The government session will begin at 10:00. On the agenda are the draft budget law for 2021, a draft amendment to certain laws aimed at counteracting the socio-economic effects of COVID-19, and a draft resolution on developing solutions to counteract the negative economic consequences caused by COVID-19.

At 12:00, Prime Minister Mateusz Morawiecki will meet with representatives of all parliamentary clubs. The topic of the talks will be the situation in Belarus.

- This struggle, or perhaps even this war of the modern world, has certainly not ended yet. Its outcome also depends on the cohesion of the entire society, on whether the opposition will be able to understand that the electoral sprint, the jump, the electoral quadruple jump, is behind us. That now we have over 3 years ahead of us for cooperation. Cooperation between the government and the opposition. That is why I also invited representatives of all opposition parties present in parliament to a discussion about Belarus. Because this is today's flashpoint. Here we must act together. The future of all of Central Europe simultaneously depends on how we solve this problem, this Gordian knot, the head of government said in Gdynia.

At 15:00, at the Presidential Palace, President Andrzej Duda will make changes to the Council of Ministers, appointing a new Minister of Health and a Minister of Foreign Affairs.

- I would particularly urge restraint from those with significant political experience, such as Grzegorz Schetyna. It is quite characteristic that I often hear Grzegorz Schetyna being very active on internal matters [of Civic Platform], while I often miss his voice, and I say this with full respect for Grzegorz, on fundamental issues - said Sławomir Nitras on TOK FM.

- Yesterday, right at the party headquarters, I participated in a joint meeting of Rafał Trzaskowski and Borys Budka, and today, probably around 10:00 AM or shortly thereafter, we will participate in another such meeting. We simply communicate together when we have something to communicate jointly. There is no discord between Borys Budka and Rafał Trzaskowski; there is very good cooperation - said Sławomir Nitras on TOK FM. 

- I can only say, confirm that the reconstruction will happen, and Prime Minister Morawiecki will inform about its effects, how it will look, how the government will look, both in terms of personnel and organizational structure, at the turn of September and October - stated Krzysztof Sobolewski in TVP1's "Political Quarter of an Hour".

- Currently, we are in the process of discussing a new coalition agreement. The consequence of this agreement, the new coalition agreement, will include a government reshuffle, but at the same time, it will also bring a new programmatic offensive. As the editor mentioned, now is the time when we can implement further stages of our program, which we ran on in the 2015 and 2019 elections. Part of this program, of course, has not been realized, there wasn't enough time. We have 3 years ahead of us now, and some of the things the editor mentioned will be part of the coalition agreement and the programmatic offensive already this autumn - stated Krzysztof Sobolewski on TVP1's "Political Quarter of an Hour".

The Ministry of Health (MZ) reported on Twitter that 729 new cases of coronavirus infection have been confirmed in Poland. Additionally, 17 individuals have succumbed to the virus.

- A government slimming down will certainly happen. However, how much will change, we are in the midst of discussions, so I would not want to declare today in what formula it will ultimately function, whether it will be 16, 15, or 12 ministries and which institutions will also be merged, so that these competencies do not overlap. This is at the stage of discussions today. We have at least 3, if not 4 weeks left to finalize all the details of this new vision and carry out the government reconstruction - stated Krzysztof Kubów on Radio Wrocław.

- We are also appealing for President Andrzej Duda to finally convene the National Security Council regarding the situation in Belarus. The NSC is the highest-ranking body in our country, enshrined in the constitution, with constitutional justification, which should be responsible for shaping and discussing foreign policy - said Robert Biedroń before the meeting with the prime minister on Belarus.

- We want the Polish government, following the example of the Lithuanian government, which has somewhat taken the lead in the European Union's policy towards Belarus, to recognize the functioning of the interim council [Coordination Council] - he added.

- We have already loosened these regulations. At the request of the Minister of Education, they were slightly liberalized at the beginning of July. We have again appealed to the Chief Sanitary Inspectorate (GIS) with a request to consider the possibility of reducing the required square footage per child, and fortunately, we have a positive response from the GIS. These guidelines will be signed shortly, and thanks to this, the surface area per child will be smaller, and consequently, more children will be able to attend preschool classes - stated Dariusz Piontkowski at a press conference.

During a ceremony at the Presidential Palace, President Andrzej Duda appointed Adam Niedzielski as the Minister of Health and Zbigniew Rau as the Minister of Foreign Affairs. 

- I congratulate you once again, and first and foremost, I thank you for taking on these extremely important offices in difficult times, because both in terms of healthcare and foreign affairs, we see that these are the main topics the media are discussing today. On the one hand, the problem of combating the coronavirus, on the other hand, what is happening at our eastern border, for example in Belarus, as well as in other places around the world, means that these are not easy times for foreign policy – said President Andrzej Duda.

- The meeting with opposition representatives regarding Belarus concluded a few hours ago, and I would like to begin by thanking the representatives of all parliamentary clubs and groups present in this term's Sejm who took a very active part in this meeting. Practically without exception, we all agreed that the most important value for us is for Belarus to be sovereign, to be an independent, free country, and this thought in itself is very significant, crucial, because it also sets the direction for our actions in many areas. Therefore, in this context, we exchanged views, very diverse views, but these views shared a common denominator: Belarus should be a sovereign, free, and democratic state. And the vast majority of us agreed that Poland's actions are appropriate here, and at the same time, we thanked each other - stated Prime Minister Mateusz Morawiecki at a press briefing at the Chancellery of the Prime Minister.

- In a moment, literally in a few minutes, I have a conversation with Chancellor Merkel about Belarus. We are talking with our Lithuanian friends, I am in contact with the Prime Ministers of the Visegrad Group almost daily – Mateusz Morawiecki said during a press conference.

- 20 or 30 people who would be banned from entering the EU is definitely too few for us. We will be discussing, and during my conversation with Chancellor Merkel today, I will indeed raise the issue of sanctions – the Prime Minister added.

- A sovereign Belarus, a Belarus that can decide its own fate, lies in the best interests of the Polish state, and we also deeply believe, in the interests of neighboring countries, its neighbors. I am glad that today, together with representatives of the opposition, we have expressed what may have occurred too rarely in the last 30 years, but what has also been felt in previous years. Namely, that around the most important matters for our homeland – and the matter of a sovereign Belarus and peace in the East, security and peace in the East, is the most important matter – we have been able to build consensus across divisions - stated Prime Minister Mateusz Morawiecki at a press briefing in the Chancellery of the Prime Minister (KPRM).

- During the substantive discussions at this meeting with the opposition, we discussed further steps with representatives of the opposition, as well as possible scenarios. Regarding these further possible scenarios, I promised something that was already in our plans: to discuss scenarios with representatives of the Polish opposition along with our experts. We all jointly appeal for the release of political prisoners, and we loudly appeal for the release of the arrested members of the Coordination Council. It is unacceptable that people who stand for the freedom, democracy, and sovereignty of Belarus are imprisoned by Alexander Lukashenko. I also came forward with a proposal for cross-party support for initiatives from Belarusian communities in Poland, including the Belarus House Foundation and the Free Belarus initiative, which present various projects and programs. We support these initiatives with the Polish state budget, and our goal is to support these democratic transformations. We appeal for all political forces to support these actions – stated Prime Minister Mateusz Morawiecki at a press briefing at the Chancellery of the Prime Minister (KPRM).

- He has a chance [Prime Minister Morawiecki] to have this activity, with the opposition on his side, with the possibility of extending this activity to all parliamentary clubs in the European Parliament, as well as to the European Commission. It is important that the EU and European structures speak with a Polish voice. Just as it was in the past concerning Ukraine, Georgia, Moldova, and the Eastern Partnership. This is very important, and he has a chance. I believe that Prime Minister Morawiecki can play a significant role in this matter, with this level of activity. 100% support, and regarding ideas, we have spoken very clearly. There is no alternative here. Only strong engagement in European policy can support Belarusians, can force Lukashenko to abandon the methods of these drastic, aggressive, brutal interventions that we have seen. We all care about this - stated Grzegorz Schetyna in an interview with Dorota Gawryluk on Polsat News' "Gość Wydarzeń".

- This is a new stage. Today marks a new stage. I deeply believe it offers a new chance. We must be absolutely involved at the forefront. Not wait and observe, saying that Belarusians must resolve this matter among themselves, because democracy and the law are being violated there. The elections were falsified. There's no calculation here. Today, the greater Poland's influence on European policy and a firm European "no" is, the better for us in the future, in building relations with Belarus - stated Grzegorz Schetyna on "Gość Wydarzeń" (Guest of Events) on Polsat News.

- We must dedicate the coming months to building a new opposition structure. Because if we hear that these are political parties, the parliamentary ones, then we also have to talk about civic movements, about Szymon Hołownia or Rafał Trzaskowski, about those ideas that exist - stated Grzegorz Schetyna in "Gość Wydarzeń" on Polsat News.

- The government is responsible for the epidemic situation, and it is the government that should equip us with all the means that can help us prevent infections. However, the government offers some aid, but only for the very beginning. For example, they offered us masks for literally two weeks of school operation - said Rafał Trzaskowski in an interview with Grzegorz Kajdanowicz on TVN24's "Fakty po faktach".

- I am relying primarily on local government officials; they will be the backbone of this movement. Above all, I do not intend to organize a large structure at the very beginning. We primarily want to test ourselves through action. On September 5th, I will explain in detail which legislative projects, how we will build an expert base, how we want to organize people's activities, especially when it comes to reaching those citizens to whom it has been difficult for us to connect - said Rafał Trzaskowski on TVN24.

- Therefore, we say, we are in this post-election phase, after one, then another, then a third election, in a new situation within the parliamentary club, with the necessity of choosing a new leader. We are discussing this. I believe we must show that Platforma also draws conclusions and presents new faces. It is capable of relying on people from the second, sometimes third tier, who function well within the parliamentary club but already possess experience and represent a new opening – stated Grzegorz Schetyna on Polsat News's "Gość Wydarzeń".

- There will be an away club meeting, a parliamentary club [Civic Coalition]. Likely closer to Warsaw, and in a place that won't evoke further emotions. We need such an open conversation within PO, KO, and a redefinition, meaning showing new goals, the path that lies ahead for PO - stated Grzegorz Schetyna on "Gość Wydarzeń" (Guest of Events) on Polsat News.

- This idea for this kind of energy was born precisely through concrete action. Through organizing signature drives, through organizing debates and reaching those places where the opposition is not strong. And I emphasize once again, this is not meant to be competition for political parties, it is meant to be a supplement. I recall that PiS won partly because they knew how to organize citizens. Not just within a political party, but they created "Gazeta Polska" Clubs, they created all sorts of institutions that later served as their expert back-up, they created online platforms, and later created a network of institutions that allowed them to win elections. We never did that. The time has come to support political parties, all opposition parties, with precisely this type of concrete action – Rafał Trzaskowski said on TVN24.

- The Civic Platform must change. It must open up to new people, it must have a distinct program. It must have new ways of selecting its members, so that it becomes as broad and mass party as possible. This is because, at the moment, it's not at all easy to join the Platform, and we want to change all of that - said Rafał Trzaskowski on TVN24.

- If someone has expectations, like some commentators do, that I will be criticizing PiS from morning till night and that I will behave like a political party, then they clearly don't understand what is needed in today's political life in the country. Political parties are for commenting, for this daily struggle, for criticizing PiS - said Rafał Trzaskowski on TVN24.

- Of course, discussing money, discussing raises at a time when a crisis is looming, when everyone is tightening their belts, was a mistake. I am very glad that we quickly retracted from that mistake and that the Senate made the decision it did. I also want to say clearly, yes, at some point, we will have to discuss politicians' earnings without emotion, because I remind you that Jarosław Kaczyński cut those earnings by 20%. However, it is certainly not the right moment to do so - said Rafał Trzaskowski on TVN24.
