Monday's Political Agenda: Duda Meets Xi Jinping, Błaszczak and Buda Hold Press Conference

President Andrzej Duda continues his visit to China, where, during the night Polish time, he met with Premier Li Qiang. At 9:30 AM, he will meet with Zhao Leji, Chairman of the Standing Committee of the National People's Congress, and at 10:30 AM, he will participate in the official welcoming ceremony for the Presidential Couple by the President of the People's Republic of China, Xi Jinping, and his spouse.

At 10:50 AM, plenary talks between the delegations, led by the President of the Republic of Poland and the Chairman of the PRC, will commence, and at 11:50 AM, a ceremony for signing agreements and memorandums is scheduled. At 12:00 PM, the Presidential Couple will attend an official dinner. The last item on today's agenda is a briefing by the President for Polish media at 1:45 PM.

At 9:00 AM in the Sejm, a press conference will be held by Mariusz Błaszczak, Chairman of the PiS parliamentary club, and MEP Waldemar Buda. Meanwhile, at 1:15 PM, a press conference will take place with MEPs Patryk Jaki and Jacek Ozdoba.

We Need to Reshape It Anew.
- Trying to answer the question of what to do with the [Constitutional] Tribunal is very difficult, unless we try to say something that is easy to say here but difficult to implement – we need to reshape the constitutional court, as it should be according to the constitution. That means we return to this package of changes: a constitutional amendment, a new law on the Constitutional Tribunal. These are documents that are in parliament – said Maciej Berek in an interview with Grzegorz Osiecki on “Sygnały dnia” PR1. - For them, of course, a majority would have to form, I am aware that it is lacking. But without this systemic solution, we will constantly be wondering what to do about the fact that the Constitutional Tribunal is making various very strange moves, and it’s actually unclear how to react to it – he continued.

The Common Candidate is Hołownia.
- Yes [I am a supporter of the Third Way in its current form], because we agreed on cooperation that ultimately leads to presidential elections, and here the common candidate is Szymon Hołownia, and in this agreement, we anticipate precisely this time perspective for the Third Way format - Waldemar Pawlak said in "Rozmowa Piaseckiego" on TVN24. - In our opinion, looking at previous election results, we see the need to propose a candidate who is, on the one hand, democratic and has certain progressive elements, but is also more seen on the conservative side and appreciated, because candidates who demonstrated great progressiveness simply lost these presidential elections in the last 20 years - he continued.

- In the PSL, worldview matters are not subject to party discipline, so in the end, everyone will judge it according to their own conscience.   • The Third Way has very clear electoral commitments for 4 years. For me, the Third Way primarily means implementing the changes in Poland that we said are important and should happen, and that we, as the Third Way, are pursuing. Many things have already been done. Further things need to be done. Does this mean there's full agreement on everything between Poland 2050 and the PSL? Absolutely not, and we've never said that would be the case. We differ in our approach, for example, to registered partnerships, and also to the separation of church and state. Poland 2050 is definitely more in favour of these. We've never hidden these differences and we don't intend to hide them. - The budget act, which we are implementing and on the basis of which the state functions, is among the cases the president has deemed it appropriate to send to the Constitutional Tribunal. What will happen if the Constitutional Tribunal rules? I cannot answer that at the moment. If we were to assume that we would lose the budget act as a result of the Constitutional Tribunal's ruling, if we were to adopt such an assumption, then naturally the only way out of the situation would be to very urgently re-submit the draft budget act to the Sejm. According to the constitution, the state must have either a budget passed by parliament or a draft budget act - Maciej Berek said on "Sygnały dnia" PR1. - If we want to ask ourselves how far the legal chaos, created by this functioning of the Constitutional Tribunal, let's call it that all the time, can be deepened, then of course we can escalate problems, doubts, puzzles, and traps. I can only say that we will certainly not allow, in any dimension - and I assume that to this extent we have the right to count on the president's understanding - any turmoil related to the fact that the funds being disbursed, benefits, pensions, disability benefits, salaries of the public sector, the functioning of state bodies, will not be threatened - he continued.

- As early as July 1st, which is in a week, price increases will come into effect that will hit households and small business owners, such as bakers, who indeed use energy and gas to run their businesses. To counteract this, Law and Justice started collecting signatures over a month ago for the 'Stop Price Hikes from July' citizens' initiative. In less than a month, we collected over 140,000 signatures and submitted them to Marshal Hołownia on June 7th - said Mariusz Błaszczak at a press conference. - Today, we are appealing to the Marshal of the Sejm to include this legislative proposal, the 'Stop Price Hikes from July' citizens' bill, in the Sejm's agenda, which will begin its work this Wednesday, the day after tomorrow - he continued. - To avoid this price hike, the increase in energy and gas prices that will impact household budgets, an initiative law, signed by over 140,000 citizens, must be adopted. - Regarding the eastern border, the Deputy Prime Minister, Minister of National Defence, is appealing to activists not to help migrants cross the border. I was on a parliamentary inspection last Friday at the Ministry of Interior and Administration, and then I raised this matter that the Minister of National Defence spoke about. I asked how many permits had been issued by the Ministry of Interior and Administration for activists to enter the buffer zone. It turned out that such permits have been issued. So, on the one hand, the Minister of Defence appeals for activists not to help migrants, and on the other hand, the Minister of Interior and Administration grants permission, specifically the Border Guard, which is under his authority, for activists to enter the buffer zone. This is the last year of my second presidential term. In August next year, I will complete my mission as President of the Republic of Poland. With a deep sense that this visit contributes to the further building of relations between Poland and China. I hope these relations will continue to be built in the future. We also discussed technological cooperation, including in the field of electromobility. We talked about the Belt and Road Initiative, but above all, of course, about the disruptions currently affecting this grand idea, namely the military conflict that is happening today in Europe. About the war instigated by Russia in Ukraine, about the problems that are currently being created at our border by the pressure exerted by the Belarusian authorities. A hybrid attack that the Belarusian authorities have been launching against the Polish border practically since 2021. I presented all these issues in detail to Chairman Xi Jinping, President Xi Jinping – stated Andrzej Duda in a conversation with journalists. Peace is very much needed, and I hope that China, as a world power and a member of the UN Security Council, will support efforts to achieve a peaceful end to the war started by Russia in Ukraine. But above all, an end that – and I am counting on this very much – will be in line with the principles of international law – he continued.

- In the Sejm's resolution of March 6, concerning the Constitutional Tribunal, we have two issues. The first is sitting in the composition of substitutes. The second is the leadership of the Constitutional Tribunal by Julia Przyłębska and the indication that her leadership is legally flawed. What's more, this is a flaw that is pointed out even by her colleagues from within the Constitutional Tribunal itself - said Adam Bodnar in "Fakty po Faktach" on TVN24. - All compositions appointed by Julia Przyłębska, and indeed the entire activity of the Constitutional Tribunal, are legally flawed, which impacts the functioning of the entire institution. Therefore, I believe [...] that this may be some decision or ruling, but it is certainly not a ruling of the Constitutional Tribunal in the constitutional sense - he continued. - This is a decision that falls under the purview of the Prime Minister and, as far as I know, the Prime Minister is conducting various analytical and conceptual works in this regard - he stated, when asked about the publication of the latest Constitutional Tribunal ruling on the NCBiR Act. - I think we need to assign appropriate weight to matters. If we are dealing with an institution that, as confirmed by the Sejm a long time ago, has lost its status as a real, genuine constitutional court, then we should not give excessive importance to what this Constitutional Tribunal does - he stated.

Bodnar on the President’s Letter:

I Doubt There's a Will to Cooperate on This Matter.
- Indeed, at my request and that of the Minister of National Defence, the Prime Minister dismissed Prosecutor Janeczek from his position as Deputy Prosecutor General for Military Affairs. But at this point, we enter a concretized law on the prosecution service, which states: fine, but the President's consent is required for this. I have no other option but to ask the President for consent – said Adam Bodnar on TVN24's “Fakty po Faktach” (Facts After Facts). - Even today, I received a letter from the President on this matter, where the President asks a whole list of questions concerning various procedural issues, related to whether Janeczek knew or did not know about this situation – he conveyed. - For now, as I understand it, the President expects further explanations, and I will probably present them. But I doubt there's a will to cooperate on this matter – he assessed.
