Sunday's Political Schedule: Civic Coalition Convention in Krakow, Morawiecki in Bydgoszcz

At 10:00 AM, the Civic Coalition will hold its nationwide convention at the Krakow Opera. The convention will be attended by, among others, Civic Platform leader Grzegorz Schetyna, Nowoczesna leader Katarzyna Lubnauer, and Inicjatywa Polska leader Barbara Nowacka.

At 11:00 AM in Bydgoszcz, a Law and Justice (PiS) election meeting will take place with Prime Minister Mateusz Morawiecki in attendance. Also today at 4:30 PM, the head of the Polish government will participate in a ceremonial meeting of rectors of Polish schools and the academic community.

At 11:30 AM, Patryk Jaki will hold a press conference. At 2:30 PM, Rafał Trzaskowski will participate in celebrations for the International Day of Older Persons, combined with a Creativity Fair. No press briefing is planned.

The representative of Nepal was sitting next to me, I introduced myself, I greeted him. Then Chairman Donald Tusk entered. I greeted him. Where are over 85 billion PLN? What did they do with it?

- I repeat for the umpteenth time: we will maintain and expand this program [500+]. But was PiS really so generous when giving 500+? Few people know that thanks to the economic growth that we managed to initiate during our previous governments, and VAT controls that resulted from our laws, an additional 110 billion PLN appeared in public revenues in 2016-2017. This was earned by Poles. The cost of 500+ is just under 24 billion. If we subtract these 24 from 110, we are left with over 85 billion. I repeat: 85 billion. Where is this money? What did they do with it? This is not PiS's money. This is the money of all Poles, and it's a gigantic sum - stated Grzegorz Schetyna at the Civic Coalition (KO) convention in Krakow.

- Therefore, I ask today, why was there not enough for single mothers, for the first child? Let's ask them loudly: what did this money go towards? - asked the head of PO. As he emphasized, over 3 years they managed to become a party of millionaires, but they did not find the time and money to take care of teachers, nurses, police officers, the entire public sector.

Municipal elections are ahead of us, and this is a good time to think about who to vote for, but also to think and reflect on why we vote for someone. If we pose such a question, we need to somehow organize it, have some criteria, because otherwise such a choice will be random. What can these criteria be? Of course, various. But allow me to suggest something. Namely, if we take into account both candidates and their political parties, electoral committees, then we should always ask a question that relates to ideas. What ideas do they serve, what ideological alignment is involved here? Of course, one can be a representative, in an ideological sense, of the left, center, or right. It's everyone's choice, it's a difference that always exists in a democracy. But another question can also be asked: whether this choice is opportunistic or not. Whether it is permanent or not. Take a party that years ago, already almost 18 years ago, or even more, it's been over 18 years, organized itself as a moderate, conservative, centrist-conservative party. Later, it suddenly veered very strongly to the left, increasingly so, all the way towards the far-left. Then, suddenly, it turned out, I'm summarizing, that it actually had a conservative anchor. And now it again has allies, about whom one cannot say otherwise than that they are simply left-wingers. Again to the left. This raises the question of whether we are talking about genuine ideas here, or some kind of opportunism – stated Jarosław Kaczyński at a convention in Bydgoszcz. - Opportunism is a bad thing, because it means that in essence, interests always replace ideas. Because if someone doesn't have true ideas, isn't ideological, they are guided by interests. Sometimes only their own, private ones, sometimes narrow group ones, but certainly not broad, societal ones. It's worth considering this – he added.

Political Week Ahead: Legia and 300POLITYKA Debate, Sejm on Budget, RPD, Zalewska, and Vaccinations, Committee on Zwiercan and Neumann's Immunities

The upcoming week in politics marks the first Sejm session of October. MPs will address, among other things, the draft budget bill for 2019, the election of the Children's Ombudsman, the dismissal of Anna Zalewska from her post as head of the Ministry of National Education (MEN), the Local Government Road Fund, and a bill concerning the abolition of mandatory vaccinations.

The first week of October also signifies another week of the local government election campaign. On Wednesday, a debate of candidates for the Mayor of Warsaw, organized by Legia and 300POLITYKA, will take place. Additionally, a verification committee meeting will be held on Monday. Following this, the committee will announce its decisions regarding properties at Skorupki 6 and Otwocka 10.

The issue of changes in the judiciary and the Supreme Court will likely resurface in the coming week. The Court of Justice of the European Union (CJEU) may issue a so-called interim measure – though it is unclear when exactly, or if it will happen at all. Furthermore, MEPs from the Committee on Civil Liberties, Justice and Home Affairs (LIBE) will discuss matters concerning Poland.

Continuation of the Local Government Election Campaign. As we reported on 300POLITYCE, tomorrow at 7:00 AM, Patryk Jaki, along with Piotr Guział, will inaugurate the new #NoweMetro initiative. The candidate for Mayor of Warsaw and the candidate for Deputy Mayor will appear daily throughout the week at locations where new metro stations will be built. Also on Monday at 9:45 AM, Civic Platform (KO) candidate for Mayor of Warsaw, Rafał Trzaskowski, will hold a press conference. At 12:00 PM, Jaki will open a large inclusive playground in the capital. A major event, a mini-convention combined with a concert in Praga Południe, is planned for Thursday at 6:00 PM. This week, the Law and Justice (PiS) candidate will also meet with the President of the Warsaw Stock Exchange (GPW) and speak at a conference on the metro with Jerzy Kwieciński.

Sejm on Zalewska's Dismissal. On Monday at 5:00 PM, the Sejm committee on education, science, and youth will consider and give an opinion on the opposition's motion of no confidence in the head of MEN, Anna Zalewska. The motion may be considered during the session beginning on Tuesday, but it is not currently listed on the agenda.

Prime Minister Morawiecki on Polsat. As we reported on 300POLITYCE, Prime Minister Mateusz Morawiecki will be a guest of Bogdan Rymanowski on the program "Wydarzenia i opinie" (Events and Opinions) on Polsat News on Monday at 7:15 PM. This will be the journalist's debut on the television channel.

Committee on GetBack. The presentation of information by the Minister of Finance, Teresa Czerwińska, on the actions taken by state authorities to clarify the so-called GetBack affair is an item on the agenda of Tuesday's public finance committee session, which will begin at 3:00 PM. The plan also includes information on securing GetBack's assets and establishing a list of bondholders who suffered losses due to GetBack's activities.

Sejm on the Local Government Road Fund. On Tuesday at 12:00 PM – according to the preliminary schedule – the first reading of the government's draft bill on the Local Government Road Fund (FDS) will take place. The FDS will be established as a state earmarked fund. Prime Minister Mateusz Morawiecki announced its creation to finance the construction of more municipal and county roads. On the same day at 3:30 PM, the Sejm will also consider the draft bill on the Solidarity Support Fund for Persons with Disabilities.

Election of the Children's Ombudsman (RPD). On Tuesday at 5:00 PM, two Sejm committees will give an opinion on the motion to appoint a Children's Ombudsman. The sole candidate, nominated by PiS, is Agnieszka Dudzińska. The election itself – according to the preliminary schedule – will take place on Thursday, during the morning voting block, between 9:00 AM and 11:00 AM.

Legia and 300POLITYKA Debate. On Wednesday at 11:00 AM, a debate of candidates for Mayor of Warsaw will be held at the Legia stadium in Warsaw, co-organized by 300POLITYKA. "Legia is an apolitical organization, but we believe that sport is a common good, and therefore, we want to discuss its development in amateur and professional dimensions, as well as the necessary legal, systemic, educational, and infrastructural solutions, beyond political divisions," the club wrote in an open letter announcing the joint debate initiative. It is possible that another debate of candidates in Warsaw will take place later this week.

Subcommittee on EU Projects. On Wednesday at 11:00 AM, a representative of the Minister of Investment and Development will present information to the Sejm subcommittee for monitoring the use of EU funds. The information will cover threatened projects implemented with EU funding and their scale, as well as forecasts for the expenditure of EU funds, including quarterly reports submitted to the European Commission by the Polish government and the July forecast.

Sejm on Vaccinations. On Wednesday at 10:15 PM, the first reading of a citizen's bill to abolish mandatory vaccinations will take place. According to the justification, the obligation to vaccinate will only remain in cases where the obligation is imposed by a decision or in the event of an epidemic threat or epidemic state being declared. The Sejm will likely vote on rejecting the bill the following day.

Sejm on the Budget. On Thursday at 11:00 AM – after the morning voting block – the first reading of the draft budget bill for 2019 will take place. The general debate on this matter will occupy the main part of the day and is planned to conclude at 8:00 PM. Afterwards, the bill will proceed to further committee work.

Committee on Zwiercan and Neumann's Immunities. On Thursday at 12:00 PM, the Sejm committee on regulations, MP affairs, and immunities will give an opinion to the Marshal of the Sejm on the correctness of MP Małgorzata Zwiercan's declaration regarding consent to criminal prosecution. The committee will also provide an opinion on a similar declaration from Sławomir Neumann.

President Duda in Oświęcim. On Thursday at 5:00 PM, President Andrzej Duda will visit Oświęcim, where he will meet with residents. Earlier, at 11:00 AM in the Presidential Palace, PAD will participate in a ceremony to present identification documents to family members of victims of communist totalitarianism. On Tuesday, a state funeral ceremony for the Commander of the Coastal Defense in 1939, the late Admiral of the Fleet Józef Unrug, and his wife, the late Zofia Unrug, will be held in Gdynia.

Civic Employee Pact. "This issue is not just local. It concerns circles with whom we will cooperate, the Polish Teachers' Union (ZNP). It's about pensioners and disability pensioners, as well as our commitments to nurses, healthcare challenges in general, and also uniformed services. We have signed this Civic Employee Pact. We are establishing a team, and Chairman Neumann will coordinate its work. There will be a meeting in the Sejm next week. We will, of course, invite representatives of the parliamentary opposition, as well as external experts," stated Grzegorz Schetyna at a press conference in Krakow. "A working meeting will take place later in October. We will then present the work plan," he added.
