President Andrzej Duda will sign a new agreement with "Solidarity." A similar agreement was signed by the then-PiS candidate for president in 2015 – a move interpreted as one of the drivers of victory. A joint statement by Andrzej Duda and Piotr Duda is scheduled for 12:00.

At 11:00, the two-day session of the Senate will commence. The agenda includes only two items, one of which is the act on specific rules for conducting general elections for the president called in 2020, i.e., the so-called act on postal voting. At 10:30, a press conference by Krzysztof Bosak, the Confederation candidate for president, will be held in front of the Sejm. Members of Parliament will resume debates at 15:00 with the first reading of the government's draft act on subsidies for interest on bank loans granted to ensure financial liquidity for entrepreneurs affected by the consequences of COVID-19. According to the schedule, the Sejm is expected to adopt the proposal in one session – the second reading is planned for tomorrow morning.

– We must do everything to ensure the elections are held within the constitutional deadline. This constitutional deadline is between the 100th and 75th day before the end of the president's term. The term ends on August 6th, so the elections should, must take place by May 23rd. The Marshal of the Sejm called these elections for May 10th, but due to the resistance of Marshal Grodzki, who maliciously holds this sole piece of legislation for a full 30 days, I think the May 10th deadline is in question and will likely be postponed, provided this law [on postal voting] comes into effect – stated Adam Bielan in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

– It is not my decision, of course, to change the election date. This decision will lie with Marshal Witek; these questions should be directed to her, but I think Madam Marshal will also not answer them until the law comes into effect. So, likely within a few days, we should learn about a potential change to the election date. But as we see from yesterday's statements by both Prime Minister Sasin and Minister Dworczyk, it is highly probable that this date will be moved to either May 17th or May 23rd – he continued.

- As far as I know, from what I hear, from media reports, the electoral packages are mostly printed, however, they cannot be distributed yet, until this law comes into effect, so we have to wait those 48 hours until the vote in the Sejm, provided, of course, that the Senate rejects this law or introduces any amendments to it - stated Adam Bielan in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- Porozumienie, whose national convention I have the honor of chairing, having been elected by the congress, is a member of the United Right. All programmatic documents, all resolutions of the congress and the national authorities of Porozumienie confirm this. There are no decisions by any of Porozumienie's authorities. There could not be, because the last meeting of any Porozumienie authorities took place on March 2, two months ago. So, what we are currently observing are individual decisions of individual MPs. I believe that these MPs will, in this important vote, remain loyal to their government, the government in which our representatives sit, the government we co-create. - I would also like to remind you that the vast majority of Porozumienie MPs have voted three times over the past month and a half on various options for postal voting, and I don't understand why they would vote differently today. Even less do I understand why many Porozumienie politicians are demanding the economy be unfrozen as quickly as possible, often with quite controversial ideas going far beyond the government's proposals, which we support, and at the same time want to freeze democracy. - Such an idea [President Duda's resignation] was never considered in our camp. I have never heard anyone discuss this with the president. I do not believe the president is considering such an idea at all - stated Adam Bielan in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

"Anything is possible. It is possible to conduct mixed elections, in a hybrid, postal, or traditional format. Elections were recently held in Bavaria by post. This morning I read a statement from the leader of Nowoczesna, who claimed there was [a] rise in infections. That is not true. That is fake news. That is a lie" - said Deputy Speaker of the Senate Stanisław Karczewski from PiS on Radio Jedynka.

A lot of time was wasted insisting on an absurd date. From the very beginning, we said that these elections should have been postponed to a safe date in accordance with the constitution. Unfortunately, PiS wasted this time instead of dealing with important matters - said Borys Budka in an interview with Beata Lubecka on the program „Gość Radia ZET”.

- In every coalition, differences of opinion occasionally arise, but loyalty to coalition members is paramount. Jarosław Gowin, a few weeks ago, proposed changes to the Constitution, which many lawyers and politicians deemed controversial, specifically extending the current presidential term by two years. This proposal received loyal support from our partners. MPs and politicians from PiS and Solidarna Polska backed this proposal. The proposal did not come into effect not due to disloyalty from our coalition partners, but because of the opposition's stance, which believed that the worse things are in Poland, the better for them. That they would simply play for chaos. Even the PSL, and Jarosław Gowin assured us that the PSL leaders, after informal discussions, would support this proposal, immediately, on the same day, organized a press conference, and Władysław Kosiniak-Kamysz appeared at this conference and rejected Jarosław Gowin's proposal. So, if we expect loyalty from our partners in PiS and Solidarna Polska, we must also offer such loyalty in return. I cannot imagine any serious politician in the country prioritizing their ego, their wounded ego, their face, saving face in such a way that they would shatter the government, shatter the governing coalition during such a powerful crisis as we are facing. - I am counting on all politicians of Zjednoczona Prawica to act responsibly and vote for the possibility of holding elections within the constitutional timeframe - he continued.

„[The vote on the bill regarding universal postal voting] is such a fundamental issue that I cannot imagine any other outcome. If the [Agreement] MPs vote against it, it means they are resigning from their membership in the United Right, they are resigning from cooperation with PiS, and we will have to consider what comes next” – stated Deputy Speaker of the Senate Stanisław Karczewski from PiS in an interview with Radio Jedynka.

- We have this week to hold this type of conversation [with the head of the National Election Commission regarding the rescue plan] - said Borys Budka in an interview with Beata Lubecka on the "Gość Radia ZET" program. - When will you meet? I understand they sent some invitation, do you want to invite yourself to the National Election Commission? - the journalist pressed. - These are technical matters, fortunately the National Election Commission is located in the building bordering the Sejm building. I think such a meeting will be possible today. - But are you already scheduled or are you speaking declaratively? - Declaratively, because the situation is very dynamic. It's important to act concretely here. I have the absolute conviction that elections must be organized by the National Election Commission.

- The number of people whose activities and actions will be scrutinised is truly very long. A special branch in the prosecutor's office will probably be needed to evaluate these five years. And quite seriously, several parliamentary inquiry committees will undoubtedly be needed to secure a parliamentary majority, because there are several areas of the state where, in my assessment, there have absolutely been abuses of power – said Borys Budka in an interview with Beata Lubecka on the program "Gość Radia ZET".

- I believe that the MPs from Porozumienie will keep their word and vote unanimously against postal voting, and then various political scenarios will open up, all solutions are possible - said Borys Budka in an interview with Beata Lubecka on the program "Gość Radia ZET".

In Poland, the United Right camp governs, and it is a gigantic value. It would be very bad if the United Right government were to disintegrate or end. In a parliamentary democracy, there is always a risk that the majority will be lost due to various twists and turns, but I hope an agreement will be reached - said Błażej Spychalski in an interview with Beata Michniewicz on Polskie Radio Trójka's "Political Salon".

A large portion of these individuals are not adhering to the recommendations we issue, meaning masks on their chins instead of covering their nose and mouth. This again poses a risk and jeopardizes what we have achieved through such a long period of quarantine - stated Łukasz Szumowski in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego". - I am awaiting statistics because we still know that Poland has one of the lowest numbers [of infections] per million inhabitants in Europe. So, this risk certainly exists, and the statistics will show it in a week or two. I hope not, that after these appeals, including your work as media, this situation will be somewhat brought under control and people will return to such a regime - the Minister of Health continued.

- We are not yet at an advanced stage of the epidemic, we do not have that many sick people, patients in hospitals. So, one could say that the epidemic has been delayed, but at the same time, its course is also relatively mild, if I may say so - stated Łukasz Szumowski in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego" program.

- I am appealing once again to conduct more tests. Unfortunately, in May, we dropped from 16,000 to 9,000. With the same laboratory capabilities, tests, which is understandable and happens worldwide, for example, in Germany. I analyzed these figures; there, it also drops during holidays and weekends, but now let's move forward, test as much as possible to perform these ten thousand, perhaps twenty thousand tests - stated Łukasz Szumowski in an interview with Konrad Piasecki on TVN24's "Piasecki's Conversation."

- Poland was one of the countries where the epidemic arrived very late, perhaps one of the latest. Therefore, let's wait two weeks. We will be able to assess whether, as in other countries, the number of cases is falling in Poland or not - the Minister of Health continued.

- I think that such a major freeze, as we did, is impossible to return to, but the tape can certainly go backwards, and will certainly stop moving forward, meaning the next stage will have to be frozen. Perhaps some restrictions on movement could be introduced. After all, the goal is to reach a state where we can return to a new normality, i.e., to work, to go out onto the street, in a way that is as safe as possible; it will never be completely safe - stated Łukasz Szumowski in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego", when asked about a scenario where the number of sick people would not decrease.

- I still believe postal voting is a safer form. This is because the movement of 18, 15, or 13 million people at once, on one day – let's remember the Constitution speaks of one day – is a very large movement. People gathering in polling stations. - This correspondence voting bill, which was processed with extreme thoroughness and diligence in the Senate, is the first item on the agenda. The committee session was prolonged, with numerous opinions. Ultimately, the joint committees recommend rejecting this bill on correspondence voting - said Tomasz Grodzki during a press conference in the Senate.

- As the second item, a resolution calling on the authorities to declare a state of natural disaster will be processed, because senators, to put it colloquially, are a bit fed up with this situation where all the attributes of a state of natural disaster have been implemented, but only this state has not been named - said Tomasz Grodzki during a press conference in the Senate.

- We will deal with the Anti-Crisis Shield 3.0, let's call it that. There is a certain problem with this, because senators, legislators, have found a lot of what are colloquially termed 'add-ons,' under the guise of fighting the pandemic. This is incomprehensible to the senators, and also a bit difficult to explain to the government representatives. Therefore, the Budget Committee, which has been centrally handling this project, has demanded additional clarifications from the legislators and government representatives. Only after we receive them will this bill be considered, likely as the final item - said Tomasz Grodzki during a press conference at the Senate.

Senator Marek Martynowski of the Law and Justice (PiS) party, on behalf of his club, submitted a motion to change the method of conducting sessions from remote, hybrid to in-person. Ultimately, 45 senators supported it, while 51 were against, meaning it did not gain a majority. Following this vote, a break was called until 13:30, so that the regulatory and legislative committees could convene to consider a draft amendment to the regulations authored by PiS senators concerning the possibility of holding sessions using "electronic communication tools enabling remote communication."

"This document is a continuation of the agreement we signed in 2015. I would like to thank the President and Minister Paweł Mucha for their significant substantive contribution, allowing us to meet in our office today and sign this document. Our five-year cooperation extended further. Over these 5 years, we could always count on Mr. President in difficult situations" - said Piotr Duda, head of "Solidarity".

"In the new program agreement, we consistently include, and today with Mr. President we will sign, old-age pensions based on years of service. This is what employees expect, and it will be found in this document" - he added.

"Where was the social market economy in the distribution of goods that took place in Poland almost 5 years ago, when I was a candidate, when the presidency was in the hands of Bronisław Komorowski, when the retirement age was raised against public protests, against the electoral commitment made in 2011 by the then Prime Minister Donald Tusk" - said President Andrzej Duda.

- As you know, new developments are underway on the opposition. PiS MPs have been sent on reconnaissance missions to try and poach MPs who have more flexible spines, reminiscent of the history of PiS, which has repeatedly fished in the murky waters of the Polish right wing. As we know, the Polish right wing constantly mixes amongst itself, in various configurations. Jarosław Gowin is sometimes with Civic Platform, sometimes with United Right. Many MPs have even managed a long journey from Nowoczesna to PiS and feel great there today. Given this situation, we want to state clearly and unequivocally that we will not engage in history like that of MP Lipiński and MP Beger. You may recall this history when conspiracies were hatched on the Polish right wing: Samoobrona, PiS, and MPs from other groupings struck deals. Today, Jarosław Kaczyński, whose government is incapable of introducing an anti-crisis shield to help Poles and save jobs, is focused on a different anti-crisis shield today. An anti-crisis shield that saves this government, Kaczyński's power. This is not the anti-crisis shield we were expecting, Mr. President. Poles expected you to protect us from the threats of the pandemic, for you and your government, your party, to save jobs and people, but you are saving your own seats and trying to implement this anti-crisis shield because the ground is burning beneath your feet. - So, I will tell you clearly and unequivocally. If you still do not understand this, Mr. President Kaczyński, the Left has a clear stance. You cannot buy us for any amount of money because we are united by program and values. In the history of Polish parliamentarism, there has rarely been a case where left-wing MPs would enter into any kind of conspiracy with right-wing MPs. You can fish in the PSL, in Civic Platform, in Confederation, but you won't find anything in the Left Wing, and this is the unified stance of all left-wing parliamentarians, which we want to reiterate to you today - he continued.

- As journalists, you ask whether any left-wing MPs have received offers, whether offers have been made. So, I want to state clearly and unequivocally: they have not, because if they had, we would immediately present such an offer to public opinion, we would say that some deals are being attempted here, etc., and we will not make deals with any Gowin or any Kaczyński - emphasized the presidential candidate.

This is a world that has accelerated in an unprecedented way, and that is why those who will take care of our old age, our times when we will account for our lives, are so important today – said Szymon Hołownia during a press briefing.

Incidentally, educational superintendencies should be abolished in the foreseeable future, as the work they do is, unfortunately, most often not suited for the 21st century – he continued.

• There will be no meaningful change in Polish schools if teachers are not re-empowered. It is a scandal that teachers in Poland have to strike, fighting for their basic rights, demanding them, and then are further persecuted by the government as disruptors of social order – he stated.

• A teacher's starting salary, at the beginning of their professional career, should be equal to at least the national average, which currently stands at approximately PLN 3,800 net, and should then increase – assured the presidential candidate.

• Finally, in my program, I propose the establishment of a National Education Commission, which will consist of representatives from various communities involved in education, namely teachers, students, parents, and specialists, and which will take over the competencies that educational superintendencies currently hold for reasons unknown – said Hołownia.

We share the opinions and positions of the legends of the anti-communist opposition, Solidarity activists, Polonia, and social organizations, who would like the elections to take place as soon as possible so that we can address the most important economic challenges. There is no rational formal basis for Porozumienie to leave United Right. On the contrary – it should remain within United Right and focus on resolving economic and local government issues. If the opposition does not want to accept the proposal to change the constitution to a 7-year presidential term, the safest elections must be held, which means postal elections in May this year” - said Włodzimierz Tomaszewski from Porozumienie.

- The state is in disarray, organizational collapse. This is a complete embarrassment for the ruling camp, but it is also an embarrassment for the constitutional framework that allows for autocracy, that allows citizens to be treated as subjects, not masters. Elections are due in four years, and Poles do not know who, where, when, how, in what way. They do not know how the voting will proceed. A state of natural disaster must be introduced, because this situation is not the fault of the candidates. It is not even the fault of the coronavirus. It is the fault of bad decisions. It involves stripping the National Electoral Commission of its powers, lack of cooperation with local governments, and failure to introduce a state of natural disaster, not to postpone the elections, but to acknowledge the fact. The upper house rejected a motion submitted by the PiS senators' club to close debates during the proceedings on the law concerning postal voting. 41 senators voted in favour, while 51 voted against. This is another PiS motion that did not gain a majority – previously, a motion to change the conduct of debates from hybrid to in-person was voted on.

- Today, there is political poaching underway to secure MPs from various parliamentary clubs for foolish ideas, imprudent governance, power, and postal voting that is impossible to prepare reliably. They know no moderation in this poaching. They show how much they care only about power in its purest form, not about the prosperity and safety of citizens. They are poaching in all clubs to solidify their power. However, today, when we already know, because announcements are one thing, and facts are another, and in politics, it happens that announcements don't always align with facts, today we are wiser with this knowledge. We know that the Senate has indeed decided to make it impossible to hold these elections on May 10th. We can state that the situation is such that these elections on May 10th probably cannot take place for the reasons I've mentioned - said Jacek Sasin in a conversation with Dorota Gawryluk on the program 'Gość Wydarzeń' (Guest of Events) on Polsat News.

- I wouldn't prejudge anything today, because the vote in the Senate is the first stage. Then the vote in the Sejm is the second stage. He said a dozen or so days ago that the elections would be held on May 10th with 100% certainty. It's not ready, there's no law that would allow for it. I'm surprised not only that Deputy Prime Minister Sasin is coming, but that he sleeps soundly, because he issued orders, or Prime Minister Morawiecki issued orders, in any case, the government is responsible for this. Cards were printed, funds were issued without legal basis. This is a blatant abuse of power, and there are paragraphs for that. - It wasn't PiS senators who scheduled this debate for the last possible moment. The debate could have taken place a week or two ago. It was Marshal Grodzki who scheduled this debate to occur at the last minute, so today he shouldn't blame anyone for the fact that there is a discussion on this matter, that senators want to express their opinions - said Jacek Sasin in an interview with Dorota Gawryluk on the program 'Guest of Events' on Polsat News.

- The deadline in effect today, in accordance with the law, which I myself announced on February 5th, is May 10th of this year. However, the Constitution also speaks of other deadlines. This May 10th deadline is neither mandatory nor the only one. The Constitution states in Article 128, paragraph 2, that the Marshal of the Sejm announces the election date no more than 100 days and no less than 75 days before the end of the incumbent president's term. This 75th day falls on May 23rd. Recently, I heard a statement from Judge Marciniak, the chairman of the PKW, who is questioning May 10th as a date on which elections can be held. Therefore, today I made two decisions. One is that I am sending, and have already sent, a letter to the PKW, to its chairman, asking if the PKW, as the highest electoral authority for conducting elections, is capable of organizing and holding the elections on May 10th, and I am awaiting that response – stated Elżbieta Witek, Marshal of the Sejm, in an interview with Edyta Lewandowska on TVP Info's "Gość Wiadomości".

- My second decision is that first thing tomorrow, I am filing a motion with the Constitutional Tribunal, in which I want to ask whether the postponement of the [presidential] election date by me will be contrary to or in accordance with the Constitution - stated Sejm Marshal Elżbieta Witek in an interview with Edyta Lewandowska on TVP Info's "Gość Wiadomości".

- Article 128, paragraph 2 [of the Constitution] states that the Sejm Marshal announces the election date no longer than 100 days and no shorter than 75 [days] prior. Meanwhile, slightly lower down, there is a provision stating that in the event of the presidential office becoming vacant, the Sejm Marshal shall order the election date within 14 days, and the election must take place within the following 60 days on a non-working day. This makes my motion even more justified. Of course, I will ask the Constitutional Tribunal for this matter to be considered quickly, because today is already May 5th, and only a few days remain until the election I announced. I understand the concern of all citizens about what will happen on May 10th - she continued.

"It is unbelievable that 6 days before May 10th, and we still don't know what the elections in Poland will look like. PiS has created such unbelievable chaos that even the sharpest minds don't know what the leader is planning right now and how he intends to deal with the problem he has dragged us all into. It would have been enough to introduce a state of natural disaster and all this circus, which mocks democracy and plunges us into a state of uncertainty about what will happen, and mocks the very idea of elections, to prevent this," said the Mayor of Warsaw, Rafał Trzaskowski, in an interview with Grzegorz Kajdanowicz on "Fakty po Faktach" on TVN24.

"Jarosław Kaczyński said that what came before was a weak state, that he wanted above all to strengthen the state, to strengthen procedures. And what happened? Jarosław Kaczyński deepened all the diseases of the Third Republic and squandered all the good aspects of our democracy. During the evening voting session, senators rejected the bill on postal voting proposed by PiS. For this reason, the bill returns to the Sejm, which is scheduled to address the Senate's veto on Thursday morning. Theoretically, the vote could happen earlier, for example, tomorrow during the block session, but the Senate may wait until the evening hours to formally send the resolution to the lower house. 50 senators voted 'for', 35 voted 'against', and one senator – Józef Zając – abstained.

The National Electoral Commission, in response to the letter dated May 5, 2020, informs that holding the elections for the President of the Republic of Poland on May 10, 2020, is impossible for legal and organizational reasons - wrote the head of the PKW, Sylwester Marciniak, in a letter responding to the Marshal of the Sejm, Elżbieta Witek, who had sent a letter to the commission's head asking if the PKW, as the highest electoral authority for conducting elections, was capable of organizing and holding the elections on May 10. - Only 5 days remain until the date set by Madam Marshal, and the legal status under which they would be conducted is not established. The competences of the National Electoral Commission regarding the determination of the ballot paper design and the ordering of their printing have been suspended by virtue of Article 102 of the Act of April 16, 2020, on special support instruments in connection with the spread of the SARS-CoV-2 virus (Journal of Laws, item 695), and the Act of April 6, 2020, on special rules for conducting general elections for the President of the Republic of Poland called in 2020, hereinafter referred to as the "draft act", is still being processed by the Senate of the Republic of Poland. For the efficient and reliable conduct of elections, time is essential, particularly for planning, preparing, and implementing procedures provided for in legal provisions. It should also be emphasized that the manner of conducting elections must be known in advance to all authorities and entities participating in the electoral process, as well as to electoral committees - Marciniak further writes. - Furthermore, the conditions for participation in the vote must be known to all voters. Currently, voters do not know how they will be able to cast their vote. In addition, in the event the draft act comes into force, all eligible voters should receive electoral packages and, on the day of voting, know where the specially designated ballot boxes, into which they would deposit return envelopes, are located - the head of the PKW emphasizes.

It should also be borne in mind that in the recent elections to the Sejm of the Republic of Poland and the Senate of the Republic of Poland, a total of 234,445 voters were appointed to polling station commissions. However, in the event the draft act is enacted, electoral commissioners will have to appoint municipal polling station commissions. Although the number of these commissions is only around 2,500, comprising about 25,000 members in total, it should be considered that it would be necessary to carry out the procedure for nominating candidates, potentially drawing lots for the members or supplementing them. Subsequently, these commissions would have to constitute themselves, and then the members of these commissions would have to be trained. Completing these tasks would be impossible within two days.  Since the act being processed has not been enacted and the numerous implementing acts foreseen by it, issued by several ministers and the National Electoral Commission, have not been issued, holding postal elections on May 10, 2020, is not possible.  Other authorities and entities participating in the electoral procedure must also be aware of the regulations and obligations they will be required to fulfill in order to conduct the elections smoothly. These include, among others, individual ministers competent to issue specific regulations, as well as local government bodies, obliged to carry out tasks related to the organization and conduct of elections within their jurisdiction.  The National Electoral Commission also points out that, in accordance with Article 7(1) of the act currently being processed in the Senate, a voter staying abroad declares their intention to vote by post to the competent consul no later than 14 days before the election day. Therefore, the deadline provided for in the draft act has passed. It is also probable that the deadline specified in this provision will pass earlier than the deadline for submitting applications to the consul for inclusion in the voters' register abroad, as stipulated in the Electoral Code. According to Article 35(2) of the Electoral Code, applications to the consul for inclusion in the voters' register can be made no later than on the 3rd day before the election day (Thursday).  In view of the above, the National Electoral Commission expresses the opinion that, for the reasons stated above, it is not possible to properly prepare such an organizationally complex mechanism as the elections for the President of the Republic of Poland in order to conduct them correctly on May 10, 2020.

Urszula Brzezińska-Hołownia is one of only four female fighter jet pilots in Poland, the mother of two-and-a-half-year-old Mania, and the wife of Szymon Hołownia, a candidate for President of Poland.
