President Meets with Farmers

Last Day of the Sejm Session

The Sejm will resume its proceedings at 9:00 AM with current questions, and at 11:15 AM, it will hear a topical report – at the request of the PSL parliamentary club – concerning the implementation of the "Active Farmer" program.

Czarzasty is Usurping the Right to Block Bills. It's Undemocratic

- I think Marshal Czarzasty has gotten a bit ahead of himself and, so to speak, crashed against a wall. Because in essence, there is no such thing as a marshal's veto. There is a presidential veto, the refusal to sign a bill. There is also the marshal's obligation to process bills - said Zbigniew Bogucki on Poranek Radia Wnet.

In his opinion: - The marshal is not supposed to be blocking the president and attacking the president. The marshal is supposed to ensure that every bill, whether it's a parliamentary, presidential, or citizens' initiative, is put to a vote by the high chamber, because democratically elected MPs should decide whether this bill will be processed or not.

- And the marshal is usurping the right, as I understand it, to block bills. This is undemocratic. Unless, perhaps, they are afraid they don't have a majority, because it might be like with CPK, where a bill comes up and suddenly it turns out that despite the government's and the marshal's stance, the ruling majority votes differently and another project passes. Perhaps they are afraid of that, I don't know - he stated.

- Farmers are not taking to the streets just for themselves; farmers are taking to the streets for all of us. Because what is happening is a threat to the Polish agricultural sector, to the Polish countryside, and to food security. The agreement between the Union and Mercosur opens Polish agriculture to products from South American countries where completely different standards are applied, standards that do not apply to Polish farmers, for example, in the area of pesticides. The Polish government is unable to defend Polish farmers and claims that the agreement is not harmful to them - says Mateusz Morawiecki in the posted recording.

- Does this comply with EU law? In my opinion, no, because we have a European arrest warrant and all countries should respect it. And we also have the principle of reciprocity, meaning, we believe that every state in the Union adheres to EU law and there is no EU state that is an oppressive state where political asylum should be applied, because otherwise such a state should be excluded from the European Union - he continued.

- There is no certainty, at this moment this is completely unconfirmed, so I don't even want to speculate - he went on, when pressed about the uncertainty regarding whether the asylum case concerned Zbigniew Ziobro and his wife.

- We inherited the Justice Fund in a very bad state. Besides organizations that have been operating very honestly in this area for years, we had specially created 'bush' organizations that defrauded money - said Waldemar Żurek in a conversation with journalists in the Sejm, when asked about the situation with the Justice Fund.

- We have recommendations from the National Revenue Administration, we have recommendations from the prosecutor's office, and we must process these applications very carefully. Therefore, organizations that submitted applications in this competition [...] must meet the formal requirements of the applications. We cannot turn a blind eye, as happened before - he continued.

- Every week, the issues of the fund weigh on my mind. I promise that these funds will flow to organizations, we will announce new competitions, but we need to consider whether locating this fund in this place and creating a kind of competition department is a good solution - he went on to say.

- Wouldn't it be better to resolve it differently, to hand over these funds to local governments, which are closer to these organizations, but specifically for such activities - he added.

- I will certainly submit such proposals after a few months of my term. I would very much like to change this - he emphasized, when asked if there would be a legislative change.

- This week, I signed another twelve acts transmitted by the Marshal of the Sejm. These are important changes to the labor code, municipal investment plans, Baltic Sea security, and an act regulating the functioning of housing cooperatives. In total, my signature has now appeared on 144 acts sent to me by the parliament - said President Karol Nawrocki in a recording published by the Chancellery of the President.

- Today, however, once again, I must say: there are limits that must not be crossed. That is why I have decided on three legislative vetos - he emphasized.

Veto on the DSA

- The act implementing the so-called DSA - Digital Services Act, which is the EU regulation on digital services - was intended to protect citizens, especially children. This is true, the virtual reality poses many threats today. This is an extremely important matter. Requiring prudent, effective, and wise regulation - he continued.

"Once again, provisions that are indefensible have been attached to good solutions"

- And that is precisely why it should not have been destroyed by bad legislative insertions. Once again, provisions that are indefensible and simply harmful have been attached to good solutions - he stated.

As he recalled: - At the end of October last year, during the legislative process, I appealed for comments on the act implementing this EU regulation. Even then, I had serious doubts about its adoption - the assumptions that transfer control over content on the internet to government officials, not independent courts.

- Unfortunately, these doubts have not been removed. Instead of real judicial review, an absurd solution has been introduced: an objection to an official's decision, which a citizen must file within 14 days - he pointed out.

"The situation resembles the structure of the "Ministry of Truth" from Orwell's book"

- I want this to resonate strongly: the situation where an official subordinate to the government decides what is permissible on the internet resembles the structure of the "Ministry of Truth" from Orwell's book "Nineteen Eighty-Four". The author wrote about a mechanism of power that first takes control of language, of information, and ultimately of citizens' thinking - he stressed.

- If the government decides what is "truth," what is "disinformation," who can speak and who cannot, freedom disappears step by step, under seemingly noble slogans of security, the common good, or the protection of the weakest - he assessed.

"I cannot sign an act that in practice means administrative censorship"

- Article 54 of the Polish Constitution states: freedom of speech is a citizen's right. The state is to guarantee freedom, not regulate it. Meanwhile, the proposed solutions create a system in which an ordinary Pole will have to fight against the bureaucratic apparatus to defend their right to express opinions. This cannot be agreed to - he stated.
