STATE OF PLAY: What's happening in local governments? Miszalski pays motor technicians and teachers with loans, Łódź director manages from Harvard, Sutryk corruption evidence in Wrocław, Circoloco in Warsaw, RZ: Senate abandons Polish media in the East

Łukasz Mężyk

-- SENATE ABANDONS POLISH MEDIA IN THE EAST. MICKIEWICZ'S DESCENDANT: FOR US, THIS IS A DEATH SENTENCE - RUSŁAN SZOSZYN IN RZ: “This story strongly contrasts with the declarations of politicians speaking about the need to support Polishness in the East, which were very often made in the last dozen or so days since the happy release of the journalist and one of the leaders of the Polish minority in Belarus, Andrzej Poczobut. Even more so, because the Senate's decision also affects Polish media outlets in Lithuania and Ukraine. – Senators, who have sat in the benches for many terms, prefer to travel to Polonia communities in warm countries and do not particularly care about the situation of Poles in the Kresy region. When they appear in Lithuania from time to time, they hand out business cards, but when you want something from them – they disappear – says a descendant of the Polish national bard to ‘Rzeczpospolita’”.

-- THIS IS ABOUT AN IMPORTANT SECTION OF THE FRONT OF AN INTENSIFYING INFORMATION WAR, NO LESS IMPORTANT THAN, FOR EXAMPLE, THE MILITARY DEFENSE OF THE SUWALKI GAP - WALENTY WOJNIŁŁO, PRESIDENT OF THE ASSOCIATION ‘POLISH MEDIA IN LITHUANIA’ AND HEAD OF THE POLISH CENTER WILNOTEKA, QUOTED BY RZ: “– This is about an important section of the front of an intensifying information war, no less important than, for example, the military defense of the Suwałki Gap. We must remember the fundamental importance of Polish media in Vilnius in combating disinformation and propaganda, which have been flooding not only Lithuania for years – he adds”.

-- THE MUSEUM IN WILANÓW EARNED 116 THOUSAND PLN FROM RENTING THE PALACE COURTYARD FOR A TECHNO PARTY. THE INSTITUTION'S ANNUAL BUDGET IS 29-33 MILLION PLN - PAWEŁ BUCZKOWSKI IN WP: “As of Tuesday, the Wilanów Palace Museum was unwilling to answer WP's question about how much it earned from the techno event Circoloco organized by a private company. After repeating the questions on Wednesday, the museum director agreed to an interview. He admitted that it was 116 thousand PLN. The institution's annual budget is 29-33 million PLN.”

-- NO, I DON'T SEE ANY REASON FOR ME TO RESIGN. WHY DO YOU THINK I HAVE TO RESIGN? BECAUSE SOMEONE DIDN'T LIKE THE CONCERT? - MUSEUM DIRECTOR IN WILANÓW TELLS BUCZKOWSKI IN WP.

-- SUCH PROSCRIPTIONS MAY HAVE BEEN GOOD IN ANCIENT ROME AND DURING COMMUNISM, AND NOW IT SEEMS TO ME THAT WE ARE IN A CIVILIZED COUNTRY - CONTINUES THE MUSEUM DIRECTOR IN WP: “Yes, but no one talks to me directly about the arguments, because everyone passes judgment, and even courts have to provide justification for their verdicts. Such proscriptions may have been good in ancient Rome and during communism, and now it seems to me that we are in a civilized country, when we can discuss and exchange views, providing reasons why things are done this way and not another.”

-- THE STATE MUSEUM, THE PALACE OF WILANÓW, MAINTAINED BY OUR TAXES, EARNED 116 THOUSAND PLN FROM RENTING A HUGE SPACE FOR A TECHNO EVENT. THIS IS SIGNIFICANTLY LESS THAN THE PRICE OF RENTING ONE VIP BOX DURING THE EVENT - BERTOLD KITTEL: “The state Museum of the Palace of Wilanów, maintained by our taxes, earned 116 thousand PLN from renting a huge space for a techno event. This is significantly less than the price of renting one VIP box during the event – 35 thousand € (approx. 150 thousand PLN) [data respectively from Wirtualna Polska and OKO Press]. ‘I wouldn't be myself if I didn't want to combine such an important issue for me as national heritage and historical spaces with a modern, bold approach to their utilization,’ Omenaa Mensah explained in the announcements.”

-- HE STUDIED AT HARVARD, HE MANAGED THE ŁÓDŹ INSTITUTION REMOTELY - PIOTR BRZÓZKA IN GW: “Where is Błażej Moder when he's not in Łódź - we asked in 'Wyborcza' on May 8, 2025. It turned out that the director of EC1 Łódź - City of Culture was just finishing several months of study at American Harvard. Before leaving, he received funding from the Orlen foundation. He did not take leave during his studies. He managed his institution remotely and received full salary. A high one. He started in July 2024. He studied in two terms - until December, and then from mid-January to May. Virtual meetings regarding EC1 were usually held between 11 AM and 3 PM Polish time. He argues that nothing bad happened because of this, quite the opposite.”

-- IN CRACOW, THEY HAVE TO BORROW MONEY FOR TEACHERS' AND MOTOR TECHNICIANS' SALARIES - DAWID SERAFIN IN INTERIA: “The budget of Krakow was supposed to be rehabilitated, but instead, the city hall has to take out new loans so that there is no shortage of money for the salaries of motor technicians, officials, or kindergarten employees. It also pays for traffic light operations from loans. When Miszalski took power, the debt was 6 billion PLN. By the end of March 2026, the debt, according to official documents, amounted to 7.8 billion PLN. This is equivalent to the cost of purchasing over a hundred Pendolino trains. For this amount, one could buy 12,000 apartments of 40 square meters each in Krakow (average purchase price is 650,000 PLN). However, this amount is growing, and some estimates suggest that by the end of the year, the debt could increase to even 9 billion PLN. This means that Miszalski, instead of reducing the city's debt, has increased it further during his two years in office.”

-- ON EVIDENCE REGARDING SUTRYK - MARCIN RYBAK IN GW: “The bribe was supposed to be ‘a token of gratitude’ for arranging a diploma. It was to consist of three parts. Two were money, and the third was a ‘personal benefit’. The university, headed by the rector involved in the scandal, received tuition fees and made a profit. ‘This is not a fee for studies – the prosecution maintains – because there were no studies, and therefore it was a bribe.’ Eventually, the rector was employed in the municipal company Wrocławski Park Technologiczny (Wrocław Technology Park), where he sat on the Academic Activity Council, established by this company. According to investigators, this was the ‘personal benefit.’ Because participation in such a council gave the rector prestige, as he himself told the prosecutor's office. And finally, the rector was also supposed to have an illicit contract at Wrocławski Park Technologiczny, from which he earned 75,000 PLN.”

-- THERE IS ALSO SABOTAGE AND POSITIONING UNDER PiS AND PRESIDENT KAROL NAWROCKI IN THE SERVICES - DOMINIKA WIELOWIEYSKA IN GW QUOTES A GOVERNMENT SOURCE: “The current ruling team believes that not only in the courts and prosecutor's office is there passive resistance and the principle of not sticking your neck out too much. – There is also sabotage in the services and positioning under PiS and President Karol Nawrocki. In fact, they should be dissolved and built anew – I hear from one of my interlocutors. In many cases, officers are loyal to PiS, not to the Polish state.”

-- IF THE GOVERNMENT DOES NOT LEAD TO ACCOUNTABILITY, IF ACCUSED POLITICIANS DO NOT STAND TRIAL, THE CONVICTION WILL BE FIRMLY ESTABLISHED IN SOCIETY THAT POLITICIANS PRETEND TO ARGUE BUT PROTECT EACH OTHER - WRITES WIELOWIEYSKA FURTHER IN GW: “There are also voices suggesting that the Tusk government is dealing with accountability, that it wants revenge. However, the accusations of siphoning money from the Justice Fund are truly serious. If the government does not lead to accountability, if accused politicians do not stand trial, if the opportunity is not created for an independent court to assess the accusations, the conviction will be firmly established in society that politicians pretend to argue but protect each other, and they are protected by state structures loyal to one party or another, not to the state and the public interest.”

-- THE GOVERNMENT HAS BEEN FACING CRISES LATELY, WE HAVE A PROBLEM WITH HEALTHCARE, AND NOW THE ESCAPE OF A FORMER MINISTER. THE PRIME MINISTER WAS LOOKING FOR SOMETHING POSITIVE THAT WOULD FINALLY EVOKE GOOD EMOTIONS - A GOVERNMENT SOURCE IN THE TEXT BY WOJCIECH KARPIESZUK AND PAULINA NODZYŃSKA IN GW WHY PRIME MINISTER TUSK CHANGED COURSE ON MARRIAGES: “– What decided it? Ziobro! – one of the ruling coalition politicians tells us. A moment later, he adds: – Indirectly, of course. – The government has been facing crises lately, we have a problem with healthcare, and now the escape of a former minister. The Prime Minister was looking for something positive that would finally evoke good emotions – he adds.”

-- WE WOULD LOOK LIKE HYPOCRITES - CONTINUES A SOURCE FROM KO IN GW: “– For years, we have been ‘hammering’ that PiS did not execute court and tribunal rulings. If our government now started to ignore rulings of the Court of Justice of the European Union just because they concern LGBT+ people, we would look like hypocrites. One cannot say that CJEU rulings are excellent in matters that suit us, and not in others. There is a ruling, so we are implementing it.”

-- AS WE HEAR IN THE GOVERNMENT, LGBT+ COMMUNITIES HAVE PARADOXICALLY BEEN HELPED AGAIN BY ZIOBRO; THE EMBARRASSMENT OF THE POLISH JUDICIARY HAS CAUSED THE GOVERNMENT TO QUICKLY DECLARE SUCCESS - AGNELIKA PITOŃ AND ANTON AMBROZIAK IN OKO.PRESS: “The matter could no longer be swept under the rug. Voters publicly criticized both the Left and Prime Minister Donald Tusk, and it became increasingly difficult for ministers to appear in public and not answer questions about what was happening with the CJEU ruling and how the slogans about the rule of law and the necessity of implementing European court rulings on neo-judges aligned with ignoring rulings of the same courts concerning LGBT+ people. As we hear in the government, Zbigniew Ziobro has paradoxically helped the communities again. His escape to the USA and the embarrassment of the Polish judiciary have caused the government to quickly declare success. Especially since the transcription of the marriage certificate of the first same-sex couple, ordered by the court, must appear in the coming month.”

-- THE AVERAGE RESIDENT OF WARSAW SPENDS ABOUT 54 PERCENT OF THEIR NET SALARY ON RENTING AN APARTMENT - WOJCIECH KARPIESZUK IN GW: “According to a ranking prepared by TradingPedia – a portal analyzing financial markets and the economy – the average resident of Warsaw spends about 54 percent of their net salary on renting an apartment. The authors of the ranking compared the ratio of average earnings to rental costs in 127 European cities. Warsaw fares worse than many Western European cities.”
