Thursday's Political Agenda: Tusk at EU Summit, Duda Meets NATO Chief, Sejm Votes on Błaszczak's Immunity, Trzaskowski Submits Signatures to PKW, Nawrocki Tours Mazovia

Tusk at the European Council

An extraordinary meeting of the European Council will take place today in Brussels, during which issues of increased EU financial and military aid for Ukraine will be discussed – in this context, also the US decision to halt aid – as well as plans to strengthen the EU in terms of armament and increasing defense spending.

Prime Minister Donald Tusk will participate in the summit. At 12:00 PM, the head of the Polish government will attend the NBIP8 coordination meeting. At 12:30 PM, a meeting of European Council members with European Parliament President Roberta Metsola is scheduled, followed by a videoconference with Ukrainian President Volodymyr Zelenskyy at 1:00 PM.

A working lunch will take place at 1:30 PM, a working session at 3:00 PM, and the day will conclude with a working dinner at 8:00 PM.

Duda at NATO Headquarters

President Andrzej Duda is undertaking a working visit to Brussels, where he will meet with NATO Secretary General Jens Stoltenberg at NATO Headquarters. The Polish head of state's reception is scheduled for 3:15 PM. The meeting will commence at 3:20 PM, and a press conference is planned for 4:00 PM.

Kosiniak-Kamysz Meets Ukrainian Minister of Defence

At 7:30 AM in Warsaw, Minister of National Defence Władysław Kosiniak-Kamysz will meet with his Ukrainian counterpart Rustem Umerov. The meeting will focus on "discussing the current security situation in light of recent global events and the continuation of cooperation in the defense sector.".

At 7:35 AM, one-on-one talks between the two ministers will begin. At 7:50 AM, bilateral discussions will take place, and at 8:40 AM, media statements are scheduled.

Sejm to Address Błaszczak's Immunity

The Sejm (Polish Parliament) will resume its session at 9:00 AM. Initially, MPs will decide on the Presidium of the Sejm's motion to conduct proceedings in secret. The secret session is expected to last half an hour, during which MPs will consider the motion to lift Mariusz Błaszczak's immunity.

After the conclusion of this part of the proceedings, from 9:30 AM to 11:00 AM, a break is scheduled. Upon resuming open proceedings, the Sejm will proceed to the first reading of the government's draft amendment to the Prison Service Act. At 12:15 PM, the first reading of a citizens' bill on protecting minors from pornographic content online is scheduled.

At 2:15 PM, the first reading of the government-presented amendment to the Act on the Council of Ministers will take place. This amendment introduces, among other changes, a modification that has been criticized by President Andrzej Duda. The changes concern the participation of the head of state's representative in meetings of the Council of Ministers, committees, or permanent committees of the Council of Ministers where matters concerning state security and defense are considered.

From 3:30 PM to 4:30 PM, a voting block will be held, during which MPs will, among other things, decide on the motion to reject at the first reading the PiS project concerning the introduction of so-called vehicular homicide into the Penal Code, as well as the Confederation's project aimed at abolishing inheritance tax.

At 4:30 PM, the second reading of the bill on the EU network of data concerning the sustainability of agricultural holdings (FSDN) will commence. At 5:45 PM, MPs will address, in the second reading, the PSL's proposed amendment to the Sejm's Rules of Procedure, which envisages the establishment of a permanent parliamentary Committee for Deregulation. At 6:15 PM, the second reading of a parliamentary resolution project on the 150th anniversary of the birth of Cyryl Ratajski will begin. Subsequently, at 6:45 PM, a two-hour discussion on the information regarding significant problems arising from the activity and jurisprudence of the Constitutional Tribunal in 2023 will commence. This is the last substantive item on the agenda.

Trzaskowski at PKW, Nawrocki on the Road, PiS Conference

At 8:15 AM, a press conference by KO presidential candidate Rafał Trzaskowski will take place in front of the PKW (National Electoral Commission) headquarters.

Also at 8:15 AM, a press conference by PiS parliamentary club leader Mariusz Błaszczak and PiS MPs will be held.

The PiS-supported presidential candidate Karol Nawrocki will visit the Mazowieckie Voivodeship. A press conference is scheduled for 10:00 AM in Piaseczno, and an open meeting is planned for 3:00 PM in Żyrardów.

Morawiecki spoke, among other things, about the need to confiscate Russian property and use that money, about a grant fund that must, among other things, serve to refinance what member states, especially those on the eastern flank, have provided to Ukraine. Another point is the issue of the interchangeability of this fund with the cohesion fund. The fourth postulate concerns the question of where these funds are to be engaged – whether solely within Europe.

This danger is indeed real, primarily observed by us, on the eastern flank of the alliance, in Poland, the Baltic states, Slovakia, Romania – in those countries relative to which this war is close. Truly observing these countries, we see that the increase in defence spending is significant – PAD continued.

One thing is 100% certain: if the entire alliance does not increase its defence spending, then unfortunately, Vladimir Putin might be tempted to attack once again, because there will be insufficient deterrence. The goal is for the alliance to be able to build sufficient deterrent potential – he added.
