Political Tuesday Agenda: Polish-German Intergovernmental Consultations, Another Attempt to Elect the Marshal of Małopolska, Visit of the Albanian President

At 8:00 AM, Polish-German intergovernmental consultations will commence, led by Prime Minister Donald Tusk and Chancellor of the Federal Republic of Germany Olaf Scholz. A meeting between the Prime Minister and the Chancellor is scheduled for 8:10 AM, followed by a delegation meeting at 8:45 AM, a family photo at 9:40 AM, and a plenary session at 9:45 AM. At 11:35 AM, a press meeting with Prime Minister Donald Tusk and Chancellor Olaf Scholz will begin.

The President of Albania, Bajram Begaj, and his wife will pay an official visit to Poland. They will meet President Andrzej Duda and his wife at the Presidential Palace in Warsaw. The welcoming ceremony is scheduled for 11:00 AM, a meeting of the Presidential couples at 11:15 AM, and a one-on-one meeting between the presidents at 11:30 AM.

At 12:00 PM, plenary discussions led by the presidents will commence, and at 12:45 PM, the presidents will meet with the media. Subsequently, at 2:00 PM, the President of Albania will meet with Marshal of the Sejm Szymon Hołownia, and at 2:40 PM, with Marshal of the Sejm Małgorzata Kidawa-Błońska. The final item on the agenda is an official dinner at 7:00 PM.

At 12:00 PM, the parliamentary committees for national defense and justice and human rights will consider the government's draft amendment to certain acts aimed at improving the actions of the Republic of Poland's Armed Forces, Police, and Border Guard in the event of a state security threat, along with an auto-amendment.

Today and tomorrow, a meeting of the Monetary Policy Council will take place, where decisions regarding interest rates will be made – it can be assumed that the council will maintain them at their current level.

At 9:00 AM, a press conference will be held by PiS parliamentary group members Michał Moskal, Sebastian Łukasiewicz, and Michał Wójcik. At 10:00 AM, by MPs Jacek Sasin and Janusz Kowalski, and at 11:00 AM, by the chairman of the PiS parliamentary club Mariusz Błaszczak and PiS MP Zbigniew Bogucki.

- It is obvious that they will be held accountable. […] And the arm of justice will reach Obajtek, and Kaczyński, and Ziobro just the same. Rumors of the NFZ's Demise Are Greatly Exaggerated
- I am reassuring all patients, doctors, nurses, all medical professions, and hospital directors: NFZ contracts will be fulfilled. The NFZ's obligations to healthcare providers, arising from unlimited services, will all be met as they have been so far - said Izabela Leszczyna in the program 'Bez uników' on PR3. - Rumors of the NFZ's death are greatly exaggerated, just like for years we've heard that ZUS must fall, that it's some giant with clay feet - she emphasized. - For next year [...] the state budget's subsidy to the NFZ will amount to 18 billion 300 million zlotys. For comparison, when PiS governed, in 2023 they only gave 200 million. [...] Because PiS indeed drained such a reserve fund in the NFZ, these subsidies must now increase, and that's why it appears we have to contribute more than we did before - she conveyed. - Until 2021 inclusive, we financed emergency services, medications for seniors, highly specialized procedures, [treatment for] the uninsured [...] from the state budget. PiS shifted all of this - about 10 billion annually - from the state budget onto the shoulders of those who pay contributions, i.e., onto the NFZ. Therefore, a 'hole' of 10 billion had to appear in the NFZ - she continued.

For me, the priority, the Chancellor has known this since our first meeting, is of course security. All of Europe, including Germany, but Poland is particularly exposed to certain risks resulting from geography and the fact that we have such a long border and a border under very strong pressure from Russia, Belarus, and fighting Ukraine. And this creates very serious and unprecedented problems for the Polish state. We also have an increased threat of acts of diversion and sabotage within Poland, so this priority, i.e., broadly understood security, military cooperation, in the matter of illegal migration, joint work for a secure external EU border, these are the topics that are particularly important to me - he continued.

- In connection with saying stop to dysfunctional governance, the Law and Justice Parliamentary Club has prepared two motions. Tusk on Reparations: I am convinced that we will certainly achieve concrete results, unlike in recent years
In a legal sense, the issue of reparations has been described in treaties and government decisions. However, there are different consequences and different conclusions that can be drawn from what it actually means. For me, it is important that today I heard words and declarations that confirm the common conviction in Poland that the renunciation of reparations, forced by history, does not change the fact, which the Chancellor also openly stated just now, of the tragic human and material losses, and territories that Poland suffered as a result of Germany's attack on Poland. Therefore, if today we hear that Germany, not in the context of reparations, but that Germany is ready for decisions that can compensate those who were direct victims of the war, remembrance, which is very important to me, that Germany is ready to take responsibility for the security of the entire continent, because looking to the future, for me this would be the greatest, most credible action, which in a sense would also respond to what happened once, namely that Germany is ready for much greater responsibility for the security of the continent, for ensuring that there will be no war here and in Europe. So, these are all steps and signals in the right direction, but whether it will in any way compensate for the losses that Poland suffered during World War II - of course not - stated Prime Minister Donald Tusk during a press meeting with Chancellor Olaf Scholz. - I would very much like the discussion about redressing wrongs, about remembrance, about the monument and the initiative for a Polish-German House in Berlin, and the discussion about our military cooperation for our security, to build good relations between Poland and Germany, so that it never again becomes the subject of a diplomatic war, let alone a real conflict. Therefore, if there is a clear difference between the recent past and what we are doing today, we will seek solutions that will satisfy Poland, but not in the spirit of political confrontation, but of mutual understanding. This is how I interpret the Chancellor's words today, as a step in the right direction. The future will show whether my expectations and hopes are based on some solid ground. But I am convinced that we will certainly achieve concrete results, unlike in recent years, and on them, we will best build later trust too - he continued.

I don't remember this, Minister Ziobro also doesn't remember it, but Minister Romanowski claims that such a letter reached him, so I assume that maybe my memory is failing me here, but if this letter was indeed sent, I don't give 100% for it, I assume, it was a result of something that happens in every election campaign. Namely, that MPs experience a certain specific psychological state, which causes them to get terribly nervous about what other MPs are doing, their election campaigns. This, of course, concerns those who are competing in the same constituency - stated Jarosław Kaczyński at a press conference.

The Constitution Does Not Apply in Poland Today. Courts Won't Even Recognize ECJ Rulings

- We did not bend any laws. It wasn't our group; that has been settled. The matter is, one might say, judged. Of course, we know that right now, the law is applied according to how we treat it. After all, the Constitution does not apply in Poland today, because courts no longer recognize not only the Polish Constitution but also what they previously considered sacred, namely the rulings of the ECJ. The ECJ ruling clearly states that if the president appointed someone as a judge, then that person is a judge, even if one were to admit that there were some shortcomings in the process leading to that appointment. That the act itself, as it were, validates all these facts, and despite this unequivocal ruling, a murderer who dismembered his own mother is released from prison because one of the judges is allegedly a so-called neo-judge. This is complete anarchy, the disintegration of the state, which should be the subject of such a major political process once this disastrous government is gone – stated Jarosław Kaczyński at a press conference.

In any situation, even if we were in power, this kind of conduct, where the party leadership decides according to the statute and the majority of councillors support it, bowing to the decision or the resistance of a minority of councillors is unacceptable. So, in short, these people who are acting in favour of this government, because rebellion is acting in favour of this current government, are simply doing something that is utterly disgraceful in every respect. If the Prime Minister Agrees with the German Position That Some Renunciation Occurred, I Disagree.
- Regarding the issue of commemoration in Berlin, we have been waiting for a long time for adequate commemoration in Berlin, and we have continuously been promised this by the German authorities. I will say this: I hope that the commemoration will finally be worthy, because Poland was the first victim of Hitler's Germany, and World War II began with the invasion of Poland. 6 million of our citizens died during World War II, and this commemoration is certainly due to Poles. However, regardless of the commemoration, let's remember that we suffered gigantic losses as a result of the unprovoked German aggression in 1939 – said President Andrzej Duda at a press conference. - I do not share the position that any Polish authorities, whether communist authorities or any Polish authorities, have ever effectively renounced the right and claims for compensation for the wrongs that befell Poles, the Polish nation, and our state, our lands during the period of World War II. Małopolska Regional Assembly Fails to Elect Marshal Again. New Session Date Set

None of the candidates again secured the required number of votes. PiS candidate Łukasz Kmita received 13 votes, Piotr Ćwik – nominated by the so-called "rebels" – 6. In total, 19 valid votes were cast, and as many as 20 invalid ones. Opposition parties did not put forward a counter-candidate this time.

The next session has been scheduled for Thursday at 6:00 PM. Further sessions are also planned for Friday, Saturday, and Monday.
