STATE OF PLAY: Record Dissatisfaction with CBOS, Pacewicz: How much does Tusk himself believe in his premiership and his government? Chwedoruk: Trzaskowski paid the price for Tusk's presence
-- OPINIA 24: OVER HALF OF POLES SUPPORT CITIZEN PATROLS ON THE BORDER WITH GERMANY - GW: “The report indicates that over half of respondents (54%) support "citizen patrols" on the Polish-German border. 30% of respondents agreed with the statement that the patrols are "definitely a good initiative," and 24% - that they are "rather good."
-- PATROLS GAIN THE MOST APPROVAL IN THE 30-39 AGE GROUP - GW CONTINUES: “Patrols gain the most approval in the 30-39 age group (35% "definitely" support them). 38% of people aged 25-29 consider the patrols "rather good." Among critics of the movement, those over 60 are most prevalent (33%). The youngest (18-24) lean more towards supporting patrols: 24% "definitely" agree with their actions, and 14% - "definitely not." 35% of people in this group chose the answer "rather agree."

-- IT SPECIALISTS, MANAGERS, CASHIERS WILL PAY MORE FOR ARTISTS' ZUS CONTRIBUTIONS. EXCELLENT - LESZEK KOSTRZEWSKI IN GW: “The Ministry of Culture has decided to help actors who nobody wants to give roles to and visual artists whose works nobody wants to buy. The rest of Poles are to chip in for their retirement and health contributions. Now I'm waiting for the Ministry of Sport's initiative to subsidize footballers who nobody wants to put in the starting lineup.”
-- IF WE GIVE SIMILAR PRIVILEGES TO ARTISTS NOW, OTHER GROUPS MAY FOLLOW THEIR EXAMPLE — FORESTERS, RAILWAY WORKERS, BUS DRIVERS, JOURNALISTS, MUSEUM EMPLOYEES - KOSTRZEWSKI IN GW CONTINUES: “If we give similar privileges to artists now, other groups may follow their example — foresters, railway workers, bus drivers, journalists, museum employees, marshals' guard, city cleaning services. And so on, endlessly. The problem is, if everyone is hooked up to a state drip, there will be nothing to finance these privileges from. Wojciech Jaruzelski found this out when, in the 1980s, with an empty treasury, he started distributing early retirement and benefit subsidies to successive industries. We all know how it ended.”

-- CBOS ANALYSTS: IN ASSESSMENTS OF THE GOVERNMENT'S ECONOMIC POLICY, A GROWING PESSIMISM IS NOTICEABLE: fewer Poles are willing to positively assess the government's actions in the economic sphere (33%, a decrease of 4 points compared to June) and at the same time, the percentage of those who believe that government policy does not create opportunities for economic improvement has increased (55%, an increase of 4 points).
-- ASSESSMENT OF PRIME MINISTER DONALD TUSK'S ACTIVITY SHOWS A DOWNWARD TREND FOR THE SECOND MONTH IN A ROW - CBOS ANALYSTS CONTINUE: Currently, slightly less than one-third of Poles express satisfaction with the fact that he heads the government (31%, a decrease of 1 point since June), and the percentage of those dissatisfied with the prime minister's person has risen to 59% (an increase of 1 point).

-- GOVERNMENT RECONSTRUCTION. JIGSAW PUZZLE ARRANGEMENTS INSTEAD OF CONCRETE STEPS AND HOPE FOR HARD TIMES - PIOTR PACEWICZ IN OKO.PRESS: “The Reconstruction serial makes an impression of politicians being out of touch. It would seem that an electoral defeat obliges one to give a serious response and reaction that would convince us – half of the society that does not want right-wing rule, with the fascist undertones of Grzegorz Braun's Ad Maiorem Dei Gloriam – that there is some idea for getting out of this loop. An idea that does not involve Katarzyna Kotula ceasing to be a minister, Barbara Nowacka being replaced by some academic dignitary, and the prodigal coalition son Szymon Hołownia graciously agreeing to become the Minister of Culture (don't worry – these are just rumors).”
-- I WOULD EXPECT SOMETHING LIKE A PROGRAMMATIC EXPOSE FROM THE PRIME MINISTER AFTER A TURNING POINT LIKE THE PRESIDENTIAL ELECTION RESULTS - WRITES PACEWICZ IN OKO: “Let there not be 100 of them (but actually several hundred in strange combinations and configurations), but 30 or 40 concrete points for 800 days, with a schedule, indicators, and costs for the budget. This includes investments in the economy and energy, education reform (as it has started), the completion of several social programs, housing policy, strengthening the weakened pro-ecological line, and the government's strong suit, foreign policy, but perhaps with a stronger emphasis on Poland's role in supporting Ukraine. The proper order would therefore be tasks first, then personnel, not the other way around.”
-- WHO THOUGHT THAT WITH SUCH MOODS, TRZASKOWSKI SHOULD TRAVEL POLAND WITH A JOYFUL STORY AND THE GOVERNMENT IS LEADING US TO FURTHER SUCCESSES? - PACEWICZ AGAIN: “Who thought that with such moods, Trzaskowski should travel Poland with a joyful story about a country where everything is wonderfully successful, and the government is leading us to further successes? To what extent was Donald Tusk's participation in the campaign a spontaneous reaction of a concerned prime minister, and to what extent a well-thought-out strategy?”
-- UNFORTUNATELY, TODAY PRIME MINISTER TUSK IS STILL SLIDING IN THE SAME RUT - PACEWICZ IN OKO.PRESS CONTINUES: “He lacks political courage, or perhaps conviction, to oppose right-wing obsessions and blackmail. Like a large part of the European Christian Democrats, he is focusing on the next fireworks from populists, nationalists, xenophobes, and nascent fascists. He adopts fragments of their narrative so as not to seem like a traitor to the Nation.”
-- HE MUST ANSWER THE QUESTION HIMSELF, HOW MUCH HE BELIEVES IN HIS PREMIERSHIP - PACEWICZ'S CONCLUSION IN OKO: “Donald Tusk, as a distinguished politician who has great achievements on both Polish and global scales, must answer the question for himself: how much does he believe in his premiership, in his government and its program, and above all, how much does he believe that one can win against the right?

-- IT IS NOT ENOUGH TO CHANGE THE COMPOSITION OF THE COUNCIL OF MINISTERS IF THERE IS NO IDEA BEHIND IT FOR WHAT COMES NEXT - ESTERA FLIEGER IN RZ: “More or less since 2015, we have been functioning in a mode of permanent election campaign, a total political war. The price of the absence of a quiet season is that there is no time to clear one's head. Because it is not enough to change the composition of the Council of Ministers if there is no idea behind it for what comes next. Or rather: what will the government do when the reconstruction is finally complete. It will probably talk about it out of habit, when only old movies are good, not politics.”

-- TRZASKOWSKI PAID THE PRICE IN THE PRESIDENTIAL ELECTIONS FOR TUSK'S NEGATIVE ELECTORATE AND HIS PRESENCE IN THE CAMPAIGN - PROF. RAFAŁ CHWEDORUK IN FAKT: “All coalition partners would want such a change, because Tusk is such a distinct politician that everything this government does – regardless of its popularity – is attributed to him anyway. Trzaskowski paid the price in the presidential elections for Tusk's negative electorate and his presence in the campaign.”

-- THE BLAME FOR THE CRISIS THE RULING CAMP FINDS ITSELF IN TODAY LIES WITH DONALD TUSK'S POOR CALCULATION AND THE DEFEAT IN THE PRESIDENTIAL ELECTIONS, NOT THE MARSHAL'S FOOLISH IDEA TO MEET WITH JAROSŁAW KACZYŃSKI - MICHAŁ SZUŁDRZYŃSKI IN RZ.
-- THE PRIME MINISTER'S POOR CALCULATION AND THE FACT THAT HE WAS HEAVILY INVOLVED IN RAFAŁ TRZASKOWSKI'S ELECTION CAMPAIGN - SZUŁDRZYŃSKI CONTINUES: “The root cause of the current crisis in the ruling camp is the prime minister's poor calculation and the fact that he was heavily involved in Rafał Trzaskowski's election campaign, who lost the election. Let's be serious, Trzaskowski's defeat, for which Tusk bears some responsibility, is a much bigger problem than Hołownia's foolish idea to meet with Kaczyński. And although Hołownia has become an easy scapegoat today, it may turn out that without him, Civic Coalition will have to say goodbye to power.”

-- IN SEARCH OF A NEW LEADER - TITLE OF A POLITICAL PROGRAM BY AGATA SZCZEŚNIAK AND DOMINIKA SITNICKA: “Many experts point out that the source of image problems is Donald Tusk himself – a politician towards whom Poles are almost as suspicious and skeptical as towards Jarosław Kaczyński. There is much to suggest that Radosław Sikorski is considering becoming the new leader of the government. Until then, he would try to contend for the position of deputy prime minister.”
