Tuesday's Political Agenda: Government Discusses 'Contribution Holidays' for Entrepreneurs, Further Interrogations Before Investigative Committees, The Left in Bydgoszcz and Toruń, and a PiS Press Conference

The government, starting at 11:00, will address the draft bill on so-called contribution holidays for entrepreneurs, current affairs, and a project that will enable salary subsidies for, among others, social welfare workers.

At 10:00, the investigative committee for envelope elections will question Wiktor Klimiuk, a former member of the political cabinet of the Minister of Interior and Administration and a former member of the Supervisory Board of Polska Wytwórnia Papierów Wartościowych (Polish Security Printing Works). Subsequently, Piotr Ciompa, a former member of the Supervisory Board of Polska Wytwórnia Papierów Wartościowych S.A., will be interrogated. In turn, the investigative committee for the visa scandal will question Maciej Kowalski, counselor at the Embassy of the Republic of Poland in Dakar and consul of the Republic of Poland in Tunis, and Lech Antoni Kołakowski, a Member of Parliament and former Deputy Minister of Agriculture and Rural Development.

At 12:05, a press conference of The Left will take place in Bydgoszcz with the participation of Włodzimierz Czarzasty and Adrian Zandberg. Later, at 17:30, an open meeting will be held in Toruń.

At 13:00, a press conference will be held with the participation of PiS Chairman Jarosław Kaczyński and PiS Vice-Chairpersons Beata Szydło, Mateusz Morawiecki, and Mariusz Błaszczak, as well as PiS parliamentarians.

- On my path over the last two years, I very often met employees, mainly female and male social workers, and those in social welfare within Polish local governments. The overwhelming majority of social welfare workers are paid the minimum wage, and that's why I was determined to recommend the preparation of a solution. Duda Refers Bodnar's Regulation on 'Neo-Judges' to Constitutional Tribunal

President Andrzej Duda today referred to the Constitutional Tribunal a motion to examine the constitutionality of the regulation issued by the Minister of Justice on June 18, 2019 – the Regulation on the Operation of Common Courts, as amended by Adam Bodnar on February 6 this year – the Presidential Chancellery announced.

The regulation concerns a provision under which applications for the recusal of a judge, due to the circumstances of their appointment, cannot be adjudicated by judges appointed under the same procedure. The Ministry of Justice had informed that this solution would prevent individuals appointed by the National Council of the Judiciary formed by the 2017 act from participating in the adjudication of such applications. These judges are not taken into account in the assignment of these cases by the Case Random Assignment System.

The Presidential Chancellery informs that the constitutional review standards indicated in the motion are, in particular: Article 179 in conjunction with Article 144(3)(17) and in conjunction with Article 180 and Article 10(1) of the Constitution, as well as Article 178(1) and Article 173 of the Constitution.
