At 10:00 AM, the Minister of Family and Social Policy will present information in the Sejm regarding the functioning of the comprehensive support program for families "Za życiem" (For Life), programs financed by the Solidarity Fund for Disabled Persons, and any potential consequences for their implementation caused by the Constitutional Tribunal's ruling of October 22nd (i.e., the tightening of abortion law). The debate on this matter will last until 12:00 PM.

At 8:30 PM, the Sejm will consider the motion for a vote of no confidence in the Minister of Justice, Zbigniew Ziobro, submitted by Civic Coalition. The debate on this matter will last for one hour. At 9:30 PM, a two-hour block of votes will begin – the opposition's aforementioned motion will also be voted on then.

The Senate will resume its proceedings at 4:00 PM. During the second day of the session, the consideration of amendments to this year's budget is planned.

- Frankly speaking, I have no idea. I know that ideas such as 'not publishing a judgment' appear in public debate, but if we consider the publication of a judgment to be an exclusively technical act, and that there is no room for discretion on the part of the Prime Minister, then I can hardly imagine that this judgment would not be published. If this happens, it will also be an obvious breach of the Constitution – stated Adam Bodnar in "Rozmowa Piaseckiego" on TVN24.

- We cannot approach this by selectively choosing which judgments to publish and which not – the Commissioner for Civil Rights continued to say.

- We are in a period of such complete constitutional turmoil, and there have already been many situations where the Constitution was ignored, including, for example, in the context of the last presidential elections, where, in my opinion, passive voting rights were violated. However, if, as a lawyer, citizen, and advocate, I want to be consistent, I cannot forget the scenes from 2016, when everyone was shouting 'publish the rulings,' and now suddenly say something completely different - stated Adam Bodnar in "Piasecki's Conversation" on TVN24.

- At the peak of the pandemic, when we should all be focused on fighting this terrible disease, when the incompetence of the rulers is increasingly evident and the situation is becoming dramatic, provoking people to take to the streets through this particular Constitutional Tribunal ruling, if it was a planned action, it was barbarism and exposed hundreds of people to unnecessary risk of infection - said Tomasz Grodzki in an interview with Grzegorz Kępka on Polsat News' "Graffiti".

- He who sows the wind reaps the whirlwind. Of course, I am against profanations, I am for orderly forms of protest, but I am not surprised. Because if the sacred and the Church want to enter politics through many channels and do so in various ways, then they should not expect to be treated as sacred any longer. If they want to be participants in the political game, they must reckon with the fact that the consequences will sometimes be unpleasant – said Tomasz Grodzki on Polsat News.

- In my opinion, such powerful social emotions have been awakened, such improbable ones, in my opinion greater than in July 2017, when people protested against the judicial reform, and it seems to me that these emotions will simply not be quelled by some technical legislative change, which will, in any case, shift the boundaries of abortion permissibility compared to what it was on October 21st – stated Adam Bodnar in TVN24's "Rozmowa Piaseckiego".

- It seems to me that it is time for us to have, in fact, a deep debate about the permissibility of abortion, but a debate that will strengthen us as a society, a community, rather than divide us – the Ombudsman continued.

- I remember us shouting 'Publish, publish' at Prime Minister Szydło. For several hundred days, she didn't publish the Constitutional Tribunal's rulings, until the European court forced her to. This isn't our path, we don't fit PiS's rhetoric. Let's start by questioning whether this tribunal, with its current composition and these substitute judges, has any right to issue such rulings - said Tomasz Grodzki on Polsat News.

- It seems the government still exists, but it has lost the "battle for hearts and minds." This isn't just about the anti-abortion law. It's about the fight against the pandemic, the deepening economic collapse, and the problems faced by entrepreneurs, both big and small. It looks like the PiS government is heading towards its end, and I'm not sure it won't result in early elections - said Tomasz Grodzki on Polsat News. 

"There was talk that this meeting [of the Coalition Council] would take place soon, perhaps even today, but there probably isn't such a need at the moment. We have intense, two-day parliamentary work, so I don't know if there will be time for a coalition meeting. Our stance here is quite clear, and our coalition partners know it. Such a meeting would not so much serve to reach an agreement on the issue that is currently the subject of controversy or protests, but also on the functioning in various other areas, the functioning of the coalition," said the Deputy Marshal of the Sejm, Ryszard Terlecki of Law and Justice, on Radio Jedynka.

"On the one hand, protest as a way of expressing one's views is a universally recognized right in a democracy. This is obvious. On the other hand, there are two elements that are very disturbing. One is that these protests are taking place during a pandemic and that opposition politicians are calling for or supporting these protests, thereby legitimizing them. Participants, often youth, unfortunately very young youth, succumb to this incitement and act in the belief that they are standing up for a just cause, endangering their own lives and the lives of their loved ones in a pandemic situation. There is a second disturbing element – the unusual aggression of these demonstrations. We have not dealt with this kind of outrages, attacks on churches, destruction of churches" – said the Deputy Marshal of the Sejm, Ryszard Terlecki from Law and Justice, on Jedynka radio.

„There are various ideas. The Polish People's Party (PSL) simply doesn't know what to do in this situation and is coming up with substitute concepts to create the impression that the PSL has some opinion, program, and is brave enough to voice it on this matter. Calls to break the law and disregard or not publish the Constitutional Tribunal's ruling, to declare the constitution invalid, that the Tribunal cannot be an interpreter of the content contained within the constitution. All of these are ideas on how to use the current social tension for the opposition's political games” - said Ryszard Terlecki, Deputy Marshal of the Sejm from the Law and Justice party, in an interview with Radio Jedynka.

- What is the dispute about? It's worth asking this fundamental question and let everyone answer it in their conscience. Is it a dispute about granting the right to life to children with Down syndrome, or is it a dispute about unrestricted abortion? Because the answer to these questions determines our attitude towards how we react to the current situation, to this heated and passionate discussion. In all cases of pregnancies where a woman's life or health is threatened, this ruling by the Constitutional Tribunal does not apply to them. The situation of threat to a woman's life or health is not covered by this ruling. Therefore, all these issues that worry many people are not covered by this ruling. This must be stated very clearly – stated Prime Minister Mateusz Morawiecki at a press conference.

- Women should not be exposed to being forced into acts of heroism, hence this provision regarding the woman's health and life remains, and has not been affected by the Constitutional Tribunal's ruling – PMM continued to say.

Prenatal testing has been expanded in the last 3-4 years. Very broad recommendations are being applied, and the best evidence for this is that 40% more women undergo prenatal testing than in 2015. But I will say more. I will recommend the introduction of prenatal testing for everyone, because today it is for women over 35 years of age or women with various pregnancy complications, but I will recommend prenatal testing for all women - stated Prime Minister Mateusz Morawiecki at a press conference.

I know that many different situations cause a lot of emotions, that we are often unable to imagine how varied these situations are. And therefore, I want to emphasize that we will approach all situations with great care, towards all women, and we will help women and children so that they can develop normally in the womb, and afterwards so they can live normally.Anyone for whom the good of the Republic of Poland is a value should strive today to calm the situation. Because what is also happening in the public sphere, these acts of aggression, assaults, attacks, vandalism, very often acts of barbarism, are absolutely unacceptable. I do not agree, there is no acceptance for attacks on our sacred things, on people, on churches, on the right to realize values by others. We exclude all aggression in public life and I strongly, very strongly appeal from this place to refrain from any acts of aggression, because they can lead to an escalation that could lead to something very bad in our society - stated Prime Minister Mateusz Morawiecki at a press conference.

- This ruling [by the Constitutional Tribunal] concerns the exclusion of the so-called eugenic premise. It is not about influencing decisions in situations where a woman's life or health is at risk. Nor does this ruling affect situations where a pregnancy results from so-called prohibited acts, such as rape or incest. This ruling has no impact on such situations - stated Prime Minister Mateusz Morawiecki at a press conference.

- Today's unrest, today's situations encountered on the streets, which signify acts of aggression, vandalism, assault, and attacks, are absolutely unacceptable. They should not take place. We will resolutely counteract them, as they disturb social order and lead to disrespect for the law, including the rule of law. We protect life, and therefore I appeal to all who break the law in the current situation not to do so, because we are also living in a special time of epidemic, and protests must also be limited by epidemic regulations - stated Prime Minister Mateusz Morawiecki at a press conference.

By protecting ourselves and adhering to the rules that apply during the epidemic, we also protect others, and let's keep that in mind during these special days when we are experiencing enormous risk, the risk of uncontrolled growth in infections. This risk is also a risk to jobs, to the lives of many, many millions of Poles. Therefore, I also appeal to the silent majority of Polish families. I appeal and thank you for your calm to all families who are thoughtfully considering every situation, including those concerning the actual conditions being discussed today. And I ask that the wisdom of the silent majority prevail, to avoid escalating this dispute. I appeal for calm, for a lack of aggression, for respect for the traditions of our fathers, our ancestors. Poland is one, and we must all find ourselves in it. We must all find our home in it. Let us differ, let us argue, but we must be able to talk to each other and respect each other - said Prime Minister Mateusz Morawiecki at a press conference.

- I appeal to the media not to fuel this dispute. I appeal to all media to help ease this dispute. Today, we primarily need contemplation and respect, respect and understanding for women, families, and we need care for children – stated Prime Minister Mateusz Morawiecki at a press conference.

“With some regret, I note that in the chamber, among MPs from The Left and Civic Platform, there are deputies who have masks with markings that bear a striking resemblance to Hitlerjugend and SS symbols, but I understand that the 'total opposition' is drawing on totalitarian models. We accept this with regret” – said Deputy Marshal Ryszard Terlecki from PiS during a parliamentary debate. 

- We are at a decisive moment in the fight against the epidemic, the fight against the coronavirus. We have introduced a series of restrictions that have been in effect since last weekend. We are treading a narrow path between an uncontrolled outbreak of the epidemic and very difficult economic choices, economic collapse, and long-term problems. Finding the right path in the middle is key to a rapid economic recovery in the near future. The virus doesn't leave us much room to maneuver, which is why all businesses that will be and are being affected by these strict measures, by these restrictions that we have implemented, we want them to also be covered by our support program. The greatest burden for entrepreneurs during this second wave of the pandemic concerns various types of restrictions in the service sector, particularly affecting services in gastronomy, restaurants, bars, pubs, various places where one can go to eat or drink something, but also entertainment, as well as the fitness industry, trainers, gym employees – these are entrepreneurs, and often employees themselves, who must receive help today because, as a result of these restrictions, their operating model, their business principles have been fundamentally harmed. They will be in a very difficult situation. But also those who, at fairs and markets, perform a very important social function, selling, looking for their customers for goods. Here too, we will make some changes in retail sales, because in shops we are perfectly aware that there are restrictions regarding the number of customers per checkout or per square meter in a given establishment, but there are also markets that will suffer – stated Prime Minister Mateusz Morawiecki at a press conference.

- For these industries, in November, we are introducing an exemption from ZUS contributions for November. Secondly, we are implementing 'postojowe' (standstill allowance), meaning payments from the budget to maintain employment, or mostly maintain employment in these companies. Thirdly, non-refundable grants of PLN 5,000 for those small and micro companies that have fallen or are falling into a very difficult economic situation. And fourthly, exemption from market fees for the entire year 2021, with simultaneous compensation for this exemption to local governments, meaning the state will refinance local governments for this loss in revenue related to market fees – the PM continued.

- In the case of the first three solutions, the criterion for receiving support is as simple as possible. It is enough for the entrepreneur to achieve revenue that is 40% lower compared to October or November of last year, i.e., a period before the epidemic when these values can be properly compared – he noted.

- The solutions presented today concern November. And I would very much wish for all our compatriots, entrepreneurs, that this ends in November, because it will mean that we can already in November or at the end of November change the conditions of operation while maintaining sanitary rigors, allowing many of these entrepreneurs to function in a manner consistent with their business purpose. If this does not happen, if it is necessary to extend these restrictions, then also for December, for January, for subsequent months, we will make appropriate decisions at the appropriate time so that support is available for all entrepreneurs - stated Prime Minister Mateusz Morawiecki at a press conference.

During Joanna Scheuring-Wielgus's speech, as the MP submitted a motion to include points related to the consideration of two Lewica party draft bills on the agenda, female MPs from Lewica stood behind the speaker with banners related to the protests following the Constitutional Tribunal's ruling.

The presiding Deputy Marshal, Terlecki, asked the MPs to leave the podium and put away their posters. He then warned that he "would have to use extraordinary measures." Based on the Sejm's Standing Orders, he called the MPs to order. At that point, the MPs left the podium and surrounded the seats of PiS MPs, including Jarosław Kaczyński.

The Marshal announced a recess and asked the Marshal's Guard to intervene. The MPs began chanting "shame," and other opposition MPs gradually joined them.

The Marshal went down to the MPs. During this time, officers of the Marshal's Guard entered the chamber. Opposition MPs tried to stop them by force, leading to scuffles. Deputy Marshal Czarzasty separated the MPs and the guards.

The guards walked around the MPs and formed a cordon between the PiS MPs and the opposition MPs. Terlecki returned to his seat. Czarzasty continued to calm the MPs, and they slowly began to take their seats, although some remained at the cordon.

Terlecki resumed the proceedings. He stated that he was forced to take extraordinary measures. He called MP Scheuring-Wielgus to order, also stating that the MP was hindering the conduct of the proceedings. Meanwhile, the MP was already seated, which opposition MPs pointed out. Terlecki then called Sławomir Nitras and Klaudia Jachira to order. He then excluded these MPs from the session and ordered them to leave the chamber. Cezary Tomczyk attempted to speak. The Marshal called MP Nowacka to order. He again called MP Nitras to order. He then announced a recess and convened the Convention of Seniors.

The Marshal's Guard attempted to remove MP Nitras from the hall, leading to scuffles. He remained in the hall. After the Convention of Seniors, Terlecki resumed the proceedings and announced a recess until 11:30 AM.

We believe that in the future, Jarosław Kaczyński should answer for his actions, not only as Deputy Prime Minister, but as a person who has led to the paralysis of state institutions, such as the Constitutional Tribunal," he emphasized.

Today, the Government Legislation Centre's list of pending acts awaiting promulgation included a ruling by the Constitutional Tribunal under case number K1/20 – in practice, this is a ruling anticipating a tightening of abortion law. The latest possible date for its promulgation has not yet been set.

- I think the Marshal's Guard, or rather those who issued the order, made a grave mistake, believing the Marshal's Guard is Jarosław Kaczyński's private security. Today, the Marshal's Guard, which protects a dictator in the Republic of Poland, is something symbolic and terrifying, and at the same time, we are dealing with a situation where state services are doing the same on Polish streets, in Polish cities. Today we hear about the use of tear gas against people, we see how the Marshal's Guard behaves in the Sejm chamber on the orders of Marshal Terlecki. This is one big provocation against the people, it's the use of the entire state's instrumentarium to implement their diabolical plan, so that Kaczyński can today appear in precisely this role as a dictator, one who uses the state. But it must be clearly stated. For the entire situation here and now, in the Sejm, in the Polish state, in the case of the Constitutional Tribunal, Jarosław Kaczyński and the PiS party bear personal responsibility - stated Cezary Tomczyk at a press briefing in the Sejm.

- I came to parliament to defend women's rights, our dignity, and our sense of security. The Polish street, ignited by a pseudo Constitutional Tribunal and its so-called ruling issued on the orders of JK, is protesting, and we here in the Sejm have every right, just like citizens everywhere, to say that they have destroyed the democratic order, that they have attacked human rights, and that they have subjected Polish women and Polish families to suffering and fear. And they continue to do the same. They start fires, they insult opposition MPs. What happened, the words that PiS MPs shouted at us, not just Mr. Terlecki, who cannot even remember the names of MPs. I wanted to say that he excluded my late mother, who passed away over 10 years ago, from the proceedings because he confused surnames. This already shows his competence. They are heating up the atmosphere, leading to a situation where there is no debate in the Sejm, only the silencing of microphones and the denigration of the opposition. We simply do not agree to this. These are not the standards that apply in the Polish Sejm. Parliamentary work is not supposed to look like this. This is a place for dialogue, but dialogue with those who send the Marshal's Guard, insult, lie, and abuse is effectively closed today. We demand an apology. Simply. An apology for the outrageous ruling of the Constitutional Tribunal, because this is not an independent tribunal, but one that is 100% dependent on Mr. Kaczyński, and from Mr. Terlecki for heating up the atmosphere and insulting opposition politicians, from Mr. Kaczyński and all other MPs who constantly insulted, pushed, and shoved us, we also demand an apology. But above all, we demand a fair debate on women's rights, because women in Poland have the right to choose, and Polish families have the right to security and dignity, and we will fight for this in the Sejm today and tomorrow – stated Barbara Nowacka at a press briefing in the Sejm.

- Let's solve problems. There are 16,000 COVID infections. There's a problem on the streets. What's happening in the Sejm, you see the protests. Politics is for solving problems. The Marshal's Guard is there to guard the Sejm, not the MPs. There is one solution. Do not publish the [Constitutional Tribunal's] ruling, call a referendum, and enshrine the referendum's outcome in the Constitution. This is what I call for. It is a clear and logical solution - stated Władysław Kosiniak-Kamysz in the Sejm.

“First and foremost, I protest against the use of the Marshal's Guard in this manner. Today, MPs cannot register to speak, they cannot move calmly around the chamber. You are treating the Marshal's Guard as if it were a service in a totalitarian state. This is not the case. The Marshal's Guard is there to defend the Sejm, to guard the Sejm, not to be used as Jarosław Kaczyński's security agency. We must work in this chamber, ensure that this shameful ruling of the Constitutional Tribunal never becomes a verdict, because it is not. We do not recognize this Tribunal, we do not recognize this verdict. All responsibility for the situation that is happening in Poland falls on you, Mr. President. President Jarosław Kaczyński is personally responsible for this. You have brought it about that the Constitutional Tribunal does not exist, and that is your responsibility,” said the head of the Civic Coalition (KO) parliamentary club, Cezary Tomczyk, in the Sejm. „The recent ruling by the Constitutional Tribunal is stirring social emotions, which are being exploited by the opposition for short-term political gains. This is the same opposition that, while in full power not long ago, did little for women making the heroic decision to give birth to a child with severe and irreversible disability or an incurable life-threatening illness. I speak as the Minister of Family, a woman, and I am accompanied by the government plenipotentiary for supporting disabled persons. It is the PiS government and United Right that was the first and only to prepare a comprehensive support program for families, the 'For Life' program. - I want to tell you that what is happening now is blatant manipulation, because we know very well that these over 1000 abortions in dispute overwhelmingly concern situations where disability is suspected, not lethal defects. And it's worth mentioning this when you take 14-15 year olds out onto the streets - stated Paweł Wdówik, the government plenipotentiary for disabled persons, in the Sejm.

- Disabled people can be happy. Disabled people can live happily, whether they have Down syndrome, no arms, no legs, cannot walk, are deaf, or blind. I am not a member of PiS, the public knows this well. I am here because this is the first government that has guaranteed disabled people the opportunity to influence their situation. The first government, and I want to tell you that regardless of political orientation, non-governmental organizations, these organizations cooperate with the government, represented by the government plenipotentiary for disabled people, because they see a chance for their situation to change - stated the government plenipotentiary for disabled people, Paweł Wdówik, in the Sejm.

- I don't want to give examples of when, as a UW employee, I was hanging onto your doorknob, this or that plenipotentiary of previous administrations, just to beg for a three-minute audience. Currently, any disabled person can come and talk to me twice a month - he continued.

- I want to say that manipulating people with disabilities is something at least part of this Sejm excels at. However, solutions like Accessibility Plus, like the law that guarantees disabled people access to public and digital services – you didn't think of that, did you? It was the PiS government that did it. The Solidarity Fund, respite care, please. You fight so hard for it. So why, when we announce the respite care program, do most local governments not even want to reach for this money? We are launching a parallel program for non-governmental organizations, and in the next step, we will introduce this respite care benefit and the disabled person's assistant as solutions that will be statutorily assigned to local governments, because it is due to citizens with disabilities, and we will not wait for local governments of this or that political orientation to take the money or not, because it is provided by the PiS government, the United Right government – stated the government's plenipotentiary for disabled people, Paweł Wdówik, in the Sejm.

„My name is Barbara Nowacka, and I expect you to apologize to my mother, the late Izabela Jaruga-Nowacka, whom you removed from the session today. I am merely reminding you that the Smolensk catastrophe was not yours alone, and everyone perished there. Just as Poland is not exclusively yours, and you have no right to appropriate it” - said Barbara Nowacka from the Civic Coalition from the parliamentary rostrum.

„I very politely apologize to the Honourable Member for the mistake. Of course, I did not remove the Honourable Member or the late Honourable Mother from the session. I apologize” - said Deputy Marshal Terlecki.

„Thank you, Mr. Marshal. At least you have courage, because Mr. Kaczyński has retreated” - replied Nowacka.

Terlecki, around 10:32 AM, during the crisis in the plenary hall, asked a Sejm Chancellery employee sitting next to him what the microphones had registered: „Who is this tall blonde standing there?”. And after his response „Jaruga”, Terlecki stated that he was calling to order Member of Parliament „Jaruga-Nowacka”.

- I wanted to clearly state that the situation we are facing is absolutely scandalous. This is because the rulers made a disgraceful decision, using a pseudo-tribunal to do so. They didn't even have the courage to make such a controversial decision themselves. They have created a true hell for women. They are still trying, they have the audacity to try and shift responsibility onto those who are protesting or onto the opposition. Who ordered the rulers to make such a decision, such a disgraceful decision during an epidemic? Full responsibility for what is happening lies with the government at this moment, because it was the government that made this decision and not another. I wanted to clearly state that I solidarize, and we all solidarize, with the Women's Strike. We are observing closely what is happening on the streets of Warsaw right now - stated Rafał Trzaskowski at a press briefing.

- Regarding tomorrow's strike. I wanted to say that we stand in solidarity with this strike. We will approach everyone wishing to participate in this strike with full favour and will organize the office's work tomorrow in such a way that it will be possible. I immediately want to appeal to the women and men of Warsaw for full understanding of this situation tomorrow. We will also flag buses and trams as a sign of solidarity with the women's strike - stated Rafał Trzaskowski at a press briefing.

- I have made the decision that during all of this that is happening, with gatherings in city streets, there will always be observers on behalf of the city, in order to observe what is happening on the streets of Warsaw - continued the Mayor of Warsaw.

„I speak on behalf of those who say they will be afraid to have children in a Poland that does not care about us. Polish women and men cannot be bought for 4 thousand. You insult dignity like that. On behalf of these people, I accuse you, PiS politicians, I accuse you, Jarosław Kaczyński, of destroying the constitutional order, of leading to chaos on the streets of Poland, of leading to a Polish-Polish war that only leads to contempt and hatred. 16 thousand new infections today, and you are making a fuss in the Sejm because you cannot distinguish lightning from other signs. Shame and disgrace. I accuse you of taking away the dignity of women, of taking away their right to safe and peaceful parenthood, of cynically exploiting disabled people, of using them for your political war. Mr. Macierewicz, I accuse you of war in connection with Smolensk. And Poles will not forget that” - said Barbara Nowacka from Civic Coalition in the Sejm.

- There is no ruling [by the Constitutional Tribunal on abortion], it has not been published. Therefore, the city hospitals, as I decided over the weekend, are functioning normally under currently applicable law, and we will not leave any woman without help, because at this moment this ruling does not exist and we hope that it will not come into effect, because it would simply create hell for women. It is a completely disgraceful decision and was made at the least responsible moment. Such a decision should never have been made, let alone during an epidemic, and this is a pure provocation by the ruling party – stated Rafał Trzaskowski at a press briefing.

„This is not an atmosphere for talks. We know full well that the initiators of these events have a different goal. They are not interested in constructive dialogue. Their political representatives also showed this clearly in the Sejm today. They don't want to talk constructively. We expect such a conversation, and peacefully. First and foremost, peacefully” - said PiS spokesperson Anita Czerwińska at a press conference.

- You are asking me about a fact that did not happen, about a media fabrication. We do not have a candidate [for Ombudsman] at the moment, none has been nominated - stated Anita Czerwińska at a press briefing in the Sejm.

„To what demands? There [at the protests] are various demands. They are voiced in such an atmosphere that it is difficult to hear what the demands are. There are no demands there. - Unfortunately, the epidemic is becoming increasingly serious. I am cooperating with the government, but I also wanted to state clearly that we feel a sense of chaos regarding the decisions being made. No one is consulting strategy with us, and this strategy should primarily be consulted with us. But not just with us, also with everyone affected by these decisions. It is completely unacceptable to me that we are surprised by the government's decisions, that we are often given only a few hours to implement these decisions, including for the fitness industry and restaurateurs. They too are surprised by these decisions, truly from one day to the next, without any consultation. The government must consult its decisions primarily with local governments, because we are on the front lines of the fight against the epidemic, but also with everyone affected by these decisions, and unfortunately, these consultations are lacking - stated Rafał Trzaskowski at a press briefing.

“Polish schools are safe. Confirmed infection cases in Polish schools constitute only about 2% of the total number of infections, which is an absolute minority. Nevertheless, the mobility associated with the entire educational system in Poland is not only about children being in schools, teachers at work, and administrative staff, but also the entire ecosystem of care for children and parents’ commutes” – said Minister Przemysław Czarnek at a press conference.

„We will strive to return to in-person teaching in all possible schools and grades as soon as possible, with the first priority, as soon as it is feasible, being a return to in-person teaching for those who need it most, and therefore this year's high school graduates, eighth graders, and vocational school students who have their exams ahead of them” - said Minister Przemysław Czarnek at a press conference.

- This question must be directed to those individuals who, on one hand, lament that animals are not protected, and on the other hand, so to speak, claim that the possibility of killing someone due to disability is a human right that such a person is entitled to. I believe that anyone using reason, faith is not necessary for this, can see a certain illogicality here. But do not ask those who see this illogicality, but rather ask those who do not see it - said Jan Filip Libicki in an interview with Adrian Klarenbach on Polish Radio 24.

- I am glad that within PSL, the Polish Coalition, MPs are granted absolute freedom on this matter, and I have the freedom to express my views and vote according to them. The Minister of Education and Science, Przemysław Czarnek, has criticized the practice of encouraging students to participate in assemblies during the ongoing epidemic, calling it irresponsible. He also questioned the rationale behind penalizing students who wish to study during university-wide breaks designated for assemblies.

"Encouraging students to participate in assemblies during an epidemic must be called irresponsible. Students are currently facing the threat of contracting the coronavirus, and therefore, any actions that lead them to gather in large numbers are unacceptable. Safety must be the priority."

"Furthermore, I must ask why students who wish to use their time for learning are punished with so-called 'Rector's hours' or 'Dean's hours' when assemblies are announced. These breaks often extend for hours, effectively disrupting the educational process. This is not beneficial for students' academic development."

"The purpose of university is to educate, not to facilitate political gatherings during a public health crisis. We must ensure that the academic environment remains safe and conducive to learning. Alternative forms of participation and expression, if any are deemed necessary, should be considered that do not compromise the health and safety of the student body."

On October 22nd, the Constitutional Tribunal issued a ruling on the compatibility with the Constitution of a provision from the 1993 act, which prohibits abortion but allows it under certain circumstances, including severe prenatal damage to the child or in cases of severe illness leading to death. This ruling is entirely consistent with the Constitution. What's more, in light of the Constitution, no other ruling on this matter could have been issued. Let me remind you that this Constitution was adopted by the parliament in the years '93-'97, passed in 1997. It was a parliament in which the left had a majority, a very significant majority - stated Jarosław Kaczyński in a recording published on social media.

- This verdict has today become the reason or pretext for violent public demonstrations, which are taking place in a particular situation. We are in a severe stage of the COVID epidemic. We are in a state where all sorts of gatherings of more than 5 people are prohibited. We are in a state where these demonstrations will certainly cost many lives. Those who call for them, as well as those who participate, are bringing about a general danger, and therefore are committing a crime, a serious crime. The authorities have not only the right, but also the duty to oppose such events - stated Jarosław Kaczyński in a recording published on social media.

- Nihilism is evident in these demonstrations and attacks on the church, as well as in the manner of expression, the sheer vulgarity of the demonstrators. It all shows very negative aspects of a certain part of our society. And since children often participate in these demonstrations at the call of adults, the harmfulness of this aspect of the undertaking is particularly great - said Deputy Prime Minister Jarosław Kaczyński in a recording.

- We must resist this, I repeat again. It is the duty of the state, but also our duty, the duty of citizens. In particular, we must defend Polish churches. We must defend them at all costs. I urge all PiS members and all who support us to participate in the defense of the church, in the defense of what is being attacked today, and it is not being attacked by chance - said Deputy Prime Minister Jarosław Kaczyński in a recording.

- Very often in these attacks [on churches], one can see certain elements of preparation, perhaps even training. - The situation in Poland is getting worse and worse. After the morning escalation in the Sejm, now comes the speech of Prime Minister Kaczyński, which in no way leads to security, but to the escalation of conflict. Religious freedom is one of the fundamental human rights, but it is the state that is obliged to ensure peace and public order. - This is extreme irresponsibility on the part of politicians who, on the one hand, say that the Polish state is not coping and express concern, worry that we are not coping, that the coronavirus situation is getting worse, and on the other hand, incite behavior that will unfortunately influence how this spread of the coronavirus will look in the near future, in a few, a dozen or so days. This, ladies and gentlemen, affects all of us. Also those who are at home watching us today. Therefore, I appeal to everyone. We have families, we have our children, we have our charges. Hatred is your weapon, which today you have aimed at women. I accuse you that, acting jointly and in agreement with the Minister of Justice, you have built an unlawful, repressive mechanism to stifle a just social protest. You have built a system at the end of which the word dictatorship appears. Yes, there is nothing to fear about this word. This is pure dictatorship à la Łukaszenka. What is happening in Poland is a carbon copy of the events in Minsk, and the role of the Ministry of Justice is becoming identical to its Belarusian counterpart. And today, Deputy Prime Minister Kaczyński, you have confirmed all these accusations. You confirmed them in your address, in which you sounded exactly like General Jaruzelski when he announced the introduction of martial law - stated Borys Budka in the Sejm.

- Yes, Mr. Kaczyński, you are a coward. I emphasize this once again. You are a coward. You didn't even come to this debate to defend a minister who formally reports to you, and I firmly promise from this place. You will answer for this act of aggression against defenseless Poles. And so will everyone who acts according to your orders. Because this is a crime, and for this, you and every member of your government await moral condemnation from millions, but above all, the State Tribunal - stated Borys Budka in the Sejm.

I would like to address those protesting in the streets, those Polish women and the men supporting them. We are with you. Remember that you can always count on our help, both from parliamentarians, deputies, senators, but also from friends and defenders. You will find legal assistance in the offices of Civic Platform politicians. Don't be afraid to approach us during demonstrations if you are harmed by the authorities. You will receive support and help there too. We will win this battle for decency, this fight for the future of Polish women, but I ask you for one thing. Don't let yourselves be provoked, because that's exactly what this government wants, this kind of provocation. Today they will pretend to defend some values. They will want to provoke you, but once again, I earnestly implore you. Be wiser than them. Be guided by the values that these people have long forgotten - stated Borys Budka in the Sejm.

- I am announcing from this place that the next political move will be the submission of a motion of no confidence against you. You have not risen to the role you hold. You wanted to be a retired savior of the nation, but you have become a man who, through his hatred, is setting his own homeland ablaze, and there will never be consent to that - stated Borys Budka in the Sejm.

Deputy Minister of Climate and Environment, Małgorzata Golińska, stated on Polsat News that the government is not withdrawing from the "Five for Animals" program. "We are not stepping back from this program," she said. She also added that it is important to engage in dialogue with breeders. The "Five for Animals" is a legislative package aimed at improving the welfare of animals. It includes provisions such as a ban on fur farming, the end of animal circuses, and stricter regulations on animal transport and slaughter. The program has faced significant opposition from the agricultural lobby, particularly from fur farmers. Despite the protests, the government, led by the Law and Justice party (PiS), has maintained its commitment to the initiative. Golińska emphasized that the government is open to discussions and finding solutions that address the concerns of all stakeholders while upholding the principles of animal welfare.

- Democracy, which guarantees us all the constitutional right to publicly express critical views, often very critical of all authorities, which empowers each of us to express dissent against court or tribunal rulings, including those of the Constitutional Tribunal, has its limits stemming from respect for the freedom of others, also their dignity, and the protection of their property. All of which this same constitution, to which you refer, also guarantees to every citizen. Today, with great sadness, I observe that Mr. Borys Budka and representatives of Civic Platform (PO), representatives of the opposition to the left of PO, are unfortunately engaging in supporting actions that often have little in common with the legal order and democratic opposition - said Zbigniew Ziobro during the debate on the vote of no confidence.

Yes, for many years, there has been a kind of dispute over Poland. A very deep dispute about Poland, of which the recent events, events of the last few days, weeks, months, but also years and decades, are a new manifestation. And looking at it in this context, Minister Ziobro, the Minister of Justice, undertook the task of repairing a ministry that was at the core of irregularities, imperfections, and also, very often, bad and wrongful proceedings and anti-values. And this is why this repair is taking longer. Because indeed, one of the fundamental issues that needed to be regulated after years of neglect was social policy, but understood not only as we understood it during our first term, i.e., policy that compensated large social groups for material deficiencies to the extent it could. But now, especially in our second term, and this was also visible in the actions of the Ministry of Justice before our first term, we are undertaking another task of repairing social policy understood as the state serving those who need this service most, who need this support most - stated Prime Minister Mateusz Morawiecki in the Sejm.

"These reforms, which [Minister Ziobro] is pursuing, often with great difficulty because this is extremely complex material, are crucial to complete if we want to live in a modern country, if we want to live in a prosperous country, and one like in Europe where the justice system is more efficient" – Prime Minister Mateusz Morawiecki said in the Sejm.

You are actually looking for an excuse to generate immense emotions in Poland, to incite Poles against each other, to cause even greater repercussions and consequences during the pandemic for those Poles who yield to your persuasion and decide to engage in this process of extremely aggressive protest, which repeatedly takes the form of actions contrary to the law – said Zbigniew Ziobro during the debate on the vote of no confidence.

- We do not agree to the existence of 'equal and more equal' states within the EU. Poland is an equal partner, a country with the same rights as all other EU countries - stated Prime Minister Mateusz Morawiecki in the Sejm.

The major judicial reform that we undertook in 2015, which was entrusted to Minister Ziobro, is and will be continued – stated Prime Minister Mateusz Morawiecki in the Sejm.

- Fortunately, voters, democracy ensured that [the current opposition] did not make the key decisions regarding the presidential elections in Poland, because if that had happened, today, with approximately 16,000 confirmed cases of virus infections, elections would be taking place - said Zbigniew Ziobro during the debate on the vote of no confidence.

- I appeal for reason, for respect for the law, for respect for the constitution, and for political debate and dispute that fits within its framework - he added.
