Today marks the beginning of the second announced phase of lifting coronavirus-related restrictions in Poland. After the May long weekend, shopping centers will reopen, DIY stores will be open on weekends, and hotels will resume operations. Patients will return to rehabilitation, and libraries and cultural institutions will be gradually opened after consultations with the sanitary inspectorate. Furthermore, changes will be introduced to the functioning of kindergartens and nurseries.

According to sources speaking to 300POLITYKA, an important press conference by Borys Budka is scheduled for around 10:30 AM, during which the Platform leader will present a new proposal regarding the economic crisis. Additionally, we are hearing that at 9:00 AM, PO parliamentarians are expected to visit the Polish Security Printing Works.

At 11:00 AM, the Senate committees for human rights, rule of law and petitions, local government and state administration, and legislative affairs will convene to discuss the bill on special rules for conducting general presidential elections called in 2020, i.e., the so-called postal voting bill. This will be a continuation of last week's session.

At 12:00 PM, presidential candidate Szymon Hołownia will unveil an electoral mural in the center of Warsaw. His campaign staff emphasize in conversation with 300POLITYKA that this is the first mural in the history of electoral campaigns in Poland.

At 2:00 PM in Poręba Spytkowska, in front of the Volunteer Fire Brigade station, a press conference will be held by Władysław Kosiniak-Kamysz, the PSL candidate for president.

At 2:45 PM in the market square in Wrocław, a press conference will be held by Małgorzata Kidawa-Błońska, the Civic Coalition candidate for president, with the participation of the Mayor of Wrocław, Jacek Sutryk, the Mayor of Jelenia Góra, Jerzy Łuźniak, the Mayor of Wałbrzych, Roman Szełemej, and MP Grzegorz Schetyna.

- For us to talk about elections, they must be fair and safe. In May, according to what Minister Szumowski said, safe elections cannot be held. I proposed that the elections be held in accordance with the Polish Constitution in the spring of next year, using the state of natural disaster, which effectively exists, and this proposal remains relevant to the ruling party - stated Borys Budka in an interview with Konrad Piasecki on TVN24's "Piasecki's Interview".

Today, no responsible doctor, no responsible lawyer would endorse elections that were to take place on May 23rd. Because I remind you, it would be inconsistent with the Polish Constitution and contrary to all epidemiological data - stated Borys Budka in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego". In our opinion, such a safe date, which would be consistent with the Polish Constitution and would allow for the preparation of secure, equal, free, direct, and secret elections, would be spring of next year - continued the Civic Platform chairman.

„Andrzej Duda is a weak president, so he should resign. This would simultaneously prove that if Kaczyński ordered him to jump off a skyscraper, he would jump and also resign his office. Then we would have elections in July, and that would be fine” – said KO MEP Radosław Sikorski in an interview with Piotr Witwicki on “Polsat News”.

„Polls reflect the preferences of those who say they will definitely go to the elections, and our electorate decidedly says that these elections should not happen and that they will not go. Kidawa-Błońska's ratings are her ratings within PiS's hard electorate” - said KO MEP Radosław Sikorski in a conversation with Piotr Witwicki on „Polsat News”.

Firstly, it is unconstitutional. Secondly, it is inconsistent with all infection data. Yesterday we had the highest number of confirmed coronavirus infections. The peak is still ahead of us. If this were a proposal from the ruling party, I would understand it to be linked with Minister Szumowski's resignation, who repeatedly stated that classic, traditional voting in May is impossible - stated Borys Budka in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego," when asked about the idea of organizing elections on May 23rd by the National Electoral Commission (PKW), in both postal and traditional formats.

Why would he resign? The President has his term until August 6th, and I am convinced that presidential elections will be held by then, which, I hope, though it's difficult to prejudge, will secure the President's mandate for a second term - said Jacek Sasin in an interview with Beata Lubecka on the program 'Gość Radia ZET'. - Onet, citing three independent sources, confirmed that the President's resignation is being considered within the ruling camp, which would help PiS reschedule the presidential elections at any time until mid-July - noted the journalist. - Theoretically, this is indeed a way to bring about presidential elections, but firstly, today the way to achieve this is through the postal voting law. This legislative process is ongoing; the law is in the Senate. On May 6th, the Senate will deliberate on this matter. If it rejects the law, the Sejm will address it on May 7th. - But is such an eventuality being considered or not? Because as we hear from PiS, and as Onet reports, Andrzej Duda's resignation is being seriously considered. - Firstly, the President is independent in his actions and in what he intends to do, and media discussions or speculations on this topic do not carry significant weight. Secondly, I assume there will be absolutely no such need. - But is such an eventuality being considered within PiS? - No, it is not being considered. Today, the only scenario we are considering is the postal voting law and elections conducted by mail based on that law.

- This May 10th deadline, Ms. Editor, it must be said plainly at this moment, is rather difficult to realize. Considering that the act would enter into force possibly on May 7th, it is not possible to prepare this electoral process within two days - said Jacek Sasin in an interview with Beata Lubecka on the program "Gość Radia ZET".

It is important that Poles know who is responsible for this entire electoral mess, who is indeed responsible for this whole situation where, today, a week before the election, Poles genuinely don't know when the elections will be. The opposition and the Senate are responsible for this. This needs to be stated clearly – said Jacek Sasin in an interview with Beata Lubecka on the program „Gość Radia ZET”.

- I hope that [the presidential elections] will take place within the constitutional deadline, and the ruling, parliamentary majority is doing everything to maintain this deadline. It's true, the Constitution stipulates that elections can be held until May 23, and I hope that elections will be conducted within this timeframe. However, it must be said frankly that we are currently in a difficult political situation, a crisis related to the coronavirus, an economic crisis, and in addition, serious political tension associated with the preparations for the elections - stated Michał Dworczyk in an interview with Robert Mazurek on RMF FM.

- Obviously, the Prime Minister is in constant contact with both President Duda and Chairman Kaczyński, the head of the parliamentary majority, the party that forms the parliamentary majority, and discussions about possible scenarios are ongoing. I believe that this week the sense of responsibility for the state will prevail, and parliamentarians will vote through the bill returning from the Senate, which will allow for postal elections - the Head of the Chancellery of the Prime Minister continued.

- No one planned for deliveries [of election packets] to begin today, as the delivery of packets can only start when the law comes into effect - said Jacek Sasin in a conversation with Beata Lubecka on the program "Gość Radia ZET".

- I believe it's highly probable that we won't be able to prepare for the election on May 10th precisely due to the political tensions, but I still hope that the election will take place on May 10th - stated Michał Dworczyk in an interview with Robert Mazurek on RMF FM.

- Unfortunately, Andrzej Dera's words might come true, but I still hope that the election will be held on May 10th - continued the Head of the Chancellery of the Prime Minister.

- The opening of both hairdressing salons and cosmetic services is planned for the next stage, and it is possible in two weeks at the earliest - stated Michał Dworczyk in an interview with Robert Mazurek on RMF FM.

I am convinced that, first and foremost, our colleagues from Porozumienie will behave loyally and, as befits members of parliament for the United Right, will vote as the entire caucus does - said Jacek Sasin in an interview with Beata Lubecka on the program "Gość Radia ZET". - And what if they don't behave loyally? - the journalist pressed. - Well, if they don't behave loyally, it means they are abandoning the United Right and choosing a different political path, because I cannot imagine a Member of Parliament who doesn't vote as their caucus does in such an important vote being able to remain in that caucus - replied the Deputy Prime Minister.

“Ms. Gersdorf’s actions, not for the first time, bore the hallmarks of strong political motivation, but – what’s more – of illegal actions. True, the President of the Supreme Court can appoint a judge to replace them during their absence, but they cannot do so in a situation where their term of office has ended” – stated Minister Zbigniew Ziobro on Jedynka radio.

Indeed, the construction of the Baltic Pipe is commencing. This investment is literally starting in the coming days, with actual construction work already underway - informed President Andrzej Duda. This is truly very good news for Poland, not just for the immediate future, but I deeply believe it will be for decades to come – the construction of the Baltic Pipe is indeed beginning, that famous pipeline which runs first from the Norwegian shelf to Denmark, and then through Denmark and from Denmark to Poland, to our coast, to Trzęsacz - conveyed the President. When we talk about full diversification of gas supplies to Poland, when we talk about Poland's complete independence as a recipient from Russia, this is precisely that milestone step on the path to this independence - emphasized PAD.

- I believe that traditional elections should not be held in the current epidemic situation, and in such a case, a very safe solution is to postpone the elections or extend the president's term by two years. Then, in a completely safe manner, we can elect a president in two years. I have signed off on this project. I believe it is truly the most sensible in a situation where we don't know what the epidemic will look like, when we know that a two-year period is the most likely time in which we will function normally, live normally, and safely. I don't quite understand why there is no political agreement on such a solution - Łukasz Szumowski said in an interview with Beata Michniewicz on Polish Radio's Trójka program "Salon polityczny" (Political Salon).

„We're not changing our minds on this even by a millimeter. We want a state of natural disaster to be introduced. That's a minimum of 30 days + 90 days after the end of this state, and if there's a situation where the state needs to be extended, then the Sejm will give its consent” - said Włodzimierz Czarzasty, the leader of SLD and Deputy Marshal of the Sejm, in an interview with Jacek Prusinowski on Radio Plus.

„We must fight, and lowering turnout is handing Andrzej Duda a place for the next 5 years absolutely without any fight. At this moment, we are under attack, and Ms. Kidawa says she's not participating. If she's not participating, she should withdraw her candidacy. It's deception, it's a smokescreen” - said the head of SLD, Deputy Marshal Włodzimierz Czarzasty, on Radio Plus.

- If the [postal voting] bill is rejected, I have absolutely no idea what will happen. We know that a full-blown political crisis could occur. This is a situation I hope does not come to pass, because during an epidemic, such crisis situations within the government, within the ruling camp, are difficult to imagine - stated Łukasz Szumowski in an interview with Beata Michniewicz on "Salon Polityczny" on Polish Radio's Trójka.

- July, in my opinion, might also be a bit too early. If you ask me, I think late August, early September would probably be a better date from an epidemiological perspective. However, these are all speculations. Politics conducted via Twitter or conferences is not the entirety of politics. Politics is dialogue, conversations, negotiations, and this is what we, as politicians, should seriously focus on to develop a solution that allows us to exit this crisis, which is clearly just around the corner - stated Tomasz Grodzki in a conversation with journalists in the Senate.

- The 10th [11th] Sejm session is underway. This Sejm session has not yet been concluded. It began a few days ago, will continue for the next three days starting tomorrow, and in this regard, we would like to appeal to Marshal Witek for this Sejm session to be stationary. Of course, with all procedures observed. Why do we need to return to a stationary Sejm session? Well, as you know, the bill concerning postal voting will likely return from the Senate on Wednesday. A bill that raises many controversies. A bill that is intended, of course, to encourage all of us to vote by mail, to vote already in May. Similar to the Senate, the MPs of Lewica have many doubts regarding this bill. We would like to discuss it in great detail. We would like to delve into it. That is why we are appealing to Marshal Witek to start functioning normally in this matter and in other matters - Robert Biedroń said during a press conference.

- Today in Brodnica, there are two of our parliamentarians. Joanna Scheuring-Wielgus, a Left MP, and Krzysztof Śmiszek, a Left MP, with an important intervention at the Samindruk printing house. As you know, this is the printing house that prints election packages in Brodnica, and therefore our MPs went there for an intervention because we are receiving information regarding the security of printing these packages, and concerning irregularities in the preparation of these packages. We would like to clarify these matters. Our MPs were not allowed onto the premises of this printing house, despite the fact that such an obligation rests upon a company providing services commissioned by a public institution. The director did not consent to entry onto the printing house's grounds. At this moment, the MPs are awaiting the arrival of the police - stated Robert Biedroń during a press conference.

- On this board, you can see the four main pillars of our plan. These are low taxes, cleaning up after the anti-crisis shield, seeking savings, and combating drought. These four slogans are the four main pillars of a plan that aims to re-ignite the economy - said Krzysztof Bosak during a press conference.

- We must stop this tendency of constantly raising tax burdens, and therefore, first, the fulfillment of the overdue, neglected promises of President Andrzej Duda, meaning an increase in the tax-free amount. Secondly, what the government has timidly begun to implement, after almost the entire opposition picked it up, and last year Confederation announced it, namely voluntary ZUS for entrepreneurs. Thirdly, to counter the economic crisis that will hit society. A reduction in VAT on food - the candidate continued.

- No new taxes. Prime Minister Morawiecki is proposing as many as four new taxes that are to be introduced at the EU forum. We will never agree to that - he added.

- From the beginning, we said that the shield was a concrete lifebuoy thrown to entrepreneurs in a difficult moment. Today, we propose to remove all new, unnecessary bureaucratic regulations created by the shield. We must clean up this mess created by Mateusz Morawiecki's government as quickly as possible.

- Let's save, let's look for savings. These savings exist, one just needs to try a little.

- We demand the cancellation of subsidies for propaganda for TVP. These unfortunate two billion, multiplied by the number of years, result in even 10 billion PLN. We demand the suspension of contributions to the leftist, international, bureaucratic World Health Organization. We demand the suspension of various, completely unnecessary leftist projects.

- A system of subsidies is needed for relinquishing part of the land to create water reservoirs. A well-thought-out, organized system of water management is needed. Incompetent people who currently occupy the Wody Polskie company need to be removed. Personnel changes are needed at the government level so that specialists can deal with this.

"For a long time we've seen that the state is sinking into a political crisis. The current majority and this government bears full responsibility for what is happening with the elections. Today we heard from the lips of further ministers that the May 10th elections will not be able to take place. This is very important information, but it also shows that without a political plan, without good solutions, it is impossible to alleviate and lead Poland out of this political impasse. Two weeks ago, Civic Coalition presented a comprehensive plan to exit the political impasse" – stated PO leader Borys Budka at a press conference.  

„Together with the Speaker of the Senate, we have pledged to ask the head of the National Electoral Commission (PKW) to present a comprehensive approach to healing the sick situation caused by the current parliamentary majority. We believe that the PKW should be involved in the process of healing the political situation and overcoming the political impasse. Together with the Speaker of the Senate, we will ask and appeal to the head of the PKW to present solutions that will be, on the one hand, acceptable to all sides of the political scene, and on the other hand, consistent with the Polish constitution” - said PO leader Borys Budka at a press conference. 

“I will adhere to and recall the case of the famous councilor from my beloved Silesia and I appeal to stop the constant pilgrimages to opposition parliamentarians. In the Senate, we showed that there is no price at which someone with principles can be bought” – said the leader of Civic Platform (PO), Borys Budka, at a press conference. 

- As you know, presidential elections were supposed to take place in a few days. Today we know that these elections will not happen on May 10th. I want to thank Marshal Kidawa-Błońska, who was the first to say that the elections could not take place on May 10th because there are no guarantees that they will be conducted safely, that they will be universal, equal, secret, and direct elections. Today, we still don't know what the election calendar will look like. But I want to say very clearly that we are ready for this campaign, for these elections, but we must guarantee all these things we are talking about. These elections really must be safe. These elections must be organized by the PKW. These elections must be in accordance with the Constitution, and today we say and will repeat: we are ready for them, our candidate will take up this fight, but we must all work to build these guarantees. This week is critical, we will be making decisions in the Sejm, I am convinced that it will be in accordance with the Constitution and the principles of democracy - stated Grzegorz Schetyna at a press briefing in Wrocław.

• It is so important to speak the truth loudly, not to deceive, and to try to solve together the problems that have accumulated. Without serious dialogue with local government officials, who are on the front lines of the fight against the pandemic, we will not solve any problem. Poles are waiting for this government, and I hope the government will start addressing real problems instead of organizing elections at the least favorable and least safe time for Poles – stated Małgorzata Kidawa-Błońska at a press briefing in Wrocław.

– It's hard to talk about postal voting because such a format doesn't currently exist in Polish law, because there is no such law. There is no law, no postal voting conducted by the National Electoral Commission (PKW). Everything else is a postal service and I truly have zero trust in Deputy Prime Minister Sasin and the way these elections were organized. Besides, you have already seen the ballot papers in the public sphere, so such elections don't exist. There is no law that would allow such elections to be conducted. We need to calmly find solutions that will allow these elections to be conducted, but this must first be a question for specialists, for doctors, epidemiologists, when, in their opinion, will be the safe time for Poles to be able to participate in these elections – stated Małgorzata Kidawa-Błońska at a press briefing in Wrocław.

I am appealing once again to Minister Szumowski: let him read the report from Bavaria and consider whether it is not time for him to come out and say what the situation might look like after the kind of elections they want to propose. He is a doctor and should have the courage to appeal to the Prime Minister to introduce a state of natural disaster. That would then solve all our problems. First, the health problems of Poles, and then the legal ones, because for me, this order is the most important - stated Małgorzata Kidawa-Błońska at a press briefing in Wrocław.

- There is great chaos and great fear within PiS. They have brought things to a point where they themselves no longer know what to do. Chairman Kaczyński does not want to admit that he is losing, that he is losing his majority in the Sejm, and they are looking for substitute topics. Moreover, the President's morning conference today has probably stunned many Poles. Because if the President of our country organizes a conference on the first day after such a long weekend at 8:15 AM and truly has nothing to tell us, it means something is not working there, that they are in a serious crisis. But not a crisis of the opposition, not a crisis in Poland, but a great crisis within PiS - stated Małgorzata Kidawa-Błońska at a press briefing in Wrocław.

- Minister Szumowski said that this could last a very long time, but elections should take place in our country. We must learn to live with this pandemic. I am consistently and firmly saying: I am participating in elections that will be safe for Poles and conducted by the National Electoral Commission. Two important factors - stated Małgorzata Kidawa-Błońska at a press briefing in Wrocław.

Senate committees (Rule of Law, Local Government, and Legislative) recommend that the chamber reject the bill on universal postal voting in its entirety.

The Senate will begin its plenary discussion on the regulations tomorrow and conclude it by the last possible constitutional deadline, which is Wednesday. Subsequently, the bill, with the Senate's veto, will return to the Sejm.

In the work schedule, the key vote in the lower chamber is planned for Wednesday at 4 PM, but it is not ruled out that it might be postponed to the morning session on Thursday.

- Małgorzata Kidawa-Błońska is paying for her statement, her decision to suspend the election campaign. - It seems like a major reshuffle is on the horizon for the Polish political scene. If Jarosław Kaczyński loses the vote in the Sejm on issues concerning postal voting, which he prefers, due to Jarosław Gowin's rebellion, I believe it will mark the beginning of a far-reaching process, not only of Jarosław Gowin's independence from Kaczyński but also, I hope, the formation of a new Polish right-wing - stated Bronisław Komorowski in an interview with Dorota Gawryluk on the program “Gość Wydarzeń” on Polsat News.

- I am convinced that a formation of such modern conservatism is possible, which will lead the entire political scene. This change, both in the form of pushing away PiS radicals, and perhaps radicals within PiS, but it will also influence Civic Platform – said Bronisław Komorowski in an interview with Dorota Gawryluk on the program “Gość Wydarzeń” Polsat News.

- I keep hoping that responsibility for the state and for democracy will prevail. - I would just like to remind my colleagues from Porozumienie that, of course, I do not deny Jarosław Gowin's merits in building the Porozumienie environment, they are probably considerable, but I would also like to remind you that it was not only thanks to Prime Minister Gowin, but also to a large extent thanks to the PiS logo, which most of the current Porozumienie MPs had on their election materials, that voters were more inclined to vote for them - said Radosław Fogiel in an interview with Piotr Witwicki on the program "Wydarzenia i Opinie" on Polsat News.

- If we were to swap the polls a bit today. What if, in the polls, Andrzej Duda was somewhere third, fourth, and had a few, a dozen percent of support, and for example, the candidate of the main opposition party had that 48, 50, 52, or 60 percent as the incumbent President Andrzej Duda has in many polls today, then the situation would probably be different. In that case, the ruling camp supporting the president would be thinking about what to do to postpone these elections, because then they could catch up in the polls, and for example, the camp of the candidate, let's assume Małgorzata Kidawa-Błońska, would be thinking: we need these elections as soon as possible because our candidate is leading - said Krzysztof Łapiński in an interview with Piotr Witwicki on the program "Wydarzenia i Opinie" (Events and Opinions) on Polsat News.

- The bill on postal voting, on the safest voting method at the present moment, during the coronavirus, the pandemic, the epidemic, is being processed at the last minute, the last moment, the last days. One might even say in the last hours. What Prime Minister Sasin said a moment ago, that it is an attempt to torpedo the elections that must take place, that should take place, for which the ruling party is responsible, which must take place by [May] 23 - stated Stanisław Karczewski in an interview with Danuta Holecka on TVP Info's "Gość Wiadomości".

- This is a very justified decision, because it concerns the provisions of the Constitution, care for the law, and for the law that is, after all, contained within the Constitution. Therefore, it is completely understandable that we should all vote for this bill, and that all of us, I mean the MPs from United Right, if this bill is rejected by the Senate, which everything indicates will happen, should oppose it and vote against the solution proposed by the Senate - stated Stanisław Karczewski in an interview with Danuta Holecka on TVP Info's "Gość Wiadomości".

I am deeply convinced that if we were to conduct such polls now, most Poles simply want to end this barren, completely unnecessary dispute over the date, over postponing the elections. Let's talk about programs, about what we have to offer. About what the candidates have to say. Let's not talk about elections, but about what Poles expect, what they are counting on, for what kind of presidency. For precisely the kind of presidency that Andrzej Duda presented. Responsible, credible, consistent. - I think the stance is not only that of Madam Marshal [Małgorzata Kidawa-Błońska], but also of her political backing, where chaos is visible, where different factions can be seen, where some say she is their candidate, while others say they did not choose this candidacy, that a political body did.
