Wednesday's Political Agenda: PM Morawiecki at the Economic Forum in Krynica, Conferences by Trzaskowski, Śpiewak, Wojciechowicz, and Glusman

Prime Minister Mateusz Morawiecki will participate in the second day of the Economic Forum in Krynica. At 3:30 PM, he will take part in "Investments in Health and the Health Economy - State Health Challenges in the Context of Economic Development," at 5:15 PM in the panel "The Role of Professional Sports and Physical Culture in the Social and Economic Development of Poland," and at 6:00 PM - "Can Poland Be a Key Player in the Competition for Silicon Valley in CEE?". At 7:20 PM, the head of government will meet with the Prime Minister of Lithuania, and at 8:30 PM, both leaders will attend the "Man of the Year" award ceremony.

At 6:40 PM, a panel discussion "The Future of Polish-German Relations in a United Europe" will be held with the participation of Deputy Minister of Interior and Administration Paweł Szefernakera and Bundestag member Paul Ziemiak. During the panel, politicians will address topics concerning the future of Polish-German relations and the vision of a United Europe as seen through the eyes of young-generation politicians, particularly regarding European solidarity, energy and security issues, migration policy, and the actions of both governments towards the German minority in Poland and the Polish diaspora in Germany.

Today, a panel discussion with the participation of Grzegorz Schetyna and Katarzyna Lubnauer will also take place.

Rafał Trzaskowski, the Civic Coalition candidate for Mayor of Warsaw, will begin his day with a press conference in front of St. Sophia Hospital. At 11:00 AM, a press conference will be held by Jan Śpiewak in front of the capital's City Hall, where the candidate for the Wygra Warszawa coalition will present "ideas for a mechanism that local government can use to lower residents' bills."

I don't understand how it's possible to give 500+, practically without any income criteria, even to wealthy children or wealthy parents, and to overlook children from orphanages in this group, children who are already so wronged by fate because they don't have parents or their parents simply don't want them, so that money for these children is not included in the government program. Especially since in Warsaw, this concerns about 700 children from orphanages. In terms of the budget and in terms of the declarations of PO and PiS candidates, reaching billions of zlotys, these 700 children, who could receive 500+, are truly a drop in the ocean of the unhealthy expenditures proposed by PiS and PO. I want to declare that I will do everything to compensate these wronged children for this situation, because from the perspective of Warsaw's budget, it is not a large expense, not a big deal – said Jacek Wojciechowicz at a press conference.

Nielsen's Media Measurement Method – To the Dustbin, WP CEO Jacek Świderski: Well, That's Worthless Data

Details of the planned modernization of media reception monitoring by KRRiT, announced during the XXVIII Economic Forum in Krynica, were well-received by online publishers. As Jacek Świderski, CEO of WP Holding, pointed out in Krynica, the data obtained so far using the so-called Nielsen method is "completely worthless".

As Świderski argued, the so-called Nielsen method, used for many years to measure TV viewership, radio listening, and internet browsing, currently covers about 2,000 respondents, and its results – in his opinion – are nothing like "seismograph readings during an earthquake". He noted that in the case of WP, Nielsen's results are completely inadequate, if only because – as he explained – current research does not account for situations where someone uses the internet and watches television simultaneously.

Andrzej Olszewski, an expert from KRRiT participating in the discussion panel in Krynica, admitted, which may be shocking to many, that the still-used method of media reception research – "Nielsen" telemetry – is completely unsuited to the current shape of media. His statement also indicated that this research does not cover television or radio broadcasts from smartphones or tablets.

The new telemetry model, on which KRRiT is working, is intended to cover one million households and correspond to reality – meaning it will examine all forms of media reception, even simultaneous ones, across different platforms, even if one person uses several of these platforms at once: for example, watching muted television, browsing portals on a laptop, and occasionally playing online television or content from portal archives and networks.

Telemetria Polska will conduct the modernized media monitoring. In the future, the measurement is to be carried out by a special organization, which will include representatives of media outlets, research agencies, and media houses. KRRiT is already working on the details of these changes.

According to the announcements presented, the new measurements are expected to start – on a trial basis – soon, and the first results of the modernized research should be known by mid-next year.

The head of WP Holding emphasized the importance of introducing the intention of "cross-media measurement." In his opinion, research companies will be able to handle such a task, but a clear decision was needed to change the methodology from an outdated one to one that corresponds to contemporary needs. He assured that he supports the planned changes because WP, as a smaller television player and a large online one, supports all initiatives that can lead to the preparation of analyses of media consumer behavior that are as truthful as possible. Thanks to such analyses, advertisers will be directed to the most popular media, which will allow them to make their advertising expenditures more realistic.

Poland's rapid and diversified economic growth, low proportion of corporate debt denominated in foreign currencies, and sound fiscal situation are reasons why Poland should not be classified as an emerging market, believes the President of Bank Pekao S.A., Michał Krupiński. The Polish capital market, despite the excellent performance of the national economy, is somewhat bearing the brunt of events in much less stable countries with significantly higher investment risk, assesses the President of Pekao. - We are currently experiencing so-called 'emerging market contagion', where the market is testing individual countries. We've had problems in Turkey, in Argentina. A wave of troubles is approaching from Asia. I mention this because, unfortunately, the perception of the Polish economy still persists that we are an emerging market. I fundamentally disagree with this – said Michał Krupiński during the Economic Forum in Krynica. – I believe that what is happening now is, in fact, a test of those countries that have pursued economic policies in a way that cannot be sustained in the long term. Turkey had a lot of debt denominated in foreign currencies, political problems, and a diplomatic conflict with the United States. For Poland's perception to improve – so that it is not lumped together with countries that have not managed their fiscal policies responsibly – significantly greater activity in promoting our country and individual companies is indicated. - I believe we all have an obligation to implement 'public diplomacy'. Currently, it's like this: in Davos, Malaysia has about 45 representatives, Turkey has about 35 business representatives and very high activity. And the question is whether we are mistaken that our activity is limited, or are they mistaken. I believe that from the perspective of the global village we live in, from the perspective of building the perception of our economy's strength, it is very important that we promote our economy at such forums – said Krupiński. Such an offensive in promoting the 'Polish brand' is particularly justified now, when the Polish economy is experiencing a significant revival, and GDP growth forecasts remain at a high level. - We should have more business representatives, not only state-owned but also private businesses, to have more discussions about business and Poland's economic success. Companies are now looking for acquisition targets. They have significant capital surpluses, cash surpluses. Everyone says, knock on wood, things are great – concluded the President of Pekao.

- I think that it is clear - nothing has changed. We agreed with the German Minister of Foreign Affairs in January that experts would discuss this issue. We believe that Poles were treated unfairly after World War II. The discussion is ongoing, and historical memory of those times is being revived here. So I think it remains an open issue. But we do not differ on this with Germany, because as I said, there is also an understanding there that these matters should be discussed - through experts, to learn the truth. To compare how much Poland has recovered compared to other countries and in relation to the losses Poland incurred. So I see no change in our stance here - stated Jacek Czaputowicz, when asked by Justyna Dobrosz-Oracz whether Poland would seek reparations, or if this was a closed or open topic. He added:

"It is too early to say [whether MP Mularczyk's report will be accepted by the government as an official government document]. I think it is a very good initiative within parliament. Morawiecki on the Gaming Sector: Capital is Born in Our Minds

During his visit to the 28th Economic Forum, Prime Minister Mateusz Morawiecki participated in a discussion about the challenges in creating new branches of the economy. The necessary conditions to support Polish companies in achieving global success were also discussed.

- The computer games industry is our export pearl – said the head of government. He pointed out that it is important for us to have as many industries as possible where our skills and creativity are linked to economic development, because games may be virtual, but profits and jobs are real.

In gaming, we have estimates several times higher, from three to five percent market share, through our exports, through our products. Of course, Geralt can be from Rivia, but above all, he is from Poland. He is a Polish product, he made Poland famous. Firstly, it is an extremely important industry. Secondly, we have no capital. Poland was plundered by the partitioning powers, World War II – said Mateusz Morawiecki.

- Meanwhile, here capital is born in our minds, it is born in our imagination. In the graphics, in the plot, in these new ideas for new games. This is for me not only extremely interesting, but fundamentally important for economic development. Your games may be virtual, but the profits are very real. You are creating a very real economy. This also attracts me to this industry. Generally, the job of a prime minister is also a game, only you have only one life and the difficulty levels arrange themselves. There are many challenges, of course – Morawiecki said.

The head of government announced solutions beneficial for game producers, including tax relief if a game contains elements that foster culture, as well as promotion of games by PAIH.

- I invited all major representatives of this industry to the Chancellery of the Prime Minister to check what their needs are. We developed several main postulates and some additional ones there. The main one, which was repeated most often, is the education of programmers, IT specialists, scriptwriters, those who shape the graphics and plot. We have developed several solutions, from the tough ones, like tax relief in creating subsequent solutions, subsequent games, on the condition that the game contains various cultural threads, to promotion abroad by the Polish Investment and Trade Agency. I also promised that we will take delegations from the gaming sector on our foreign trips and meetings, in order to promote ourselves abroad – added the Prime Minister.

In conclusion, Prime Minister Mateusz Morawiecki stated that he would like the next Witcher to be "created based on, for example, Wańkowicz's Monte Cassino or Fiedler, or even Sienkiewicz, because it is hard to imagine better promotion for Poland than what the gaming industry does."
