Wednesday's Political Agenda: Senate Session, PM and President in Davos, Sejm Presidium and Convention

Wednesday marks the first day of the Senate session. The proceedings will begin at 11:00 AM, and an hour earlier, Marshal Stanisław Karczewski will hold a press briefing with journalists.

At 2:00 PM, the Sejm Presidium will convene, followed at 2:30 PM by the Convention of Seniors, ahead of a potential additional Sejm session. As we reported yesterday on 300POLITYCE, this session might be convened in the coming days. The unofficial latest possible date mentioned is next Wednesday.

At 10:00 AM, the parliamentary committee investigating VAT fraud will question Maciej Grabowski, former Deputy Minister of Finance. At 10:30 AM, Prime Minister Mateusz Morawiecki will participate in the 1st Railway Development Congress – Future and Prospects.

The President and the Prime Minister are participating in the economic forum in Davos, Switzerland. At 4:00 PM, Andrzej Duda will take part in an informal meeting of world economic leaders, and at 5:30 PM, he will meet with the United Nations High Commissioner for Human Rights. At 6:10 PM, the President will give a statement to the media.

Mateusz Morawiecki will meet with Visa Europe CEO Charlotte Hogg at 6:30 PM, and at 7:00 PM, with AT&T Communications President John Donovan. At 8:00 PM, he is scheduled to participate in a coalition initiative at the invitation of the Goldman Sachs CEO.

PiS's Draft Law on NBP Salaries Submitted to Parliament

According to information published on the Sejm's website, the announced draft law by PiS regarding salaries at the National Bank of Poland (NBP) has been submitted to the Marshal's Office. The proposal has been referred for opinion to the Bureau of Legislation (BL) and the Bureau of Analysis of Laws (BAS) and may be considered during an additional Sejm session, should one be convened. The draft law itself is not yet available but will likely be published within the next several to a dozen or so minutes.

PM's Office Invites Heads of Parliamentary Clubs and Circles for Friday Meeting
Two weeks have passed since the dramatic events in Gdańsk, since the tragic death of Mayor Adamowicz. This time, these two weeks that have elapsed, have been a time of reflection on the one hand, but on the other hand, a time dedicated to analyzing what actions should be taken so that such a tragedy never repeats itself. And as part of this work, certain legislative proposals have been developed within the Ministry of Health and the Ministry of Justice. However, before these proposals are officially set on the legislative path, before the Council of Ministers begins to work on them, the Prime Minister would like to discuss these ideas, or in some cases, specific provisions, with the heads of parliamentary clubs and parliamentary circles. It would be best, at least, if complete political consensus were to be achieved, hence the invitation extended to all political formations represented in the Polish parliament. I believe this is another step towards building a slightly better quality of political life in our country - stated Michał Dworczyk at a briefing in the Sejm. The meeting will take place on Friday at 3:30 PM. In my opinion, these are not controversial proposals, but the point is that everyone should be able to express their views at such a preliminary stage and possibly submit any of their demands, and talking about details today would be tactless towards the invited guests themselves. The proposals aim to ensure that a tragedy like the one that took place two weeks ago in Gdańsk cannot happen in the future - added the Head of the Chancellery of the Prime Minister. As he emphasized, specific proposals have been developed in the aforementioned two ministries, and some of them already take the form of statutory provisions.

- I received an invitation [from Prime Minister Morawiecki for Friday], but I don't fully understand what this meeting is supposed to be about. Prime Minister Morawiecki was a bank president and knows well that for such a meeting, you either send draft laws or outlines, not a general slogan about a discussion on the conclusions from what happened in Gdańsk. However, the root cause of the problems is not whether the protection was effective or not, but the root cause of the problems is the venom, the hatred, judged among other places on TVP, which led to someone attempting to take the life of President Adamowicz - stated Ryszard Petru at a briefing in the Sejm.

PO-KO Demands Resumption of All Dropped Hate Speech and Violence Cases
In the public sphere, particularly in connection with the recent tragedy in Gdańsk, many proposals for changes, including in criminal law, have emerged. Meanwhile, nearly 3 years ago, as a result of changes made by the current absolute majority, politicians of the current government and the Prosecutor General bear responsibility for criminal policy. Thanks to a new act, the Prosecutor General has gained almost unlimited ability to influence every proceeding in Poland. It is the Prosecutor General who has the right to issue binding orders and has not only the right but also the duty to hold individual prosecutors accountable for actions taken or omitted during preliminary proceedings and criminal proceedings. However, we see many examples that demonstrate that criminal policy towards crimes related to hatred and incitement to violence in the public sphere has been a complete failure. We have many examples that we would like to present and prove that there are, in fact, good tools that already allow for the prosecution of individual criminals, and everything is in the hands of prosecutors and the Prosecutor General – stated Borys Budka at a briefing in the Sejm. - I sincerely hope that after the recent tragedy, in institutions led by PiS politicians, particularly the prosecution service, this campaign of tacit approval for hate speech and violence will end. Zbigniew Ziobro is responsible for every decision made by the prosecution. He has full authority over every prosecutor and can change any decision. With full authority comes full responsibility for the Prosecutor General for every action and inaction of the prosecution service. Therefore, we demand from Zbigniew Ziobro the resumption and re-initiation of all criminal proceedings that have been dropped by the prosecution service and concerned hate speech and acts of violence. We expect Ziobro to take real action in all those proceedings where so little is happening – said Kamila Gasiuk-Pihowicz.

PiS Submits Draft Amendments to Electoral Code to Parliament

A draft amendment to the Electoral Code submitted by the Law and Justice party (PiS) has been filed with the Sejm. The proposal has already been sent for its first reading. As stated in the justification, the draft introduces changes to electoral law that adapt amendments made in January 2018 to other elections and aim to ensure a more efficient electoral procedure.

The main assumptions of the project comprise 15 points. These include the introduction of the possibility for electoral commissioners to appoint polling station election commissions with a full composition, even if too few candidates are nominated by electoral committees, as well as supplementing commissions to their full capacity, and the possibility of appointing polling station election commissions with varied compositions, depending on the size of the voting district.

Sejm to Address NBP and Public Media Drafts, Mama 4 Plus, and Electoral Code in Special Session

During a special session of the Sejm, convened for January 30th, which falls on the upcoming Wednesday, MPs will deliberate on several significant political draft laws.

According to the schedule seen by 300POLITYKA, the session will commence at 11:00 AM with the first reading of the draft law concerning the "Mama 4 Plus" program. An hour later, the first reading of the draft amendments to the Electoral Code, submitted today by PiS, will take place. At 1:00 PM, the first reading of the draft law on compensation for public media is scheduled.

The second reading of the draft law regarding salaries at the National Bank of Poland (NBP) is planned for 2:15 PM (the first reading will occur in committee). Following that, at 3:00 PM, the second reading of the draft amendments to the Act on the Council of Ministers is scheduled. At 7:45 PM, the second reading of the "Mama 4 Plus" draft law is set, and at 8:30 PM, the second reading of the draft amendments to the Electoral Code will take place. Votes are planned between 11:45 PM and 1:15 AM.

From the schedule, it can be inferred that the Sejm will not conclude its work on the draft law concerning compensation for public media, as a second reading is not planned – unless it is added just before the session.

Mazurek on PO-KO's Motion to Dismiss Ziobro: No Chance

The motion submitted by the Civic Platform-Kukiz'15 (PO-KO) parliamentary group to dismiss Minister of Justice Zbigniew Ziobro has no chance of passing, according to Beata Mazurek, a member of the Law and Justice (PiS) party and Deputy Marshal of the Sejm.

"This is a purely political move," Mazurek stated in an interview with the Polish Press Agency (PAP). "The opposition is trying to create a stir, but they don't have the numbers to win this vote."

The PO-KO coalition, formed by the Civic Platform and Kukiz'15 movement, submitted the motion on Monday, citing Ziobro's alleged "disregard for the rule of law" and his role in the judicial reforms initiated by the PiS government. The motion is expected to be debated in the Sejm next week.

Mazurek dismissed the accusations as unfounded. "Minister Ziobro is implementing a necessary reform of the justice system, which has been stagnant for decades," she said. "The opposition is simply afraid of a more efficient and independent judiciary."

She expressed confidence that the PiS party and its allies would have enough votes to defeat the motion. "We have a stable majority in the Sejm, and our coalition partners are in full support of Minister Ziobro's work," Mazurek added.

The upcoming vote is seen as a test of the strength of the PiS-led government and its ability to push through its legislative agenda. The judicial reforms have been a cornerstone of the PiS platform, but they have also drawn criticism from the European Union and international human rights organizations.
