Tuesday's Political Agenda: Sejm to Discuss Senate Amendments to Presidential Election Act, Health Committee on Szumowski's No-Confidence Vote, PAD in Mazovia

At 11:00 AM, the Sejm's health committee will consider and provide an opinion on the Civic Coalition's (KO) motion for a vote of no confidence against the Minister of Health, Łukasz Szumowski. It is currently unknown when the Sejm will address the motion from the largest opposition party.

At 3:00 PM, the Sejm will resume its session. The only planned item is a 2.5-hour voting block, during which Senate amendments to the act on special rules for organizing general presidential elections called in 2020, with the possibility of postal voting, will be considered. After the aforementioned act is published in the Journal of Laws, the Marshal of the Sejm will be able to call the presidential elections.

President Andrzej Duda will visit the Mazovian Voivodeship. At 12:30 PM, PAD will participate in the announcement of the "My Water" program inauguration. Further statements from the president are planned for 2:10 PM in Tyszki Nadbory and 3:00 PM in Troszyn.

At 10:30 AM in Namysłów, Szymon Hołownia will have a "coffee with local government officials" meeting with representatives of the "Friendly Local Government" association, at 11:00 AM - an open meeting with residents, and at 12:00 PM - a press briefing. At 3:00 PM, there will be a meeting with residents of Dzierżoniów, and at 4:30 PM - with residents of Świdnica.

As we wrote on 300POLITYKA, a significant event is likely to take place today, during which Prime Minister Mateusz Morawiecki, along with the Minister of Health and doctors, will present how the healthcare system is coping with the pandemic and what actions are being taken to prepare for a potential next wave of coronavirus spread. The head of government also has video conferences planned for today with the Visegrad Group and the President of the European Council.

PM on Pandemic: Unfortunately, there were people who refused to cooperate. This included prominent opposition figures who, along with their allied media, tried to rock the boat.
This was a time when Poland needed unity. We needed to unite, which is why I invited the opposition to meetings. This is why the President organized meetings within the framework of the National Security Council. We extended a hand to the opposition, we wanted to talk. It was a time when many people were in immense uncertainty, and if I can look myself in the mirror today with a clear conscience, it is primarily because when I travel around the country and meet with people – nurses, doctors, teachers, farmers, people from all professions – they too know and feel that the decisions made then, under dramatic circumstances, were the right ones. Perhaps they still remember the Minister of Health from 11 years ago, who at the time said: sleep soundly, don't worry too much, just keep working, or the then-Prime Minister, who spoke of the world going hysterical, and this was at a time when there were already 133,000 swine flu infections in Poland. Faced with such unknowns and such tragedies as occurred in Italy, Spain, France, Belgium, Sweden, in the wealthiest countries in the world, we did not want that to happen. This is precisely why, today in Poland, 90% of ventilators are free, and this was the case even during those dramatic weeks – a vast majority of ventilators were always available. That the number of beds in specialized hospitals and infectious disease wards was utilized at a maximum of 20-30%. Because we were waiting for every person, because we did not want to allow anyone to suffer due to the inability to provide them with help. As happened in Sweden, in France. Because, you see, it never occurred to us that one could select people. This one can be treated, this one cannot, because there is a shortage of equipment in the wealthiest country in the world, the wealthiest countries in the world. Because for us, human dignity is the highest value, and human life is the highest value – stated Prime Minister Mateusz Morawiecki at a press conference. And then, unfortunately, there were also those who refused to cooperate. This included prominent opposition figures who, along with their allied media, tried to rock the boat, as is sometimes said. That is, instead of ensuring calm and helping, they tried to throw sand in the gears. And we said a firm 'no' to that. We are united, we are solidary. We need equipment, good organization. Does anyone believe that during the time of the opposition, this organization would have been better? That if today's opposition were in power, they would have organized this whole process better? From borders, lockdowns, quarantines, equipment, medical equipment, healthcare, resources, budget. Above all, there would be a gigantic budget hole, because that was the situation during their time, during the times of Civic Platform, Civic Coalition, Mr. Trzaskowski's party, Mr. Budka's party. That was the state of the budget then, that the Polish state would not even have been able to afford such a defense. It is worth considering this, because today we clearly see that thanks to the discipline and cohesion of the Polish nation, the nation is emerging victorious from this struggle. And for this victorious struggle, this difficult path, we would all like to thank the people for their discipline, responsibility, and solidarity. This is a great matter, because this is the biggest crisis that has befallen the world and Poland in decades, if not longer, if not even earlier – PMM continued to say.

They saved us and caused us to be able to fight for this normalcy today. That we are going in a better direction today. We can go a better way, a safer way, safer for health, for saving jobs, and I thank all our countrymen, all Poles, for such a wonderful attitude, for the fact that we were and are together - stated Prime Minister Mateusz Morawiecki at a press conference.

Firstly, it was Civic Platform that considered not joining the EU's vaccine purchases its greatest success in the fight against swine flu. What's more, the contractors who offered goods in the joint tender increased prices after the tender concluded, and member states bought smaller quantities for the same money, with delivery times likely being several weeks. So everyone is still waiting. Fortunately, the epidemic is already decreasing in many countries, but we will probably be waiting a long time for these deliveries - he continued.

I would like to ask how you will vote in today's vote, when we consider mixed voting, which includes a postal option, secured for all Poles, but also a traditional voting method. "There is a special company established to prepare a prototype, and then produce millions of electric cars. Sejm Concludes Work on Presidential Election Bill; Some Senate Amendments Adopted

One of the more significant amendments stipulates that it will not be the Marshal of the Sejm, but the National Electoral Commission (PKW), in the event of a sudden and significant deterioration of the epidemic situation within a given municipality or its part, upon the request of the Minister of Health, no later than 7 days before the election, that can order, by way of a resolution, voting exclusively by correspondence in that area.

However, amendments proposing to extend polling station opening hours – from 6 AM to 10 PM, the collection of signatures for new candidacies via ePUAP, as well as the proposal for the Marshal of the Sejm to set the election calendar in agreement with the PKW (rather than after seeking an opinion) – were rejected.

An amendment also failed to gain majority support, which would have granted new presidential candidates at least 10 days to collect the required 100,000 signatures. The bill will now be sent to the President. Following his signature and publication in the Journal of Laws, the Marshal of the Sejm will announce the presidential election – either today or tomorrow.
