Thursday's Political Agenda: Tusk at the EU Council, Duda Continues US Visit, Kosiniak-Kamysz and Hołownia Back Bodnar, Morawiecki in Gliwice

Thursday marks the second and final day of the informal European Council summit, attended by Prime Minister Donald Tusk. At 9:30 AM, a report on the internal market will be presented to the EU Council members, followed by a closing working session at 10:30 AM.

Thursday is also the last day of President Andrzej Duda's visit to the United States. The head of state's schedule includes an address during the opening session of an event focused on building global resilience and promoting sustainable development through infrastructure links, organized by the United Nations General Assembly (4:00 PM Polish time).

At 10:00 AM, the parliamentary investigative committee on the visa scandal is scheduled to convene, with the hearing of former Minister of Interior and Administration Mariusz Kamiński planned. However, the politician announced yesterday that he would not appear at the session, as he had previously been summoned to the prosecutor's office for the same time.

The Senate is gathering for a two-day session. A briefing by Marshal Małgorzata Kidawa-Błońska is scheduled for 10:50 AM.

At 11:00 AM in Gliwice, a conference titled "Work for Poland Team" will take place, focusing on ETS2, with the participation of the deputy head of PiS, Mateusz Morawiecki.

Today, the Minister of Sport and Tourism, Sławomir Nitras, will visit the Pomeranian and Warmian-Masurian voivodeships. Press conferences with his participation will be held in Gdynia (12:10 PM), Elbląg (2:15 PM), and Olsztyn (4:00 PM), with candidates for the mayors of these cities also attending.

At 5:00 PM in Wrocław, a convention will be held with the participation of Izabela Bodnar, a candidate for the city's mayor, and the leaders of Trzecia Droga, Szymon Hołownia and Władysław Kosiniak-Kamysz.

Duda-Trump Dinner in NYC: Mastalerek Says "Friendly Atmosphere, Excellent Conversation"
- Friendly atmosphere. Excellent conversation - wrote Marcin Mastalerek, head of the Presidential Cabinet, about the dinner held at Trump Tower in New York City. The meeting on Fifth Avenue lasted over 2.5 hours. The Polish president reportedly presented arguments for increasing aid to a fighting Ukraine and his concept for increasing NATO member states' defense spending. - We had 4 great years together, we may have to do it again (…) we agree on so much, we are behind Poland all the way. I know Poland feels the same way - said Trump after the meeting. - An excellent meeting of two friends who reminisced about the time they cooperated for 4 years while serving as presidents. It was a very good, fruitful period for Polish-American relations. Donald Trump repeatedly emphasized his great affection for Poland and his admiration for Poles - said presidential minister Wojciech Kolarski in an interview with Karol Darmoros on PR24.

08:16

Tusk:

If All Words Spoken in Brussels Were Turned into Missiles, Europe Would Be the World's Strongest Power

- If all the words that have been spoken in recent years here in Brussels about common defence could be turned into bullets and rocket launchers, Europe would have become the strongest power in the world. And the safest place - Prime Minister Donald Tusk wrote on Twitter.

08:44

Müller:

Trump and Some Republicans Don't Fully Grasp the Situation in Central-Eastern Europe; It's Worth Talking Directly About These Threats
- Donald Trump or some representatives of the Republican party, I have the impression, do not fully grasp the situation in Central-Eastern Europe, and perhaps some of them at least underestimate the threats in this region, so it's worth talking directly about these threats – said Piotr Müller in an interview with Bogdan Rymanowski on the program "Gość Radia ZET".

08:48

Dziemianowicz-Bąk on Duda-Trump Meeting: It's Not the Best Idea to Make Such Gestures

- We are all asking ourselves whether this is not, by chance, sending a political signal. In my opinion, it's not the best idea to make such gestures, but if they are to be made, then I hope that during this two-hour conversation, issues important to Poland's interests were raised - said Agnieszka Dziemianowicz-Bąk on Polsat News's "Graffiti" program.

08:53

Müller:

If Kamiński and Wąsik acted illegally, then by that logic the Marshal and Head of the Chancellery of the Sejm also broke the law
- They did not break the law [Kamiński and Wąsik] because they are still Members of Parliament, this is the statement of the Supreme Court, which overturned the Sejm Marshal's decisions regarding the expiry of parliamentary mandates - said Piotr Müller on Radio ZET. - Criminal proceedings in this regard are ongoing, so then I ask if proceedings will be initiated against the Marshal of the Sejm, for allowing unauthorized persons onto the premises of the Sejm, and that, as I understand it, the voting machines were still working then, and parliamentary ID cards - he continued. - If they (the authorities) deem that MPs Kamiński and Wąsik acted illegally, then by that line of reasoning, the Marshal of the Sejm and the Head of the Chancellery of the Sejm failed to fulfill their duties and also broke the law - he went on to say.

08:55

Dziemianowicz-Bąk on a Shorter Work Week: No Concrete Project on the Table at This Moment
- At this moment, there is no concrete project on the table. If one emerges, it will be broadly consulted. However, based on preliminary analyses, I lean towards... In my opinion, a four-day work week would be easier organizationally for entrepreneurs themselves than a 35-hour one. I would like our efforts to move in this direction - said Agnieszka Dziemianowicz-Bąk on the Polsat News program "Graffiti".

08:58

Dziemianowicz-Bąk:

I Don't Plan to Run in European Parliament Elections

- I don't plan to run in the European Parliament elections. Working in the ministry is an extremely demanding job, and I want to stick to this work - said Agnieszka Dziemianowicz-Bąk in the "Graffiti" program on Polsat News.

09:00

Müller on potential Kurski clash on PiS EP lists: I don't feel it's a strengthening
- That will be a decision for the political leadership. I don't know if it's a good idea, a decision for the political committee - said Piotr Müller on Radio ZET, when asked if Jacek Kurski on the PiS lists for the European Parliament is a good idea. - I don't know if it's a burden, I don't know, I don't feel it's a strengthening, or a burden, I don't know - he continued.

09:02

Dziemianowicz-Bąk on Alcohol Ban at Gas Stations: Actions Aimed at Limiting Alcohol Sales Are Worth Considering

- Any actions aimed at improving the safety and health of Poles, at limiting alcohol sales, in my opinion, from the perspective of family policy and combating social pathologies, are worth considering. Minister Leszczyna will have my full support in this matter - said Agnieszka Dziemianowicz-Bąk on Polsat News's "Graffiti" program.

09:10

Müller:

I Would See Morawiecki as a Presidential Candidate, but I Don't Know of Other Potential PiS Candidates
- I would see Mateusz Morawiecki as a candidate for the President of Poland, but I don't know of other potential candidacies within our political camp - said Piotr Müller on Radio ZET. - Former Prime Minister [Beata Szydło] is of course also one of the natural candidates, should she wish to run. Experienced politicians, I think it should rather be individuals who have already held some governmental or ministerial positions, with some experience. Przemysław Czarnek was also a minister, but I think Przemek is more for galvanizing our decisive electorate in the middle; it would probably be a bit harder for him to seek broader support - he continued. - [Elżbieta Witek] is certainly also a person who has a broader political impact than just on the Law and Justice electorate. Tobiasz [Bocheński] achieved a better result in Warsaw than the initial exit polls suggested - he went on to say.

09:15

Schetyna on Duda-Trump Meeting: I Would Expect the Primary Message to Be a Discussion on the Security of Europe, Poland, and Ukraine

I am looking at this meeting from two perspectives. Firstly, President Duda naturally has the right to choose his guests and interlocutors. I would want, I would expect, that the primary, initial message from this meeting would be a signal to the public, to the world, concerning discussions about the security of Europe, the security of Poland, and support for Ukraine – stated Grzegorz Schetyna in the program "Rozmowa Piaseckiego" on TVN24.

09:18

Schetyna:

It's Important for the Democratic Coalition to Navigate Election Campaigns with Grace

- You will know them by their fruits. I don't think [Tusk] is making mistakes, meaning, what was achieved in the parliamentary elections wasn't obvious either, after all, we remember, we've discussed the [electoral] concept many times even here. These are not obvious things when it comes to European elections, meaning, for example, Third Way is going with its own coalition, this small coalition, but they will join other groups in the European Parliament. PSL will join the EPP, and Poland 2050 will join RenewEurope, so it's not that straightforward either. It's important for the democratic coalition to navigate election campaigns with grace, without arguing, seeking elementary agreement and winning against PiS – said Grzegorz Schetyna on TVN24.

09:18

Müller:

American politicians must be made aware that if Russia breaks through Ukraine, American business will be at risk
- Let's look at the interests of the United States itself. It's not as if the United States is such an altruistic state, that it's like a global guardian of peace and that's why it participates in certain defensive actions. They participate in them also because they have an interest in it, understood as peace, of course, in particular regions, and this interest needs to be shown - said Piotr Müller on Radio ZET. - Yes, exactly [this is how Duda should talk to Trump], this is in your interest, because there are American factories on Polish territory, because you have gigantic business in Central and Eastern Europe, and if Russia breaks through Ukraine, then your business will be threatened, your dollars will be threatened, and this must also be made clear to American politicians, even those who are critical of providing such aid - he continued.

09:20

Schetyna:

Trzaskowski Has the Best Credentials and Most Arguments to Become President

- I think Rafał Trzaskowski has the best credentials and the most arguments to become president. You know, I look at the challenges facing the government, at Donald Tusk's work, at the way he is leading this coalition government, and believe me, I'm speaking from my own experience, it is more difficult than it used to be when two parties formed a coalition – stated Grzegorz Schetyna on TVN24.

09:21

Müller:

Around 20 Seats in the European Parliament Realistic for PiS
- I think around 20 seats [in the EP] is realistic, that this is a pool that can be fought for - said Piotr Müller on Radio ZET.

10:04

Kamiński:

The actions the prosecution wants to take against me are illegal and politically motivated by PO politicians

- I have been summoned to be charged due to votes I participated in in the Sejm. I consider this political repression. The vote in the Sejm on December 21st, with the procedure to revoke my mandate unfinished, because according to the law, I had the right to appeal Marshal Hołownia's decision to the Supreme Court, therefore, these votes for which I am to be punished were my duty as a Member of Parliament whose mandate was not revoked. Furthermore, I want to remind you that on January 5th, and also now on April 12th, I received information from the Supreme Court that Marshal Hołownia's decisions were annulled. I am still a Member of Parliament. The actions the prosecution wants to take against me are illegal, they are actions taken at the behest of PO politicians. I treat this as repression due to my stance, my political views, my public activity. These are illegal actions - stated Mariusz Kamiński in a conversation with journalists.

10:42

Szczerba:

Kamiński has been avoiding not just the postman for the last 8 days, but also police officers for the last 2 days
The investigation committee on February 7th adopted a resolution regarding the summoning of Mariusz Kamiński, former minister of interior and administration, former coordinator of special services, as a witness. On April 10th, I sent a summons to Mr. Mariusz Kamiński in the manner adopted and in accordance with the law on parliamentary investigation committees. To this day, Mr. Mariusz Kamiński has not collected this summons. Due to the authority granted to me by the investigation committee, expressed in a resolution, I took the opportunity to have the summons delivered by the prosecutor general through the police. Mariusz Kamiński has not only been avoiding the postman for the last 8 days, avoiding Poczta Polska, and the notified summons has still not been collected, but has also been avoiding police officers for the last 2 days – stated Michał Szczerba at a meeting of the investigation committee on the visa scandal.

10:42

Kamiński:

I will appear at Monday's parliamentary committee hearing
The prosecutor handed me an invitation to Monday's session of the visa committee. Of course, I will appear at the committee session, that is my goal. I am very pleased that I will be able to present important facts related to the case the investigative committee is dealing with to the public on Monday - stated Mariusz Kamiński in a conversation with journalists.

11:17

Kidawa-Błońska:

Senate to Work on Credit Holidays, Village Head Benefits, and Municipal Self-Government Act
- We are about to begin the 10th session of the Senate. It's no coincidence that the NATO flags and these display boards are behind me today, because at 12:00 PM we will open an exhibition marking the 25th anniversary of Poland's accession to NATO [...]. Today, very interesting bills will be worked on by the Senate. The first one, which people with loans who have found themselves in a difficult situation are waiting for, is the bill extending credit holidays for the current year [...]. For the first time in this term, we will address a Senate initiative concerning an increase in financial benefits for village heads (sołtysi) - said Małgorzata Kidawa-Błońska at a press conference. - The next bill protecting health from the effects of tobacco and tobacco product use, and a bill amending the act on municipal self-government [...] in a situation where there are elections and a village head (wójt) or mayor (burmistrz) is appointed to the position of a member of parliament or senator, a commissioner was previously appointed; now, until new elections, the first deputy will fulfill this role. A very important bill will also be the ratification of the protocol expanding Polish-Ukrainian legal aid. This change will contribute to improving law observance and security in our country, as well as the way sentences or punishments are served by Ukrainian citizens - she continued.

11:23

Kidawa-Błońska on Duda-Trump Meeting: The President Doesn't Have Private Meetings; I Would Like to Know What They Discussed
- I am surprised that it is being described as a private meeting. When you are the president of such a large country as Poland, you don't have private meetings or trips to presidential candidates or former presidents in another country. Especially since the American side, Mr. Trump's campaign, has stated what the conversation was about, while we have no information from the Polish side. It seems to me that this is a great awkwardness. The president doesn't have private meetings while in office; we know that every meeting, especially in the current political situation, with politicians in other countries has certain consequences, which is why I would like to know what the gentlemen discussed – said Małgorzata Kidawa-Błońska at a press conference, when asked about the Duda-Trump meeting.

12:00

Wąsik:

I Believe the Prosecution is Carrying Out a Political Order from the Ruling Camp
- To bring any charges against MPs, their immunity must be revoked. According to the Supreme Court's ruling, we are still MPs, we performed our duties, we carried out the will of our voters, and we consider today's summons as simply political repression - said Maciej Wąsik in a conversation with journalists. - We received a summons as suspects under Article 244. [...] I will inform the prosecution [...] that this action is unlawful and has no legal effect. [...] Donald Tusk announced that the case of Kamiński and Wąsik had not ended, but had just begun, this is one such element. I believe that the prosecution is carrying out a political order from the ruling camp - he continued.

13:35

Morawiecki:

Go to the polls and vote according to one criterion - a yellow or, even better, a red card for KO candidates

- I ask everyone, first and foremost, to go to these elections and vote across Poland according to just one criterion: a yellow or, even better, a red card for KO candidates, for PO. Look at what they are showing; it's only been half a year since the elections. Mass layoffs are appearing more and more frequently across Poland, the cost of living is rising, and VAT on food has been reinstated. Food has already become more expensive by over 5% in just over a dozen days. In two months, electricity, gas, heating, and fuel will become more expensive - said Mateusz Morawiecki at a press conference.

14:40

Tusk:

I trust the President used the Polish government's recommendations and presented Poland's security viewpoint during his New York meeting

- I trust that during the New York meeting, the President utilized the Polish government's recommendations and presented Poland's perspective on security matters. In these issues, we need maximum consensus and minimum controversy. Even if we choose different interlocutors - Prime Minister Donald Tusk wrote on Twitter.

18:07

Hołownia:

Change is the Essence of Democracy. That's Why Democracy Exists – To Replace Those Who Haven't Performed
- I don't want to talk about Jacek Sutryk today; I want to talk about Iza Bodnar, whom I've gotten to know over these few very intense years of political cooperation and activity, and I want to convince you. I want to try to convince you that this is a change worth daring to embrace, that change can be safe, that change can be something that leads us towards good in a safe and wise manner – stated Szymon Hołownia in Wrocław. - Change is the essence of democracy. That's why democracy exists – to change those who haven't performed, to change sometimes bad into good, sometimes so-so into better. Change is inscribed in our lives, and democracy is the framework that ensures the safety of this change – he continued.

18:10

Bosak:

President Duda's meeting with Trump was in Poland's interest

- President Andrzej Duda's meeting with Donald Trump was in Poland's interest. This is because Donald Trump could become the next American president, and since President Andrzej Duda, when they were both presidents, had good relations with Donald Trump, it would be peculiar from the perspective of Polish state interests if President Duda were to spoil good relations with Trump. These relations must be maintained - said Krzysztof Bosak in an interview with Beata Lubecka on the program "Gość Radia Zet".

18:18

Bosak:

I Don't Know Who Will Govern the Podlaskie Voivodeship Sejmik

- We have one sejmik where there is democracy, not a regional political oligarchy. I don't know who will govern the Podlaskie Voivodeship sejmik. I think it depends on what majority emerges there. It also depends on all the councillors, after all, some councillors in the previous term, elected from a party, supported the Marshal from PiS - said Krzysztof Bosak in the program "Gość Radia Zet".

18:22

Bosak:

A Ban on Alcohol Sales at Gas Stations is Unnecessary, Absolutely, It's Forcing Happiness on People

- A ban on alcohol sales at gas stations is unnecessary, absolutely, it's forcing happiness on people (...) let's be serious, if someone wants to buy alcohol, they will buy it. Shops at gas stations should be treated like all other shops. If someone thinks it should be different, let them say why - said Krzysztof Bosak on the program "Gość Radia Zet".

18:24

Hołownia:

I will fight to organize the summit of speakers of Baltic states, Ukraine, and Poland in Białystok for the first time
- I am fighting with the apparatus now, but I will fight to organize the summit of speakers of Baltic states, Ukraine, and Poland in Białystok for the first time, not in Warsaw, but in Białystok, where we are close to the border and where these problems truly have a very real dimension. This is precisely the change we are introducing – said Szymon Hołownia in Wrocław.

18:28

Bosak on EP Elections: We're Counting on Many Seats

- We are counting on many seats, I won't say exactly how many. I'll say this, I'd prefer it to be 10 rather than 3. If we cross the electoral threshold by a very small margin, just over 5%, it will be 2-3 seats. If we improve our result, we can aim for 10 seats, or even more - said Krzysztof Bosak on the "Guest of Radio Zet" program.

19:17

Duda:

I conveyed to Trump the suggestion that American aid for Ukraine is extremely necessary
- Above all, I am very pleased that Polish-American relations are flourishing, one can safely say so, if we consider that a month ago I was in Congress and the White House at the invitation of President Joe Biden and there we talked, we held official, inter-state talks, and yesterday I was invited by the former President of the United States [...] Donald Trump, I can safely say: yes, these Polish-American relations at the level of authorities and influential people [...] are developing excellently - said President Andrzej Duda in an interview with Marcin Wrona on TVN24. - Of course, the President asked me about the situation in our part of the world, how I perceive the situation in Ukraine as a neighbor, as someone who sees it up close, who has 9 years of presidential experience, who has been to Ukraine many times, I did indeed convey this perspective to Mr. President, how I see it, and also, of course, absolutely the suggestion that this American aid for Ukraine is extremely necessary here, support, whatever form this support takes, it is of key importance today, because the truth is: no one can help Ukraine as much as the United States can - he continued.

20:14

Sikorski:

It's Good That Duda and Trump Discussed Ukraine
- Had it been a private meeting, the President would have gone with his wife, not with ministers from his chancellery. But the fact that they discussed Ukraine and other important matters is good. I spoke with the President before his departure to the United States and, on behalf of the Council of Ministers, I asked him to raise precisely these issues with President Trump. That he did so is good, not bad - said Radosław Sikorski in an interview with Monika Olejnik on TVN24's "Kropka nad i".

20:21

Sikorski on Duda-Trump Meeting: A Risky Visit, but I Believe There Were No Losses
- I was concerned about the risks associated with this meeting. Because let's remember, Donald Trump is not only a former president, but he is also simultaneously a candidate and a defendant. He has exceptional reasons to be pleased with this meeting. One day he has to account for paying some porn star, and the next day, the incumbent president of an important, medium-sized country drops in for dinner - said Radosław Sikorski on TVN24's "Kropka nad i". - I think if Donald Trump is to win, then President Duda scored points - he assessed. - Risky [the visit], but I believe there were no losses - he stated.

20:32

Budka:

The Era of Lawlessness Has Ended, Everyone Who Broke the Law Will Answer in Court

- The era of lawlessness has ended, everyone who broke the law will answer in court. And whether Mariusz Kamiński, Mr. Wąsik acknowledge something or not, has no bearing. The prosecutor has brought charges, I believe the court will consider them – stated Borys Budka on TVP Info.

20:33

Budka:

The Times When Politicians Dictated to Prosecutors Are Over

- The times when politicians dictated to prosecutors what to do are also over. That was the case in the previous era, the PiS era. The prosecution was for the use of politicians. Those in power were impunity, and the prosecution did not do what it was supposed to do - stated Borys Budka on TVP Info.

20:39

Sikorski:

I think if the American aid package for Ukraine passes, Russia will not be able to win this year or next
- In the last few days, the atmosphere has been a bit better. President Biden supports this proposal for four separate aid bills that is currently hatching in the House of Representatives. Let's hope it happens, although I won't celebrate before the votes, as we've had a few of those false dawns already. I hope former President Trump took to heart what President Duda told him yesterday - said Radosław Sikorski on TVN24's "Kropka nad i". - I think if the American package passes, Russia will not be able to win this year or next. This is serious money, after all. As the EU and its member states, we have already provided Ukraine with well over 100 billion euros, and this American package - depending on which version passes, and it is mainly weapons - is between 40 and 60 billion euros. Russia's entire defense budget is, I believe, 80 billion euros - he stated. - I think such catastrophic and hypothetical scenarios [like Ukraine's defeat] are unnecessary because Ukraine has every chance to reorganize itself and impose such costs on Russia that Putin will finally recognize that this invasion was a mistake - he added.

20:52

Budka:

Obajtek Has Something to Fear. They Had No Restraints When Squandering Money

- Daniel Obajtek has something to fear, because new documents are constantly emerging about what he and his colleagues were up to at Orlen. Imagine that one of the board members spent over a million zlotys from his credit card during his tenure; they had no restraints. For example, nearly 400,000 zlotys on restaurant lunches, nearly 200,000 on meals abroad. They had no restraints when it came to squandering money – stated Borys Budka on TVP Info.

20:59

Budka:

Esteemed Citizens, Before the Second Round, Investigate All Cases Where PiS is Trying to Take Over Polish Cities Through the Back Door

- I have a very, very clear appeal. Esteemed citizens, before the second round, investigate all cases where PiS is trying to take over Polish cities through the back door, because there are very many such places. Not only in Silesia, not only in central Poland, but everywhere - stated Borys Budka on TVP Info.

21:03

Tusk on European Council Meeting: Zelensky Emphasized the Immediate Need to Supply Ukraine with Air Defense Systems
- We have concluded the European Council meeting, it lasted a bit longer than we anticipated. From Poland's perspective, the most crucial issues are, of course, security. As is tradition, President Zelensky was present and very clearly emphasized the immediate, perhaps war-deciding, need to supply Ukraine with any systems capable of combating Russian missiles and drones. As you know, Germany set an example by handing over a Patriot system to Ukraine once again and called on countries possessing similar capabilities to Germany to join this initiative – stated Prime Minister Donald Tusk in a conversation with the media. - The European Council conclusions also included a provision stating that the EU will support and take action for air security over Ukraine. This is also something new; it does not have practical significance at the moment, as the Union as such has nothing to send, but a common intention has been expressed that Europe is also taking on, in a sense, a share of responsibility for security in the skies over Ukraine – he continued.

21:06

Tusk:

Trump Has Different Views on Ukraine, and There's No Doubt These Are Not Views We Share
- It is no secret that I have a different view than President Duda on the situation in the USA and the role of Presidents Biden and the former President Trump, the role they play in the conflict east of us. As for President Biden, we all know he is on Ukraine's side, his assessment of the situation is entirely unambiguous, and he is doing everything to help Ukraine, thus also positively impacting Polish security in a sense. President Trump, when he was president and now when he is a candidate, holds different views on the Ukrainian issue, and there is no doubt that these are not views we share regarding his assessment of the situation on the Russian-Ukrainian front – said Prime Minister Donald Tusk in a conversation with the media.

21:09

Budka on Motion for Impeachment of Świrski: I'll Be the First to Sign It
I will be the first to sign such a motion [to bring the head of KRRiT before the State Tribunal]. In my opinion, what the head of KRRiT is doing, the way he is illegally blocking funds that should be transferred to public media, fills the hallmarks of a prohibited act for which he should stand before the State Tribunal, and I will be the first to sign such a motion - stated Borys Budka on TVP Info.

21:18

Tusk Announces Decisions on Protecting Polish Border Crossings: "We Cannot Harm Ukraine When the Fate of the War is Being Decided"
- I would like, from aboard this plane, after this Council, after what has happened in recent days over Ukraine, to appeal to everyone in Poland without exception, not to do anything that could weaken Ukraine today, I am also referring to those blocking the border. We will have to make decisions that will protect the Polish border and border crossings. Today, we cannot allow, regardless of the justification for protests, for the dissatisfaction of this or that group, for the crossings to be blocked any longer, because we cannot in any way harm Ukraine today when the fate of the war is being decided – Prime Minister Donald Tusk told reporters.
