"This [Marshal's] veto was a kind of intellectual shortcut, signaling that the Sejm, in a situation as complicated for the state as the one we are currently in, should be dealing with the most important matters. And with all due respect to citizen initiatives, to 15 MPs [...], not all projects are equal" - said Marek Siwiec in "Pytanie dnia" on TVP Info.
"But who is to decide that?" - asked Dorota Wysocka-Schnepf.
"There is a specialized institution within the Sejm, within the Chancellery of the Sejm, which we want to strengthen so that it can very clearly – similarly to what happens in the American Congress – state right at the beginning: whether it is legal, how much it costs, and where to potentially find the money" - replied the head of the Chancellery of the Sejm.
"If something assumes that gravity is a force that goes upwards from the earth and intends to build law on this basis, then it's a waste of time to even deal with it. And we want to state clearly right at the beginning that this institution will inform the Marshal about what is related to commencing work on such a bill" - he indicated.
"Please consider this as rather an act of goodwill on the part of the Marshal, this type of work, because nothing will happen here on a "whim" basis, but everything will be based on very serious considerations, these decisions on assigning a number to an initiative..." - he continued.
"There is no ill will on our part to fight and say 'no because no', but there is a lot of goodwill to not waste the Sejm's potential" - he added.
