The Sejm, beginning its two-day session at 10:00, will address five citizen-initiated bills. These include proposals to tighten abortion laws, the so-called Anti-447 bill, introducing the possibility of hunting with or involving children under 18 years of age with parental or legal guardian consent, "ensuring legal protection for children and youth against sexual depravity and demoralization," and changing the funding model for teacher salaries from the educational subsidy to targeted grants. The discussion is set to begin at 13:00, with the abortion-related bill scheduled for debate last, starting at 18:00.

The Senate session commences at 13:00. The agenda includes a bill on specific solutions to support the implementation of operational programs in connection with the outbreak of COVID-19 in 2020, as well as a bill on specific support instruments in connection with the spread of the SARS-CoV-2 virus. Senators will not address the bill concerning postal voting at this session – the upper chamber will likely utilize the full 30-day period to consider the PiS proposal.

- Let's remember that the number of people who will be ill at the same time will remain at a fairly high level for a long time, because for those who have fallen ill so far, their treatment time is at least a dozen days. Therefore, the total number of people falling ill will remain high throughout May, at least - said Piotr Müller in a conversation with Grzegorz Jankowski on "Sygnały dnia" on Jedynka radio.

- If it's possible, we'd like to return to schools this school year, but it depends on the epidemic situation, so such a declaration cannot be made directly today - said Piotr Müller in an interview with Grzegorz Jankowski on "Sygnały dnia" on Polish Radio Channel One.

- It is often the case that citizens' initiatives are controversial projects. In this particular instance, regarding the ban on eugenic abortion, if you are asking for my opinion, I truly believe that this abortion should not be permitted by law - said Jacek Sasin in an interview with Beata Michniewicz on Polskie Radio Programme 3's "Political Salon".

- We simply behaved decently. At a time when the virus is spreading across Poland and has begun to pose a real threat to all of us, we simply said, plainly, honestly, as a decent person should say: I am suspending our campaign, which does not mean I am withdrawing from the elections or from running. It is obvious that the elections simply cannot take place on May 10 – stated Bartosz Arłukowicz in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- What's wrong with that? It's obvious we bought a spot [on TV] to offer a warm word to people during this difficult time. Happy holidays. We have suspended all campaign meetings; in fact, since March 8, we have been trying not to create any threat to our voters, to citizens. We have suspended all meetings. It's true that the campaign is ongoing. But it is also true that the virus is raging in Poland, as it is throughout Europe and the world, and the whole world, the whole of Europe, and Poland should be focused on fighting the virus, not on changing election law or holding elections that pose a real threat to all of us, and that's what we're saying – he continued.

- I have doubts about it. It's certainly not something we should be particularly concerned with. As I said, there is such a project, and citizens have the right to submit their projects to parliament - said Jacek Sasin in an interview with Beata Michniewicz on "Salon Polityczny" on Trójka radio.

We have announced the suspension of the classic election campaign. That is, travels around Poland, meetings with universities of the third age, with rural housewives' circles - stated Bartosz Arłukowicz in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego". - The reason [we are running ads] is that Małgorzata Kidawa-Błońska is an active politician, and the suspension of the election campaign means suspending active campaigning among voters. Suspending the election campaign does not mean withdrawing from the election, because we do not trust one bit those who are changing the electoral law today, 24 days before the election. I, in turn, have one small question for you. In 24 days, there are elections, according to the currently binding regulations. Do you know where to cast your vote, who will deliver this vote to you, where you are supposed to put it, who will prepare this vote? Because for now, we know that Sasin is supposed to take care of it. So I am asking you and all our viewers, is there anyone who is watching us today, is there anyone at all in Poland who can accept that they have confidence in elections conducted by Mr. Sasin, by Poczta Polska. Is there such a person who trusts that these elections will be fair, direct, democratic, and secret? Because I do not have such trust. Therefore, I state directly, honestly, and I say this to you practically in capital letters. We cannot participate and we cannot legitimize this electoral scam that is being prepared in Poland today - he continued.

- If anyone today expects us to postpone elections due to a state of emergency, they are creating, proposing to create a very dangerous precedent for the future, where every government that does not want to lose an election, that wants to retain power, will always find a pretext to introduce a state of emergency and postpone those elections - said Jacek Sasin in an interview with Beata Michniewicz on "Polityczny Salon" on Polskie Radio Trójka.

Every decent person, and I say this also to other candidates, must say: stay home, do not go to these elections, because they are simply dangerous for you, and secondly, they are simply undemocratic. We have a letter from the Ministry of Foreign Affairs describing the voting process for Poles abroad. I ask you and all of us, I also ask the government, which is responsible for preparing the elections: how are thousands, millions of Poles abroad supposed to vote, if in the USA, Canada, Germany, they simply won't be able to vote? Therefore, no decent person can legitimize what Kaczyński is planning today. He is doing it fully consciously, under monitors and cameras. He is simply preparing, in my opinion, unfair elections surrounded by people's fear for their lives and health - stated Bartosz Arłukowicz in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- I and we do not trust this entire crew that is ruling Poland for pennies today. A formal withdrawal from the elections results in someone being struck off the ballot. This is exactly what they are waiting for. For the candidate of the strongest political camp to formally withdraw from the elections, so that they can then calmly introduce a state of natural disaster, postpone the elections, so that we cannot participate in them and then conduct the elections according to Kaczyński's plan. I say it directly: it will not be like that. There will not be a situation where we leave Kaczyński alone. We will do everything to protect people, so that the elections on May 10th, which in my assessment today will be unfairly and unprofessionally prepared, and above all, dangerous for our health and lives, do not take place - stated Bartosz Arłukowicz in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

„I don't want to say that I planned and arranged everything perfectly, because politics is unpredictable. I don't regret my decision to resign even a little. Fundamentally, I am convinced about the direction, forgive me if this sounds like an overstatement, but history, and perhaps not too distant history, but very close from the perspective of the next few weeks or months, will prove me right. The elections on May 10th cannot take place. The proposal that I presented to the entire political class, a series of proposals, but the most vocal one – changing the constitution, a 7-year presidential term – is a solution that is on the table, it is optimal. I know it will be very difficult to convince the political class of this. In a few months, those who criticize me will be nodding their heads and saying: 'It's a shame we didn't agree to this'” - said Jarosław Gowin, leader of Porozumienie, in an interview with Piotr Kraśka on Poranek Radia TOK FM.

“The election date should have been postponed long ago. For me, it’s a secondary issue. To summer, to next year, in two years. I believe that the latter solution would be optimal. The fact that we, politicians, cannot agree on such a matter is, unfortunately, proof that as a political class, we are failing history’s test” - said Jarosław Gowin, leader of the Agreement, in an interview with Piotr Kraśko on Radio TOK FM’s morning program.

"May 10th elections will definitely not take place. I believe that the May deadlines are unrealistic, also because postal voting, which I advocate for, requires extensive preparation. I estimate that it will take 2-3 months for this. It might be possible to manage this for, for example, August, but it's impossible to manage for May" - said Jarosław Gowin, the leader of Porozumienie, in an interview with Piotr Kraśko on Radio TOK FM's Poranek.

„The Smolensk catastrophe is such a tragic, such a traumatic event that I do not wish to comment on it. We have enough tensions within the United Right camp regarding the elections without further public speculation on the circumstances of recent events. I will not comment on this out of respect for the victims and respect for all the families” - said the leader of Agreement, Jarosław Gowin, in an interview with Piotr Kraśko on the TOK FM Radio Morning show.

- This is not a vote for or against this [civic bill on tightening abortion law]. This is the first reading, and we will vote either for its rejection in the first reading or for it to be sent for committee work – stated Radosław Fogiel in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego". - This is only the first reading. If the bill goes to committee, we don't know in what form the committee will conclude its work, and only then will it be possible to talk about whether to support it or not. Regarding the so-called eugenic premise, my stance is that the Constitutional Tribunal's ruling will be most significant here, because this premise has been challenged by a group of MPs as potentially inconsistent with Polish law, and the issue of regulating it by law or not regulating it by law, which can always be changed, is a secondary matter. In this regard, we are awaiting the CT's response – the Deputy Spokesperson for PiS continued.

- What the future holds for [the bill to tighten abortion laws] – I cannot predict it, because on worldview issues, and here we are clearly talking about voting on worldview issues, there is no unified stance within the club, there is no club discipline. This has always been the principle in PiS. So, the voting of MPs in the chamber, both from the PiS club and other clubs, can be very diverse. I am a proponent of not stirring up ideological wars and of the solutions that are currently in place. Of course, taking into account a future verdict of the Constitutional Tribunal, one way or another - stated Radosław Fogiel in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- My vote today will likely be to send this project to committee. When it reaches the third reading, the final vote, then I will make decisions, although as I say, I am a proponent of the solution that is currently functioning, because I believe that meddling, to put it colloquially, with these topics is the first way to ensure the pendulum swings back the other way later - the Deputy Spokesperson for PiS continued.

„At this moment, I cannot say precisely when individual restrictions will be lifted. The easing of restrictions that were introduced due to the coronavirus is planned, but what needs to be emphasized today is that they will be adapted to the current situation. After all, that's what other countries are doing, because we must be aware that a number of other countries, where the number of sick people is much higher, are slowly lifting restrictions”

- said the Head of the Prime Minister's Chancellery, Minister Michał Dworczyk, in an interview with Beata Lubecka on Radio Zet.

„We will be informing on an ongoing basis about how restrictions will be lifted. In the coming days, we will inform about the decisions that will be made in this regard. We want to present the framework for easing restrictions, while simultaneously emphasizing that this process will be conducted in a very cautious manner. It must be adapted to the current situation. We would like to move towards 'As much freedom as possible, as many restrictions as necessary'” - he added.

- The Ministry of Foreign Affairs did not comment on postal voting. The Ministry of Foreign Affairs commented on voting that is possible under the current legal framework, because this law on postal voting, I remind you, is still awaiting work by the Senate and the president's signature. The MFA explicitly stated that the only solution in these countries will be postal voting, and Deputy Ministers Szynkowski vel Sęk and Jabłoński also spoke about this. The MFA stated that in the current situation, traditional voting seems very difficult, if not impossible, and advocated for postal voting. This is another manipulation circulating online since yesterday. I would very much ask you not to give in to it, but to read from the sources, because this helps avoid such misunderstandings - stated Radosław Fogiel in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- These conclusions can be heard in the European Parliament, but they are a minority view. The mainstream does not speak this language. Our faction, the European Conservatives and Reformers, has a core political message: Yes to the EU, but reformed. It needs to be brought back to what the treaties state and focus on what is important to citizens, not ideological crusades. These voices are heard in the parliament, but they are in the minority, and the dominant, mainstream coalition does not want to hear them, speaking instead in an Aesopian language.  At the same time, and this is where it gets comical, while fighting fake news from the outside (ineffectively, but that's another matter), they are creating fake news themselves. They are telling a narrative about two bad, undemocratic, autocratic states that need to be punished, etc. We all know the story - stated Jacek Saryusz-Wolski in an interview with Michał Rachoń on TVP Info's program "Jedziemy".

- So, we have a certain deafness and blindness on the part of a portion of the elite, a European elite, after all. I mean elected MEPs and high echelons of EU structures. They are deaf and blind. I predict that for now, this will continue. The text of the resolution I mentioned shows that they have understood nothing of what is happening. However, the change and correct interpretation of what is happening will come from below, from the voters, from the people. We hear these voices today from Spain and Italy, which until now were delighted with the current state of the union and joined the chorus of critics, those who reacted correctly, for example, on the issue of migration, like the Visegrad Group. Today, they are beginning to understand that change is needed - he continued.

„The issue isn't me, because I am determined to run in the elections, but in elections that are safe for Poles, conducted directly, secretly, and democratically. We know that May 10th, according to doctors and specialists, will be a dangerous time for Poles, as we are still facing the most difficult moment of the pandemic. I cannot imagine people going to the polls at a time when they cannot attend school, are not going to work, and are limiting their activities. That would simply be a crime, and it must not be done” – said Małgorzata Kidawa-Błońska, the Civic Coalition's presidential candidate and Deputy Marshal, in an interview with Jacek Prusinowski on Radio Plus.

- While millions of Polish women and men worry about their health and financial security, 'crazy' Kaczyński, hand in hand with his parliamentary majority, is once again unleashing hell for women today, whom Kaczyński is ready to sacrifice on the altar to the bishops. We know very well that Kaczyński is doing this deliberately, not by chance, by bringing out this project now, counting on the support of the bishops, counting on the support of the most radical part of his electorate, who are willing to sacrifice the lives and health of millions of Polish women just to push through the inept President Duda on bended knee. All of this is being done at a time when we should be fighting the coronavirus, not women. All of this is being done at a time when millions of Polish women and men are busy saving their jobs. They fear for their financial future, the health and lives of their families. And what is Kaczyński doing? He fears for the political life of his president. He is doing this deliberately to distract us, and let's not be fooled by Kaczyński's tricks. I demand today from all sensible people: let's fight the virus, not women - said Robert Biedroń during a press conference. 

- "The law on the procedure for citizen initiatives clearly states that projects not processed during a given parliamentary term automatically carry over to the next Sejm term. In the previous term, we had 12 such projects. We have already completed 6, leaving us with 5. They were, of course, distributed among earlier Sejm sessions, but no one foresaw that a terrible pandemic would occur along the way and that we would have to reorganize Sejm work differently and, above all, focus on government projects that were intended to support and are supporting entrepreneurs, employees, and Polish families. Hence, today's deadline is the final one by which, according to the law, we can process these citizen initiatives," stated Elżbieta Witek at a press briefing in the Sejm.

- "I want to emphasize clearly: none of these projects are party, club, or individual MP initiatives. These are all citizen initiatives, for which over 100,000 signatures were collected. I know that some of them are controversial, at least some of them, but in a democratic state, and Poland is such a state, citizen initiatives must be processed in the Polish parliament, because that is the law. And I hope, moreover, I appealed today at the Sejm presidium to approach each of these projects in a factual, substantive manner, without extraordinary emotions, and to treat the matter as important for the citizens, because citizens had to collect truly many signatures for these projects, and we must not fail to do so. I emphasize again: this is the final deadline by which, according to the law on the procedure for citizen initiatives, the Sejm could deal with these projects. The accumulation on a single day results from what I have just told you, namely the changes in the organization of Sejm work caused by the coronavirus and the COVID-19 disease," she continued.

- We know the government is preparing further [coronavirus-related] legislation. When they will be ready with it – I cannot say today. Should the need arise to process bills that will once again support Polish entrepreneurs and employees in this difficult situation, the Sejm will be convened immediately. That is what we are here for, so we do not delay. I also appeal to the Marshal of the Senate, I very politely appeal, that the Senate should work similarly to us, because we are all working under extraordinary circumstances, where no one before us has had the opportunity to try out what it will look like. We are all practicing this on a living organism for the first time, so I very warmly appeal for all these projects that leave the Sejm and go to the Senate to be truly worked on without unnecessary delay, because we, in turn, must meet again to be able to respond to any amendments – stated Elżbieta Witek at a press briefing in the Sejm.

In my conviction, holding presidential elections on May 10th is possible. Please look at how it's unfolding in other countries. Democracy demands that these elections, which are the most important as we elect the head of state, the representative of the entire nation, guaranteeing state continuity, cannot be treated nonchalantly, as the opposition would wish. Postponement on what grounds? There is no legal basis for it, other than introducing a state of emergency, and that is decided by the government. We have spoken about this, the government has spoken about it, that after the holidays, we would want to ease economic restrictions to slowly return to life. This is also happening in other countries that have been much worse affected by the coronavirus than Poland, because we cannot stand still. Therefore, the government has at its disposal the 2008 act authored by PO and PSL and is using it. As of today, there are no grounds to introduce any of the states of emergency, and therefore the elections should proceed as I planned and announced them for May 10th - stated Elżbieta Witek at a press briefing in the Sejm. - Are you asking about this second constitutional deadline, May 17th? I would not like to comment at this moment because this bill is currently being processed. It is in the Senate. We do not know what will happen with it, so let's wait for how it emerges from the Senate and how it reaches the Sejm and what decision the Sejm will ultimately make. If there is a motion to reject it or to submit any amendments. So, I cannot say at this moment - the Marshal of the Sejm continued. - With the highest precautions, holding the elections on May 10th is, in my opinion, obviously possible and should take place for the good of the Polish state and the stability of state authority - she emphasized.

"The pandemic is a time when we must fight the virus, a time when we must act together. This is not a time to limit democracy. This is not a time to strip women of their rights. It is true that this is a citizens' initiative, but it has been in the Sejm for a very long time, and it is no accident that it will be processed in the Sejm today. There has been no, there is no, and there will be no agreement from us to toughen the abortion law. We will not allow women's rights to be restricted. The fact that we cannot go out onto the streets now does not mean we will remain silent. We will speak out loudly that women's rights are being violated, but also that citizens' rights are being curtailed. The time of the pandemic is a time to fight the virus, not a time to fight women. We are speaking out loudly and we will not allow women to be deprived of their rights, we will not allow this law to be tightened. Our position on this matter is clear, and we all speak with one voice," said Małgorzata Kidawa-Błońska, Civic Coalition's presidential candidate and Deputy Marshal, at a press conference in the Sejm.

- I was waiting for this question. I didn't think I would avoid this question. First and foremost, I wanted to say that I kept my distance [on April 10th]. Secondly, I was at work. I am a representative of the authorities, the Marshal of the Sejm, and on that day my duty was to pay tribute to those who died 10 years ago, on April 10th, and that is exactly what I did - stated Elżbieta Witek at a press briefing in the Sejm.

I am aware that there are many circles, liberal circles, that say we need to tighten our belts now, that it's not the time to increase the budget deficit, not the time to increase public debt, that we need to reduce or eliminate various social policies. Some even talk about 500 plus, liberal economists. This is the wrong path, we will absolutely not go down that path. Not only are we not burying our heads in the sand, but Poland, as one of the first EU countries, presented a support program for micro, small, medium, and large companies. To protect jobs. This is precisely so that we suffer as little as possible from the consequences of the coronavirus and so that the Polish economy can recover as quickly as possible, as soon as the infection curve, and particularly the deaths, and particularly the control of the coronavirus, indicate the dates in the economic defrosting plan that will be feasible. This is a very important message. We will definitely increase public debt, because today the state budget and public debt are the main mechanisms for stimulating the economy. They are the main financial impulse, and the Road Fund for Local Governments is such a financial impulse – said Mateusz Morawiecki during a press conference. 

“Tomorrow we will present a detailed plan for the coming week and outline our proposals for the next phases of easing restrictions over the coming weeks, roughly until mid-May” - said Prime Minister Mateusz Morawiecki at a press conference.

- We must strive to present the plan for a gradual return to the new economic reality in such a way that it accounts for the fact that the fight for a better economy, for a new economy, will still be ahead of us for long weeks, months, probably until a coronavirus vaccine is invented - Prime Minister Mateusz Morawiecki stated at a press conference at the Chancellery of the Prime Minister.

"A month ago, we asked Polish manufacturers, Polish sewing workshops, but not only did we ask, we are also helping them through the Industrial Development Agency to reconfigure their technological lines and production capacities for domestic manufacturing. As we can see, the whole world today is, to some extent, condemned to purchasing more specialized equipment from China. This is also a kind of memento, an impulse to rethink what the world should look like after coronavirus. We will certainly address this, which is why I speak about rebuilding the Polish pharmaceutical industry, active substances, about rebuilding Polish industry that produces medical apparatus, medical equipment. Where it was possible to quickly reconfigure production, in the manufacturing of non-medical masks or gowns, it is happening. Today, our domestic production capacity has already reached over 40 million masks. In a month, it will be around 100 million non-medical masks" - said Prime Minister Mateusz Morawiecki at a press conference.

- We need a counteroffensive, we need actions that stimulate the economy on many levels. The Local Roads Fund is over PLN 3 billion, and that is not our last word. Together with a major public investment program, we want to allocate additional funds also for local roads. This is to provide a development impulse for local governments and small and medium-sized enterprises, together with local governments, but mainly based on public, central funds from the state budget - stated Prime Minister Mateusz Morawiecki at a press conference at the Chancellery of the Prime Minister (KPRM).

“We are doing everything to ensure that the Polish state is properly prepared for postal voting. We see from various countries around the world that postal elections are taking place. This is the correct way to conduct the democratic process and one of the fundamental acts in democracy, which are elections. We also see that in countries like Korea, or in many states of the United States, as well as in some Western European countries, where the number of infections is significantly higher than in Poland, elections are held not by postal method, but by traditional method. I think that by making the decision for postal voting, we have gone very far, as far as necessary, in ensuring safety for all citizens. It is a safe method of conducting elections,” Prime Minister Mateusz Morawiecki said at a press conference.

- The Senate session is historical in a sense, because for the first time it will be organized in a hybrid format. This means through the presence of senators in the Senate chambers with appropriate distancing, but also remotely, which we tested very intensively yesterday. The tests went well. The difference compared to the Sejm is that we can see each other, and that is a significant value, and besides, the voting process, which we tested yesterday several times, seems to be decidedly faster in the application we will use for remote connections - stated Tomasz Grodzki at a press briefing.

What kind of idea is it for the commander-in-chief of the armed forces to buy a private army for his private political needs at 8 groszy per liter? This is a disgrace that the Polish Armed Forces have never seen. I hope that the soldiers of the Territorial Defense Forces, those who have honor, those who genuinely feel responsibility for the Republic, will see what a disgusting setup we are dealing with here. You are soldiers, you have your honor, and I hope you will defend it, even if necessary, against your, unfortunately, superior, the current President of the Republic of Poland - said Szymon Hołownia during a press conference.

- We just heard Mateusz Morawiecki at a press conference talking about the government's efficiency, which will now support local governments through the Municipal Road Fund. Anyone interested in the topic knows that the majority of money from the Municipal Road Fund oddly goes to municipalities governed by PiS or its cronies - said Szymon Hołownia during a press conference. 

- I don't know how Kaja Godek feels today, who is clearly being treated in an instrumental way by Law and Justice, and it's not for the first time. This is the fifth time. In recent months, whenever they bring out Kaja Godek, an citizens' initiative, it's to cover up some difficult matters for themselves. Here we go. In January 2018, the attack on the Supreme Court. The Sejm directs the bill tightening abortion regulations for further work. March 2018, to cover up the issue of bonuses for government members. July 2018, Kaja Godek appears in the context of protests following the announcement regarding the retirement of 27 judges and Prof. Gersdorf before the end of her term. November 2019, Kaja Godek appears again with her project on the occasion of the outbreak of the Marian Banaś affair within PiS circles. Now we have another situation. The anti-crisis shield, which isn't working, the president who wants to illegally extend his term – said Szymon Hołownia during a press conference. 

- I was among those who were the first to advocate for testing as much as possible. Countries that have already conducted not hundreds of thousands, but millions of tests, find it significantly easier to identify those who are most crucial in the epidemiological chain. These are individuals who believe they are healthy but are actually carriers of the virus and can unknowingly infect their loved ones or random people. Tests serve this purpose, among others. First and foremost, at the current stage of combating the epidemic, it is extremely important to test a broad spectrum of medical personnel, including employees of social welfare homes. The fact that nearly 20% of those infected are healthcare system workers is deeply concerning. This indicates that there should be many more tests. Therefore, regarding the question of whether doctors are to blame, I absolutely disagree. I know this from doctors I worked with in the hospital, and I know it from colleagues working elsewhere, for example, by listening to the chairman of the Warsaw Medical Chamber, Dr. Jankowski. It is simply untrue. As 300POLITYKA has learned, the position of Minister of Science and Higher Education – following Jarosław Gowin's resignation – will be taken by Wojciech Murdzek, a representative of Porozumienie, previously a Secretary of State at the Ministry of Development, and formerly the mayor of Świdnica.

Murdzek has been a Member of Parliament for the PiS club since 2015, and in November 2017, he joined Porozumienie, a party formed from the transformation of Polska Razem, taking the helm of its Wałbrzych constituency and serving on the national board's presidium. In the previous parliamentary term, he was also a member of the parliamentary committee investigating VAT fraud.

Last week, he supported holding the presidential elections by correspondence. "Without finding a new solution, voting by going to polling stations would remain in force, which is the worst scenario. Unfortunately, the best solution, postponing the election issue for two years, was rejected by the opposition," the new minister stated in an interview with the Swidnica24.pl portal.

„I am in favour of maintaining the current, hard-won abortion compromise. That's all on this matter. I have a formed opinion on this. I get the impression that dealing with abortion amidst the fight against the pandemic is perhaps not the happiest solution, but I understand the circumstances of Marshal Witek, that the deadlines for the citizen's initiative obligated her to something. I don't want to use words that this abortion is a cover-up for the problems of fighting the pandemic” – said the Marshal of the Senate, Tomasz Grodzki, at a press conference in the Sejm.

- It's good that the second anti-crisis shield will be considered in the Senate, our amendments will be submitted, concerning, among others, the inclusion of all entrepreneurs in ZUS relief, deferral, and ZUS write-offs, which, as we hear, President is also postulating, so we count on the entire chamber, the entire Senate to support these solutions - said Władysław Kosiniak-Kamysz during a press conference.

- We approach all considered projects with respect, but we believe that the most important ones are those that can help in the difficult situation of fighting the coronavirus. Such a project is the one from the Polish Teachers' Union (ZNP), which has been signed by over 300,000 people. This project was submitted a long time ago, and it operates on the following principle: the state budget will cover teachers' salaries – said Władysław Kosiniak-Kamysz during a press conference.

- The bill that the high chamber should address most quickly today is precisely the ZNP bill, because it responds to the times we live in – added the leader of the Polish People's Party (PSL).

At that time, I informed you that this law would mean a minimum of PLN 11.5 billion for Polish entrepreneurs, and now we are expanding it with further elements. These are, among others, implementing provisions that will also help realize the financial shield, which was announced by Prime Minister Morawiecki last week. This is PLN 100 billion for Polish companies, a huge lifeline for all Polish enterprises, something extremely important that we want to see operational as early as April - Łukasz Schreiber stated at a press briefing.

But today, we are also submitting two extremely important amendments that were expected by entrepreneurs and that the president has drawn attention to. I am glad that, here too, in good cooperation with PiS senators, they have garnered such support and are being submitted. The first of them stipulates that we are extending the shield to companies that were also established between February 1st and April 1st. This is something that was strongly indicated, meaning these new economic entities will also be fully included. The second, highly anticipated matter concerns companies and individuals running sole proprietorships, who are currently covered by ZUS contribution exemptions, as you may recall, if they have a 15% loss in revenue and their income does not exceed three times the national average, meaning PLN 15,600 in revenue. We are eliminating this PLN 15,600 threshold, thus including everyone who runs their own sole proprietorship, who may simply have revenue higher than PLN 15,600, because it is often the case that revenue is even PLN 40,000, while profit is a mere few hundred zlotys. I believe this change will cover many entrepreneurs. This amounts to approximately PLN 1.7 billion per month additionally, and I think that with these further changes and amendments recommended by the PiS Senate club, this bill will be adopted as quickly as possible and will reach the president as soon as possible - he continued.

It is an important topic and should be processed with due diligence and respect for all those affected. With respect for women. You have shown us and all Poles that you have not an ounce of this respect. We are in the midst of a pandemic, thousands of people have been left without means of subsistence. Their lives, and this is not a rhetorical figure, are in your hands. They are at your mercy. Meanwhile, you are only interested in the election campaign. You are tinkering with the Electoral Code, ignoring economic and social problems. Do you think that by pulling abortion out of a hat, you will divert our attention from this? This tactic is as embarrassing as this bill – said Magdalena Biejat in the Sejm. 

“The currently binding law on abortion provides for the possibility of terminating a pregnancy in an extreme situation. It is about the possibility, the right to choose, the decision made by the woman. She must have this right to choose in extreme situations.
