Political Agenda for Tuesday: Tusk at Baltic Sea NATO Allies Summit, Morawiecki's Conference in Brussels, New Minister of Science Announcement, Parliamentary Committee on Świrski, Prosecutors' Conference

Prime Minister Donald Tusk will participate in the Baltic Sea NATO Allies Summit. The summit in Helsinki has been convened by the President of Finland, the Prime Minister of Estonia, and the Secretary General of NATO. Among other things, actions to secure critical infrastructure in the Baltic Sea are to be agreed upon during the summit.

The plenary session will begin at 9:15 AM Polish time, followed by a working session at 11:45 AM. A meeting between Prime Minister Donald Tusk and the President of Finland, Alexander Stubb, is scheduled for 1:45 PM.

At 10:00 AM, the parliamentary committee on constitutional accountability will hold a closed-door session to hear witnesses summoned in connection with the preliminary motion to bring Maciej Świrski, head of the National Broadcasting Council (KRRiT), before the State Tribunal for constitutional accountability.

At 11:00 AM, a press conference of Lewica, including Włodzimierz Czarzasty, will be held in the Sejm concerning the announcement of new leadership at the Ministry of Science and Higher Education.

At 11:30 AM, a press conference will take place in Warsaw featuring PiS MPs Andrzej Śliwka and Marcin Przydacz.

At 1:30 PM, a press conference with the participation of PiS Vice-Chairman Mateusz Morawiecki will be held in Brussels at the Thon Hotel EU.

At 2:00 PM, a press conference will be held at the National Public Prosecutor's Office by a team of prosecutors investigating matters of public interest. During the conference, a report analyzing the first 200 cases will be presented.

Today, a meeting will finally take place with the participation of the NATO Secretary General, at the invitation of the President of Finland, where we will discuss practical measures to protect the Baltic Sea against, well, one always has to be cautious and say 'likely,' as there are no final conclusions yet, but without significant risk, I will say, against Russian sabotage. In the previous case, it was a ship sailing under the Chinese flag, but China was cooperative in this instance. The ship was chartered by an external company, which, I believe, put China, against their will, in a rather difficult situation – stated Prime Minister Donald Tusk during a morning statement to the media.

We will effectively deter when it becomes clearly evident that we are ready to make radical, tough decisions. When any violation of the Baltic Sea's security occurs, states will be ready – just as Finland has done now – to respond firmly, meaning to stop the ship, detain the crew, and investigate thoroughly who is responsible for the attempted sabotage – he added.

The actions of Minister Mroczek, my deputy, were absolutely correct here, because in December this company was removed from the sanctions list, as it ceased to be Russian. The context is obvious, and I am surprised that it is somehow being overlooked. There is an embargo on Russian gas, and in December, an embargo on LPG gas was also introduced. Since it ceased to be Russian, it was removed from the sanctions list. During the PiS government, a total of 8 companies were removed from the sanctions list. – That’s all there is to the discussion about who is pursuing Russian interests in Poland. It's clearly visible how it looks. A company bought for PLN 3. Is Minister Mroczek bewildered? […] Doesn't a red light go on for him and his superiors in the government? – said Jacek Sasin on “Gość Radia ZET”.

– Russian owners are essentially handing over the company to some individuals who are supposed to play the role of proxies and sell them the company for PLN 3, which makes huge profits from gas trading. You don't need to be a particularly astute observer or investigator to see that this affair stinks – he stated.

– Did the services check this transaction, to ensure it wasn't a sham transaction and that these owners are not simply Russian proxies? I would expect such information from Minister Mroczek – he indicated.

– The whole affair reminds me of the practice of trading tenements in Warsaw. There were proxies then too, and property rights to Warsaw real estate were also resold for small sums… As it turns out, Warsaw, under the rule of PO and Rafał Trzaskowski, continues to operate with the same mechanisms: proxies, fictitious transactions, suspicious individuals making big deals with the silent, or perhaps not so silent, consent of the Warsaw authorities – he assessed.

New CBOS Poll: "Not a Large Gap to the Leader"

In first place, with the largest number of supporters, is the current Mayor of Warsaw, Rafał Trzaskowski, backed by Civic Coalition. He would receive 35% of the votes from respondents who are at least ninety-nine percent certain they will participate in this election – CBOS informed in a statement. Second place, with a not-too-large gap to the leader, is occupied by the Law and Justice civic candidate, Karol Nawrocki, who in January could count on the support of just under one-third of certain election participants (31%).

"The third position, with a significant gap to the top two, but still with a double-digit result, is held by the Confederation WiN candidate Sławomir Mentzen, supported by 12% of declared election participants. Other candidates have already recorded support below 10%. One of the leaders of Third Way, Szymon Hołownia, running for president with the recommendation of this grouping, gathered half as many votes as the Confederation WiN candidate in January (6%).

In January, Magdalena Biejat (3%), the candidate for The Left and the only woman in this group, could count on half the votes of the contender nominated by Third Way. 2% of election participants each declared their willingness to cast their vote for Marek Jakubiak from the Wolni Republikanie parliamentary club and Adrian Zandberg, the candidate for the Together party.

The results for other politicians intending to run for president were zero or less than 0.5%. Every hundredth voter (1%) would like to vote for a candidate other than those mentioned in the poll, while 7% do not know which contender they would support in the first round of the presidential election

This means a strong voice regarding the budget and the financial security of the academic community's interests – he continued.

Tusk After Baltic Sea NATO Allies Summit:

Poland Will Not Hesitate

Growing Russian aggression, concerning behavior in the Baltic Sea, compels us to make decisions that are unprecedented in a certain sense. In this case, it is a radically strengthened NATO presence in the Baltic Sea – stated Prime Minister Donald Tusk after the Baltic Sea NATO Allies Summit in Helsinki.

Back then [in November], we appealed for the establishment of such Baltic Sea Policing, meaning military patrols in the Baltic Sea in connection with a previous incident involving a ship flying the Chinese flag, and at that time, states reacted, I would say with interest, but without excessive enthusiasm – PDT continued.

We are not dealing with the establishment of a new mode of operation, such as Baltic Sea Policing, as is the case in the air, but we consider NATO's reaction at this moment, at this stage, to be sufficient, namely the resumption of this operation under the codename Baltic Guardian 25 – Tusk noted.

This is for 90 days, but with an obvious option for extension and strengthening of military control in the Baltic Sea. We have not yet decided today on the extent to which individual countries will participate with their equipment in the control and patrolling of the sea – he added.

Should anything happen in Polish territorial waters, I hope it won't, Poland will not hesitate to detain such a vessel if it were to occur in our waters – the Prime Minister said.

I have repeatedly stated – no one should feel like a favorite in this presidential race. This fight for the presidency, and it is a fight for very important things, for two completely different visions of what Poland should be, it will be a very tough battle for every vote – stated Prime Minister Donald Tusk after the Baltic Sea NATO Allies Summit in Helsinki.

The fact that today the chances of the two main candidates are slowly evening out, in terms of the most likely participants in the second round, I mean Rafał Trzaskowski and Karol Nawrocki, it seems quite certain today that they will be in the second round, and it will be a very close fight. The National Public Prosecutor's Office (Prokuratura Krajowa) has published a partial report from a team of prosecutors tasked with examining cases of public interest. The document details, among other things, the prosecutor's office's actions concerning the "two towers" affair, the organization of postal elections, and the non-publication of Constitutional Tribunal rulings.

"The report presents the results of an analysis of the first 200 cases (significant irregularities were found in 163 cases). These were cases selected both by regional prosecutors and reported by citizens and non-governmental organizations" – reads the statement from the National Public Prosecutor's Office.

"The report also contains recommendations regarding the necessity of initiating or reopening proceedings (if possible), as well as implementing disciplinary or criminal liability for prosecutors" – informs the National Public Prosecutor's Office.

The National Public Prosecutor's Office also announced that an analysis of several hundred more cases is currently underway. The results of this work are expected to be presented in the second part of the report.
