Thursday's Political Agenda: Tusk at the European Council Summit, Sejm Debates Immunities, Nitras in Silesia
Today, Prime Minister Donald Tusk is heading to a two-day European Council summit, during which EU leaders will make decisions regarding appointments for the new term of EU institutions. The European Council elects its President, presents a candidate for the President of the European Commission, and appoints the head of EU diplomacy.

The Sejm will resume its proceedings at 9:00 AM with current affairs questions, and at 11:15 AM – at the request of Civic Coalition (KO) – a current affairs briefing on the "Central Communicationcedented Port investment program".

From 12:45 PM to 3:45 PM, first readings of two draft laws amending the Code of Criminal Procedure will take place; one of them proposes the abolition of broad powers to use the so-called "fruits of the poisonous tree" doctrine in criminal proceedings. From 3:45 PM to 6:00 PM, MPs will deal with three draft laws concerning the ratification of international agreements.

At 6:00 PM, the second reading of a draft law amending the Sejm's Rules of Procedure will be held (the same day, the Committee on Rules of Procedure, MP Affairs, and Immunities will address it earlier).

The final part of the session will be devoted to a series of requests to lift parliamentary immunity – at the very beginning (at 7:00 PM), MPs will consider the request from the National Prosecutor regarding Michał Woś, followed by requests concerning offenses (related to Anita Kucharska-Dziedzic, Grzegorz Gaża, Marian Banaś), and finally, a request from a private prosecutor to bring Katarzyna Lubnauer to criminal responsibility.

Minister of Sport and Tourism, Sławomir Nitras, will be in Silesia. Press conferences are scheduled in Sosnowiec at 10:00 AM and in Zabrze at 12:30 PM.

In the Sejm, at the press tables, several press conferences by PiS MPs will take place: at 9:30 AM by Marcin Horała, Andrzej Adamczyk, Jerzy Polaczek, and Grzegorz Puda; at 10:00 AM by Mariusz Krystian, Patryk Wicher, Andrzej Adamczyk, and Józefa Szczurek-Żelazko; and at 1:00 PM by Kacper Płażyński and Janusz Kowalski.

I certainly wouldn't close off the potential that Okęcie represents, and one thing regarding Baranów, the example of Brandenburg, meaning Berlin's airport, is that its implementation has been significantly delayed. Therefore, we cannot wait for Baranów for an indefinite amount of time; regional ports must be expanded, and not just Okęcie, but also ports in the south, north, and west of Poland – he continued.

We are not dealing with illegal migration like on the Mediterranean Sea in boats, but with hybrid aggression conducted against Poland by two states, primarily Belarus. Therefore, it is not just a Polish problem - so we believe - but a problem for all states, especially Schengen states - he continued.

What is this due to, perhaps some spite, that they don't want to admit that the team of specialists chosen by the PiS government was capable of designing something decent? And they are trying to contrive things, like a horse going uphill, to invent something else, be it a duoport, a triport, a megalopolis instead of the rail component of CPK. They are struggling, trying to avoid admitting that those things were designed not too badly by specialists - he continued. - The only element that makes sense is the construction of CPK itself as an international airport. However, the reduction in capacity is currently to a level below... I mean, I hope they are not so unwise as to not maintain the modular nature of CPK, meaning that it will be possible to expand it modularly with further terminals in proportion to market expectations - he went on to say.

July 3rd – meaning next Wednesday – the Committee on Regulations, MP Affairs, and Immunity will consider the request from the National Prosecutor dated June 19, 2024, for consent to bring Member of Parliament Marcin Romanowski to criminal accountability, as well as to detain and temporarily arrest him.
