during an additional Sejm session, should one be convened. The draft law itself is not yet available but will likely be published within the next several to a dozen or so minutes.

When asked about the political agenda, the head of the Polish government replied: - Regarding politics, I will certainly persuade our partners to adopt a serious, and above all, effective approach to creating a framework for combating companies that pay taxes "nowhere". Last December, during the COP24 climate summit, we showed that we are capable of constructively moderating a global discussion in an environment with diverse worldviews.

Yes, but under one condition. That everyone starts with themselves. Not by scrutinizing their political opponent, not by scrutinizing their acquaintance, someone they've clashed with so far on Facebook, Instagram, or Twitter, or any other forum, but by looking at themselves, at what they themselves have said, written, or whether they respected their discussant, interlocutor, whether they didn't say one word or sentence too much, or in general, too much. And wrongly, and actually, they should beat their own breast. We should conduct such an examination of conscience. If we truly do it, I see a huge opportunity. If not, if it's going to be on the principle of pointing fingers: it's them, then it will be as it has been so far and nothing will change – stated President Andrzej Duda in an interview with Krzysztof Ziemiec on TVP Info, when asked if he hoped that after the tragedy in Gdańsk something would change in all of us, Poles, politicians. He added:

"I can say this: I have beaten my own breast not only now, but I had certain significant reflections earlier and I myself also noticed mistakes on my part, because a person is not infallible and a mistake can always happen. There are various situations, emotional situations, moments when some impulse occurs. I am a person of a rather active temperament, I am not an introvert, rather an extrovert, and therefore I have also had emotional appearances or responses somewhere, and this can be reminded to me, and with humility I will have to lower my head, because such are the facts, but I remember this and I try to draw conclusions from it precisely in order to absolutely not only not deepen this difficult situation, but to try to heal it."

„It [Friday's Sejm session] may be dependent on possible Senate amendments to the budget bill, but we don't know if those amendments will be submitted” – said the Deputy Marshal of the Senate, Adam Bielan, in an interview with Beata Michniewicz on Polish Radio's Third Program – „Yesterday, the committee decided to recommend to the entire chamber the adoption of the budget without amendments”.

"If the Sejm convenes, it will likely be regarding the budget bill. As for the bill on the transparency of NBP salaries, it was presented at a press conference and I believe it will be processed at the earliest possible opportunity. If there is no extraordinary Sejm session, the Sejm will next convene in February and work on it. The matter is urgent, but I'm not sure if it's urgent enough to convene an extraordinary Sejm session," said Deputy Speaker of the Senate, Adam Bielan, in an interview with Beata Michniewicz on Polish Radio Programme III.

– There are probably always some remarks one can make, but I think [TVP] behaved as it should – stated Elżbieta Kruk in a conversation with Robert Mazurek on RMF FM.

- Currently, recently, I don't have too many remarks for public television. In contrast to many – I will not criticize those notorious "Wiadomości" [News] so much. No, no. Quite the opposite. I believe that the hate in recent days has mainly been directed at public television, not the other way around – added the PiS MP.

„It is always a difficult decision [to boycott]. In our case, it was a desire to manifest unequal treatment, bias, but there is no hiding the fact that the media are a channel of communication with voters. People who refrain from participating in journalistic and news programs lose the opportunity to talk to their voters. It's not for me to judge PO's decision. I understand that Platforma also wants to raise tensions after this week, which was very quiet. We are in an election year and I think PO will want to choose a few areas to strongly attack. One of them is public media, especially television” - said Deputy Marshal of the Senate, Adam Bielan, in an interview with Beata Michniewicz on Polish Radio Channel III.

- I understand the intentions behind it, but I don't think this maneuver would be effective. I believe the smallest parties will be the most pleased, as they will go to TVP and have more time to expose their content. It would have been effective if a TVP boycott had been announced by all opposition parties. Both the large and the small, the medium-sized ones. Then TVP would have had some kind of problem, and one could say it might have been effective. But if only one party does it, even one as large as Civic Platform, I think it won't be effective – stated Leszek Miller in an interview with Jacek Prusinowski on Radio Plus's "Sedno sprawy".

- Yes, I see [potential in the head of PSL] and I think this particular position of Mr. Kosiniak-Kamysz stems from the fact that he has skillfully cultivated an image of a calm, reliable politician. This is potential, but worth noticing. A calm, reliable politician, one who shies away from the current warfare, and many people like that. - Elections in Poland can be lost with a single sentence, and there have been such examples, e.g., Prime Minister Cimoszewicz's statement that we should have insured ourselves. Elections are lost due to so-called imponderables, meaning seemingly insignificant events or sentences that deeply lodge themselves in memory. [The issue of salaries at the NBP] can have [such a devastating impact] because in today's politics, so dense with various messages, the primary emphasis is placed on emotions, not programs. As you probably see, debates about program manifestos rarely erupt, whereas the political scene very often ignites in situations where emotions decide – stated Leszek Miller in an interview with Jacek Prusinowski on Radio Plus's "The Core of the Matter."

- I wish to inform you that we will begin with a minute of silence in connection with the death, the tragic death of President Adamowicz. Also, the death of one of the senators from the third term - said Stanisław Karczewski during a press conference in the Senate.

Two weeks have passed since the dramatic events in Gdańsk, since the tragic death of Mayor Adamowicz. This time, these two weeks that have elapsed, have been a time of reflection on the one hand, but on the other hand, a time dedicated to analyzing what actions should be taken so that such a tragedy never repeats itself. And as part of this work, certain legislative proposals have been developed within the Ministry of Health and the Ministry of Justice. However, before these proposals are officially set on the legislative path, before the Council of Ministers begins to work on them, the Prime Minister would like to discuss these ideas, or in some cases, specific provisions, with the heads of parliamentary clubs and parliamentary circles. It would be best, at least, if complete political consensus were to be achieved, hence the invitation extended to all political formations represented in the Polish parliament. I believe this is another step towards building a slightly better quality of political life in our country - stated Michał Dworczyk at a briefing in the Sejm. The meeting will take place on Friday at 3:30 PM. In my opinion, these are not controversial proposals, but the point is that everyone should be able to express their views at such a preliminary stage and possibly submit any of their demands, and talking about details today would be tactless towards the invited guests themselves. The proposals aim to ensure that a tragedy like the one that took place two weeks ago in Gdańsk cannot happen in the future - added the Head of the Chancellery of the Prime Minister. As he emphasized, specific proposals have been developed in the aforementioned two ministries, and some of them already take the form of statutory provisions.

- There is certainly a need for discussion, for debate. If there are any legal loopholes that caused or contributed to such a tragedy occurring, then these loopholes must be eliminated from the law - Stanisław Karczewski stated during a press conference in the Senate. - I think we should all take responsibility. Lower the temperature of political disputes. Here in the Senate, the temperature of political disputes is significantly lower than in the Sejm. I would wish for much more culture and respect - added the Marshal of the Senate.

- We will begin with the budget bill. Prime Minister Mateusz Morawiecki has announced his participation in the session. This will be the first time a Prime Minister of the Republic of Poland will speak about the budget in the Senate  - said Stanisław Karczewski during a press conference in the Senate.

- I accuse PiS of sowing hatred, of aggressive language, of a lack of symmetry, meaning that those who wear a KOD t-shirt are arrested the next day. In the case of those who want to intimidate us – there is no reaction. Those who burn my effigy, it turns out, are fine. The state acts only in one direction, and that's what can be charged against them – stated Ryszard Petru in a conversation with Marek Kacprzak on the WP program "Tłit".

- Over a week ago, I proposed a boycott of public television to all political parties. I am very happy that the Civic Platform board made such a decision. Of course, the boycott is in effect until Jacek Kurski, the head of TVP, is dismissed – he added.

- I received an invitation [from Prime Minister Morawiecki for Friday], but I don't fully understand what this meeting is supposed to be about. Prime Minister Morawiecki was a bank president and knows well that for such a meeting, you either send draft laws or outlines, not a general slogan about a discussion on the conclusions from what happened in Gdańsk. If PiS truly wanted to draw conclusions from what happened in Gdańsk, they would dismiss President Jacek Kurski. That would be the first concrete gesture. If parliamentary club and group leaders are invited to a meeting with Prime Minister Morawiecki on a completely unknown topic, and the ideas of two ministers are to be conveyed, it's a PR move, not a real one. If this is meant to be a real action, please send the material in the form of a letter, and based on that, I will be able to assess whether it's a sensible action or not. However, the root cause of the problems is not whether the protection was effective or not, but the root cause of the problems is the venom, the hatred, judged among other places on TVP, which led to someone attempting to take the life of President Adamowicz - stated Ryszard Petru at a briefing in the Sejm.

- I only just received this invitation, but my first impression is that it makes no sense to attend meetings of unknown purpose - he added.

„The railway is the first invention in human history that so greatly shrunk the world, brought people closer together, and shortened time, and continues to shorten time to this day. It remains a key communication element for us. Railway lines have often survived wars and difficult periods, but especially in the last 30 years, it hasn't been easy. When we were transitioning from the Polish People's Republic, there were about 30,000 kilometers of railway lines. Today, PKP manages less than 19,000 kilometers. Our first challenge is to supplement this railway network in places with over 10,000 inhabitants that currently lack railway lines, within the next 5-10 years” - Prime Minister Mateusz Morawiecki said at the Congress of the New Railway.

- In reference to the letter regarding the invitation to a meeting with the Prime Minister, scheduled for January 25th at 3:30 PM in the Sejm building, I kindly request a specific clarification of the meeting's purpose. In particular, please send to the email address the draft laws or the core assumptions of these proposals, along with any preliminary legal opinions, concerning the legislative proposals suggested by the Prime Minister - wrote the leader of the Nowoczesna club, Paweł Pudłowski, in a letter addressed to Prime Minister Morawiecki.

“I believe this is a very good budget, and it is worthwhile for all senators, regardless of their political affiliation, to be informed, to be able to reflect on its structure, on what is worth supporting and what this budget supports. In my opinion, this 2019 budget is another budget for development, it is a budget for expanding public services, the public budgetary sphere, where it is needed, and at the same time achieving a certain efficiency through additional savings, where it is needed, also out of a sense of responsibility to all Poles” - said Prime Minister Mateusz Morawiecki in the Senate during the budget discussion.

The draft law submitted by PiS yesterday has already received a parliamentary print number and has been referred to the Public Finance Committee, where its first reading will take place. The date of the committee meeting is not yet known. In addition, opposition proposals on the matter have also been sent for consideration by the committee.

In the public sphere, particularly in connection with the recent tragedy in Gdańsk, many proposals for changes, including in criminal law, have emerged. Meanwhile, nearly 3 years ago, as a result of changes made by the current absolute majority, politicians of the current government and the Prosecutor General bear responsibility for criminal policy. Thanks to a new act, the Prosecutor General has gained almost unlimited ability to influence every proceeding in Poland. It is the Prosecutor General who has the right to issue binding orders and has not only the right but also the duty to hold individual prosecutors accountable for actions taken or omitted during preliminary proceedings and criminal proceedings. However, we see many examples that demonstrate that criminal policy towards crimes related to hatred and incitement to violence in the public sphere has been a complete failure. We have many examples that we would like to present and prove that there are, in fact, good tools that already allow for the prosecution of individual criminals, and everything is in the hands of prosecutors and the Prosecutor General – stated Borys Budka at a briefing in the Sejm. - I sincerely hope that after the recent tragedy, in institutions led by PiS politicians, particularly the prosecution service, this campaign of tacit approval for hate speech and violence will end. Zbigniew Ziobro is responsible for every decision made by the prosecution. He has full authority over every prosecutor and can change any decision. With full authority comes full responsibility for the Prosecutor General for every action and inaction of the prosecution service. Therefore, we demand from Zbigniew Ziobro the resumption and re-initiation of all criminal proceedings that have been dropped by the prosecution service and concerned hate speech and acts of violence. We expect Ziobro to take real action in all those proceedings where so little is happening – said Kamila Gasiuk-Pihowicz.

Someone might say that we are equating upbringing with work, but isn't raising children, many children, four or more, precisely very hard work at the same time? How many sleepless nights, how much effort, how much exertion, sometimes tears, but also, of course, many smiles. Mothers and grandmothers are the silent heroines of our reality. We can also call them 'powerhouses'. We owe them all immense gratitude and respect. That is why I am glad that, as the Polish state, we can implement another program that recognizes this great, exceptional, and outstanding role of all our mothers, our women, our grandmothers, sisters, and wives. “This is a bill about the secrecy of salaries at the National Bank of Poland (NBP). It has nothing to do with transparency or disclosing the earnings of the president, board members, or directors of important departments. We won't actually learn anything from it. It's a common legislative deception, showing that PiS wants to do something, to show the public that they will disclose something, but in reality, nothing comes of it. These financial declarations will remain secret, in the NBP president's safe. Even the NBP president's salary will not truly be disclosed” - said Robert Kropiwnicki from Civic Platform (PO) at a press conference in the Sejm.

A draft amendment to the Electoral Code submitted by the Law and Justice party (PiS) has been filed with the Sejm. The proposal has already been sent for its first reading. As stated in the justification, the draft introduces changes to electoral law that adapt amendments made in January 2018 to other elections and aim to ensure a more efficient electoral procedure.

The main assumptions of the project comprise 15 points. These include the introduction of the possibility for electoral commissioners to appoint polling station election commissions with a full composition, even if too few candidates are nominated by electoral committees, as well as supplementing commissions to their full capacity, and the possibility of appointing polling station election commissions with varied compositions, depending on the size of the voting district.

During a special session of the Sejm, convened for January 30th, which falls on the upcoming Wednesday, MPs will deliberate on several significant political draft laws.

According to the schedule seen by 300POLITYKA, the session will commence at 11:00 AM with the first reading of the draft law concerning the "Mama 4 Plus" program. An hour later, the first reading of the draft amendments to the Electoral Code, submitted today by PiS, will take place. At 1:00 PM, the first reading of the draft law on compensation for public media is scheduled.

The second reading of the draft law regarding salaries at the National Bank of Poland (NBP) is planned for 2:15 PM (the first reading will occur in committee). Following that, at 3:00 PM, the second reading of the draft amendments to the Act on the Council of Ministers is scheduled. At 7:45 PM, the second reading of the "Mama 4 Plus" draft law is set, and at 8:30 PM, the second reading of the draft amendments to the Electoral Code will take place. Votes are planned between 11:45 PM and 1:15 AM.

From the schedule, it can be inferred that the Sejm will not conclude its work on the draft law concerning compensation for public media, as a second reading is not planned – unless it is added just before the session.

On February 20th at 10:00 AM, the Sejm will consider the Civic Platform-Koalicja Obywatelska (PO-KO) motion of no confidence against Minister of Justice Zbigniew Ziobro, 300POLITYKA has learned. The debate will last 1.5 hours, with voting scheduled for 11:30 AM. The motion was submitted to the Sejm on January 8th but was only published today.

The motion submitted by the Civic Platform-Kukiz'15 (PO-KO) parliamentary group to dismiss Minister of Justice Zbigniew Ziobro has no chance of passing, according to Beata Mazurek, a member of the Law and Justice (PiS) party and Deputy Marshal of the Sejm.

"This is a purely political move," Mazurek stated in an interview with the Polish Press Agency (PAP). "The opposition is trying to create a stir, but they don't have the numbers to win this vote."

The PO-KO coalition, formed by the Civic Platform and Kukiz'15 movement, submitted the motion on Monday, citing Ziobro's alleged "disregard for the rule of law" and his role in the judicial reforms initiated by the PiS government. The motion is expected to be debated in the Sejm next week.

Mazurek dismissed the accusations as unfounded. "Minister Ziobro is implementing a necessary reform of the justice system, which has been stagnant for decades," she said. "The opposition is simply afraid of a more efficient and independent judiciary."

She expressed confidence that the PiS party and its allies would have enough votes to defeat the motion. "We have a stable majority in the Sejm, and our coalition partners are in full support of Minister Ziobro's work," Mazurek added.

The upcoming vote is seen as a test of the strength of the PiS-led government and its ability to push through its legislative agenda.
