Monday's Political Agenda: PiS on Election Oversight, PKW on PiS Subsidy

At 12:00 PM, a press conference will be held at the PiS headquarters with PiS MPs Paweł Szefernakier and Przemysław Czarnek.

Earlier, at 10:00 AM in the Sejm, a press conference will take place with PiS MPs Zbigniew Kuźmiuk and Janusz Kowalski.

Today, the National Electoral Commission (PKW) is set to address the report of the PiS committee from the recent parliamentary elections once again. Recently, the Extraordinary Control and Public Affairs Chamber of the Supreme Court upheld PiS's appeal against the PKW's earlier rejection of the report.

Dworczyk:

Tusk met with Orbán. The narrative that contact supports Putin is populism

- I would like to remind you that Prime Minister Orbán also met and spoke with Prime Minister Tusk not so long ago. Therefore, going with such a narrative, that any contact today with Hungary or with the Prime Minister of Hungary or Hungarian politicians is supporting Putin, is populism - stated Michał Dworczyk in „Rozmowa Piaseckiego” on TV24.

07:48

Dworczyk:

I am critical of Hungary's actions regarding cooperation with the Russian Federation

- Victor Orbán, like any prime minister, pursues the interests of his country. I will repeat this immediately, so there are no doubts. I am critical of Hungary's actions regarding cooperation with the Russian Federation. This is also not up for discussion. However, Orbán takes actions that he believes are good for Hungary from his perspective – stated Michał Dworczyk in "Rozmowa Piaseckiego" on TV24.

07:49

Dworczyk on Romanowski's Asylum in Hungary:

It Was a Surprise to Me.
Is it understandable to me that Minister Romanowski asked for asylum in Hungary? I must say that it was a surprise to me, but I understand that he assesses the situation in Poland today as having no chance of a fair trial. This is evidenced by facts from the recent past, by everything that is happening around the Justice Fund, by the changes of judges who were selected to adjudicate or make decisions in his case - stated Michał Dworczyk in "Rozmowa Piaseckiego" on TV24.

07:55

Dworczyk:

I Understand Romanowski Wants to Highlight the Politicization of Justice Abroad

- Certainly, I understand Minister Romanowski's desire to highlight the politicization of justice abroad, because there is a certain difference between what, and it's not just Minister Romanowski saying this today, is about breaking the law in Poland and breaking all standards abroad – stated Michał Dworczyk in the "Piasecki's Conversation" on TV24.

Nawrocki's New Recording:

I Invite You to Join Our Shared Battle for Poland.

- Dear friends, I invite you to participate in our shared battle for Poland. Join my team via KarolNawrocki2025.pl. Leave your contact details there, and someone from my staff will be in touch with you soon - says Karol Nawrocki in a recording published on social media.

Leszczyna:

Head of the National Electoral Commission is a party activist, not a judge

- PiS should crawl under the table in shame. They should apologize to all citizens for misappropriating public money and spending it brazenly. Completely inappropriate for a democratic state, on their own election campaigns. For me, what the head of the National Electoral Commission (PKW) is doing is completely incomprehensible; he is behaving like a party activist. Every party in Poland, from PSL through Nowoczesna and a few others, if their financial report was not accepted by the PKW, was deprived of funds – stated Izabela Leszczyna in the program ,,Graffiti" on Polsat News.

- This situation [with PiS] shows that the head of the PKW is a party activist, not a judge – she continued.

Buda on the Budget: A 270 Billion Deficit is Pushing the State to the Brink of Bankruptcy
- I think the President will have a lot of doubts in deciding whether to sign this [budget] law or not. [...] Please remember that there is over a 270 billion deficit. This is pushing the state to the brink of bankruptcy - said Waldemar Buda in a conversation with Łukasz Jankowski on Poranek Radia Wnet. - Today, money is borrowed from anyone who will lend it. Today, the Minister of Finance travels the world and says: "Please, take my bonds" - he stated.

09:05

Leszczyna Announces Passing of Law to Rescue District Hospitals
I am not expecting a transfer of 30-40 billion; I expect that the law to rescue district hospitals, which I prepared with my team this year, will come into effect, be passed by the Council of Ministers, by the Sejm, and that we will allow district hospitals to become hospitals tailored to the needs of local communities – said Izabela Leszczyna in Polsat News. Certainly in the first half of 2025 [the law to rescue district hospitals will be passed], I don't want to postpone it further; this law is also necessary for us in the context of funds from the KPO (National Reconstruction Plan) – she added.

09:06

Leszczyna Announces Incentive Mechanisms to Shorten Cardiology Waiting Lines

- I assure you that this coming year will significantly bring us closer to a situation where we won't wait as long for a cardiologist as we do now, because we are introducing certain incentive mechanisms. We will implement a rule whereby cardiologists will be more inclined to see first-time patients, those who are waiting in line [for a procedure] – stated Izabela Leszczyna on Polsat News.

Mentzen Leads an Anti-Semitic, Nationalist, and Populist Party – Leszczyna on Konfederacja
Unfortunately, Poland, like other European countries, is not free from parties that are anti-Semitic, nationalist, and populist, and in our country, the leader of such a party is Mr. Mentzen. We unfortunately have to live with this, but certainly neither Marshal Hołownia nor the Sejm Chancellery will allow such a disgusting incident, reminiscent of the actions of the former MP Braun, and I hope that the gentlemen from Konfederacja will simply restrain themselves – said Izabela Leszczyna in Polsat News.

09:20

Buda on Nawrocki: He worked at night, studied during the day. Trzaskowski had it much easier.
- I wish someone would go through a life path like Karol Nawrocki's. Then they would know life, they would understand Poles. A man who really grew up in difficult conditions, who had three children while finishing his studies. He didn't have much help from his family, because he doesn't come from a wealthy family - said Waldemar Buda during the Morning Program on Radio Wnet. - He took on all sorts of jobs. He worked at night, studied during the day. I wish everyone would go through such a path. Rafał Trzaskowski, Bronisław Trzaskowski, had it much easier. He was part of that nomenclature - he continued.

"Action is Necessary Now'. Morawiecki Calls on Government Regarding Fertilizers from Russia

- Poland is being flooded with Russian fertilizers, while Grupa Azoty – a pillar of the Polish chemical industry – is forced into mass layoffs! - wrote Mateusz Morawiecki on social media.

- Does the government intend to continue to passively watch as billions of zlotys leave our country, strengthening the enemy? I call on the government to immediately introduce restrictions on fertilizer imports from Russia! - emphasized the former prime minister.

As Morawiecki wrote: - We must protect Polish jobs, support local companies, and secure our economic sovereignty! Action is necessary now. Get to work!.

09:27

Buda on Mentzen:

Anyone can buy Bitcoin and watch it grow.
- Anyone can buy Bitcoin and watch it grow. They had capital, which they invested, and now they are watching their fortune grow from small to multi-million. But this is not yet proof of any skill in politics - said Waldemar Buda in the Radio Wnet Morning Show, referring to Sławomir Mentzen. As he assessed: - Running a business in the form of a state is a fundamental difference. If someone says they will lower taxes, and at the same time healthcare will be secured for Poles, then I ask: in what way?

09:40

Buda:

If Romanowski Had Applied for Asylum in France, He Would Have Received It Too
- If the Prime Minister of the Polish government says fourteen times that representatives of the opposition should be imprisoned, then every opposition politician today in any European country would receive asylum. They tried very hard to ensure that the conditions for obtaining asylum under international law could be met – said Waldemar Buda during the Morning Program on Radio Wnet.

- If Mr. Romanowski had applied for asylum in France, he would have received it too. Because the conditions were met – he stated.

- When politicians persecute politicians, that is the law that then applies – he added.

10:51

Kuźmiuk:

The Budget Act Will Likely Be Sent to the Constitutional Tribunal
In my opinion, with a high degree of probability, this budget will be sent to the Constitutional Tribunal, and everything points to it, because the CT has a maximum of 2 months to consider such complaints. By January 31st, meaning 4 months from the moment the budget entered the Sejm, there will be no budget act, in the sense that it will be published in the Journal of Laws. In this situation, the President will be able to dissolve parliament. Of course, these are speculations, we don't know what the President will do – stated Zbigniew Kuźmiuk at a press conference.

10:51

Kowalski:

I trust that the fight for the constitutionality of the budget will lead to the downfall of this government

- I trust that this fight, a fight also for the constitutionality of the budget, will lead to the downfall of this government, that this evil government will leave. A government of price hikes, a government that strikes at the rule of law, a government that unlawfully imprisons MPs, breaks the law, a government that takes money away from PiS, the only major legal opposition that wants to restore the rule of law – stated Janusz Kowalski at a press conference.

- I am convinced that the [budget] act will be sent to the Constitutional Tribunal. And the Constitutional Tribunal, Polish patriots, in accordance with the law, in accordance with the Polish constitution, looking at Article 195 of the Constitution of the Republic of Poland, will deem this budget unconstitutional – he added.

11:06

Żukowska on Leszczyna's Words:

This Narrative Leads Nowhere.

- PiS said the same about Prof. Rzepliński or Prof. Gersdorf. This narrative leads nowhere, and furthermore, it is derivative and cognitively sterile - wrote MP Anna-Maria Żukowska on social media.

11:53

"The Case Drags On Like a Brazilian Telenovela": PKW on PiS's Financial Report Yet Again
- I will present a draft bill prepared by the Marshal of the Sejm and, consequently, the implications of this draft for the PKW. Secondly, a reminder has been received from the PiS electoral committee regarding the non-resolution of the financial report issue from last year's elections – said Sylwester Marciniak at a press conference, outlining the agenda for today's PKW meeting. - Thirdly, we have this contentious draft resolution, which has been dragging on a bit like a Brazilian telenovela, but I hope we will resolve the issues before the end of the year. And finally, the fourth point concerns the financial reports of political parties, which the PKW must approve – he continued.

12:04

Marciniak:

The PKW's Task Is Not to Multiply Doubts, But to Make a Decision
- The PKW must make a decision. There are three possibilities. It can accept the report [of the PiS committee], as the Electoral Code states that the PKW shall accept the report immediately. Secondly, it can, if there is such a majority in the PKW, reject it – although it would be difficult to indicate the legal basis for this. And a third possibility is, of course, a further postponement – said Sylwester Marciniak at a press conference before the PKW meeting.

- I personally believe that we should resolve this issue, because our task is not to multiply doubts, but to make a decision – he stated.

12:12

Marciniak on the PKW session date:

Some members are new and perhaps don’t have their bearings yet…
- This period is sensitive for everyone, including me, you, ladies and gentlemen editors. The second to last day of the year. Nevertheless, I believe that the duty of state bodies, and the PKW is one such body, is to work normally until the last day of the year. Besides, courts, including the Supreme Administrative Court, also work normally. I don't see any reason to postpone it to some other date – said Sylwester Marciniak at a press conference before the PKW session. - Some members are new and perhaps don’t have their bearings yet, but as soon as the election calendar begins to run towards the presidential elections, it will often be the case that we will have to appear and make decisions within a few hours – he continued.

12:15

"A Great Victory Will Stop Fraud." PiS Announces "A Major Election Protection Movement"

- As the campaign team for Karol Nawrocki, the civic candidate for president, we are launching the establishment of a major election protection movement. Many indications appearing in the media, for instance, the statement made two days ago by Professor Zoll, who said that “we may have a situation where the elected person will not be able to take office.” Many different pieces of information, many government actions that bear the hallmarks of illegal activities – we must prepare for this, undertake actions that will allow us to protect these elections, and the person responsible for this in the campaign team will be Professor Przemysław Czarnek – stated Paweł Szefernaker at a press briefing.

- Our slogan with which we are proceeding is: a great victory will stop fraud. Yes, ladies and gentlemen, we will fight for the greatest possible support from Poles in these elections, and at the same time, we will act to ensure these elections are closely watched – he continued.

12:31

Marciniak Responds to Leszczyna and Gasiuk-Pihowicz: It Didn't Bother Them When They Received Certificates of Election as MPs or MEPs
- I will not comment on healthcare, as that is not my area. I can talk about the judiciary and possibly electoral matters - said Sylwester Marciniak at a press conference before the meeting of the National Electoral Commission (PKW), when asked about Izabela Leszczyna's morning statement. - The statement by the current Member of the European Parliament, formerly an MP, and also very recently the chair of the justice committee and a member of the National Council of the Judiciary [Kamila Gasiuk-Pihowicz], has outraged not only me but many other people - he stated, likely referring to a post on X where the MEP called him "Kaczyński's lackey". Referring to the words of the Minister of Health and the MEP, he said: - It should be noted that it did not bother them when they received certificates confirming their election as MPs or MEPs, but when they do not like some action by the PKW here, they criticize. - On the other hand, I would like to point out that European standards, thus referring to the MEP's statement, indicate the independence of electoral bodies and judicial independence. That is all, by way of comment - he continued. As he added: - I think that the PKW will continue to be an independent, apolitical body, it will not be guided by any directions or recommendations from people holding political office.

12:31

Czarnek on the Details of the Election Protection Movement:

The Biggest in History.
This is why the largest election protection movement in the history of Poland's democratic elections is being established. The election protection movement is not the same as a control movement; the election protection movement is being created within the electoral staff of the civic presidential candidate. In every electoral district, including within the PiS district as per PiS statute, a district electoral staff has been formed, and in each of these districts, plenipotentiaries, who are today PiS district presidents, have also appointed individuals responsible for election protection in their respective districts – stated Przemysław Czarnek at a press briefing. - The first meeting of these 41 individuals nationwide, responsible for election protection, will take place in the first half of January, likely on January 10th in Warsaw. In each county, county-level staffs are being formed; they will be established successively from the beginning of January, and in each county, one person will be responsible for election protection. We will thus have several hundred individuals responsible for ensuring that elections in each county take place, and that they take place in accordance with the law – continued Prof. Czarnek. - We will be nominating candidates for all circuit election commissions, just as we will also nominate trusted representatives to all, without exception, circuit election commissions – he emphasized. - Here, at Nowogrodzka, at our party headquarters, the central hub of the election protection movement will be established. This hub will operate from the very beginning of the election campaign, but it will be particularly active on election days, in order to provide ongoing assistance to all our representatives in the field and members of the circuit election commissions – he added.

12:53

Szefernaker:

If the PKW Were Appointed Legally, Its Composition Would Be Completely Different Today

- Regarding the National Electoral Commission (PKW), if it were appointed according to the law, meaning proportionally to the number of mandates, its composition would be completely different today. Mr. Kalisz would not be on this commission. The law must be implemented in accordance with the law - stated Paweł Szefernaker at a press briefing.

14:52

Wąsik:

I hope in May we'll show Giertych, Tusk, and Bodnar that the strength of democracy and the nation is greater than their delusions of a regime and absolute power

- I hope that in May we will show Giertych, Izabela Leszczyna, Tusk, and Bodnar that the strength of democracy, the strength of the state, the strength of the people, and the nation is stronger than their delusions of a regime and absolute power - Maciej Wąsik on wPolsce24.

14:56

Kuźmiuk on the State Electoral Commission's Decision:

Pressure Pays Off.

- Perhaps I'll start with this phrase - pressure pays off. Because the two representatives on the State Electoral Commission from the ruling coalition, as it turns out, abstained from voting, meaning these individuals simply got scared of civil liability for their decisions, of the disorganization of our party's financial system, and decided to vote differently - stated Zbigniew Kuźmiuk in a conversation with journalists in the Sejm.

According to unofficial media reports, the State Electoral Commission, acting on a Supreme Court ruling, accepted the financial report of the Law and Justice (PiS) committee from the last parliamentary elections.

14:57

In Reality, the Professors in the National Electoral Commission Understood Something Else. Jaki Publishes a 7-Point List

- In reality, the professors who sit on the National Electoral Commission (PKW) by recommendation of Civic Platform (PO) understood not the law (they knew they had been breaking it for a long time), but something else - Patryk Jaki wrote on social media.

- So, the trends are clear. Our return to power is only a matter of time. And today we have only noticed one of the symptoms - he emphasized.

14:58

Trzaskowski on Romanowski in Hungary:

We're Reaching a Situation Resembling Banana Republics.
We're reaching a situation that sometimes resembles some banana republics, where PiS notables flee either to Budapest or, even worse, to Belarus, and from there try to conduct politics, criticizing the Tusk government. This is something absolutely unbelievable. Often, these are people who should stand before the Polish justice system and seek asylum there. The fact that they are fleeing, lacking courage, and seeing the penalties they face, but what's most saddening is that a large portion of PiS politicians absolve them – stated Rafał Trzaskowski at a press conference. This is something absolutely unbelievable, unprecedented, but it also shows what standards PiS politicians consider closest to themselves. It turns out that these are, after all, Hungarian standards, or worse – Belarusian – he added.

15:06

Trzaskowski's New Year's Wishes at Tischnerówka:

May There Be As Few Divisions As Possible and As Much Understanding As Possible.
For the New Year, we can wish for as few divisions as possible, for this election campaign to include as many people as possible who try to understand the point of view of people whose opinions they don't necessarily share, and to try to unite despite everything – said Rafał Trzaskowski at a press conference.

15:06

Trzaskowski on PiS's Election Defense Initiative:

It Sounds Like a Joke.

- People who have been responsible for the politicization of the state in recent years and are responsible for the fact that we did not have truly equal elections in 2020, are today presenting themselves as guardians of democracy. It sounds like a joke, but everyone in a democratic state will be able to observe this process – said Rafał Trzaskowski at a press conference – stated Rafał Trzaskowski at a press conference.

15:07

Trzaskowski:

My Campaign Will Not Be Limited to Large Urban Centers

- This campaign will certainly not be limited to large urban centers, and it isn't limited because ever since this pre-campaign truly began, my path has actually included smaller towns, both in Podkarpacie and in Lublin Voivodeship, Świętokrzyskie, and Małopolska – Rafał Trzaskowski said at a press conference.

15:18

U-Turn on PiS Subsidies: The National Electoral Commission Accepts the Report, But Doesn't Rule on the Effectiveness of the Supreme Court Chamber's Ruling

Sylwester Marciniak, at a press conference following the National Electoral Commission (PKW) meeting, cited the text of the adopted resolution regarding the financial report of the PiS electoral committee.

“The PKW, based on Article 145 § 6 of the Electoral Code, has decided, in execution of the Supreme Court's ruling of December 11, 2024, to accept the financial report of the PiS electoral committee concerning revenues and expenditures related to its participation in the elections to the Sejm and Senate held on October 15 of last year.”

However, as he noted: - The resolution is unusual in that it includes § 2.

“This resolution has been adopted solely as a result of the appeal being considered by the Chamber of Extraordinary Review and Public Affairs of the Supreme Court, and it is inherently and directly linked to a ruling that must originate from a body that is a court within the meaning of the Constitution of the Republic of Poland and the Electoral Code.”

“The PKW does not, however, determine that the Chamber of Extraordinary Review and Public Affairs is a court within the meaning of the Constitution of the Republic of Poland, nor does it determine the effectiveness of the ruling,” stated the head of the PKW, quoting the document.

As he informed, 4 members of the PKW voted “for” the adoption of the resolution, 3 people voted against, and 2 abstained.

15:30

When Will the PKW Decision Reach Domański? Marciniak Responds
- I am returning to work at the PKW headquarters. I need to finalize these matters, including the signing of all resolutions, as well as correspondence to the Minister of Finance - said Sylwester Marciniak at a press conference following the PKW meeting. - I will return, analyze, and sign. So, I hope that by tomorrow at the latest, depending on how the ministry operates - he replied, when asked when the PKW's decision regarding the acceptance of PiS's report would be sent to the Minister of Finance.

15:37

Marciniak Announces Meeting Between the National Electoral Commission and the First President of the Supreme Court
- Members of the National Electoral Commission (PKW) submitted formal motions. They were passed. Specifically, that we should submit motions for the disqualification of judges from the Chamber of Extraordinary Control and Public Affairs from adjudicating electoral cases. Another motion that gained a majority - that the PKW should submit a motion to suspend proceedings in these cases, either at the request of the PKW or ex officio - said Sylwester Marciniak at a press conference after the PKW meeting. - Finally, at the request of one of the PKW members, a motion was also passed - effectively obliging me, as chairman - to organize a meeting between the PKW and the First President of the Supreme Court, for the purpose of conducting a discussion regarding the adjudicating panels in electoral cases - he conveyed.

15:42

PKW Accepts PiS Committee Report. Kalisz: I Was Consistently Opposed

- We do not have a position from an authorized body, meaning the Supreme Court; this has been my view from the beginning, that this chamber is not a court. The individuals who ruled are not judges, and I voted against [the acceptance of the PiS financial report] and believed that everything should be rejected. I was consistent and was against it – stated Ryszard Kalisz in an interview with journalists.

15:44

Kalisz:

PKW Resolution States the Chamber of Extraordinary Review and Public Affairs is Not a Court

- Colleagues who abstained submitted a new text of this resolution with a second point, which clearly states that the PKW does not recognize this Chamber of Extraordinary Review and Public Affairs. I believed that this would raise many doubts, I was consistently against it, and I wanted to remove this point from the agenda today, as on December 16th we voted on a position regarding postponement until the situation is regulated – said Ryszard Kalisz in a conversation with journalists.

- In the second part of this resolution, it is clearly stated that this Chamber of Extraordinary Review and Public Affairs is not a court. If something is written in the second part of this resolution that it is not a court, then of course, if something is not a court, it cannot issue rulings – he added.

15:44

Kalisz:

Presumption of Validity for Parliamentary Elections, Unlike Presidential Ones

- In the case of parliamentary elections, unlike presidential elections, there is a presumption of their validity. This is because the validity of parliamentary elections is established in the Electoral Code, while the validity of presidential elections is established in the Constitution – stated Ryszard Kalisz in a conversation with journalists.

16:20

Sikorski on the National Electoral Commission's Decision:

It Defies Justice and is Bad for Democracy.

- I believe it is a scandal that the National Electoral Commission (PKW) punished the PSL and Nowoczesna with a loss of subsidies for minor formal errors, while PiS gets away with the large-scale use of state resources in the election campaign. This defies the sense of justice and is bad for democracy – Radosław Sikorski wrote on social media.

17:38

Szefernaker to Domański: Courage, Mr. Minister, we await the implementation of the PKW's decision

- An action in accordance with the law. It should have been taken long ago; now we are waiting for the Minister of Finance's decision, because ultimately it is the Minister of Finance who decides whether a given transfer will be executed. I would like to remind you that recently the Minister of Finance, in response to a journalist's question, but officially in writing to PiS, spoke about his role being technical, meaning he would implement the PKW's decision. So, courage, Mr. Minister, we await the implementation of the PKW's decision - stated Paweł Szefernaker in an interview with Ewa Bugała on TV Republika.

17:43

Szefernaker:

We're Not Sure If These Funds Will Reach PiS Until They Actually Do

- Indeed, these statements indicate that under this government, despite the decisions of the court and the National Electoral Commission (PKW), we cannot be certain if these funds will reach PiS until they actually do. And this year's experience shows that the government has repeatedly broken the law, treating it as Prime Minister Tusk said, in a way that he understands it – stated Paweł Szefernaker on TV Republika.

17:44

Szefernaker Announces Next Stage of Nawrocki's Campaign

- We had a strategy for the first 3-4 weeks, until Christmas. We have a strategy for the next stage of the campaign. We will be entering the next stage of the campaign after the New Year and we are effectively implementing this strategy, step by step, according to plan - stated Paweł Szefernaker on TV Republika.

18:33

Grabiec:

Domański knows what he should do. I am convinced he will adhere to the law very rigorously
- I think Minister Domański knows very well what he should do. I am convinced that he will adhere to the law, and very rigorously - said Jan Grabiec in a conversation with Przemysław Szubartowicz on Polsat News, when asked about the decision of the National Electoral Commission (PKW) to accept PiS's financial report.

18:39

Grabiec:

We All Know the Control Chamber Isn't a Court. There's a Legal Consensus on This
- We all know that the Chamber of Control and Public Affairs is not a court. There is a legal consensus on this in Poland. All lawyers, all legal authorities for 7 years, since these regulations came into force, even when they were being processed in the Sejm, have pointed out that if Supreme Court judges are selected by a politicized body, such as the National Council of the Judiciary (KRS), then we are not dealing with a court, these are not judges - said Jan Grabiec in the program “Punkt widzenia Szubartowicza” on Polsat News.

18:48

Conduct:

I’m a Bit Shocked." Grabiec on the PKW’s "Incomprehensible
- The PKW acted incomprehensibly in this resolution. I was actually a bit shocked by its content and the conduct of the PKW members. Because in one paragraph it states that it accepts [PiS’s financial] report, and in the next it states that § 1 is invalid because it is not a court – said Jan Grabiec in the program “Punkt widzenia Szubartowicza” on Polsat News.

18:52

Grabiec:

I Cannot Imagine Someone Who Steals Millions from Poles Not Facing Consequences
- Based on the documents, the Minister of Finance will make a decision in this matter [funds for PiS]. I do not want to pre-empt his decision. I think this is a matter of the next few hours, when the appropriate documents arrive - said Jan Grabiec in the program „Punkt widzenia Szubartowicza” on Polsat News. - I cannot imagine a situation where someone who steals millions of zlotys from Poles, finances their election campaign with it, will be acquitted by law and not face any consequences - he stated.

18:57

Grabiec:

Finance Minister Should Adhere to PKW Decisions – And They Are Incomprehensible
- I believe that the minister should adhere to the PKW's decisions. The PKW's decision is incomprehensible, which is why I am unable to say what the finance minister will do next - said Jan Grabiec in the program “Punkt widzenia Szubartowicza” on Polsat News. - If in the first paragraph [the PKW] says: ‘we are giving money’, and in the second it says: ‘what is said in the first is untrue, it is false, unfounded, we are rescinding it’, then we are dealing with some sort of cacophony here. I think the PKW should deeply consider this - he continued.

19:02

Grabiec:

If the National Electoral Commission acts based on a court ruling, and no ruling has been issued, then there is no decision by the National Electoral Commission. This is obvious to any lawyer.
- This is obvious to any lawyer - if the National Electoral Commission acts based on a court ruling, and the court has not issued a ruling, then there is no decision by the National Electoral Commission – stated Jan Grabiec in the program "Punkt widzenia Szubartowicza" on Polsat News.

19:11

Tusk comments on the PKW decision:

In my opinion, this is what the resolution implies.

- "There's no money and there won't be any." In my opinion, this is what the PKW resolution implies - wrote Prime Minister Donald Tusk on social media.

19:15

Hołownia on the PKW decision:

Today, the need for an emergency law is even clearer.

- Let's summarize. Over the past month, the National Electoral Commission (PKW) ruled that the Chamber of Extraordinary Control is a court (regarding the Confederation's report), then that it is not a court (in the PiS case), and today (also in the PiS case), that whether it is a court or not, let everyone decide as they see fit - wrote Szymon Hołownia on social media.

- If this is how disputes in the campaign are to be resolved, and later the validity of the election is to be determined, then today, the need for an emergency law that will allow Poles to elect a president whose mandate will not be questioned is even clearer - he emphasized.

19:22

Grabiec on Marciniak:

He Speaks Like a PiS Spokesperson, He's Ruining His Entire Professional Career.
- I don't want to comment on the words of my colleague from the government [Izabela Leszczyna]. I am very surprised by the stance of judge Marciniak, who in recent months has indeed spoken more often as a PiS spokesperson than as a representative of the National Electoral Commission (PKW) - said Jan Grabiec in the program "Punkt widzenia Szubartowicza" on Polsat News. - Unfortunately, the authority of this institution has fallen very low in recent years. I am very worried that Judge Marciniak is ruining his entire professional career to date. […] We can see his actions, he has been behaving in recent months as if the main goal of his life was to ensure that PiS avoids punishment resulting from blatant violations of regulations - he assessed.

19:40

Wiącek:

When a Report is Approved, and this is the Content of the Resolution, There are No Grounds to Withhold Funds
Every state body acts within its competencies and based on legal provisions. The provisions of the Electoral Code specify the circumstances under which a party is deprived of subsidies - stated Marcin Wiącek in an interview with Bogdan Rymanowski on Polsat News' "Gość Wydarzeń". - This is a situation where the report is rejected by the National Electoral Commission (PKW), and when the report is approved, and this is the content of the resolution, then there are no grounds to refuse to transfer these funds. The minister does not have a legal provision that would empower the minister to decide on this matter, to assess the effects of the PKW's resolution - he continued.

Wiącek:

Non-compliance with the National Election Commission's decision could disrupt the electoral process

- Non-compliance with this National Election Commission decision could lead to a certain disruption of the electoral process, and to political parties lodging claims related to the non-fulfillment of their property rights - stated Marcin Wiącek on Polsat News' "Gość Wydarzeń".

Marciniak:

The National Electoral Commission is not authorized to determine if a given judge is a judge or if a given chamber is a chamber
- We do not prejudge, because we are not authorized, we are not a court or a tribunal, to determine whether a given judge is a judge or whether a given chamber is a chamber. There are entirely separate proceedings for that, most often judicial ones - said Sylwester Marciniak in an interview with Diana Rudnik in "Fakty po Faktach" on TVN24.

Marciniak on Today's PKW Resolution in the Context of the Previous Postponement:

We Did Not Make a Different Decision.
- We did not make a different decision, because a different substantive decision would be one where we accept one time and reject another. On December 16th, we only made a decision to postpone... Not to suspend, because that is an institution with no application whatsoever - Sylwester Marciniak stated on TVN24's "Fakty po Faktach" program. - We did not change our decision, because de facto [on December 16th] we only made a decision to postpone - he pointed out. As he further clarified: - It wasn't a resolution at all, because according to the provisions of the Electoral Code, the PKW makes resolutions on matters arising from the act.

20:35

Marciniak:

I Serve the Voters and Poland Regarding the PKW
- I don't think any pressure from any side of the political dispute influenced the decision of the PKW members - said Sylwester Marciniak in TVN24's "Fakty po Faktach" (Facts after Facts). When asked if any pressure was exerted on him, he assured: - None. - Sylwester Marciniak serves the voters and Poland regarding the PKW. And no one else - he added, when asked about a banner with the inscription 'Who does Sylwester Marciniak serve?' held by one of the participants in today's demonstration in front of the Commission's headquarters.

20:43

Marciniak on the PKW Resolution:

Everyone Understands Its Content In Their Own Way.
"I think everyone, in their own way, understands the content of this resolution," said Sylwester Marciniak in "Fakty po Faktach" on TVN24. The head of the PKW was asked about the structure of today's PKW resolution, which on the one hand recognizes the decision of the Chamber of Extraordinary Control and Public Affairs of the Supreme Court, while at the same time stating that "the PKW does not prejudge that the Chamber [...] is a court within the meaning of the Constitution of the Republic of Poland and does not prejudge the effectiveness of the ruling."

Korneluk:

Romanowski's Escape Does Not Affect Proceedings Regarding the Justice Fund

- The case of the Justice Fund is still ongoing. Evidence is still being gathered, and the mere fact of Mr. Romanowski's escape does not in any way disrupt these proceedings. Currently, prosecutors from the investigative team are preparing a motion to extend the lifting of immunity to include 7 additional charges for MP Romanowski. 7 additional charges of misappropriation of entrusted property amounting to over 26 million Polish zlotys – stated Dariusz Korneluk in the program "Question of the Day" on TVP Info.

21:12

Korneluk on Romanowski's Comparison to Bandera Supporters:

Unprofessional Defense Against Prosecutor's Effectiveness.

- I perceive this as an unprofessional defense against the effectiveness of the prosecutor who has brought charges against Mr. Romanowski. Mr. Romanowski simply fears criminal responsibility and resorts to PR and emotional tactics, which are inappropriate for a lawyer, but most importantly, inappropriate for a citizen of Poland, a former Deputy Minister of Justice – Dariusz Korneluk stated on TVP Info.

21:13

Korneluk on the Search of the Lublin Monastery:

His Representative Raised No Objections.

Police officers conducted a search, and it was a professionally executed search. A representative of the monastery was present. According to the protocol, this person raised no objections regarding the manner in which the search was conducted – Dariusz Korneluk told TVP Info.

The prosecutor’s findings were aimed at verifying information [about his presence at this location]. At the moment of Mr. Romanowski’s search at this place, in the Dominican monastery in Lublin, he was not present – he added.

Korneluk on the Team Investigating Prosecutorial Shortcomings Under the PiS Government:

Out of 200 Cases, Most Were Handled Improperly.
- Tomorrow we are finishing work on this report. It covers 200 cases, in the first batch, because we have about 600 cases in total. A significant portion of these 200 cases were indeed handled unprofessionally, improperly, and there are numerous remarks regarding the decisions to close proceedings. Some cases were justifiably concluded, while a significant part will be subject to re-examination – stated Dariusz Korneluk on TVP Info.
