Monday's Political Agenda: Phase One of Easing Restrictions, Budka's Plan Unveiled, Constitutional Tribunal on Supreme Court Resolution

According to sources at 300POLITYKA, President Andrzej Duda is returning this week with the message: we are holding elections and moving forward. - Work and cooperation will guarantee a secure future - one of our informants outlines the scenario. The head of state is also expected to resume media activity - a guest appearance on Polsat News' "Gość Wydarzeń" is planned for today.

Starting **today**, some safety regulations are changing - the first phase of easing coronavirus-related restrictions will be introduced. More people will be able to shop in stores simultaneously, access to forests and parks for recreational purposes will be permitted, and individuals over 13 years old will be able to move around without adult supervision.

- We are taking cautious steps aimed at returning Poles to normality, as well as thawing the Polish economy. This process will be divided into stages - to ensure maximum citizen safety. We want Poles to use the new regulations reasonably - the government argues.

According to sources at 300POLITYKA, Prime Minister Morawiecki is scheduled for a conference **today** at the Strategic Reserves Agency headquarters to showcase the amount of equipment that has already arrived in Poland and what is expected to arrive.

- On **Monday**, I will propose a very comprehensive solution that also addresses the election format. I will conduct consultations because I know very well that Poles are very afraid that this electoral right could turn into a mockery of elections - Borys Budka said on TVN24.

Earlier, a meeting is expected with, among others, Jarosław Gowin, as the Civic Platform leader stated: - I will first consult it [the plan] with leaders of other parties, among others. I will also talk to Jarosław Gowin, because today is a true test for politicians. Budka's press conference is scheduled for **10:00 AM**.

At **11:00 AM**, at the Prime Minister's request, a hearing of the Constitutional Tribunal will take place concerning the resolution of the joint chambers of the Civil, Criminal, and Labour and Social Insurance Chambers of the Supreme Court dated January 23rd. In short, according to the resolution, judges appointed to positions based on recommendations from the so-called new National Judicial Council are not authorized to adjudicate.

Gowin on Presidential Elections: I Hope We Reach an Agreement Not Only with Our United Right Partners, but Within the Entire Political Class

- I hope that [the blocking of the May postal elections] will not be necessary. I hope we will reach an agreement not only with our United Right partners, but within the entire political class. Today's negotiations, which I will hold with Borys Budka and representatives of Civic Coalition, serve this purpose, among others – stated Jarosław Gowin in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

07:56

Gowin:

I Have Full Trust in All My Colleagues

- On May 6th, the Senate will decide the fate of this bill [on postal voting]. After familiarizing myself with the Senate's decisions, I will first present my position to my MPs and then to our coalition partners. I will present a recommendation to the MPs. We will then see what the answer to your question will be. All I can say is that I have full trust in all my colleagues, even if sometimes on one matter or another, as happens in democratic parties, they have a different opinion than the party leader - stated Jarosław Gowin in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- Firstly, all personnel decisions, including taking up positions or resigning from them, were agreed upon with me and represent our common stance. Secondly, I have a much better opinion of Porozumienie MPs than you do, Mr. Editor, when you suggest that they might vote one way or another in exchange for positions. I am convinced that even if it might happen that we vote differently, in every case the motivation will be the interest of the state - he continued.

Szumowski on Sunday's Record Infections: Primarily a Result of Outbreaks in Care and Treatment Facilities

- This is primarily a result of outbreaks in care and treatment facilities, which are slightly different from social welfare homes. Patients there are also in very serious condition, not only the elderly, but patients who require care. This situation is very unfavorable for them, because if one of them gets sick, often a larger number do - said Łukasz Szumowski in an interview with Beata Michniewicz on Radio Trójka's "Political Salon".

08:00

Gowin:

I'm Sure We Won't Break

- Of course, in politics, offering positions is commonplace, especially in crisis situations. But it's not like everyone is for sale. Mr. Editor, you have a very poor opinion of us politicians. The fact that such behavior occurs, that sometimes in certain parties, during certain periods, it is frequent, does not mean that everyone is for sale, and it certainly does not mean that the politicians of Porozumienie are for sale. That's because we created our party from scratch. We haven't received a single zloty from the budget so far. For 7 years. It's a group of people very seasoned in battle, very loyal to each other, solidary. In short, if you're pushing this hard, I am sure that we will not break - stated Jarosław Gowin in a conversation with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

08:03

Gowin:

I will urge Civic Coalition partners today to hold separate talks on Sośnierz's plan for rapid economic relaunch

- The main topic of today's discussion will be the constitutional amendment project that Porozumienie presented a few weeks ago - stated Jarosław Gowin in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- I will urge partners from the Civic Coalition today to hold separate talks on Sośnierz's plan, a plan for the quickest possible relaunch of the Polish economy while simultaneously ensuring all very stringent, strict anti-epidemic standards - he continued.

08:05

Szumowski Asked If He Aspires to Deputy Prime Minister Position: Thank You Very Much, But No

- Thank you very much, but no. I have enough work in the position I currently hold - said Łukasz Szumowski in a conversation with Beata Michniewicz on Polskie Radio Program 3's "Political Salon".

- The honor is unnecessary when it comes to fighting the epidemic - the minister added.

08:11

Sasin:

Elections are essential. They must take place on the constitutional date of May 10th. This is not a whim of the authorities.
It is extremely important that Poland, which is grappling with a health and economic crisis, has effective, legal authorities with a democratic mandate. This is completely obvious. We cannot afford to burden ourselves at this moment with an additional political crisis, which would mean chaos, a lack of clarity regarding competencies, and would deprive Poland of a legally elected president. It is obvious that the president plays a huge role to play, for example, through the acceptance of laws. No law can be effectively passed without the president's signature. It is hard to imagine introducing new solutions, like further elements of the anti-crisis shield, without a president. Elections are essential. They must take place on the constitutional date of May 10th. This is not a whim of the authorities, a desire – as the opposition says – to push for elections at all costs, but rather a decision dictated by responsibility for Poland and Poles” – said Deputy Prime Minister Jacek Sasin on Radio Jedynka.

08:12

Szumowski:

We Have No Data to Suggest Global Postal Elections Affect Morbidity Rates

- We have no data to suggest that postal elections worldwide affect morbidity rates in any way - said Łukasz Szumowski in a conversation with Beata Michniewicz on Trójka radio's "Political Salon".

- And what about the data from Bavaria?

- The data from Bavaria shows that the epidemic curves did not change after the postal elections. Everyone is pointing to the data from Bavaria.

- But they do show an increase in Bavaria.

- After traditional elections, there was a change in the curve, that's true. That's why I say that such elections should not take place during an epidemic. However, after the second round of elections on the 29th, I haven't seen any such data. If someone has any secret reports that they haven't shown so far, I'd be happy to review them.

08:13

Gowin on a Minority Government: PiS Leaders Might Opt for Such a Scenario. I Cannot Rule It Out. It's Not a Scenario I'd Like to Pursue, but I'm Considering It.
I know such speculations have appeared in the media [regarding the position of Sejm Marshal], but they are purely media speculation. Only one stable governing majority is possible in this parliament. That majority is the United Right, and I will strive for as long as possible for such a majority United Right government to survive and govern Poland until 2023 - Jarosław Gowin stated in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego". - Yes, joint rule by PiS and Porozumienie is the best solution for Poland. Any other governing arrangement in this parliament would be shaky, torn by huge contradictions. I'm not saying there are no tensions within the United Right camp; the dispute over the May 10th deadline, for instance, is proof that we differ on some issues, but can you imagine a government from, I'd guess, Adrian Zandberg to Krzysztof Bosak? - he continued. - Perhaps PiS leaders will decide on such a scenario [a minority government led by Mateusz Morawiecki, without Porozumienie]. I cannot rule that out. It's not a scenario I'd like to pursue, but I am considering this scenario. It would be difficult for me not to consider any realistic scenario, especially if we have a real dispute over May 10th. The consequence of this dispute might be that Prime Minister Morawiecki's government loses its majority character. This is certainly not Porozumienie's intention, and we will certainly not strive for it - emphasized the leader of Porozumienie.

08:19

Sasin:

It is Marshal Grodzki's irresponsibility and malice, along with the Senate majority, that is causing Poles' uncertainty about election procedures three weeks before the vote.

It is precisely Marshal Grodzki's irresponsibility, his malice, and that of the Senate majority that is truly causing Poles to be unsure today, three weeks before the elections, how the elections will be conducted. The Senate has maliciously decided to withhold the bill, which was passed by the Sejm, that offers a chance, an opportunity to conduct the elections within the constitutional deadline, while simultaneously ensuring they are conducted safely for voters and all those who will be organizing them” – stated Deputy Prime Minister Jacek Sasin on Jedynka radio.

08:20

Gowin:

I will meet with the leaders of the Polish Coalition tomorrow or the day after

- Tomorrow or the day after, I will meet with the leaders of the Polish Coalition, namely Władysław Kosiniak-Kamysz and Paweł Kukiz. I hope that talks with Lewica and Konfederacja will also take place. The culmination of this consultation process should be a meeting with President Kaczyński. I am talking now about a meeting concerning this specific matter, while it is very possible that we will meet on other matters sooner anyway - stated Jarosław Gowin in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

08:22

Sasin:

Demanding a State of Emergency to Postpone Elections is Demanding a Brutal Violation of the Constitution

“Demanding a state of emergency in order to postpone elections, because that is effectively what this is about, that is intended to be the goal of introducing a state of emergency, not what is essential to such a state of emergency, which is providing tools to effectively combat a crisis, is demanding a brutal violation of the constitution. This would mean that whenever the authorities want to postpone elections for some reason, they could use the argument that they are introducing a state of emergency and there will be no elections. This is dangerous for democracy” – said Deputy Prime Minister Jacek Sasin on Jedynka radio.

08:39

Bielan:

Elections Must Be Held by May 23rd. If Not, the Presidency Will Be Vacant After August 6th, Leading to Gigantic Legal Chaos

- August 6th marks the end of the current president Andrzej Duda's term, and therefore the constitution clearly states that elections must be held between the 100th and 75th day before the expiry of this term, meaning by May 23rd. If this does not happen, after August 6th, the office of the president will simply be vacant, and gigantic legal and constitutional chaos will ensue. We will have a completely destabilized political situation in the country - Adam Bielan stated in an interview with Beata Michniewicz on "Salon Polityczny" on Radio Trójka.

08:47

Bielan on Constitutional Amendment: If Opposition Leaders Claim Their Concern About May Elections is Not Kidawa-Błońska's Dramatically Weak Polls, but the Health and Safety of Poles, They Should Support This Proposal

- Now we are putting opposition leaders to the test. If they truly state that their only concern about holding elections in May is not Małgorzata Kidawa-Błońska's dramatically weak poll numbers, but the alleged health and safety of Poles, then they should support this proposal. Today, Mr. Borys Budka should hold a press conference after his meeting with President Jarosław Gowin and say: yes, we support this constitutional change. If that doesn't happen, it will be the best evidence of the hypocrisy of Civic Platform leaders - said Adam Bielan in an interview with Beata Michniewicz on Polskie Radio Program III's "Political Salon".

08:53

Bielan:

The Senate Quietly Adopted Remote Voting, Despite Platforma Politicians' Heated Protests Against It in the Sejm. Further Proof of Hypocrisy.

- Speaking of remote, internet voting, I don't know if our listeners realize that the Senate has quietly transitioned to this form of remote voting, even though Platforma politicians vehemently protested such remote voting in the Sejm. Meanwhile, Marshal Grodzki, without even amending the regulations – and I recall Platforma politicians protesting vehemently when Marshal Witek proposed amending the regulations in the Sejm – Marshal Grodzki proposed such remote voting in the Senate. This is further proof of the hypocrisy of PO politicians - said Adam Bielan in a conversation with Beata Michniewicz on Polish Radio Three's "Political Salon".

09:10

Kamiński on Presidential Elections: I've Changed My Mind. These Elections Should Not Be Ceded Automatically

- To be honest. Like many people, I've changed my mind on this matter. Our initial reaction, and that of many others, to this circus surrounding the elections was, I believe, an emotional and justified one, which said: we cannot participate. But thank God, reflection has come. It seems to me that this reflection is correct, that these elections should not be ceded automatically - stated Michał Kamiński in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- Organizing elections in this case is obvious madness. However, this does not change the fact that because we have our state, these elections should not be ceded automatically. I changed my mind about the elections when I realized what Jarosław Kaczyński is counting on. He is counting on us not participating in these elections. Because even these fictitious elections, if they are organized amidst all this mess, postal elections, will require the opposition's participation, if only to watch the government's actions at every stage, to be able to prove what is happening with these elections - the Deputy Marshal of the Senate continued.

09:17

Kamiński:

We Shouldn't Legitimize Everything That Will Be Illegal, But It Seems a Large Part of Opposition Voters Don't Expect Us to Cede These Elections by Walkover

We should not legitimize in any way everything that will be illegal, but it seems that today our voters, a large part of the opposition voters, who are very diverse indeed, also do not expect us to cede these elections by walkover – stated Michał Kamiński in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

09:21

Kamiński:

If Gowin Has the Votes, He's a Very Serious Partner for Talks with a Lot to Say

- Jarosław Gowin is a partner for talks if he is able to guarantee, along with the opposition, a majority for some political project – one that is also acceptable to him, not necessarily ideal for the opposition. That's what it boils down to. If Jarosław Gowin has a number of votes that, together with the opposition, can allow a political idea to be pushed through, then of course one must talk to Jarosław Gowin about it - stated Michał Kamiński in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- Provided that Gowin has those votes, he is a very serious partner for talks who has a lot to say. Provided that he has those votes - the Deputy Marshal of the Senate continued.

09:27

Kierwiński:

Kidawa-Błońska has not withdrawn from the election, but it's unknown when the election will be held. PiS has created legal chaos.

- Currently, under the existing legal framework, there is no solution that allows these elections to be held on May 10th. I am responding to you very, very clearly. Małgorzata Kidawa-Błońska has not withdrawn from running in the elections, but it is unknown when these elections will take place. PiS has created such a legal mess, such chaos, that today it's unclear whether the elections will be on May 10th or 23rd. All delegations for the National Electoral Commission (PKW) to organize these elections have been cancelled - stated Marcin Kierwiński in an interview with Michał Rachoń on the TVP Info program "Jedziemy".

09:27

Budka on Gowin: We Must Talk to Jointly Propose Good Changes to Electoral Law and Ensure Universal, Free, Equal, and Safe Elections
I believe today is a test of decency. Everyone who wants to conduct fair and safe elections in Poland must stand on the same side. Jarosław Gowin resigned from being Deputy Prime Minister in this government. He cited as a reason that elections could not be held in May this year. He also disagreed with postal voting. This must be respected, and we should strive to talk so that we can jointly propose good changes regarding electoral law and ensure universal, free, equal, and safe elections conducted in a fair form at the appropriate time,” said PO (Civic Platform) leader Borys Budka in an interview with Dominika Wielowieyska on Radio TOK FM's Morning Program.

09:31

Emilewicz:

This March was the first in years where business suspensions outpaced new registrations. A slowdown in suspension trends observed after Easter.

- This March, when viewed month-on-month, was the first in several years where the number of suspended businesses was higher than newly registered ones. Although even in this difficult month, resumptions and new openings also occurred. In the week following Easter, we are seeing a slowdown in the trend of suspending economic activity – said Deputy Prime Minister Jadwiga Emilewicz in an interview with Jacek Prusinowski on Radio Plus's "The Heart of the Matter."

09:34

Budka:

Boycott Can Be a Tool to Force the Rulers to Postpone the Election Date. No One is Withdrawing from Elections That Will Be Fair and Conducted Democratically

"A boycott can be a tool aimed at forcing the rulers to postpone the date. Two days after this announcement, following attempts at civil disobedience, Jarosław Kaczyński knew he had to withdraw from traditional elections and sent a draft bill on postal voting to the Sejm. No one is withdrawing from elections that will be fair and conducted democratically" – said PO Chairman Borys Budka in an interview with Dominika Wielowieyska on the TOK FM Radio Morning show.

09:45

Emilewicz:

We are analyzing what percentage of production is slowed. According to the baseline scenario, we are talking about resuming production at full capacity from the beginning of July
We are analyzing what degree, what percentage of production is slowed. We analyze day by day, then week by week, month by month. These are data that we estimate. We are talking about about PLN 7 billion, about PLN 139 billion on a monthly scale. Of course, if we are to extrapolate these data for the entire year, firstly, preliminarily, according to such a baseline scenario, we are talking about resuming production at full capacity from the beginning of July. However, we do not know, of course, when full resumption will be possible - said Deputy Prime Minister Jadwiga Emilewicz in an interview with Jacek Prusinowski on "Sedno sprawy" (The Core of the Matter) on Radio Plus.

09:50

Emilewicz:

The Health Minister's Decisions Are Our Compass. The Health Minister Says Regionalization in Poland Isn't Appropriate Today

- The guiding principle and compass are the Health Minister's decisions. I wouldn't want to point out any differences. The Health Minister says that regionalization in Poland isn't appropriate from today's perspective because the cases are distributed relatively evenly - said Deputy Prime Minister Jadwiga Emilewicz in an interview with Jacek Prusinowski on Radio Plus's "Sedno Sprawy".

Budka:

Now is not the time for elections or political disputes. Now is the time to focus on Poles' health, lives, and economic security.

We know perfectly well that Poland, Europe, and the world have been hit by a deep crisis caused by the epidemic. Today, the role of responsible politicians is to ensure the health and economic security of all Poles. Despite the efforts of many doctors, nurses, and healthcare workers, the number of infections is increasing. Yesterday's record of nearly 600 new cases in Poland shows that we should focus on what is most important, on protecting the health of Polish women and men. This is precisely what I call on the government to do. Deal with the comprehensive protection of Poles' health. Despite the great efforts of Polish entrepreneurs and employees, the Polish economy is suffering a crisis. In recent weeks, over 60,000 Polish businesses have been closed or suspended. This deep crisis shows that the government should focus on economic security, but unfortunately, the Polish government and Polish authorities are mired in a political crisis. Today, the most important task is to resolve this political crisis. Now is not the time to concern ourselves with elections or engage in political disputes. Now is the time to focus on the health, lives, and economic security of Poles” - said the chairman of Civic Platform, Borys Budka, at a press conference.

10:55

Budka:

Compromise Has Its Limits. The Polish Constitution is That Limit. We Will Not Allow Current Party Interests to Alter the Constitution.
"A compromise solution has its limits. That limit is the Polish constitution. We will not allow the current interests of any political party to cause changes to the fundamental law. We are coming forward with a proposal that, in accordance with the Polish constitution, will allow for safe elections. Safe elections are part of the 'Safe Poland' plan. If we lower the temperature of political dispute, then it will be possible to address what is most important in a completely unhindered manner, without divisions on the political scene," said the Civic Platform leader Borys Budka at a press conference.

11:02

Budka:

Safe Elections Mean May 16, 2021. This Also Means a Mixed Voting Method

Safe elections are elections on May 16, 2021. These safe elections are elections in which everyone will be able to participate without risk to their life or health. Safe elections also mean a mixed voting method. By that time, by May of next year, the National Electoral Commission will prepare Poland for both traditional and postal elections, but elections that are secret, equal, universal, and guarantee safety for those participating in them. This proposal may also include supplementing the electoral formula with internet voting, but this formula can only be implemented when full transparency of electoral procedures and security are ensured” - said the chairman of Civic Platform, Borys Budka, at a press conference.

11:03

Budka:

It is the State Election Commission that must conduct elections. There is no possibility for elections to be conducted by one government or another, or for ballot papers to be printed by a minister or individuals subordinate to them.
"It is the State Election Commission that must conduct elections. There is no possibility for elections to be conducted by one government or another, or for ballot papers to be printed by a minister or individuals subordinate to them. Today, the most important thing is that elections, besides being safe, must also be fair. Fair elections mean that everyone who has the right to vote can participate in them. It will be up to the voter to choose the format: by mail or traditional, but the safety of traditional elections at polling stations will be overseen by experts - doctors, epidemiologists, so that everyone can be sure that by casting their vote, they are not endangering their health or life," said the chairman of Civic Platform, Borys Budka, at a press conference.

While Unequivocally Negative About the Current President's Term, No One Wants to Deny Him the Right to Run Again

"While assessing the current president's term in office in an unequivocally negative way, no one wants to deny him the right to run again, to have the opportunity to face his voters, which is why this proposal guarantees the continuity of power and the possibility for Mr. President Andrzej Duda to run in the next presidential elections. This is an element of democracy, an element of compromise," said the chairman of Civic Platform, Borys Budka, at a press conference.

11:10

Budka:

We propose that if the state of epidemic lasts longer than 30 days, the Council of Ministers automatically declares a state of natural disaster
“We propose that in a situation where the state of epidemic lasts longer than 30 days, the Council of Ministers automatically declares a state of natural disaster. This will allow for the continuity of power as foreseen by the constitution. It will also allow, later, when the epidemic subsides, to establish a good electoral calendar, which should be done by the National Electoral Commission in conjunction with the Marshal of the Sejm through political agreement” – said the leader of Civic Platform, Borys Budka, at a press conference.

11:14

Budka:

I will approach all leaders of all political groups with a proposal. I believe we are capable of responsibly guiding Poland through this most difficult time together.

I will approach all leaders of all political groups with this proposal. I believe we are capable of responsibly guiding Poland through this most difficult time together. I also believe we are capable of showing that in times of crisis, the political class can talk to each other. I also believe that we will be able to send these proposals to the Polish Sejm in May, so that they are adopted and signed by the president” – said the chairman of Civic Platform, Borys Budka, at a press conference.

PM:

My Top Priority is Launching Domestic Production Soon. We are Now Attracting Production Lines from the Far East and Western Europe to Manufacture Masks, Protective Suits, Goggles, and Face Shields in Poland.

- We are receiving supplies from two directions. Firstly, there are continuous deliveries from China. From China, Turkey, and a few other countries as well, but primarily from China. This requires the efficiency of the entire state apparatus, because today, to be frank, all countries in the world are fighting for equipment from China. President Andrzej Duda's conversation with President Xi Jinping and my conversation with Premier Li Keqiang certainly helped, but everyone is constantly striving to secure supplies from China. That is precisely why our Antonov, not ours really, but the one that arrived in Poland, reportedly broke a transport record in terms of cubic meters packed into the aircraft, as the CEO [Michał Kuczmierowski] just told me. Poles are trying to bring in the cheapest and best equipment here, but at the same time, we are striving for domestic production. That's why I was greatly pleased when I recently saw in the warehouses that we are also bringing face masks from Lisowice to the warehouses, that face shields are already being produced mostly by domestic manufacturers, including those with 3D printers, as well as various printing companies and similar enterprises. My particular focus is on ensuring that after these initial few weeks, one or two months, domestic production starts very soon. We are now attracting shipments of technological lines from the Far East, as well as from Western Europe, so that they can produce masks, face masks, aprons, protective suits, goggles, and face shields here in Poland themselves - said Mateusz Morawiecki during a press conference at the material reserves depot of the Material Reserves Agency in Komorów.

Sobolewski:

Civic Coalition's Candidate Replacement Mode Activated

The tweet from @AC_Sobol on April 20, 2020, states:

"The mode for replacing the presidential candidate by Civic Coalition has been activated."

This statement likely refers to internal political maneuvering within Poland's Civic Coalition (Koalicja Obywatelska - KO) regarding their presidential candidate during the 2020 election cycle. The phrase "tryb wymiany odpalony" (mode of exchange activated) suggests that the party was either considering or had initiated a process to change their chosen candidate. This could have been due to various factors, such as polling numbers, internal party dynamics, or strategic considerations related to the election campaign.

11:24

Budka:

We are capable of building a majority with the democratic opposition and some MPs who opposed the postal vote, even if part of the United Right resists

I believe that in the event of resistance from a part of the United Right camp, we are capable of building a majority with the democratic opposition and some of those parliamentarians who already opposed the postal voting in the formula proposed by PiS” – stated the Civic Platform leader Borys Budka at a press conference.

On a daily basis, I meet with leaders of other opposition groups. I have spoken with Jarosław Gowin twice. Today we will also be talking. I know his opinion regarding the fact that the elections cannot take place in May. I know his opinion regarding postal elections. I know how Lewica, PSL, or Konfederacja voted. All of them, together with KO, were against this election formula, and all are in favour of elections at a safe date. I am convinced that this proposal will be accepted” – he added.

Poland Successfully Controlled the Coronavirus Growth Curve

- A significant part of society does not want the economy to open too quickly, precisely because they fear a resurgence after the suppression of the coronavirus, which has been successful in Poland. Poland has succeeded in suppressing the growth curve of coronavirus infections. They fear that in May, June, or later, there will be a rapid, very quick increase again. Of course, we do not want that. That is why the Polish government is implementing a strategy of very careful, slow, and very balanced economic reopening. A method that will allow us to control, to keep our finger on the pulse - said Mateusz Morawiecki during a press conference at the Material Reserves Agency's depot in Komorów.

Budka Asked if Proposal Entails Restarting the Electoral Process, Including Candidate Nominations: 'Elections Must Be Comprehensive. It's Not Just the Act of Voting, but Also Citizens' Access to Candidates' Electoral Programs'

Elections must be comprehensive. It's not just the act of voting, the act of casting a ballot, but also citizens' access to candidates' electoral programs. Candidates must present a vision for Poland after the crisis, after these difficult days and months. The election campaign must be comprehensive, but the PKW (National Electoral Commission) will play a leading role in these matters. It won't be politicians who set the election calendar, but the PKW's detailed rules” - said the chairman of Civic Platform, Borys Budka, at a press conference.

KKZ to Budka: Does the Plan Envisage a New Candidate Selection Process?

The Koalicja Klimatyczna (Climate Coalition) has sent a letter to Borys Budka, the Minister of State Assets, asking for clarification on the proposed electoral reforms. Specifically, the Coalition is seeking to understand whether the planned changes to the electoral process will include a new system for selecting candidates.

In their communication, the KKZ emphasizes the importance of transparency and fairness in candidate selection, particularly in the context of promoting climate-friendly policies. They are concerned that the current system may not adequately reflect the diversity of opinions and expertise within the climate movement, and that a new process could lead to more robust and representative candidate lists.

The letter, which was also shared on Twitter, highlights the urgency of these questions as the political landscape continues to evolve. The KKZ is urging for a prompt and clear response from Minister Budka to ensure that the upcoming electoral reforms are aligned with the principles of democratic representation and environmental stewardship.

We Need Realistic Frameworks for Exiting Lockdown. We Need to Tell Ourselves, Like the Czechs Did, That We Have a Defined Project. In Poland, It's All Based on Spit and String

We need realistic frameworks for exiting lockdown. We need to tell ourselves, like the Czechs did, that we have a defined project, a program – the first stage opens on April 20th, the last stage on June 8th, and afterwards we will observe how everything works. In Poland, it's all based on spit and string, on discussions that experts, whom we don't even know and whose opinions change constantly, have amongst themselves. After all, just two months ago we had recommendations that masks were useless, and today we all have to wear them. The models of virus spread in Poland have changed 10-15 times in government communications so far. I expect a realistic, concrete plan for exiting this situation” - said presidential candidate Szymon Hołownia at a press conference.

Poland Plus or Poland Minus - PAD Resumes Campaign and Defines Election Stakes
Today we are in a time of crisis, we are in the midst of, I hope, a waning coronavirus pandemic, but we are also in a time when we will likely grapple with an economic crisis. And today, when we are also in the midst of a presidential campaign, as I seek re-election as president, I would like all of you to ask yourselves the question: what kind of Poland do we want for the future? Should it be Poland Plus, or Poland Minus? Should it be Poland Plus, a Poland that maintains the programs that have been introduced, those that have served families, ordinary people, or will it be Poland Minus, meaning a Poland where people's retirement age is raised, against their will, a Poland where people bear the costs of the crisis on their own shoulders, because these crisis costs are shifted onto them by the authorities. I want to say one thing. I want Poland Plus, regardless of whether there is a crisis or not. It cannot be that the ordinary citizen bears the costs of the crisis. Economic matters must be managed in such a way that the state can cope with difficulties. Restrictions must be introduced in such a way that people can work normally and families can function normally - stated President Andrzej Duda at a press conference. This confirms yesterday's information from 300POLITYKA about the resumption of Andrzej Duda's presidential campaign.

13:45

Hołownia:

Poland Needs to Reach 10,000 Tests Per Million Inhabitants as Quickly as Possible, Conducted Reliably, So We Have No Doubts About the Real Number of Infected Individuals

[The plan for exiting lockdown] should be based on three fundamental pillars. Firstly, on reaching 10,000 tests per million in Poland as quickly as possible, and these conducted reliably, so that we have no doubts about the actual number of people who may be infected in Poland. The second point is the establishment of an interdisciplinary team, truly composed of very diverse experts, infectious disease specialists, virologists, statisticians, entrepreneurs [a team] that will decide what the roadmap for exiting this situation will look like. Finally, let's agree on a concrete plan” - said presidential candidate Szymon Hołownia at a press conference.

Duda:

If My Compatriots Wish It in the Upcoming Elections, I Will Not Sign Laws Liquidating 500+ or Raising the Retirement Age

- I commit myself today, very strongly, in light of the many discussions that have been taking place recently, primarily among various types of experts. Very often, these are experts who once said that introducing the 500+ program and other pro-social programs was impossible. Today they say: it will be necessary to liquidate, to limit 500+, it is high time for the government to introduce restrictions. Well, I want to state clearly and unequivocally. If I continue to hold the office of president, if this is the will of my compatriots in the upcoming elections, that I should hold this office again for the next term, then most certainly there will be no liquidation of 500+ and most certainly there will be no increase in the retirement age for Poles, because I will not sign such laws. I will not sign changes that would harm the ordinary Polish family in this way, a person who has worked very hard their entire life. For me, positive policy means supporting the ordinary person and the ordinary family. This is what responsible, wise, pro-social economic policy entails. This is precisely what the realization of the constitutional principle of a social market economy involves. I have always been, am, and always will be in favor of Poland Plus, of this Poland where the human being and the family raising children matter most. This is the most fundamental matter for me - stated President Andrzej Duda at a press briefing.

- At these meetings that I have held over the past years, I have always repeated that for me the most important goal, when I finish my presidential service, is for the Polish family to tell me: Sir, we are living better than when you started. Well, I declare to you that I absolutely stand by this. My greatest ambition and my greatest goal is to be able to hear precisely this from the Polish family at the end of my presidential mission. I believe that I will be able to continue this mission thanks to your decision, and I believe that I will be able to listen to such statements from Poles with a smile at the moment when I conclude my presidential mission - PAD continued.

- In these elections, we will decide what Poland will be like. Whether wise cooperation between the president and the government will continue to be possible, whether it will continue that all these good changes, precisely those that indicate and condition Poland Plus, will be accepted and supported by the president. I commit that I will absolutely support all such changes - he emphasized.

Hołownia on PO's Proposal: It's Significant to Me That the PO Leader, Not the Presidential Candidate Herself, Presented This
"It's sheer madness that we have to bicker about such things [election dates] in the situation Poland finds itself in today. This morning we heard a proposal made by Borys Budka on behalf of PO. It's significant to me that the PO leader, not the presidential candidate herself, presented this," said presidential candidate Szymon Hołownia at a press conference.

13:49

Hołownia on PO's Proposal: It's Heading in the Direction We've Been Going for a Long Time, and It's the Right Direction. We've Already Sent Thousands of Requests to the Chancellery of the Prime Minister to Introduce a State of Natural Disaster

It must be said that this proposal fundamentally goes in the direction we have been heading for a long time, and it is the right direction. A state of natural disaster should be introduced in Poland. 'Free the Elections' is an initiative I have been proposing for several days to all those who feel concerned about the fate of democracy in Poland. We have already sent several thousand requests to the Chancellery of the Prime Minister to introduce a state of natural disaster” - stated presidential candidate Szymon Hołownia at a press conference.

President Duda: Good Cooperation Between the President and the Government, Especially in Difficult Times, Means Tangible and Measurable Gains for Citizens. And This is Precisely the Good Cooperation I Want to Foster.

- Good cooperation between the president and the government, especially in difficult times, means tangible and measurable gains for citizens. And this is precisely the good cooperation I want to foster – stated President Andrzej Duda at a press briefing.

Biedroń:

We've Had Two Jarosławs Imposing Election Talk, Now Borys Joins the Fray. Kaczyński Pushes His Candidate, Budka Attempts a Switch.

- Until now, we've been dealing with two Jarosławs in the United Right who tried to impose a discussion on us that today preoccupies few Poles. A discussion about elections. Today, a third has joined this duo, Borys has joined. Borys Budka. A trinity of two Jarosławs and Borys has emerged, who instead of dealing with the real problems of Poles, are trying to make political deals. Kaczyński, of course, is trying to ram his candidate, Andrzej Duda, through for president, while Borys Budka is trying to make a switch of his candidate. We as The Left have a clear stance on this. This is not the time for political deals with those who have been destroying our country in recent years - said Robert Biedroń during a press conference.

13:59

Biedroń:

May God protect all those who try to negotiate with Gowin. Gowin is Kaczyński's assistant today.

- We will not lend our hand to any constitutional changes. These changes are simply unnecessary. Anyone who enters into any deal with Kaczyński or Gowin and allows a discussion about constitutional changes to be opened will step on a landmine, a trap set by Kaczyński. Because as soon as we open the door to these changes, Kaczyński will immediately exploit it. May God protect all those who try to negotiate with Gowin. Gowin is Kaczyński's assistant in these talks today. Let's not be naive - said Robert Biedroń during a press conference.

14:03

Biedroń:

Unlike Budka and Civic Platform, I will not focus on elections and party arrangements. Tomorrow I will present my plan for Poland

- Unlike Borys Budka and Civic Platform, I will not be dealing with elections and party arrangements. Tomorrow I will present my plan for Poland. A plan to overcome this crisis. A plan for Polish women and men on how to save their jobs, how to save small and medium-sized enterprises, how to genuinely help local governments, and how to help healthcare - said Robert Biedroń during a press conference.

14:30

Szydło:

Would you imagine all these solutions supporting Polish entrepreneurs and families being possible with a government unwilling to cooperate with the President?
During the PiS government's term, with Andrzej Duda as President, we have managed to support Polish entrepreneurs, the Polish economy, and most importantly, prepare social programs that have helped Poles and also become a driving force for the Polish economy, branded as Polska Plus. And this is the choice before us now. Will we choose Polska Plus or Polska Minus? Because our political opponents are not committed to these social programs and have often criticized them. It's not just experts who question or have questioned the sensibility of pro-family programs like 500+, the retirement age, or the 13th pension. We have most often heard criticism precisely from PO politicians, PSL politicians, or from the Left. And this is our choice. All of ours. It is our shared responsibility for our future, our shared responsibility for Poland. Will we allow these social programs to be abolished, limited, or will we work together to ensure that Polska Plus develops and that there are more and more of these good, pro-development, economic, and social programs? The Polish government, the PiS government, cooperates with the President. Thanks to this, even in such difficult times as now, when the crisis around us, caused by the epidemic, is spreading ever wider, legislative projects are being prepared that genuinely support Polish entrepreneurs. The best example is all the proposals that have been prepared with such effort in recent weeks, with the President's involvement and initiative by Mateusz Morawiecki's government. These were passed against the opposition, even though the opposition tried to disrupt the proceedings or prevent these projects from passing in the Sejm. They were adopted by the parliamentary majority and today serve Poles. Today they serve Polish entrepreneurs and Polish families. This is a difficult time, and in difficult times, we must be together, unite, support each other, and above all, jointly undertake the effort that will help us emerge from this crisis and lead us to normalcy, this new normal – stated Beata Szydło at a press briefing. - Can you imagine that the introduction of the anti-crisis shield, all these solutions that today support Polish entrepreneurs and Polish families, would have been possible if there were a government unwilling to cooperate with the President? I cannot imagine it and I don't think there is such a possibility. I think that the opposition, which today criticizes everything so loudly, does not want to cooperate. A government formed by the opposition would have led to us not having these programs. That is why it is so important that this cooperation between the government and the President be precisely the cooperation that is focused on one goal. Therefore, in May, very soon, we will make a very important decision regarding the choice between Polska Plus and Polska Minus. I am betting on Polska Plus, on President Duda, because I know that he is a guarantor that everything that has been done over these years will be maintained and that he will continuously confirm through his work and strive for us to be able to think about the development and security of our families after this crisis and in the coming years – Szydło continued.

President Duda Signs "We Will Defend Poland Plus" Declaration

President Andrzej Duda has signed the "We Will Defend Poland Plus" declaration, as announced on his official Twitter account. The declaration, shared via a link to a tweet from @AndrzejDuda2020, signifies a commitment to national defense and security. The specific details of the declaration are not provided within the text, but the title itself suggests a focus on safeguarding Poland's interests and sovereignty.

15:20

Gowin:

We Heard the Opposition's Proposals, They Were More Slogans. Details Will Be Provided Soon.

- As announced last week, today we began consultations with opposition parties regarding the proposed amendment to the Constitution by Porozumienie, also supported by PiS, which would simultaneously postpone the presidential election by two years. What is worth emphasizing is the good atmosphere of the talks. I think the fact that politicians are working across government-opposition divides is a value in itself. Of course, there are significant differences. The main one is that the only real project on the table for postponing the election is Porozumienie's proposal: a constitutional amendment, a 7-year presidential term, extending Andrzej Duda's term by 2 years, but without the possibility of re-election. Today we listened to the proposals of Civic Coalition representatives; they were more in the nature of slogans. We learned that the details of these proposals will be provided to us in the coming days. Then, after a legal analysis, we will be able to respond to them. Initially, we have some doubts about the extent to which these solutions comply with the Constitution, and even greater doubts about the chances these solutions have of being adopted in the Senate, given that the opposition parties are divided. For example, Lewica has already preliminarily rejected the Civic Coalition's proposal. However, we have agreed to meet at the beginning of next week, where we will work on documents. For me, however, the meeting scheduled for Friday is much more important. A meeting dedicated to what is truly important for Poles. The fight for the health and lives of Poles, the fight for the economic recovery - stated Jarosław Gowin at a press briefing in the Sejm.

- We are counting on the representatives of the opposition parties being ready to discuss Mr. Sośnierz's plan. At the same time, of course, we ourselves declare our readiness to take other alternative proposals very seriously, although I am pleased that, at least in direction, what Minister Sośnierz proposed has been accepted by Platforma or Civic Coalition. At least that is the declaration made by Marshal Grodzki last week - he continued.

Kosiniak-Kamysz Unveils "Plan for Poland": Hospital Operations, Medical Staff Salaries, State's Return to Childcare, Isolation of the Sick, and Safe Reopening of Shopping Malls

- In order to truly unfreeze the economy, certain conditions must be met. That is why we will present a plan for Poland. A plan of the Polish Coalition, which is based on several elements. Firstly, the efficiency of healthcare must be maintained. If hospitals are functioning, are viable, and are safe for employees, they will be able to admit and provide help. They will be able to admit those who are ill with COVID-19, but this plan also must include the reopening of wards and procedures for patients with other ailments – said Władysław Kosiniak-Kamysz during a press conference.

- The second issue concerns the remuneration for healthcare workers. Those who work on the front lines of the fight against the coronavirus must be better compensated – he continued.

- The next point concerns the possibility of childcare. The economy will not be unfrozen without childcare, meaning we are restoring care in nurseries and kindergartens. Care, not necessarily education at the primary school level, but care in primary schools – he added.

- We isolate and protect individuals who are at risk, we isolate suspects and those who have been in contact with those who may be carriers of the coronavirus; we isolate very precisely, very selectively. This requires more testing, more diagnostic capabilities, and more well-conducted interviews by sanitary stations – stated the presidential candidate.

- If it was possible to open parks today, if the number of participants in masses was increased, then it is possible to increase and open shopping malls under specific procedures, while maintaining safety – he said.

15:23

Kosiniak-Kamysz on the 2021 elections: I am glad that today the Platform has noticed our actions and our proposals for finding a solution and that they have supported us in this
I am glad that today the Platform, Civic Coalition, has noticed our actions and our proposals for finding a way out, a solution, and that they have supported us in this. I appreciate it very much. I spoke about this a month ago, so if it hadn't been a good idea, I wouldn't have talked about it - said Władysław Kosiniak-Kamysz during a press conference.

15:24

Budka:

Every Candidate Registered Should Run in These Elections. KO's Candidate Was, Is, and Will Be Kidawa-Błońska

Every candidate who has been registered so far should run in these elections. It is obvious. Małgorzata Kidawa-Błońska was, is, and will be the candidate of the Civic Coalition. She will participate in fair and safe elections. Once again, I want to emphasize that it is precisely thanks to the pressure from our candidate and her clear stance on the security and fairness of the elections that we are in a situation where elections cannot take place on May 10th, because there is no legal basis, which has been removed from the Electoral Code” - said PO leader Borys Budka at a press conference in the Sejm.

15:24

Budka:

I Can't Imagine Anyone in the Opposition Pushing for Elections in May or Via Correspondence

Today, the Senate has the obligation to ensure safe and fair elections. I cannot imagine anyone in the opposition pushing for elections to take place in May or using the correspondence formula proposed by PiS, which is not a safe, fair, secret, direct formula, nor is it an equal and universal one. Elections are more than just casting a vote” - said the Civic Platform (PO) leader, Borys Budka, at a press conference in the Sejm.

15:25

Budka:

Proposals Will First Be Presented in Writing to Senate Coalition Leaders; United Right Leaders Will Also Be Invited to Talks
“In the first instance, these proposals will be presented in writing to the leaders of the parties forming the coalition in the Senate. For me, good cooperation in the Senate is most important. This cooperation has been proceeding correctly for many months. Thanks to Speaker Grodzki, thanks to the Deputy Speakers, I believe this formula of cooperation will be appropriate. I will also invite the other leaders of the United Right camp to talks, because I am convinced that these solutions are acceptable to anyone who can place their own political interest below the safety of Poles,” stated Civic Platform (PO) leader Borys Budka at a press conference in the Sejm.

15:25

Gowin after meeting with Civic Coalition: It's good that talks are happening. We are far from finding consensus
- It's good that talks are happening. We are far from finding consensus, but it is important that we are talking not only about postponing the election date, it is important that we are also talking about how to quickly lead Poland out of the state of epidemic and economic collapse - emphasized the leader of Porozumienie.

15:25

Budka:

Talks with Gowin and Porozumienie to Continue Next Week

“Regarding further talks with Jarosław Gowin and Porozumienie, we agreed to meet next week after presenting our written, detailed legislative solutions. This week, we will discuss proposals concerning the thawing of the economy, because I believe the ‘Safe Poland’ project should be implemented through a cross-party and cross-club agreement,” said PO leader Borys Budka at a press conference in the Sejm.

Constitutional Tribunal: Resolution of three Supreme Court chambers from January 23rd is unconstitutional and violates European law

The Constitutional Tribunal (TK) ruled that the resolution of three chambers of the Supreme Court (SN) of January 23rd is inconsistent with the Constitution and European Union regulations. The resolution concerned the election of judges to the National Council of the Judiciary (KRS).

The Constitutional Tribunal stated that the Supreme Court's resolution of January 23rd, which concerned the election of judges to the National Council of the Judiciary, violates the Polish Constitution and EU law. The tribunal emphasized that the Supreme Court overstepped its authority by attempting to dictate the criteria for electing judges.

This ruling by the Constitutional Tribunal is likely to further escalate the ongoing conflict between the Polish government and the European Union over the rule of law in Poland. The EU has repeatedly expressed concerns about judicial reforms implemented by the current government, which critics argue undermine judicial independence.

President Duda: Budka Proposes One Year, Health Minister Advises Two for Safe Elections

- Let's also listen to what the Minister of Health says. The Minister of Health, Professor Łukasz Szumowski, speaks clearly. He states that we will be able to speak of complete freedom from any epidemic threat truly in two years, meaning when a vaccine or other medicine against this virus is available. Meanwhile, Chairman Budka proposes one year. I listen to the Minister of Health; he is an expert for me. Excuse me, but in this specific matter, Mr. Borys Budka, like me, is a lawyer. We are not experts in this field. I listen to the expert. The expert says two years are needed to ensure calm and allow these elections to be conducted in the normal manner, for sure - said President Andrzej Duda in a conversation with Bogdan Rymanowski on the program “Gość Wydarzeń” on Polsat News.

19:48

Duda on Budka's Proposal: This is Setting Up a State of Natural Disaster Solely for Electoral Reasons, Which Truly Falls Outside Constitutional Foundations

- Please look at the proposal of Mr. Chairman Budka. On the one hand, he suggests that these elections should take place on May 16, 2021, and on the other hand, he proposes a mechanism whereby the law needs to be changed so that the state of epidemic automatically transitions into a state of natural disaster after 30 days, and then elections would be held on the 16th. However, please look at the constitutional regulations concerning the state of natural disaster. The state of natural disaster is declared by the Council of Ministers for 30 days. It can later be extended for subsequent 30-day periods, with the consent of the Sejm. So, I understand that Mr. Borys Budka assumes that this extension will occur each time, so that in effect, from February to May, there will be 90 days for the election campaign period. However, this is setting up a whole state of natural disaster solely for electoral reasons, which truly falls outside constitutional foundations. Therefore, I apologize, but this idea is at least strange. I am surprised that Chairman Budka, as a lawyer, has come up with such an idea, because it completely fails to fit within constitutional parameters – said President Andrzej Duda in an interview with Bogdan Rymanowski on the program “Gość Wydarzeń” on Polsat News.

19:52

President Duda on Extending the State of Natural Disaster: Today the Parliamentary Majority is Self-Sufficient, This Could Actually Last Indefinitely. I Don't Know if Budka Has Thought Thoroughly About What He's Proposing
Furthermore, allow me to paint a picture for you, Mr. Editor: imagine a situation where today the Council of Ministers declares a state of natural disaster, citing the grounds provided in Article 232 of the Constitution, namely a natural catastrophe and the necessity of removing its consequences, and then claims that removing its consequences takes a very long time and, for subsequent periods, announces an extension of the state of natural disaster for another 30 days. And since it has a parliamentary majority, and solely this parliamentary majority is needed to express consent, therefore, given that this majority is self-sufficient today, this could actually last indefinitely. I don't know if Mr. Chairman Borys Budka, as a representative of the opposition, has thoroughly considered what he is proposing at all. The ruling party hasn't come up with such an idea because I believe they thought it would not align with the letter of democracy and certain principles that govern a democratic state – said President Andrzej Duda in a conversation with Bogdan Rymanowski on the program 'Gość Wydarzeń' on Polsat News.

19:54

Duda:

The Postal Voting System is Pro-Turnout and Positive for Citizen's Electoral Rights
First and foremost, let's not compare these two situations. Because then [during the PO government] we were dealing with an idea to suddenly hold two-day elections, which was simply an idea: let's have two-day elections. Whereas today we are dealing with a situation where the Minister of Health says: for the safety of citizens, elections must be conducted in a specific, exceptional way. This was also done ad hoc in Bavaria. If you ask me whether it can be done technically effectively in a short time, it can be. Bavaria is the best proof of this. These elections in Bavaria were held, there was a quite good turnout, and they were conducted effectively, while maintaining secrecy, and I will say this. If we look at the postal voting system in general, from the perspective of purely constitutional electoral principles, such as the universality of elections, then postal voting promotes the universality of elections. More citizens can participate in elections thanks to it. Perhaps there are citizens who are and will be able to participate in elections who normally would not have taken part in these elections, for various reasons they would not have gone to the polling station, and thanks to the postal voting system, they will participate. Therefore, it can be confidently stated that the postal voting system is pro-turnout, and thus positive, when it comes to the realization of electoral rights by citizens - stated President Andrzej Duda in a conversation with Bogdan Rymanowski on Polsat News's "Gość Wydarzeń".

19:58

President Duda on Potential Veto of Agreement Regarding Postal Elections: "It Would Be Exposing the Polish State and Citizens to Systemic, Constitutional Shocks, Which Serves No One"
In my opinion, it would be exposing the Polish state and citizens to systemic, constitutional shocks, which serves no one, and I am convinced that everything should be done today to preserve order and security to the greatest extent possible. And this security, as the Minister of Health said, is protected to a large, enormous extent through postal elections – said President Andrzej Duda in an interview with Bogdan Rymanowski on the program “Gość Wydarzeń” on Polsat News.

19:59

President Duda: "As far as I know, a whole system is being prepared for collecting cast votes"

- As far as I know, a whole system is being prepared for collecting these cast votes, which will in fact allow every citizen to very calmly reach such a [election] ballot box, or even for the ballot box to reach them, so that they can cast their vote – stated President Andrzej Duda in an interview with Bogdan Rymanowski on Polsat News' "Gość Wydarzeń".

20:02

President Duda: Electoral outcomes are always a mystery; remember, five years ago everyone was certain someone else would win the presidential election

- The electoral outcome is always a mystery, and please remember that five years ago everyone was certain someone else would win the presidential election than who actually did. Therefore, when people today confidently declare that someone will win the presidential election for sure, I can only smile. After all, it's no secret to anyone that [opposition] parties have been contesting these elections for a long time, some of them declaring they are withdrawing altogether, that they are boycotting them. We are currently dealing with a very specific situation where it's evident that there are politicians who are striving to disrupt the political scene, and we are witnessing this. That's simply the reality - stated President Andrzej Duda in an interview with Bogdan Rymanowski on Polsat News' "Gość Wydarzeń".

20:03

Duda:

Today, the 500+ Program is a Financial Anchor for Many Polish Families Raising Children

Today, support in these social programs, which were prepared, designed, and implemented partly by me, among others, prepared back when I was a Member of Parliament, then I spoke about them during the presidential campaign, and later they were implemented during the time when the United Right won the elections. I prepared the project to lower the retirement age, as this was one of my most important electoral commitments alongside 500+. Today, these are the strongest foundations that have fulfilled social expectations, and above all, social needs. Today, the 500+ program is a financial anchor for many Polish families raising children. You can be assured. Even with various disturbances, if God forbid someone loses their job, 500+ will remain, and I will never sign a bill that would take this 500+ away from you” – said President Andrzej Duda, running for re-election, in an interview with Bogdan Rymanowski on Polsat News.

20:05

Duda Asked About 500+ in Case of Public Finance Collapse: 'If Someone Has Enough for Normal Functioning, I Will Appeal for Them Not to Take 500+ for Now. I Will Appeal, Not Take Away'

[Possibly to the wealthiest] I will appeal for them not to take [500+, if there is a collapse of public finances]. If someone has enough for normal functioning, I will appeal for them not to take 500+ for at least some time, if such a situation arises. I will appeal, but not take away. I believe that the Polish state cannot take away benefits from anyone. This must not be done” - said the incumbent President Andrzej Duda, running for re-election, in a conversation with Bogdan Rymanowski on Polsat News.

20:08

President Duda: The Ban on Public Gatherings Affected Me Most; I've Always Considered Voter Encounters My Strong Suit

- If we look at the campaign itself, I'll put it this way. What affected me most was the introduced ban on any public gatherings, because I really love these encounters with voters, and I've always considered them my strong suit. I've always enjoyed that direct contact with people. I liked meeting them, listening to what they had to say, and in my opinion, I am the one who loses the most because the campaign cannot proceed in this manner – stated President Andrzej Duda in an interview with Bogdan Rymanowski on Polsat News's "Gość Wydarzeń".

20:24

Szydło:

If Kidawa-Błońska Became President, She Could Easily Agree to Abolish Social Programs. Kosiniak-Kamysz Was Labor Minister Who Raised Retirement Age. Poles Have a Simple Choice on Election Day.

- If Małgorzata Kidawa-Błońska were to become president, she could very easily agree to the abolition of all these social programs. 500+, the 13th pension, or perhaps even agree to raise the retirement age, because after all, she has repeatedly spoken quite critically about these social programs of ours. And I would like to remind you that the second candidate, who was a coalition partner of Civic Platform when Civic Platform formed the government, Władysław Kosiniak-Kamysz was the minister of labor and social policy who, without consulting Poles, raised the retirement age against their will. So, Poles have a simple choice on election day in May – Beata Szydło said in an interview with Michał Adamczyk on TVP Info's "Gość Wiadomości" program.

20:25

Kolenda-Zaleska to Budka: "I had the impression that before the plan became a real plan, it had already ceased to be that plan, because it's actually hard to say who supports it."

- I have that impression, because we met in the Sejm today and spoke a few times, that before your, sirs', plan became a real plan, it had already ceased to be that plan, because it's actually hard to say who supports it. The Left rejects it, at least so it seems, the PSL I would say is very skeptical, and Jarosław Gowin says they need to think about it and that they still need to learn the details. In light of this, what is the current situation? Does this plan exist, or has it already disappeared? - Katarzyna Kolenda-Zaleska said on TVN24's "Fakty po faktach".

- When we voted in the Sejm on changes concerning postal voting, to reject these bad proposals from PiS, we were a few votes short. Today, my role and the role of a responsible opposition is to find the missing votes and, instead of postal voting against the principles of democracy, the Polish Constitution, to adopt solutions that will allow the elections to take place in a fair and safe manner - replied Borys Budka.

- Both the Left and the PSL, and also Konfederacja, together with Civic Coalition, voted against the elections taking place in May, in the postal formula proposed by PiS. I cannot imagine a situation where someone changes their mind simply because, I don't know, some new circumstances have arisen. In the Senate, there is very good cooperation between MPs from Civic Coalition, the Left, and the PSL. Work will continue in the Senate regarding changes to the Election Code. However, it is important to build an appropriate majority in the Sejm. Jarosław Gowin clearly states that he is against elections organized by the government, by the post. Gowin clearly states that he is against elections in May - the Civic Platform leader continued.

Bielan:

I can count on you, Madam Editor, as usual. It's a shame you didn't remind me of my full statement and the statements of PO politicians who promoted postal voting.
"- I can count on you, Madam Editor, as usual. It's a shame you didn't remind me of my full statement and the statements of PO politicians who promoted postal voting. I stand by my words. I believe that if Poland were not in an epidemic state, elections should have taken place in the normal way, of course, with the possibility of postal voting for people with disabilities, or by proxy. In our current state, postal voting poses a significantly smaller threat to citizens, and since the Constitution states that elections must be held in May, I am glad that my colleagues in the Sejm have adopted this voting method," said Adam Bielan on Kropka nad I, commenting on a fragment of his archival interview in Trójka, which began the program.

Budka:

Seeking Common Ground for Safe, Democratic, and Fair Elections Organized by the National Electoral Commission

- I presented these proposals [regarding elections] knowing the stance of The Left and PSL on postal voting as adopted in that formula during the May elections this year. I know the stance of Konfederacja, because we all voted the same way. If a few more votes were added to these, and that is my role and what I want to build. I am seeking agreement, something that unites, and that common denominator is the necessity to conduct elections in a safe and democratic manner, but also that the elections are organized by the PKW and that they are fair – stated Borys Budka in an interview with Katarzyna Kolenda-Zaleska on TVN24's "Fakty po faktach".

Szydło:

The Senate is Currently Obstructing, Unfortunately Led by the Marshal and Some Opposition Senators
Currently, we are facing obstruction from the Senate, unfortunately led, perhaps not by the entire Senate, but by the Marshal and a portion of the opposition senators. This is not truly needed at this time. Today, Poles need cooperation and agreement, which is why I believe it is our responsibility, all of us politicians, to work together and work for Poland in this manner – said Beata Szydło in an interview with Michał Adamczyk on the TVP Info program "Gość Wiadomości".

Bielan:

Does the editor know how many packages are delivered monthly by Poczta Polska and courier companies? Have Monika Olejnik and TVN24 appealed in recent weeks for these companies to cease operations?
- Does the editor know how many packages are delivered monthly by Poczta Polska and courier companies? Have Monika Olejnik and TVN24 appealed in recent weeks for these companies to cease operations? They operate in an absolutely safe manner - said Adam Bielan in Kropka nad I. - It is a significantly safer system than the distribution of other packages - said Bielan.

Bielan:

Porozumienie Voted Three Times for Postal Voting and I am Convinced It Will Vote a Fourth Time
"Porozumienie has voted three times for postal voting and I am convinced it will vote a fourth time. The proposal for changes to the Constitution put forward by Prime Minister Gowin was signed by President Kaczyński, Prime Minister Morawiecki, and Minister Ziobro; it is the opposition leaders who rejected this proposal today," said Adam Bielan on 'Kropka nad I'.

20:38

Szydło:

Let's Hold These Elections as Soon as Possible and, in This Difficult Time of Crisis, Focus on What's Most Important for Poland: The Economy, Jobs, and Support for Families
If we all unite, we will manage to hold these elections. Poland needs them extremely at this moment. Ladies and gentlemen, Poland needs political stabilization right now. The May elections guarantee this. Let's hold these elections as soon as possible and, in this difficult time of crisis, let's focus on what is most important for Poland, for Poles. The economy, jobs, support for families, because this is what politicians should be concerned with today. Running an election campaign for months, for a year as some wish, will only lead to destabilization. Postal voting is safe – said Beata Szydło in an interview with Michał Adamczyk on TVP Info's program “Gość Wiadomości”.

20:38

Budka:

I Can't Imagine Anyone from The Left or PSL Changing Their Mind on Postal or May Elections

- Over the weekend, I spoke with the leaders of PSL and Lewica. I know their position regarding postal elections and the elections in May - stated Borys Budka in an interview with Katarzyna Kolenda-Zaleska on TVN24's "Fakty po faktach".

- Władysław Kosiniak-Kamysz clearly stated that he had also made similar proposals, raised them. Lewica voted together with us and the rest of the opposition against postal elections - he continued.

- First and foremost, the goal today is to build a majority in parliament. If we manage to create acceptable regulations in the Senate, then Jarosław Gowin's Porozumienie will need to contribute a few votes. But I can't imagine a situation where anyone from Lewica or PSL would change their mind regarding postal elections or the elections in May - emphasized the Platform leader.

Bielan:

Germany, a country you likely cite often, introduced changes in precisely the same way. In Bavaria, the voting system was altered between the first and second rounds.
- In precisely the same way, Germany, a country you likely cite quite often, introduced changes. In Bavaria, the voting system was altered between the first and second rounds - Adam Bielan stated on Kropka nad I. - In Bavaria, turnout increased by 2 percentage points compared to the first round, from 49 to 51% - Bielan added.

20:44

Bielan:

Vote Counting Will Not Be Handled by Polish Post, but by Electoral Commissions as Before
- There is a country where the government organizes elections. That is France, where the Ministry of Interior organizes elections. I understand that the editor does not consider France an anti-democratic regime. Vote counting will not be handled by Polish Post, but by electoral commissions as before - said Adam Bielan on Kropka nad I. - Even fewer people will be needed for vote counting than have so far registered for electoral commissions - Bielan responded to the host's suggestion that there is a lack of volunteers for polling station committees.

20:55

Budka:

My Role is to Build a Majority to Ensure Safe and Fair Elections

- Tomorrow I will be discussing these proposals with constitutional law experts. I will also be in the Senate talking with the Marshal and other members of the presidium regarding these proposals. My role is to build a majority that will allow for safe and fair elections - stated Borys Budka in an interview with Katarzyna Kolenda-Zaleska on TVN24's "Fakty po faktach".

21:04

Bielan:

I am convinced that all Porozumienie politicians will be responsible and will not lead to the breakup of the government coalition, because in the situation of an epidemic, this would be extremely irresponsible.
"I am convinced that all politicians of Porozumienie will be responsible and will not lead to the breakup of the government coalition, because in the situation of an epidemic, this would be extremely irresponsible. I assume that this law, maliciously held by the Senate until the last day, will be re-enacted by the Sejm," said Adam Bielan in 'Kropka nad I'.
