The government, starting at 11:00, will address the draft bill on so-called contribution holidays for entrepreneurs, current affairs, and a project that will enable salary subsidies for, among others, social welfare workers.

At 10:00, the investigative committee for envelope elections will question Wiktor Klimiuk, a former member of the political cabinet of the Minister of Interior and Administration and a former member of the Supervisory Board of Polska Wytwórnia Papierów Wartościowych (Polish Security Printing Works). Subsequently, Piotr Ciompa, a former member of the Supervisory Board of Polska Wytwórnia Papierów Wartościowych S.A., will be interrogated. In turn, the investigative committee for the visa scandal will question Maciej Kowalski, counselor at the Embassy of the Republic of Poland in Dakar and consul of the Republic of Poland in Tunis, and Lech Antoni Kołakowski, a Member of Parliament and former Deputy Minister of Agriculture and Rural Development.

At 12:05, a press conference of The Left will take place in Bydgoszcz with the participation of Włodzimierz Czarzasty and Adrian Zandberg. Later, at 17:30, an open meeting will be held in Toruń.

At 13:00, a press conference will be held with the participation of PiS Chairman Jarosław Kaczyński and PiS Vice-Chairpersons Beata Szydło, Mateusz Morawiecki, and Mariusz Błaszczak, as well as PiS parliamentarians.

- We will not join the ruling coalition, but if there were to be a minority government led by Hołownia and Trzecia Droga without Donald Tusk, if they are not attacked with radically left-wing postulates that destroy, for example, Polish construction – stated Przemysław Wipler in an interview with Bogdan Rymanowski on the program “Gość Radia Zet”.

- For us, a minority government is some kind of breathing room, for Poles. At some point, politicians wanting a radically left-wing economic and social course, if they push too hard, they might get something like that – he added.

- In this election, I'm like Legia Warsaw in the Champions League, I'm not the favorite. I will say this, no polling agency has a good enough sample to make a credible prediction of what the sympathies look like. The campaign is practically invisible, it's a terrible time for a campaign, and it will be shut down for almost a week - stated Przemysław Wipler on the program "Gość Radia Zet".

- Abortion is one of the points; there are local government elections, European Parliament elections, presidential elections; this is a source of serious disputes. The ideas for changing Poland are also radically different between these formations. The Left is anti-entrepreneurial, it is the most harmful in this government - stated Przemysław Wipler on the "Gość Radia Zet" program.

- Seasoned politicians use various tools, and the worst competitor is one from one's own camp. Tusk will never seek the votes of PiS's hardline electorate, but the electorate of the Third Way and the Left are the 2 groups in which he wants to build his formation. The presidential elections are a year away, but that will pass frighteningly quickly - stated Przemysław Wipler on the program "Gość Radia Zet".

- I'd like to conclude witness interrogations by May. Of course, this is not a final date, because if any of the witnesses point to another important witness or if a confrontation is needed, it might extend slightly, but I would like to finish the interrogations by the end of May - stated Dariusz Joński in "Salon Polityczny Trójki".

- I can say right away that Jarosław Kaczyński will be the last witness at the committee. Of course, at every stage we can ask further questions, conduct confrontations. - We are arriving here with very good news. The upcoming term in regional assemblies and local governments will be a period with a significant amount of funds to be spent. These funds will be available because the KPO funds will be released. As you know, the Left has been very consistent on the issue of the KPO. We supported the ratification of the KPO when it wasn't popular and when many criticized us for it. We said then that meeting the criteria would be necessary to access these funds, and we said that it would likely be the next government, not PiS, that would spend these funds. As you can see, what we announced has come true. PiS is no longer in power, but European funds will come because the Left had the courage to vote for them. We are pleased that others were able to change their minds on this matter, which is good, we appreciate it, but now we have a really important task ahead of us: to elect people in local governments who will manage these funds sensibly - stated Adrian Zandberg at a press conference in Bydgoszcz.

- I would like to appeal to all women, go to the polls. You have been deceived for quite some time regarding your rights. There is always a bad time for women's rights, but we do not think so. We believe that women's rights should be addressed as quickly as possible, here and now. I will not talk about the Sejm, because everything has already been said on this matter, I represent a party that is in the governing coalition and I do not want to return to it. I want to talk about local governments; the majority of hospitals are in the hands of local governments. It is in these hospitals that decisions will be made whether the conscience clause will apply or not. It is in these hospitals that decisions will be made whether your life will be endangered, whether there will be a decision to help you or not – stated Włodzimierz Czarzasty at a press conference in Bydgoszcz.

- After 2015, all of this clearly escalated. Dictatorship was openly spoken of, and a certain part of society, despite the absurdity of this statement, accepted it. Do you remember that cry: 'Down with Kaczor the dictator'? Well, this cry, in a personalized abbreviation, expressed precisely this thesis. A completely untrue, ridiculous thesis. I am ashamed to even repeat these obvious truths: that a powerful opposition, moreover one that calls itself the 'total opposition', cannot function in any dictatorship; that the media cannot be overwhelmingly against the ruling party, which was indeed the case; that the opposition cannot dominate the courts, and yet the courts are ours, a famous phrase from one of the then PO [Civic Platform] MPs. [...] We were truly very tolerant then, and I believe Poland was the most tolerant state in Europe, perhaps even excessively tolerant – said Jarosław Kaczyński at a press conference in Warsaw.

- 100 days of any government is a kind of exam, so let's check how the rulers have passed this exam and out of these 100 concrete proposals that they promised, that Civic Platform promised, let's attempt some analysis of how many have actually been implemented. We'll even draw a veil of silence over the fact that some of these projects, such as, I don't know, the replacement of the Children's Ombudsman, who was a good RPD, with a new RPD, was also one of the concrete proposals; let's assume that this is an implemented concrete proposal. These individuals will be able to count on this long-awaited so-called 'entrepreneur's leave', meaning the possibility of taking such leave, and it's one month during the year when a micro-entrepreneur will not have to pay ZUS contributions, excluding health contributions. - I want to emphasize very clearly. In these 3 months, we have achieved more than any previous government in the history of the Third Republic. Under more difficult conditions than others faced by governments before us, and you all know this very well. Over these 3 months, starting from this delay, we now know well, and it is also visible in black and white, that the delay in appointing my government was caused solely by the desire and need to secure selfish, financial, and sometimes downright dirty interests. - For now, I am not focusing my attention on the European elections. A government reshuffle will happen one way or another. My many years of experience as prime minister speak for me; someone in the government always performs worse, and someone better. And there is always a good moment when it has been identified who, for whatever reason, is not managing 100%, that then a reshuffle will occur. Not because someone has dreams of the EP, but because I, as prime minister, will come to the conclusion that a change is needed, and such a change will be implemented - he continued.

- There is certainly a turning point occurring in PiS, and these are conflicts between circles, what MEP Patryk Jaki is saying about Mr. Morawiecki. I was probably more delicate in some formulations. President Andrzej Duda today referred to the Constitutional Tribunal a motion to examine the constitutionality of the regulation issued by the Minister of Justice on June 18, 2019 – the Regulation on the Operation of Common Courts, as amended by Adam Bodnar on February 6 this year – the Presidential Chancellery announced.

The regulation concerns a provision under which applications for the recusal of a judge, due to the circumstances of their appointment, cannot be adjudicated by judges appointed under the same procedure. The Ministry of Justice had informed that this solution would prevent individuals appointed by the National Council of the Judiciary formed by the 2017 act from participating in the adjudication of such applications. These judges are not taken into account in the assignment of these cases by the Case Random Assignment System.

The Presidential Chancellery informs that the constitutional review standards indicated in the motion are, in particular: Article 179 in conjunction with Article 144(3)(17) and in conjunction with Article 180 and Article 10(1) of the Constitution, as well as Article 178(1) and Article 173 of the Constitution.
