Aid Package for Businesses Supports Polish Entrepreneurs
The COVID-19 pandemic will likely cause the most serious economic crisis since the end of World War II. Within a few weeks, socio-economic life has been frozen in many parts of the world, and in others, limited to the essential minimum. Many companies have practically overnight lost the ability to conduct their business entirely. As Prime Minister Mateusz Morawiecki emphasizes, one of the fundamental challenges is to protect jobs and maintain production and service capacities, so that after the pandemic is reduced, interrupted economic processes can be restored.
Watching images and tracking data from many countries where the number of infected individuals has exceeded critical levels for their healthcare systems, we understand that actions to protect lives are paramount.
At the same time, however, we must think about how to support entrepreneurs. We believe that restrictions on business operations will be lifted in a relatively short time. We are also aware that even in an optimistic scenario, a return to normal economic activity, to pre-crisis sales levels, may take anywhere from a few to even a dozen or so months. This time will be needed not only to rebuild demand but also to restore interrupted supply chains. This risks a loss of liquidity, which will result in the bankruptcy of many companies and a drastic increase in unemployment.
In the face of this situation, Prime Minister Mateusz Morawiecki's government has introduced solutions to protect entrepreneurs and their employees – the anti-crisis shield. Thanks to it, many enterprises will be able to survive the period of reduced or suspended operations and begin rebuilding normal economic activity. Alongside numerous solutions such as direct subsidies for retained jobs, standstill benefits, tax relief, suspension of ZUS contributions, and administrative facilitations, preferential guarantees and loans also play a significant role in the package.
One of the main providers of credit and guarantee solutions for entrepreneurs affected by the crisis is Bank Gospodarstwa Krajowego (BGK). Its flagship product for small and medium-sized enterprises – de minimis guarantees – is already available under new, special conditions.
"The government has allocated PLN 212 billion for the Anti-Crisis Shield," says Beata Daszyńska-Muzyczka, President of BGK:
"The world is changing before our eyes. Economic forecasts become outdated within days. Companies are losing revenue and struggling to maintain liquidity. This affects practically all sectors and companies of various sizes: from micro-enterprises to large corporations.
In response to the crisis, the government has created an aid package worth approximately 10% of GDP, which is PLN 212 billion. Bank Gospodarstwa Krajowego is part of these anti-crisis solutions. Thanks to the cooperation of various ministries, development institutions, and the financial sector, we have quickly introduced changes to de minimis guarantees, which provide greater access to credit for SMEs. The de minimis guarantee program has been known since 2013. So far, 160,000 companies across Poland have benefited from it.
We estimate that guarantees under the new conditions will allow for the generation of an additional PLN 20 billion in credit, which will help companies maintain liquidity.
We are continuously working on further effective solutions. Today, fulfilling our mission – supporting the socio-economic development of the country – is of particular importance."

We heard about 200 billion PLN and we need to account for the money the Prime Minister promised in shield 1.0. Today, a draft bill lies in the Sejm, intended to be passed this evening. This draft bill contains none of Prime Minister Morawiecki's ideas. What's more, the Prime Minister promised 212 billion PLN, yet only 10 billion has been allocated in the budget. This is virtual money. This is a virtual Prime Minister. These are virtual promises. Today, Polish entrepreneurs and employees expect concrete help. For weeks, good proposals from the opposition, Civic Coalition, and the Senate have been lying in parliament. These include exemption from social security contributions for all employers, regardless of the number of people they employ. But these are also fundamental elements to ensure this aid is not bureaucratic. I would like to remind you that just yesterday, the Prime Minister was against declarations. It was his government that presented shield 2.0, which is a bureaucratic shield, comprising 250 pages of administrative jargon. Just yesterday, they were against these solutions, which we have been proposing for many weeks - stated Borys Budka at a briefing in the Sejm.
- I emphasize once again: this is not about presentations, this is not about virtual money, this is about real help for Polish employers. To date, up to now, the Prime Minister has not accounted for the 212 billion promised funds. Up to now, he has not shown how he effectively intends to help Poles. We haven't even managed to patch up one leaky shield, as the vote is still ahead of us, and already the Prime Minister is talking about a third shield. However, in this second one, which lies in the Sejm and will be passed shortly, there is not a word about the solutions that Prime Minister Morawiecki was just talking about. He promises 100 billion in aid, while only 10 billion has been allocated in the budget. He promises large sums based on entrepreneurs' declarations, but surely the instruction manual for the first shield takes up more pages than the shield itself. Instead of simple mechanisms, the Prime Minister and his government are actually pushing bureaucratic mechanisms. It is time to finally account for the promises made. It is time to finally take seriously Poles, Polish employees losing their jobs. Entrepreneurs crying out for help. Doctors and nurses who lack basic personal hygiene products. Instead of virtual money, these presentations, and this administrative chatter, good solutions are needed. These solutions are in the projects that lie in the Sejm - continued the PO chairman.
- It is time to finally take seriously the needs of Polish employees and employers, and not just tell those fairy tales the Prime Minister is unfortunately known for - he emphasized.
