Thursday's Political Agenda: Sejm to Vote on No-Confidence Motion Against Hennig-Kloska and Discuss Energy Voucher

The Sejm will resume its session at 9:00 AM with questions on current affairs, followed by a current information statement at 11:15 AM. Subsequently, at 12:45 PM, MPs will address the committee's report on the draft concerning the postponement of the National e-Invoicing System implementation. At 2:15 PM, they will consider an amendment to the Labour Code aligning Polish law with EU regulations.

At 3:30 PM, the Sejm will consider the PiS's motion for a vote of no confidence in the Minister of Climate and Environment, Paulina Hennig-Kloska. The vote on this matter will take place at 5:00 PM. At 5:05 PM, the first reading of the government's draft act on the temporary limitation of prices for electricity, natural gas, and system heat, as well as on the energy voucher, is scheduled. At 7:00 PM, the first reading of the draft act amending the Personal Income Tax Act, submitted by PiS MPs, will occur. A block of votes will commence at 8:30 PM and last for an hour.

At 2:00 PM, the Marshal of the Sejm, Szymon Hołownia, will participate in a ceremonial sitting of the European Union Affairs Committee on the occasion of the 20th anniversary of Poland's accession to the European Union.

Today marks the last day of the two-day Senate session. The Chamber will resume its proceedings at 10:30 AM.

At 12:30 PM, at the Presidential Palace, President Andrzej Duda will participate in the event "Startups at the Palace. Innovations in Agriculture."

Judge Szmydt's career developed normally until a certain point, until 2017. That's when a turning point occurred, and his career began to accelerate rapidly - said Arkadiusz Myrcha during a Sejm session. - Is an anonymous, seconded judge entrusted with leadership positions in a department? A very worrying phenomenon. But that was just the beginning. A few months after being appointed head of department, a letter arrived at the Personnel Department of the Ministry of Justice from the Department of Administrative Supervision, which, as indicated, was carrying out Minister Piebiak's order to urgently prepare documentation for extending the judge's delegation to the Ministry of Justice. 'Please treat this matter as urgent,' stated Minister Piebiak, who today claims that [...] 'I did not admit this man to the ministry, someone else did it for normal work, I had nothing to do with this person at all' - he continued. - In very mysterious circumstances, Judge Szmydt took up the position of director of the legal office in the National Council of the Judiciary. Recordings have been revealed in which the elites spoke of Mr. Szmydt as a great patriot, a friend, that he is a white-and-red man, and in these conversations, the then-president of the National Council of the Judiciary explicitly stated that it was Judge Piebiak who directly recommended Judge Szmydt for work at the National Council of the Judiciary [...]. In the documentation, we find this handwritten note by Deputy Minister Piebiak: 'Please urgently prepare documents for delegating Judge Szmydt to the office of the National Council of the Judiciary.' Urgent. Everything related to Judge Tomasz Szmydt was urgent. Everything. Until now, Deputy Minister Piebiak signed everything - he went on to say.

The only question is whether this was due to someone's ignorance, negligence, or if it was a fully conscious action to allow this man to gain such momentum in the Polish justice system - he continued.

Motion Filed to Bring Świrski Before the State Tribunal

- Literally today, a motion has been filed with Parliament, currently being signed by MPs from Civic Coalition and the October 15 coalition, to bring Mr. Maciej Świrski, the head of the National Broadcasting Council (KRRiT), before the State Tribunal. In reality, these charges boil down to three fundamental issues: the absolute violation of laws and statutes by withholding funds due to public media. It is not within the KRRiT's or Mr. Świrski's purview to assess who governs or doesn't govern public media; it is obligated to provide funding for public media, and failure to do so constitutes a violation of the law. The second issue is Mr. Świrski's policy towards non-state, private media, which, frankly speaking, were treated as hostile by PiS. I will just recall the entire history of TVN, the fines imposed on TOK FM; this was a blatant violation of impartiality and a procedural overreach. And the third matter is the omission of statistical activities, which Mr. Świrski is obliged to perform. The signature-gathering process is ongoing, and this motion will be processed in the Sejm. I want to state immediately that the actual justification, already prepared for the State Tribunal, is a 50-page indictment against this gentleman, who never hid and spoke of himself as a PiS Taliban – stated Bartłomiej Sienkiewicz at a press briefing.

Senate Passes Amendment to the National Council of the Judiciary Act with Revisions

The Senate has passed an amendment to the Act on the National Council of the Judiciary with revisions. 58 senators voted in favor, while 30 voted against (all from PiS). No one abstained, and 11 senators did not participate in the vote. One of the amendments previously adopted by the Senate committees concerned the lifting of the ban on so-called 'neo-judges' running for election to the new National Council of the Judiciary (KRS).

The act provides for the cessation of activity in the KRS of current members elected by the Sejm from among judges. The amendment establishes new rules for nominating candidates and conducting elections for the seats in the council designated for judges.

- The whole commotion across Poland, reaching the smallest village, led to the situation where the minister withdrew from it, but it required a real general mobilization. Who wrote this bill? The prosecution is still investigating, I hope we will find out – he continued.

- We managed to overcome this, but it also explains the beginning and context of these four months. From the very beginning, every legislative output from the Ministry of Climate and Environment had to be meticulously reviewed word-for-word. There were hidden loopholes everywhere, which could have led to some lobbyist-driven regulations being pushed through under the guise of others – he added.
