But suddenly, this week, opposition representatives in the Senate began to use their old tricks again, familiar to us all, obstructing work on the electoral law, and Speaker Grodzki, despite the word given by Speaker Witek, postponed the vote on these important changes to electoral law once again, without which elections cannot be called and presidential elections cannot be conducted under these conditions. The current accrual basis for VAT settlement, i.e., the obligation to pay tax on issued, but unpaid invoices, is one of the causes of payment backlogs that worsen the financial liquidity of enterprises. The cash-based accounting method we propose could contribute to improving financial liquidity and, consequently, the situation of companies. I am convinced that such simple and transparent rules will not only make life easier for businesses but also provide the state with a greater ability to identify irregularities.
Since the beginning of the crisis caused by the coronavirus, we have been calling for solutions to improve liquidity by providing companies with cash, especially those that were cut off from it overnight. A study conducted at the beginning of April this year by the Union of Entrepreneurs and Employers shows that as many as 65% of SMEs declared that the epidemic has already worsened their business operations and condition, and 58% predict a worsening of their condition by the end of the third quarter of this year.
We are in the process of "unfreezing" further sectors of the economy whose activities were restricted or even closed due to administrative decisions. I understand – this was necessary, as people's health and lives are the most important matters. However, it is also extremely important to ensure the functioning of companies, which after all build societal prosperity. Without their contribution, the state could not meet even the basic needs of Poles. It is primarily small and medium-sized enterprises that sustain the state treasury. It is they, thanks to entrepreneurship and economic patriotism, who provide about 70% of GDP. Small, family-owned businesses employ over 75% of working Poles! Furthermore, 70% of SMEs have no credit exposure, meaning they must finance their entire operations with their own funds. In such a situation, any delay in payments poses a serious barrier to their ongoing operations.
There is also financial assistance from the state. However, the financial shield proposed by the government is just the beginning. We don't know how long the pandemic will last, and time is a key variable here. State aid will not last forever, so it needs to be supported by other actions. In addition to sensible reforms that reduce bureaucracy, accelerate digitalization, and adapt the country to new economic and social challenges, there should be something else – something that can be described as business solidarity. Because if a company is making a profit, it cannot set aside all earned money for a "rainy day" without paying contractors on time for services rendered. And if they haven't received payment, how are they supposed to cover their tax obligations? That's not the way! Cash flow in the system must continue.
It is worth fighting for "payment morality" by all means. In addition to ensuring liquidity through shield subsidies, if we can, we should pay our obligations. This is particularly important now, during the coronavirus pandemic, as payment backlogs are the bane of many Polish entrepreneurs. This is especially true when considering the results of the Coface Payment Survey, which show that Polish companies in 2019, i.e., even before the crisis, experienced delays in payments received, which averaged as much as 57.2 days, compared to 35.5 days in Germany. Looking at the economy from a long-term perspective, we should appeal for this entrepreneur solidarity to shorten payment terms, not extend them, if it is possible. Managing liquidity by not paying obligations is not a good solution. It is bad for the economy and will sooner or later backfire on whoever acts this way.
It is said that a positive consequence of the pandemic will be greater social solidarity and sensitivity, a willingness to help others. We will see how long this positive energy and empathy, including economic empathy, will last. We all know the worn-out saying that you can't get blood from a stone. The question remains whether, when the stone has something to drink, it will share it with others? For the good of our entire economy and our common good – it should.

The #nowliquidity campaign, initiated by the Institute of Economic Thought Exchange, aims to draw entrepreneurs' attention to the fact that one of the elements guaranteeing a relatively safe passage through the crisis and maintaining financial liquidity is the timely payment of invoices and obligations by all enterprises that are able to do so, thereby counteracting payment backlogs.
