Wednesday's Political Agenda: President with Local Governments in the South, Recalling Veto on Audit Offices Act, PM on Easing Restrictions, First Day of Sejm Session
President Andrzej Duda will be in southern Poland on the occasion of Local Government Day. He will visit the Małopolska Voivodeship: in Grojec, Alwernia, Wola Rzędzińska, and Grzybów in Świętokrzyskie. The President's remarks are planned for: at 11:30 AM in Alwernia during a meeting with village heads, at 1:55 PM in Wola Rzędzińska at the Municipal Sports Stadium, and likely around 6:00 PM in Grzybów. According to sources close to the head of state speaking to 300POLITYKA, Andrzej Duda will discuss his cooperation with local governments, exemplified by his first veto in July 2017 against the act pushed by PiS that subordinated regional audit offices to central government authority. Commentators believe that PAD thereby thwarted more serious attempts at direct control over local governments and the threat of widespread appointment of commissioners. PAD heeded the appeals of local government organizations at the time. "The President listened to the voices of local government officials, especially organizations representing various levels of local government in Poland, who pointed out that the act would give central government excessive power to interfere in the operations of local government", explained the then-Presidential Spokesperson in July 2017. Perhaps, as sources tell 300POLITYKA, a videoconference will take place during the field visit between President Duda and Brazilian President Jair Bolsonaro. *** - In the morning, Prime Minister Mateusz Morawiecki will present the schedule for the next stage of lifting restrictions related to the coronavirus epidemic, announced government spokesperson Piotr Müller yesterday. This is likely the most anticipated media event of Wednesday. *** The 12th session of the Sejm will begin at 10:00 AM with the first reading of the government's draft bill on subsidies for interest rates on bank loans granted to ensure financial liquidity for entrepreneurs affected by COVID-19. A finance committee session on this matter, to review the government's proposal, is scheduled for 1:30 PM. *** The deliberations of the upper house will last until 5:00 PM today, according to the plan. MPs will not, however, deal with the motion to dismiss Jacek Sasin today – this point is scheduled for tomorrow.

Dera on the First President's Election: The Supreme Court Said in 2017 That a Protocol Indicating the Most Voted Individuals Was Sufficient, and the Rest Was Up to the President. And So It Happened.

- Perhaps the simplest thing is to refer back, because there was a dispute as to whether the [general] assembly had to conclude with a resolution or not. This dispute was resolved by the Constitutional Tribunal, I believe in 2017, and the most interesting aspect there is the Supreme Court's position, signed by the then spokesperson, now head of the Criminal Chamber, Michał Laskowski, who stated that a protocol indicating the individuals who received the most votes was sufficient, and the rest was already up to the president. And that is what has happened now - stated Andrzej Dera in "Rozmowa Piaseckiego" on TVN24.

Witek:

Despite earlier announcements, we are observing obstruction. A cynical game aimed at destroying the state and its institutions is underway

Today, we cannot name a date for the elections because the act regulating this electoral process is currently in the Senate, and as we have seen over the past two weeks, nothing has happened in the Senate, nothing that would cause this act to be considered by the Senate. Despite earlier announcements from the Speaker, as well as opposition senators and MPs, that there would be no obstruction of this act, we are nevertheless observing this obstruction. A cynical game aimed at destroying the state and its institutions is underway” - said the Marshal of the Sejm, Elżbieta Witek, on Radio Jedynka.

08:01

Witek:

The Amendment Proposed by the Deputy Marshal from The Left Shows the Opposition Aims for Elections Not to Occur Before August 6th

The amendment, which was submitted by the Deputy Marshal from The Left, introducing a vacatio legis until August 6th, indicates that the opposition is aiming for the elections not to take place before August 6th. We are in a very serious situation, facing the election of the President of the Republic of Poland” - said Sejm Marshal Elżbieta Witek in an interview on Radio Jedynka.

08:04

Witek:

Demands for President Duda to Resign for Opposition's Convenience are an Even Greater Absurdity

"Demands for President Andrzej Duda to resign from his office simply because it is convenient for the opposition are an even greater absurdity. There is time, there is an opportunity, we are ready to work, we have shown this. We have also shown that we are ready to accept the technical amendments proposed by the opposition. We demand that the Senate seriously consider this bill," stated Sejm Marshal Elżbieta Witek in an interview with Polskie Radio Jedynka.

08:06

Dera:

The Constitution Does Not Foresee Elections Not Being Held

- For me, it's an unimaginable thing [that there would be a vacancy in the office of president and the duties would be taken over by the Marshal]. The Polish Constitution does not foresee anything like elections not being held. Not holding elections is a negation of democracy. Poland wants to be a democratic state, and the foundation of democracy in any state is elections - stated Andrzej Dera in "Rozmowa Piaseckiego" on TVN24.

08:12

Dera Asked Who Should Pay Over 68 Million PLN for May 10th Election Preparations: "Perhaps a Collection Among PO Senators Who Didn't Want These Elections. Perhaps That Could Somehow Raise This Amount."

- I cannot answer the question of who should provide this money. Perhaps a collection among Civic Platform senators who didn't want these elections. Perhaps that could somehow raise this amount – stated Andrzej Dera on TVN24's "Rozmowa Piaseckiego" when asked who should pay over 68 million Polish zlotys for the preparations of the May 10th elections.

08:15

Biedroń:

Today We Will Protest Against Shield 4.0, Which Is Not Pro-Worker

- Today we will protest against this Shield 4.0, which is not pro-worker. It cannot be the case that someone who has it tough today, and workers are being pushed onto 'śmieciowe' contracts, onto sole proprietorships, will pay the highest price for this crisis, and that is why today, at a press conference during an appearance in the Sejm, we will defend - said Robert Biedroń in an interview with Polsat News' "Graffiti".

08:15

Dera:

The Civic Platform Also Dislikes the June Deadline and Will Do Everything to Prevent Elections from Being Held. I Can Say Directly That the Opposition's Actions, Especially the Platform's, Amount to Preventing Poland from Being a Democratic Country.

- As of yesterday, we have a new sequence of events. The Civic Platform also dislikes the June deadline and will do everything to prevent elections from being held in Poland. In other words, I can say directly that the opposition's actions, especially the Platform's, amount to preventing Poland from being a democratic country. There will never be consent for this, neither from the president nor from the United Right - stated Andrzej Dera in the "Piasecki's Conversation" on TVN24.

08:22

Biedroń:

I've restarted a campaign that doesn't exist, but will exist

- We are preparing for a restart. As you know, Mr. Editor, we cannot appoint a campaign staff, there is no staff because we cannot appoint one - Robert Biedroń said in Polsat News.

- I have restarted the campaign - Biedroń continued.

- A campaign that doesn't exist? - the journalist pressed.

- That doesn't exist, but will exist. You know very well that PiS is doing this deliberately, that there will be little time, that Andrzej Duda will be shown 24 hours a day on public television, and we won't be - he added.

08:28

Sasin:

State budget covers election costs. But I'm wondering, if the opposition keeps boasting that the elections didn't happen and it's their great success, perhaps they could share the costs of these unheld elections.

- There's no miraculous discovery here. Indeed, the packages are in the Poczta Polska warehouses, as we heard. Well, to the question of who will pay, normally, this type of election cost is covered by the state budget. But I'm wondering, I'm observing everything that's happening around these elections, and the fact that the opposition keeps trumpeting and boasting that these elections didn't happen and it's their great success, that they blocked these elections, perhaps they could share the costs of these unheld elections - said Jacek Sasin in an interview with Robert Mazurek on RMF FM's "Morning Interview".

08:36

Sasin on Opposition's Accusations: Talking about prison or any criminal liability is complete nonsense. All actions were taken based on legal provisions.
I've heard so many times over the last 4.5 years that we'll all end up in prison that it really doesn't make much of an impression anymore – Jacek Sasin said on RMF FM. It would be good if politicians ended up in prison when they commit crimes. That would be normal. However, in this case, talking about any prison sentence or any criminal liability whatsoever is complete nonsense. All actions were taken based on legal provisions, on a law that was also voted on by Civic Platform MPs – added the Deputy Prime Minister.

09:24

Grodzki on Presidential Elections: It's Not About Dates. It's About Certain Principles We've Adhered to in the Senate Since the Very Beginning

- It's not about dates. It's about certain principles that we in the Senate have adhered to from the very beginning, to ensure equal opportunities for all candidates, for these elections to be fair, to truly reflect the will of the nation, and for the president elected in these elections to have a full mandate, so that no one challenges the validity of these elections, neither the Supreme Court, nor any internal or external entities - stated Tomasz Grodzki in TVN24's "Rozmowa Piaseckiego".

- This situation from a constitutional point of view is more complicated, perhaps, than the Gordian knot. However, in the Senate, we are also listening to the voices of local government officials, postal workers, and many are saying that June 28th is a very tight deadline in terms of preparations, and perhaps a later date like July 5th or July 12th would be better. We don't know this for sure yet, because three combined committees will continue their deliberations. So many minor, detailed aspects have emerged. Let me remind you that we are still actually waiting for the PKW resolution to be published - the Marshal of the Senate continued.

09:28

Grodzki on Presidential Elections: The Bill Will Likely Return to the Sejm from the Senate with Numerous Amendments

- Presumably, this bill [concerning presidential elections] will return to the Sejm from the Senate with numerous amendments. Not to mention those provisions you have in mind. Because I recall there was a simple way through declaring a state of natural disaster, which we actually had, but it just wasn't named. A 90-day waiting period, and everything would have been fine. At this moment, I believe these elections should take place, we should participate in them to express our will as to who, in our opinion, should be president. However, the date itself is, in my opinion, secondary to the principles that should guide us and that the Senate has been guided by from the very beginning - stated Tomasz Grodzki in "Rozmowa Piaseckiego" on TVN24.

09:49

Grodzki:

The Sejm Should Be Grateful We're Improving a Document Drafted in a Room by Two Gentlemen, Which Deeper Analysis Shows is Far from Perfect

- We meet frequently for working sessions. If we send back this bill [on presidential elections] on Monday or Tuesday, it will still be a long way from 30 days. That's point one. Point two, we didn't make any solemn promises. We are simply diligently carrying out the work that the Sejm again did in some sort of legislative express - stated Tomasz Grodzki in "Piasecki's Conversation" on TVN24.

- I have nothing to reproach myself for in this matter. On the contrary, I believe the Sejm should in some way be grateful to us for improving a document created in the privacy of a room by two gentlemen, which – as deeper analysis reveals – is very far from perfect. And that is the task of the Senate - he continued.

09:51

Grodzki on Presidential Elections: There's a Will to Finalize This Bill at the Next Senate Session

- We have held meetings with the democratic opposition clubs. There is a will to finalize this bill [on presidential elections] at the next Senate session, and both PiS senators and everyone else are aware of this – stated Tomasz Grodzki in "Rozmowa Piaseckiego" on TVN24.

10:11

Budka:

After the PKW Resolution Becomes Final, Elections in June or July Will Be Constitutionally Legal

- In my assessment, after the resolution of the PKW [National Electoral Commission] becomes final, then they [elections in June or July] will be constitutionally legal and we will participate in a formula that ensures organization by the PKW, not by Jacek Sasin, as was the case with the postal elections. And secondly, if they are organized by local government officials, they will be organized by local governments - said Borys Budka in an interview with Jacek Prusinowski on Radio Plus's "Sedno sprawy" [The Core of the Matter].

10:17

Budka:

The Senate is Catching Up on All Sejm's Delays. There Were No Committee Meetings in the Sejm, No Substantive Discussion, No Opinions
There is no delay from the Senate, that's one thing. The Senate is working according to the Polish constitution, it has 30 days. Unfortunately, there was no substantive work on this bill in the Sejm. The bill was passed within 24 hours, Borys Budka said on Radio Plus.

- Please note that the Senate is catching up on all the Sejm's delays. There were no committee meetings in the Sejm, no substantive discussion, no opinions. The Sejm steamroller has passed, and another legal blunder, he added.

10:23

Budka:

Sasin Gently Blames Morawiecki. There's Madness and Panic There. If We Look at How PLN 69 Million Was Spent Without Legal Basis, It's a Crime. These People Should Be Imprisoned.

- Jacek Sasin is gently shifting the blame onto Prime Minister Morawiecki. He says that based on his decisions and the instructions of PWPW (Polska Wytwórnia Papierów Wartościowych - Polish Security Printing Works) or Poczta Polska (Polish Post), certain orders were placed. I believe there is already madness and panic there. If we look at how PLN 69 million was spent without legal basis, it is a crime. These people should be imprisoned. It cannot be the case, in a democratic, European country, that regulations do not apply, and some official or another spends tens of millions of zlotys - said Borys Budka on Radio Plus.

Gliński to the Opposition: You Only Care About Quarrels, Slanders, Insinuations, and Lies, and Everyone Sees It

- This is precisely what parliament looks like with your participation. Fortunately, Poles see this and will judge it in individual elections, in the recent ones and the upcoming ones, those that are coming and will be held in June, Poles will also judge. You only care about quarrels, slanders, insinuations, and lies, and everyone sees it - stated Piotr Gliński in the Sejm.

11:28

Gliński Responds to Opposition: "Vile, Unsubstantiated Accusations Were Made Here. Szumowski Never Supervised the Agencies You Mention."

- Vile, unsubstantiated accusations were made here. The Member of Parliament is mistaken. Perhaps it is also something more than a mistake, because Minister Szumowski never supervised the agencies you [MP Szczerba] are talking about. If you had any orientation in this matter, you would also know that these agencies, even during your government's term, operate according to certain procedures that are transparent, accessible to everyone, and fair - stated Piotr Gliński in the Sejm.

11:39

PM Morawiecki: Three Months Ago, We Set a Goal to Flatten the Curve and Avoid Overwhelming Hospitals. We Achieved It.

Almost 3 months have passed since the first case of coronavirus was detected in Poland. These have not been easy days. We have over 20,000 infections and over a thousand deaths. This is very sad news for everyone who has experienced illness, or had someone in their family who fell ill, and the most unfortunate news for all who have lost someone to death. Three months ago, we set clear goals. Very simple to state. Very difficult to achieve. The goal was to shift the wave of infections in such a way that there would be no shortage of beds, ventilators, and medical supplies for treating the sick. This goal has been achieved” - said Prime Minister Mateusz Morawiecki at a press conference.

11:39

Morawiecki:

We are slowly regaining ground and standing on firmer footing, so we can move to the next, final, essential stage of lifting restrictions.

Slowly we are regaining ground and standing on firmer footing when it comes to the coronavirus. Each passing day brings an increased number of recoveries. Recently, 750 recoveries. More and more people are getting better, they are recovering faster. We are also conducting more tests. That's around 30,000 tests, which is why we can move to the next, final, essential stage of lifting various restrictions” - said Prime Minister Mateusz Morawiecki at a press conference.

11:40

Morawiecki:

From May 30th, a General Rule of Two-Meter Distance in Public Spaces Where Possible; Masks No Longer Mandatory

From May 30th, a lot will change. First, we are changing the rules regarding masks. A single general rule will apply in publicly accessible spaces: maintaining a two-meter distance where possible, and wearing masks will not be mandatory. If two people are walking close to each other, wearing masks is still recommended. This rule applies to open and closed spaces where it is safely possible to maintain distance. Masks will still be mandatory in shops, public transport, churches, and cinemas. Masks are not some miracle cure, but they are among the three most basic epidemic recommendations” – said Prime Minister Mateusz Morawiecki at a press conference.

11:41

PM:

From Saturday, we are lifting trade restrictions. No more customer limits in shops based on store size

From Saturday, we are lifting trade restrictions. This is an important day for all traders. In shops, there will no longer be limits on the number of people depending on the store's area. Similar restrictions are ceasing to apply in gastronomy, although I remind you about masks” – said Prime Minister Mateusz Morawiecki at a press conference.

11:41

PM:

Restrictions on the number of worshippers in churches lifted from this Sunday

From this Sunday, restrictions on the number of worshippers in churches will no longer be in effect, and the same rule regarding a two-meter distance from other worshippers will also be lifted,” said Prime Minister Mateusz Morawiecki at a press conference.

11:41

PMM:

We also want to re-allow gatherings. This is a very important civil liberty, but up to 150 people

We also want to re-allow gatherings. This is a very important civil liberty, but up to 150 people. 150 people has been discussed and worked out with many experts, epidemiologists, and will be such an important number” – said Prime Minister Mateusz Morawiecki at a press conference.

11:42

PM Morawiecki: On June 6th, Restrictions Lifted for All Industries, Including Cinemas, Theaters, and Gyms

On June 6th, we are lifting restrictions for all industries and economic sectors where regulations were in place. Cultural institutions such as cinemas, theaters, philharmonic halls, and others, as well as sports and recreation facilities, swimming pools, gyms, fitness clubs, and also tanning salons and massage parlors. All these places will be able to open while adhering to sanitary principles. The exception will be discotheques and clubs, because we know from experience in other countries that these are very often epicenters of new infections” - said Prime Minister Mateusz Morawiecki at a press conference.

11:42

PM:

Weddings to be allowed from June 6th with up to 150 guests

[Weddings] will be able to take place from June 6th with up to 150 people, meaning the same number will be able to participate in weddings from June 6th” – said Prime Minister Mateusz Morawiecki at a press conference.

11:49

Szumowski:

Horizontal Transmission, Meaning We Can Infect Each Other on the Street, is Now Minimal

- For a few more days, the reported results will certainly remain relatively high. However, these are individuals who are already in quarantine. What does this mean? It means that this horizontal transmission, which concerns us so much, horizontal transmission means we can infect each other on the street, we can infect each other somewhere in public spaces. There is very little of this horizontal transmission left. Thanks to this, we can propose lifting restrictions, for example, regarding masks outdoors, so that they are no longer mandatory – said Łukasz Szumowski during a press conference at the Chancellery of the Prime Minister.

11:54

Szumowski:

In a Few Days, We'll See Declining Case Numbers Across Poland, But the Epidemic Isn't Over

- I am convinced that within a few days at the latest, by the end of this week or the beginning of next, we will be able to say that the number of cases from Silesia is also falling, from Greater Poland, from Łódź, and then all voivodeships, all of Poland, will clearly have this downward trend. But this does not mean the end of the epidemic. This does not mean the epidemic has disappeared, it does not mean the epidemic has hidden somewhere. It is still here. Outbreaks may certainly appear, which is why social distancing, and if we cannot maintain distance, then masks - said Łukasz Szumowski during a press conference at the Chancellery of the Prime Minister (KPRM).

12:20

PM Morawiecki: Opposition Desperately Seeks to Destabilize Moods, Induce Chaos. Ladies and Gentlemen, Fellow Poles, Let's Hold Presidential Elections as Soon as Possible.
Everyone who contributed to the possibility of them being held, first in a correspondence voting format, because that was the idea, to conduct these presidential elections in the safest way, has been de facto rejected by the Senate, because the Senate processed this bill and rejected it, but gave the Sejm a chance to make a final decision literally 3 days before the elections. That is, holding elections within 3 days was obviously impossible, so common sense is enough to consider and look at what state the Senate and the Marshal of the Senate are leading us to in this case, so that everyone once again appeals to the Senate to process this bill as quickly as possible. Then - I hope - all the time, in fact, I am convinced that the elections can still take place on the date we indicated, because what it will ultimately be, depends very much on this freezing, this prolonging, on this date of June 28, so as to meet all constitutional deadlines. I consider all other speculations that appear in the media space as an attempt to destabilize the political scene. This is what the opposition is doing today. They want to disrupt moods at all costs, to bring about chaos. Ladies and gentlemen, dear fellow countrymen, let's hold presidential elections as soon as possible. Such important, crucial elections for our political, constitutional, and social order. So that we can, in agreement, attend to what is most important for Poles. Further saving jobs in agreement with the government, because it is the government that has the main instruments, which we are demonstrating so effectively, their application and those jobs that are saved - stated Prime Minister Mateusz Morawiecki at a press conference in the Chancellery of the Prime Minister.

12:35

Budka:

The Senate is Working Diligently, in Accordance with the Polish Constitution, and Most Importantly, It is Filling the Void Left by the Sejm

- The entire responsibility for this enormous chaos and disorganization concerning the 2020 presidential election rests with the ruling camp. They were unable to organize fair, safe elections, they spent huge sums of Polish taxpayers' money on elections that did not take place, and today they are trying to blame the opposition for everything. The Senate is working diligently, it is working in accordance with the Polish Constitution, and most importantly, it is filling the void that the Sejm should have addressed. The Sejm did not conduct a thorough debate on the new electoral law; it did not even refer it to a committee and did not consult any legal opinions. The Senate must fill this gap. From the information presented by the Marshal of the Senate, it follows that next week the Senate will address amendments to this law during its plenary session - said Borys Budka during a press conference.

12:41

Budka:

Elections could also be held in July, provided there is a clear declaration from local government officials that it can be well organized

- No one has appealed the National Electoral Commission's (PKW) resolution of May 10th. The PKW clearly stated that the elections did not take place. We listened to constitutional lawyers and former heads of the PKW, for instance, Judge Hermeliński clearly indicated that this was the only way. None of the potential candidates appealed this resolution, so in my opinion, these elections could also be held in July, provided there is a clear declaration from local government officials that it can be well organized - said Borys Budka during a press conference.

12:44

PM on Ardanowski's words about teachers: I spoke with the minister. He acknowledged the statement as unfortunate

- I spoke with Minister Ardanowski after [the interview for RMF] and he acknowledged this statement [about sending teachers to pick strawberries] as unfortunate. Certainly, if anyone felt offended, the minister will certainly take an appropriate stance on this matter. Of course, I just wanted to emphasize that all teachers, in particular, enjoy tremendous social respect, and I thank all teachers very much for, in these very unusual, epidemic circumstances, trying their best to impart knowledge to students - stated Prime Minister Mateusz Morawiecki at a press conference at the Chancellery of the Prime Minister.

13:39

President Duda: "I wanted to thank everyone who served in local government for these 30 years, everyone who dedicated their time to building Poland at the foundational level."

I wanted to thank everyone who served in local government for these 30 years, everyone who dedicated their time to building Poland at the foundational level, which is of fundamental importance to what a modern state is” - said President Andrzej Duda in Alwernia.

Civic Platform Files Criminal Notifications Against Polish Post Board and PWPW President
We are filing two more notifications to the prosecutor's office. We are doing it today. We are filing a notification to the prosecutor's office in connection with Article 296 of the Penal Code, which concerns causing damage in economic turnover. This notification concerns the board of Polish Post and the president of PWPW. It was these companies that took responsibility for the distribution of ballots, even though there was no such law. It was these companies, against the law, unlawfully, that followed Prime Minister Morawiecki's decision to organize illegal elections. PWPW, on Prime Minister's orders, could just as well have printed dollars, because Prime Minister Morawiecki has exactly the same competence to print dollars as he does to print ballots – said Cezary Tomczyk during a press conference.

14:17

Clash at PO Press Conference: Kierwiński Calls "Gazeta Polska" a "PiS Bulletin"
The question is quite simple, I think. Who has been responsible for printing ballots until now? I'm not talking about these presidential elections, but about what happened before, in all possible elections? – asked Cyntia Harasim, a journalist from "Gazeta Polska", during a PO press conference in the Sejm. - Madam journalist, the answer is very simple. The State Electoral Commission was responsible for the printing of ballots, for ordering the printing of ballots – replied Cezary Tomczyk. - Who physically handled the printing of these ballots? – the journalist pressed. - The State Electoral Commission. - Did it physically print the ballots? That’s very interesting. - The PKW is responsible for printing ballots. - It was responsible for printing ballots. Who handled the printing of these ballots? - The PKW. - The PKW does not have a printing house. Who handled the printing of ballots? It's a simple question and you MPs know the answer. - One thing is certain. Jacek Sasin was not involved, and thank God he wasn't, because Jacek Sasin is such a minister… – Marcin Kierwiński tried to say. - But the question is simple… – Harasim attempted to interrupt. - But can you listen for a moment? I understand that what we are saying might not be very interesting for the PiS bulletin, but please listen for a moment – Kierwiński continued. - Insulting me, Mr. MP, is not the best method. Insulting journalists is not the best way of life, Mr. MP – said the journalist. - But being a PiS bulletin doesn't have to be offensive, right? – Tomczyk continued. - A PiS information bulletin? – the journalist expressed surprise. - Well, it doesn't have to be offensive, does it? - No? - Is it? - For independent media, it is. - For independent ones, yes – stated Tomczyk. - Once again. Jacek Sasin was not involved until now – Kierwiński tried to reiterate. - I am asking who was involved, not who was not involved – Harasim said. - Jacek Sasin, over the years, throughout his already long political career, whatever he touched, he broke. Thank you very much – replied Kierwiński.  The MPs then left the press conference.

Trzaskowski Proposes Reallocating Funds from CPK, PFN, and Vistula Spit Canal to Combat Epidemic: A New Policy Based on New Solidarity is Needed

Very alarming information has just reached us that the number of unemployed in Poland is approaching one million. Unfortunately, employers are forced to reduce their employees' salaries. We in local governments are constantly concerned about our decreasing revenues, 40% lower incomes. Wherever I have been, local government officials ask me the same question - what are we doing? How will we save? Where will we find money to continue implementing investment programs? We are all tightening our belts right now. The problem is that it appears the government has not adapted to the new reality, it does not understand the process of change. Therefore, a completely new policy is needed, a policy based on new solidarity, where the government keeps pace with the people, where it answers the most important questions and dilemmas that people have today, where the president plays an active role, and is not just a silent witness to events” - said at a press conference KO presidential candidate and Mayor of Warsaw Rafał Trzaskowski.

We all know that in an epidemic, three issues are most important: job protection, security, and healthcare. We must find money precisely for the implementation of these goals. People repeat one thing. The most important things are security and jobs. I propose that the government's most controversial investments be postponed for two to three years, at least until we deal with the epidemic. The budget for CPK is estimated at PLN 75 billion. It should be transferred to an anti-crisis cushion for people losing their jobs due to the epidemic. Secondly, the budget of PFN is over PLN 100 million. It should be transferred to help hospitals. Thirdly, the funds from the Vistula Spit canal, estimated at PLN 2 billion, should be allocated to bonuses for doctors and nurses” - he added.

16:05

Ziobro:

Dragging Out the Election Campaign Does Not Serve the Interests of Poles or the Polish Economy, Which Has Been Damaged by the Pandemic

Dragging out the election campaign does not serve the interests of Poles, nor the Polish economy, which has been damaged by the pandemic, much like the economies of many other countries around the world. It is in our interest to guarantee political stability for all centers of power as quickly as possible, especially for such an important office as the presidency, so that politicians – I trust, from all sides of the political scene – can concentrate all their strength on strengthening good economic processes, so that Poles can be sure they will have good prospects regarding jobs, wages, everything that is important for their daily lives. Extending the campaign, dragging it out indefinitely does not serve this purpose. I appeal to the representatives of the opposition to behave responsibly and take their commitments to the voters seriously” - said Minister Zbigniew Ziobro.

16:08

Gowin:

Everything Suggests the Abrupt Attempt to Postpone Elections to August is Part of Internal Opposition Squabbles. I Want to Appeal to Opposition Leaders to Stop Embarrassing Themselves and Stop Playing with Poland's Interests.

- Everything indicates that this sudden U-turn by the opposition, this abrupt attempt to postpone the elections to August, is an element of some internal squabbles within the opposition. I want to say and appeal to the opposition leaders to stop embarrassing themselves, to stop playing with Poland's interests, in the name of the very particular interests of their parties. The elections must take place on the date that is consistent with the constitution and on a date that, until recently, seemed to be agreed upon between the United Right camp, the government camp, and the opposition parties - said Jarosław Gowin during a press statement.

Kaczyński on Presidential Elections: The Latest Possible Date is June 28th. There's No Room for Further Changes.

- The issue of election dates has resurfaced in public discussion. It seemed everything was settled, but it turns out some still want to reject constitutional solutions and adopt a different date. Purely partisan interests stand behind this. It is certainly not in Poland's interest, nor is it in any way consistent with the Constitution. The latest date that would allow for all possibilities, which might otherwise prevent the situation where a president is elected and sworn in by August 6th of this year, is June 28th. If elections are held on June 28th, then even with the use of all deadlines, for instance by the Supreme Court, this act will still be possible. Consequently, there is no possibility here for any further changes. Those who propose them are simply sowing confusion and disregard the Constitution, regardless of the fact that they often invoke it - stated Jarosław Kaczyński.

- I am not even referring here to interpretations that suggest some individuals read the Constitution in such a way that if this method were adopted, one could, for example, declare that one of these interpreters is the King of Poland, because the basis for that is the same as for what they claim. That is, no basis at all. There is not even a shadow of any constitutional grounds to claim, for instance, that the Marshal of the Senate assumes power in a situation where there is no president. And such claims are also being made, although I hope they are a fringe phenomenon. Our position is unequivocal and joint. The elections will be held. If there are any attempts to resist this, we will use all the means available to the state to ensure that the law is executed, so that the fundamental institution of democracy, namely elections, becomes a reality in Poland - continued the PiS leader.

PMM:

The Preliminary Plan Presented by the EC within the European Recovery Instrument is a Very Good Starting Point. It Increases Real Funds Flowing into Poland
The preliminary plan presented by the European Commission within the framework of the European recovery instrument is a very good starting point. It increases the real funds that will flow into Poland, particularly in the areas that mattered most to us. It increases funds available for cohesion policy significantly, by approximately EUR 55 billion in total for the entire cohesion policy in the EU, with a very substantial proportion of this for Poland. For the Common Agricultural Policy, there is an increase of approximately EUR 24 billion, and this is also very good news, as it positively corresponds with what we have been saying about the increase in spending on rural areas – said Mateusz Morawiecki during a press briefing. We also cannot overlook the increase in planned spending for the instrument called the Just Transition Fund. This is also very good news. Previously, as you remember, it was EUR 7.5 billion. Today, it is an additional EUR 32 billion, bringing the total to approximately EUR 40 billion – added the Prime Minister.

Kosiniak-Kamysz to Kaczyński: Don't Twist the Truth and Scare People with the Opposition. You've Led Poland to Organizational Ruin and Constitutional Chaos

“Mr. President Kaczyński, don't scare Poles, please don't twist the truth and don't scare people with the opposition. You have had all the instruments for 5 years to conduct elections now, to do so safely. President Kaczyński is trying today to present a situation where he wants good, but there's an opposition that prevents him. He's been doing this for 5 years and trying to present a vision of the world this way. That's not how it is. It's the Prime Minister who isn't publishing the National Electoral Commission's resolution. It's the Marshal of the Sejm who isn't calling the elections. It's because of you that we have colossal confusion, because you didn't want to introduce a state of natural disaster and postpone the elections in a constitutional manner. You've led Poland to organizational ruin, to a situation where we are in constitutional chaos today. There is a way out of this. It just requires normality, cooperation, conversation, not mutual accusations. From your side, it's still only and exclusively accusations, not seeking normality” – said Władysław Kosiniak-Kamysz, candidate of the Polish Coalition for president and president of PSL, at a press conference.

President Duda: My Vision for Poland's Development is Cooperation between Local Governments and Central Authorities, and a Good, Creative Partnership between the President and the Government

- This is precisely my vision for the development of Poland. It is excellent cooperation among local governments, within local governments, excellent cooperation between local governments and central authorities, mutual support, and a good, creative partnership between the President and the government. All of this means work, and all of this means jobs, therefore work, not quarrels. Jobs, not bickering. Cooperating together, creating a synergy effect in order to solve the problems of our compatriots, in order to create opportunities for residents across the entire country, including in smaller urban centers, such as Staszów. So that this opportunity exists everywhere, not just in big cities, not just where much has happened or where much has been happening for many years, but now, simply, so that increasingly more development opportunities are also available in smaller centers – stated President Andrzej Duda.

Gowin:

The United Right camp will certainly not agree to a situation where the office of the President of the Republic of Poland is vacant

- Internal games, conflicts within the opposition have caused the June-July timeframe to be questioned again. The United Right camp will certainly not agree to a situation where the office of the President of the Republic of Poland would be vacant, and the proposal to postpone the elections to August would lead to that – said Jarosław Gowin in an interview with Dorota Gawryluk on the program "Gość Wydarzeń" on Polsat News.

19:41

Gowin:

This is an element of infighting within the opposition. It seems smaller parties disliked the pace at which Trzaskowski is gaining an advantage over candidates from smaller groups.
- This is an element of infighting within the opposition. It seems that these smaller parties disliked the pace at which Rafał Trzaskowski is gaining an advantage over candidates from smaller groups, and hence some confusion. But while before May 10th I was convinced that the elections could not take place, and moreover, public opinion, the general public shared this opinion, now, for the vast majority of Poles, it is obvious that elections at the turn of June and July are not only necessary, but also clearly in line with the constitution - said Jarosław Gowin in Polsat News.

19:46

Gowin on the Concept of August Elections: The Opposition Cannot Count on Porozumienie's Support, Nor Even Our Understanding
The opposition cannot count not only on Porozumienie's support, but cannot even count on our understanding. I emphasize once again that this is an initiative due to which the opposition leaders are embarrassing themselves - said Jarosław Gowin in Polsat News.

19:52

Gowin:

Before May 10th, local government officials told me they wouldn't release voter lists due to a lack of legal basis. In my opinion, they were right. Now they say the June 28th or July 5th deadline is fully acceptable.

- While before May 10th I was in contact with local government officials who collectively told me they would not release voter lists, because they lacked a legal basis – in my opinion, they were right – now, in conversations with me, these officials are saying that from their perspective, a deadline of June 28th or July 5th is fully acceptable. They only point to the need for greater funds to cover election costs – Jarosław Gowin said on Polsat News.

Tusk on Presidential Elections: The Whole Problem is That These Decisions Are Made by Groups That Are Not Necessarily Authorized To Do So

Everything should depend on independent institutions. The whole problem is that these decisions are made by groups that are not necessarily authorized to do so. That is why the National Electoral Commission (PKW) was invented, not only in Poland, so that people legally responsible for this would resolve such matters. It seems that, in contrast to what Minister Sasin was preparing – this imitation of elections that PiS politicians were preparing then – the situation is a bit better. Thanks to the Senate's amendments, thanks to the fact that the PKW's role has been restored, at least to some extent, these elections, I hope, will be able to take place. If they do, I will participate and encourage everyone to vote” – said the head of the European People's Party, Donald Tusk, in a conversation with Katarzyna Kolenda-Zaleska on „Fakty po Faktach” on TVN24.

20:01

Tusk:

I hope a responsible government knows what it's doing when saying you can participate not just in weddings or masses, but also safely in elections

If, according to government information, it will be possible to party at weddings, then I hope that a responsible government knows what it's doing when saying that it will be possible to participate not only in a wedding or a mass, but also safely in elections” - said Donald Tusk, head of the European People's Party, on TVN24.

20:01

Tusk:

The Problem is That the Elections Are Burdened by the Original Sin of What PiS Did in Early May

The problem is that these elections are burdened by the original sin of what PiS did in early May. Please don't be angry, but it would be wrong if the opposition, the Senate, let alone me, were held responsible for the evil that is happening today with regard to the presidential elections. Although, of course, we have all become accustomed to 'Tusk's guilt', this would be a very serious exaggeration” – said the head of the European People's Party, Donald Tusk, on TVN24.

20:02

Tusk:

No way we'll hand over the elections to those who have been causing so much trouble with them for a long time

There is no way we will hand over these elections to those who have been causing so much trouble with them for a long time. When these elections come, I think every responsible Pole will make the right decision and vote” - said the head of the European People's Party, Donald Tusk, on TVN24.

20:02

Tusk:

No One Has the Right to Absolve Power of Responsibility for the Mess Introduced in Poland

"Let us learn to hold power accountable for its duties and obligations, not everyone else. If we use this method where everyone is a little bit guilty, where no one trusts anyone, then there will be no people who feel responsible for what is happening in the country at all. No one has the right to absolve power of responsibility for the mess it has introduced in Poland," said the head of the European People's Party, Donald Tusk, on TVN24.

Tusk Responds to Kaczyński's 'Use All Means to Ensure the Law is Executed': 'Don't Scare, Don't Scare... I Won't Finish This Old Polish Saying.'
'I would like to lift some of the odium that is so visible over this government, the odium that it is so dangerous. When I hear such words [like Jarosław Kaczyński's about 'using all means to ensure the law is executed'], I would like to say to Mr. Kaczyński: 'Don't scare, don't scare…'. I won't finish this old Polish saying. It's not 10 PM yet, but you know what I mean. They are not dangerous in the sense that they should be feared. Politicians like Jarosław Kaczyński should rather be avoided, and everything must be done to prevent them from ruling in Poland' – said the head of the European People's Party, Donald Tusk, on TVN24.

20:04

Tusk:

We're Dealing with a Team Completely Helpless When It Comes to Real Challenges. They're Clumsy Oafs. Not Some Dark, Menacing Knights. They're People Who Drop Everything.

These are people, as the chairman showed again today with the same face – a sulky, slightly menacing-looking competitor, but in reality, it has been clearly visible for many months. We are dealing with a team completely helpless when it comes to real challenges. These are clumsy oafs. Not some dark, menacing knights. They are people who drop everything from their hands” - said the head of the European People's Party, Donald Tusk, on TVN24.

20:05

Tusk on PiS: They Give the Impression of Not Loving Anyone. There's No Need to Fear Them. They're True Bunglers, But They Must Be Removed from Power to Protect the Country from Permanent Incompetence

These are people, President Kaczyński is the most striking example, who give me the impression of not loving anyone, they are immersed in their obsessions, interests. This is very clear today. However, they lack empathy, as if they loved no one, to put it plainly, humanly speaking. They are not capable of true responsibility for our future. That is why I urge everyone very warmly. There is no need to fear them. They are true bunglers, but they must be removed from power, to protect the country from permanent, continuous incompetence” - said the head of the European People's Party, Donald Tusk, on TVN24.

Prime Minister: Poland's Voice is Heard and Taken into Account, a Good Starting Point for a European Marshall Plan

Poland's voice is heard and taken into account. This is a good starting point for a European Marshall Plan. We will rebuild our economy and ensure our prosperity. #EuropeanUnion #economy

20:18

Tusk:

We Should All Be Grateful to Kidawa-Błońska and All Who Warned Against the Pseudo-Elections Sasin Organized for May 10th

The Marshal herself, Ms. Kidawa-Błońska, spoke about this with remarkable openness. She decided to firmly say ‘no’ to those pseudo-elections on May 10th and paid a terrible price for it. To her credit, she bore it very nobly, but the price was a clear drop in support, mainly resulting from Kidawa-Błońska's sympathizers withdrawing their decisions about [participating in] the elections. We should all be grateful to Ms. Kidawa-Błońska and all those who warned against the pseudo-elections that Sasin organized for May 10th. Please point out to me at least one defender of that parody. I would not fault Ms. Kidawa-Błońska for something that rather deserves words of recognition, even if she paid a quite serious political price for it. However, every cloud has a silver lining” - said the head of the European People's Party, Donald Tusk, on TVN24.

20:18

Tusk:

Trzaskowski's Start is Truly Very Good. He's a Man Not Just Competent, but with Such Joyful Courage

President Rafał Trzaskowski’s start is truly very good. He shows remarkable energy. I know him from years back anyway and I know this. He is a man not only competent, but with what I would call joyful courage. He is a man who is not afraid of challenges. A truly tough guy” – said the head of the European People’s Party, Donald Tusk, on TVN24.

20:19

Tusk:

Nothing has changed in my assessment of the situation compared to last November when I announced I wouldn't be running
I don't look to the past. I look to the future. [Rafał Trzaskowski] is a very good candidate. Nothing has changed in my assessment of the situation compared to last November when I announced I wouldn't be running. I explained quite honestly – for a politician – why other candidates might have a better chance. Today, I can only repeat those words. Rafał Trzaskowski is the optimal candidate,” said Donald Tusk, head of the European People's Party, on TVN24.

20:19

Tusk:

I Declare I Will Personally Collect at Least 100 Signatures for Trzaskowski in Brussels and Manage to Send Them to Poland on Time

I will also help collect signatures. I declare that I will personally collect at least 100 signatures for Rafał Trzaskowski in Brussels and manage to send them to Poland on time,” said the head of the European People's Party, Donald Tusk, on TVN24.
