Friday's Political Agenda: PM Morawiecki on a Comprehensive Project of Solidarity with Belarus, Additional Sejm Session, General Nominations Ceremony, PM at A2 Road Section Opening

As we wrote on 300POLITYKA, today Prime Minister Morawiecki will present a comprehensive project of solidarity with Belarus in the Sejm, a project he will discuss with Pompeo, among others. He will also come forward with a new political proposal for the European Union.

A supplementary, one-day Sejm session will begin at 10:00 AM with the first reading of a government bill on a special compensation benefit for anti-communist opposition activists and persons repressed for political reasons.

At 11:15 AM, the Sejm's committee will hold the first reading of the so-called bill submitted by PiS, which would lift the responsibility of officials for actions taken during the epidemic. The second reading is scheduled for 1:00 PM, and the adoption in a block of votes between 2:00 PM and 5:00 PM.

It is also possible that a bill to increase salaries, among others for parliamentarians, will be included in the agenda – the proposal was adopted by the regulations committee yesterday evening and already has a Sejm print number.

At 5:00 PM, the Sejm will hear information on the activities of the Ombudsman and the state of adherence to freedoms and human and civil rights in 2019. The session, according to the plan, will conclude at 6:30 PM.

President Andrzej Duda will participate in the celebrations of the Polish Army Day on the Centenary of the Battle of Warsaw. At 10:30 AM, a ceremony for the awarding of general nominations will take place at the Presidential Palace. At 12:00 PM – the opening ceremony of the new building of the Józef Piłsudski Museum in Sulejówek, and at 7:00 PM – the Roll Call of Remembrance before the Monument to the Fallen in 1920 at the military cemetery in Powązki.

At 11:30 AM, Prime Minister Mateusz Morawiecki will participate in the opening of the A2 motorway section – Lubelska junction. Meanwhile, at 12:00 PM, a press conference by the Minister of National Education, Dariusz Piontkowski, will be held on the topic of "important changes in exams".

Sejm Unanimously Condemns Lukashenka's Brutal Violence and Repression Against Belarusian Society, Alongside Election Fraud
Recalling the shared struggle of Poles and Belarusians for freedom and democracy, especially on the centenary of the Battle of Warsaw in 1920, and remaining faithful to the tradition of Solidarity on the 40th anniversary of its establishment, the Sejm of the Republic of Poland strongly condemns the brutal violence and mass repression against Belarusian society by Alexander Lukashenka's authorities, as well as the falsification of the presidential election results in the Republic of Belarus on August 9, 2020. As a result of the unprecedented scale of brutal violence unleashed against Belarusian citizens, two people have died, several hundred have been injured, over 7,000 have been arrested or detained, and a vast number of participants in peaceful protests have been beaten by OMON officers, militia, and special units. In light of this dramatic situation, the Sejm of the Republic of Poland wishes to assure all Belarusians of our solidarity and support. We strongly demand that the authorities in Minsk immediately release all arrested individuals and cease reprisals and the use of violence against society. We unequivocally condemn the deprivation of Belarusian citizens of the opportunity to participate in free, democratic elections and to freely express their views. The intimidation of opposition candidates and their imprisonment, the restriction of fundamental freedoms, including the right to assembly and freedom of speech, and the use of brutal force do not serve to strengthen the independence and sovereignty of the Republic of Belarus. The Sejm of the Republic of Poland, bearing in mind the well-being and development of Polish-Belarusian neighborly relations, calls upon the authorities in Minsk to immediately commence a peaceful dialogue with society, which is the only path to building a prosperous future for Belarus. The Sejm of the Republic of Poland appeals to the Polish Government to launch humanitarian aid for the victims of persecution in Belarus and to create opportunities for the swift acceptance of political refugees from Belarus. The Sejm of the Republic of Poland calls upon the European Parliament, the Council of the European Union, and the European Commission to take decisive action to support Belarusian civil society.

The parliamentary committee on public finance will indeed deal with the proposal during its first reading today, but the Sejm has not agreed to apply the provision from the Sejm's rules of procedure that allows for shortening the legislative process and proceeding to the second reading immediately after the MPs receive the committee's report.

In practice, as informed by Marshal Witek, the Sejm will not adopt the bill today, and its consideration will take place at the next sitting. "After the report is delivered, we will process it at the next Sejm sitting," said Elżbieta Witek.

PiS lost the vote because as many as 46 MPs did not participate in it. Only 178 MPs voted "for," and 201 voted against.

The proposal submitted by PiS this week concerns "introducing a solution that will allow for the exclusion of unlawfulness of an act consisting of the breach of official duties or other regulations by a person acting to prevent and combat the infectious disease COVID-19, and extending the validity of the provision that forms the basis for ordering an employee to perform remote work."

- As part of the plan of solidarity with Belarus, we are proposing a 5-point plan. Firstly, support for the repressed – those fired from their jobs, beaten, or harmed. We will expand and broaden the Polish-American program of assistance for the repressed. For several years now, Poland has been a country where many Ukrainians from war-torn territories occupied by Russia have found their second home. Similarly, Poland can become a second home for repressed, harmed Belarusians – said Mateusz Morawiecki during his address in the Sejm. - We will also propose a scholarship program named after Wincenty Konstanty Kalinowski. He is a common hero of Belarus, Lithuania, and Poland. This program is for students and scientists who have been expelled from Belarusian universities as a result of repression. They will have the opportunity to study and work in Poland. It is impossible to predict today how many Belarusian citizens will find themselves in such a situation, but we want to enable all those who are repressed by the authoritarian authorities of Belarus to come to Poland, develop here, and live here. - The third point is facilitated entry into the Republic of Poland, which means waiving visa fees, and in special circumstances, allowing entry into Poland without the proper documents. This is a procedure prepared within the framework of the Schengen Agreement, the so-called humanitarian visa, as well as facilitating access to the labor market. Thanks to our program, it will be easier for repressed Belarusians to enter Poland. - The fourth point is assistance for independent media. This includes, among others, Biełsat, Karta’97, Radio Racja, and support for independent media and publishers in Belarus. At a time when the internet in Belarus can be shut down from hour to hour, it is important to have as many channels as possible for Belarusians to connect with the free world. In these difficult days, Belarusian journalists have passed the test. Belarus cannot turn into a space of falsehood and manipulation. It needs media pluralism. Therefore, through the International Solidarity Fund, we will create permanent financing mechanisms for independent media. - The fifth point is a new program of the International Solidarity Fund for non-governmental organizations supporting civil society in Belarus and supporting independent media there. Non-governmental organizations are often a forge of talent and innovation, but this time Polish non-governmental organizations will have the opportunity to support Belarusian citizens in building free media and ensuring the free flow of information – stated the Prime Minister.

Law on Politicians' Pay Raises Passed by the Sejm
