The March Sejm session was originally planned for Wednesday and Thursday, but signals suggest that MPs will ultimately convene on Friday – this date was mentioned, among others, by Włodzimierz Czarzasty. This session is a necessity to adopt the so-called anti-crisis shield.
At 11:00 AM, the Sejm Presidium is scheduled to meet again, followed by the Convention of Seniors, to ultimately decide on the format. - We will continue to discuss this matter on Tuesday and then we will present everyone with the solution we have adopted. But there was a good conversation at the presidium, a good discussion, because we are all looking for an agreement and a wise and safe solution - Małgorzata Kidawa-Błońska stated at a briefing in the Sejm.

I Will Respond With Deliberate Exaggeration. Who Cares About Some Election Campaign Today? Today We Are Fighting for Fundamental Issues
- I will respond with deliberate exaggeration. Who cares about some election campaign today? Today we are fighting for fundamental issues, for saving as many lives as possible, for saving as many jobs as possible, as many Polish companies as possible. That is what we should focus on – said Jarosław Gowin in an interview with Piotr Witwicki on Polsat News's "Graffiti".

Most Polish Cities Introduced a Different Schedule Last Week, We're Implementing Ours Today. We're Constantly Monitoring the Situation. When Necessary, We're Strengthening Lines.
- I didn't [take the metro]. I came by car today [to work], but I was observing very closely what was happening, and the buses running around the city, at least at this hour, are really empty or filled with very few people - stated Rafał Trzaskowski in a conversation with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".
- We are making very rational decisions. Most cities in Poland introduced this different schedule a week ago. We are only introducing it from yesterday, and it's not purely a weekend schedule; instead, where needed, there are additional buses and trams. We are constantly monitoring the situation. Every driver reports to us after they reach the depot, and we dispatch additional buses where it's necessary. This is absolutely rational behavior. We are conducting analyses all the time. When it's necessary, we strengthen lines so that there are significantly more buses. However, some political skirmishers decided to make a political fuss about it. Some even posted photos online that were taken several months ago - he continued.
- We conducted very thorough analyses. 20% of Warsaw residents use public transport, and we are dispatching buses on the most important lines even more frequently sometimes than in the normal schedule, if it's necessary - emphasized the Mayor of Warsaw.

"Probably All Parliamentarians Will Agree That Introducing Online Voting is Necessary in the Current Situation"
- There is no difference here, there is no division between the government and the opposition, because probably all parliamentarians and all Poles will agree that introducing the possibility of online voting is necessary in the current situation - said Jarosław Gowin in an interview with Piotr Witwicki on Polsat News' "Graffiti".

I Expect Social Distancing Measures May Be Tightened Further in the Near Future
"I expect that social distancing measures may be tightened further in the near future. We see the actions being taken by the British government. These actions are, of course, significantly delayed, as the number of infected people in Great Britain is ten times greater. I am not responsible for this; these are government decisions made based on the recommendations of the Minister of Health, the Chief Sanitary Inspector. I do not want to step into the government's shoes. I assume that even if social distancing is tightened, it must be stated clearly that the vast majority of Poles have adapted very well to these difficult conditions," said Adam Bielan, MEP and spokesperson for Andrzej Duda's campaign team, in an interview with Tomasz Sekielski on Onet Rano.

The Alternative to Not Holding Elections is Very Bad, Very Bad for Democracy
"Around Easter, in the third decade of April, we will be able to return to greater activity, school classes will be resumed, and matura exams will be conducted. In such a situation, and only in such a situation, can I imagine the possibility of holding elections. The alternative to not holding elections is very bad, very bad for democracy, because they can be postponed not by a decision of the Sejm or election headquarters. The only way to postpone elections is a state of emergency" – said Adam Bielan, MEP and spokesman for Andrzej Duda's campaign, in a conversation with Tomasz Sekielski on Onet Rano.

Kidawa-Błońska:
Kaczyński's insistence on elections shows he's not considering Poland's and its people's situation. Talking about elections this way is a departure from democratic principles
"There shouldn't be elections, because if we can't function normally now, if matriculation exams are postponed, if the Sejm can't even function normally, then we're talking about elections? That's truly unserious. Even the fact that at this moment, President Kaczyński is so forcefully saying that elections must take place, shows that he's not thinking at all about the situation Poland is in, about the situation people are in. And talking about elections this way is a departure from the principles of democracy, because elections should be a celebration of democracy, not a situation where people are afraid to leave their homes and risk their lives. That is irresponsible" - said Małgorzata Kidawa-Błońska, Civic Coalition's presidential candidate and Deputy Marshal, in a conversation with Beata Lubecka on Radio Zet.
09:09
"Yes [I will urge other candidates to withdraw from the race], because these elections cannot endanger Poles' lives. If we are having elections, let's have real elections, where Poles have a chance to participate, can get to know the candidates, can meet with them. In this way, all of this is unserious" - said Małgorzata Kidawa-Błońska, Civic Coalition candidate for president and Deputy Marshal, in an interview with Beata Lubecka on Radio Zet.

Signatures for My Candidacy Collected by Various Organizations, Including Those I Promised Not to Name
- According to the Constitution, a candidate must be nominated by at least 100,000 citizens. Candidates are nominated by citizens. To register, you already need signatures. Simply put, the electoral law is, so to speak, inconsistent here, because to register a committee, you need signatures that are then added to the general pool of 100,000. So, before this committee was announced, people were simply collecting signatures for me. That's obvious. Four people approached me, saying they had so many signatures and wanted me to run for president, and I agreed, and that's it - stated Marek Jakubiak in an interview with Jacek Prusinowski on Radio Plus.
- Four people approached me as representatives of other individuals. To tell you the truth, various organizations helped me in this matter [collecting signatures]. So I am very grateful to them for that. I myself have said, if someone listened carefully to what I say, they would find out that I have been holding back such decisions for about 2-3 months. Because, as you know, some candidates have been known for half a year already, and no one was surprised that they were collecting signatures, that they were practically already presidents, etc., etc. Primarily, a part of the Non-Partisan Local Government Officials collected signatures for me, Free and Solidary collected signatures for me, the Effective ones, etc., etc. There were quite a few of these organizations. And those organizations whose names I promised not to mention - he continued.

I Primarily Rely on Reason. I Believe PiS Has Enough Sense Not to Endanger Citizens' Health
- First and foremost, someone would have to call me or come to see me. I am open to discussions with everyone, and for them to talk to me. However, yesterday, so far, I heard Władysław Kosiniak-Kamysz deny such an agreement. But observing what's happening online and this unification against me by Civic Platform and Confederation, I think such an agreement does exist. And everything points to something having interfered with some plan. Elections have often not taken place because there was only one candidate, and they assumed the role of mayor or city president. I don't understand what this atomic bomb entails, but I've never heard such madness. Democracy has its rights. I am an absolute republican who adheres to the law. Simply and plainly – stated Marek Jakubiak in an interview with Jacek Prusinowski on Radio Plus, when asked about the idea of all opposition presidential candidates withdrawing.
- I bet they [the opposition] won't agree among themselves. There will be no atomic bomb. This is all just scaring tactics, drawing people in, I'm talking about citizens here. I am not considering such solutions, but I can discuss the matter. Perhaps there are arguments I should consider. However, everyone possesses reason. First and foremost, I rely on reason, and that's it. I believe PiS has enough sense not to endanger the health of citizens – he continued.

PiS Has Experience with Extraordinary Votes, but Cannot Hold Remote Sejm Sessions Without Changing Rules
- We will certainly not allow the Sejm's rules of procedure to be broken, because the Polish constitution and the Polish Sejm's rules of procedure are clear and legible. The Sejm convenes for sessions, it can pass laws in the presence of at least half of its members. I know that PiS has experience when it comes to voting in extraordinary modes, experience from the column hall, but they do not have the ability to deliberate remotely without changing the Sejm's rules of procedure - said Borys Budka during a press conference in the Sejm.
- We expect the Marshal to organize it in an appropriate manner, but while observing all procedures - Budka added.
12:19
The Sejm session planned for Friday will be partially held remotely, according to a proposal presented by the Speaker of the Sejm during the presidium meeting. MPs will be able to participate in the proceedings remotely via an IT system prepared by the Chancellery of the Sejm.
Parliamentarians will have to register their intention to participate in advance, and during the debate, they will be able to speak via videoconference. The image from their cameras will be broadcast on screens in the plenary hall.
Voting will proceed in a similar manner, following prior authentication via SMS code. This solution was criticized by the Sejm Analysis Bureau in an opinion from 2013.
Legislators indicated that the legal system does not provide for remote voting and that provisions explicitly state the presence of MPs in the session hall. According to lawyers, amending the Sejm's Rules of Procedure to allow for remote work is also excluded. The opinion stated that this would be contrary to the constitution.
According to the published schedule, MPs will first address changes to the chamber's rules (11:05 AM - 12:00 PM), followed by the government's anti-crisis package (12:00 PM - 2:00 PM). The voting block, including a decision on the Senate's resolution regarding the 2020 budget, will begin at 2:30 PM and last until 4:00 PM.

We cannot rest on our laurels. We expect a significant increase in cases
- We cannot rest on our laurels. We expect a significant increase in cases. However, if we fight together in solidarity, I believe we will eventually defeat this virus, that we will be able to live properly even if it unfortunately remains present in society all the time - stated Prime Minister Mateusz Morawiecki at a press conference at the Chancellery of the Prime Minister (KPRM).
13:23
PM:
We are implementing movement restrictions, and a very difficult phase lies ahead, as these will be restrictions affecting every one of us, including daily life.
- We are implementing movement restrictions, and this very difficult phase lies ahead, because these will be restrictions that will affect every one of us, including daily life, in the most mundane sense of the word. This decision is necessary to maximally limit our activity, as other countries have announced yesterday and today. All other matters, beyond the most essential ones, going to the shop, to the pharmacy, taking the dog for a walk, let's postpone them all for later. This situation today demands immense discipline and effort from us. All of us together, all Poles, because thanks to this, we are able to further slow down this increase in behaviours and infections - stated Prime Minister Mateusz Morawiecki at a press conference at the Chancellery of the Prime Minister.
13:26
Szumowski:
If We Don't Limit Contact, We Won't Limit Cases, We Won't Save Lives. I Know You're Tired, But I'd Like to Ask Even More of You for an Even Greater Effort
- Moderate restrictions on interpersonal contact can only lead to a postponement of the wave of infections. If we don't limit contact to the maximum, we won't limit the number of sick people, we won't save human lives. I know it's difficult, that you're tired, but all the more I'd like to ask you for an even greater effort, for even more in our collective action to limit the viruses – Łukasz Szumowski said during a press conference.
- Let's stay home – we are now putting this into practice. The regulation will mandate a prohibition on leaving home except in truly necessary situations: when we go to work, when we go to the shop, pharmacy, to the doctor, or call the doctor, because let's try to call rather than go to the clinic – he continued.
- Also, essential situations like walking the dog or simply taking a walk are necessary for all of us, for our health, including mental health, but this does not mean we should gather in squares, that we should go to playgrounds with children, that we should go to the boulevards and barbecue with friends – the Minister of Health stated.

- We are buying time for all of us, for better preparation of the healthcare system, for additional facilities. We already have 19 single-specialty hospitals, to prepare additional hospitals just in case. We want to get ahead of events in case this bad, very bad scenario occurs - stated Prime Minister Mateusz Morawiecki at a press conference at the Chancellery of the Prime Minister (KPRM).
- We must further limit possible gatherings to practically an absolute minimum. No more than two people should be moving around according to the regulation issued under this epidemic law. Everything is described in great detail - PMM continued.

We've Distributed Around 100,000 Tests Currently in Laboratories. Simultaneously, We've Reached a Daily Capacity of Approximately 3,000 Tests Per Day.
- At this moment, we have distributed approximately 100,000 tests, which are currently in laboratories. Simultaneously, of course, we have reached a daily capacity of around 3,000 per day. If we look at the situation in other countries, Poland, in its current state, performed a similar number of tests. Simultaneously, many questions are arising about so-called rapid cassette and strip tests. At this moment, we have provided thousands of such tests to infectious disease hospitals for verification of their efficacy. We have reports from other countries indicating that these tests are not always as reliable as we would wish. These tests are currently being examined in Poland. Simultaneously, we have contracted hundreds of thousands more tests, and there will certainly be no shortage of these tests in Poland – stated Łukasz Szumowski at a press conference in the Chancellery of the Prime Minister (KPRM).

"[For gathering in parks and on boulevards] a fine from a mandate up to five thousand zlotys is possible. It depends on the situation, of course," said Minister Łukasz Szumowski at a press conference.

- I hope that the government will adopt all these arrangements today, which are still being polished in the final phase, and we want to very quickly submit them for certain, which is quite unusual, but in line with my promise yesterday, during the National Security Council convened by the President, for certain inter-party consultations, between individual political groups. All of this is to adopt the provisions of this anti-crisis shield this week, because they are very much needed, they are needed very quickly - Prime Minister Mateusz Morawiecki stated at a press conference at the Chancellery of the Prime Minister.
13:50
Szumowski:
We're Limiting the Number of Participants in Liturgical Services, Holy Masses, to 5 People, Excluding Those Officiating
"The regulation is far-reaching compared to what it was. We are limiting the number of people participating in liturgical services, holy masses, to 5 people, excluding those officiating the ceremonies, priests, and individuals participating, for instance, in a funeral, meaning employees of funeral homes. This is a very significant limitation, but I believe it is necessary for us to be able to function and protect each other" – said Minister Łukasz Szumowski at a press conference.
13:57
- [Restrictions] do not affect [the election date]. This is why we are introducing these various restrictions, so that after the next few weeks we can present a situation allowing Poles to return to work. We want the epidemiological situation in the country after Easter to be such, and we are counting on it, that Poles can return to work. We want the maturita exams and the eighth-grade exams to take place - said Mateusz Morawiecki during a press conference.
- I think that after Easter we will be able to wake up to normal professional life in new sanitary conditions. That is what we are counting on. Therefore, I see no reason today why maturita exams, presidential elections, or other exams, such as the eighth-grade exams, should not proceed. Of course, maintaining distance, all the regulations that will be in force must be observed - the Prime Minister added.
13:59
Szumowski:
There is no epidemic justification for isolating entire sectors or regions of Poland and blocking them in any way
- In Poland, the distribution of the coronavirus and the spread of this disease are even. Unlike in other countries where regional outbreaks have occurred, there is no epidemic justification for isolating entire sectors or regions of Poland and blocking them in any way - said Łukasz Szumowski during a press conference.

Implementing Electronic Solutions to Verify Quarantine Compliance, Mandatory Apps Forthcoming
- We are implementing electronic solutions to additionally confirm, to check whether individuals who are strictly required to be in quarantine are indeed staying there. If they leave their place of residence or quarantine, they pose, I don't hesitate to say, a mortal threat to their surroundings as well. Therefore, in addition to direct control measures, electronic solutions, special applications, are now being implemented, and they will be mandatory - said Mateusz Morawiecki during a press conference.

No one was against it. One person abstained from voting. We are proposing a solution that is not only a solution used, for example, in the European Parliament, but I have asked the Bureau of International Affairs to analyze how it looks in other parliaments. There too, everyone is looking for the most effective solutions possible, so that it doesn't happen that a law is not passed, but at the same time it doesn't become a source of infection for others,” - said Sejm Marshal Elżbieta Witek at a press conference.

Resolution to Amend Sejm Rules of Procedure to Be Adopted on Friday with Immediate Effect
“We have passed a resolution to amend the Sejm Rules of Procedure for the duration of this epidemic, the state of epidemic we are currently facing. At the request of Marshal Czarzasty and the Left parliamentary club, we have inscribed in these rules that this method of procedure for resolutions shall apply exclusively to states of epidemic and epidemic threat, but we have also added three states of emergency as described in the constitution” - stated Sejm Marshal Elżbieta Witek at a press conference.
“Our proposal aims to enable us to deliberate according to the new rules of procedure as early as Friday, with the provisions taking effect from the day of adoption. We want to adopt it during Friday's session, but with effect from today, i.e., from the day the Sejm Presidium adopted the draft resolution” - she added.

New Restrictions Announced After Presidium Meeting; Sejm and Senior Council to Communicate Remotely Again, Likely Tomorrow
„Immediately after the Sejm Presidium and the Senior Council meeting concluded, we heard that there would be a press conference by the Prime Minister and the Minister of Health, announcing further restrictions. At this moment, we are trying to gather the information contained within it. Certainly, both the Presidium and the Senior Council will communicate with each other remotely once more, most likely tomorrow” - stated the Marshal of the Sejm, Elżbieta Witek, at a press conference.

Limited Number of MPs in the Plenary Hall, Club Representatives to Speak and Ask Questions. Other MPs Will Participate Remotely
„There would be a limited number of MPs in the plenary hall. MPs, club leaders know that we would ask for delegated club representations so that each club has its representation, so that it can speak on behalf of the club on individual bills and agenda items, ask questions, and the remaining MPs, including those in quarantine, because there are such too, could participate in the Sejm session, but remotely. Instructions have been prepared and will be sent to every MP, including an instructional video. We would do a dress rehearsal on Thursday” - said the Marshal of the Sejm, Elżbieta Witek, at a press conference.

„It would be good if no one said that we are breaking the law, that we are breaking the constitution, because we are not doing that. Instead, we are trying to prepare regulations that would guarantee, to the maximum extent possible, the democratic participation of every MP in Sejm sessions, in accordance with the constitution, while simultaneously fulfilling the Sejm's duty to enact laws that citizens are waiting for” – stated Sejm Marshal Elżbieta Witek at a press conference.

The Marshal of the Sejm Merely Announces the Election Date. The Decision to Postpone Elections is Not Mine. Security Can Be Ensured at Elections, Just Like in Shops Where People Enter One by One.
"The Marshal of the Sejm merely announces the election date. The decision to postpone elections is not mine. One cannot simply move the election date. Postponement can only occur in states of emergency, which are defined. It is not up to me to declare them. We must secure ourselves for various eventualities, for various situations," said Marshal of the Sejm Elżbieta Witek at a press conference.
"Elections differ from deliberations here [in the Sejm]. Security can be ensured at elections, just as people go to shops or other places today where they must go, entering one by one. People are very disciplined. It takes a moment. However, a Sejm session involves 460 MPs in one place," she added.

- Unfortunately, in this session convened by Marshal Witek, neither a Senate bill nor a proposal from those who are currently losing their jobs due to entrepreneurs affected by the crisis – namely, exemption from social security contributions for the next three months – was included. No good proposals were found, because this government presents only and exclusively a leaky shield, which has been criticized by trade unions, employer organizations, and Polish entrepreneurs alike – stated Borys Budka at a briefing in the Sejm.

- President Andrzej Duda held a phone conversation today with the President of the People's Republic of China, Xi Jinping. The discussion lasted 45 minutes. The presidents primarily discussed the situation related to the coronavirus pandemic and the possibilities for cooperation between both states in combating it - Krzysztof Szczerski informed 300POLITYKA.
"President Duda conveyed to President Xi Jinping condolences and expressions of sympathy to the families and loved ones of the coronavirus victims in China. At the same time, he expressed appreciation for the actions of the Chinese authorities and medical services in combating the pandemic. He also presented the current situation regarding the development of COVID-19 in Poland and the actions taken by Polish authorities to halt the spread of the virus.
Both presidents agreed that the authorities of the PRC will respond positively to Polish requests for the purchase of personal protective equipment, materials, machinery, and medical equipment necessary for combating the epidemic.
President Andrzej Duda also expressed interest in the Chinese proposal for a videoconference involving medical experts from Poland, China, and interested countries regarding Chinese experiences in combating SARS-CoV-2.
The presidents also discussed the prospects for future Polish-Chinese and multilateral cooperation, which is essential for returning to the path of economic growth once the pandemic subsides. President Duda emphasized that Poland is ready to assist in providing aid, including transferring supplies from China to countries in our region."

- One thing has become clear. The flaw in our legislation and the failure to embrace the 21st century digitally. This has been laid bare. Everyone should take responsibility for this. There were no solutions in place that would have allowed for immediate online implementation. Extraordinary solutions must be sought. I would prefer this to happen differently, but we probably have no choice. Today, if we don't adopt these solutions, if we don't introduce solutions for employees and employers, we will be held responsible. It is our greatest responsibility that we are unable to cope in a hopeless situation - said Władysław Kosiniak-Kamysz during a press conference.
- Where the interest of the state, the interest of the citizen begins, there the interest of the political party ends. Perhaps it would be in the interest of a political party today to drag things out, but it is not in the interest of the citizen to drag things out. Cooperation is needed - added the leader of the PSL.

We Had Tens of Thousands of Tests Purchased from the Start and There Was No Issue with Quantity. I Think This Is Truly Worth Clarifying Once and For All
- We had tens of thousands of tests purchased from the very beginning, and there was truly no problem with the quantity of tests, and I think this is really worth clarifying once and for all. We have a surplus of tests, by tens of thousands, beyond what we would currently want to perform. Even if we wanted to test everyone in quarantine, we have that many tests. However, it is also a matter of a rational approach. - Yes, I think so. I am even convinced that [today's restrictions will help in the fight against coronavirus]. I am in telephone contact with the Ministry of Health. I am talking, we are considering solutions that will increase our safety, the safety of Poles. In fact, our main task is to take care of hygiene, which we have always talked about, are talking about, and will continue to remind people about, because it is very important, but above all, lack of contact, isolation. Let's stay home. This quarantine, this national quarantine, is very important, crucial. The weekend is approaching, which will encourage people to go for walks - stated Stanisław Karczewski in an interview with Piotr Witwicki on the program "Wydarzenia i opinie" on Polsat News.
- This is not about punishing everyone. Because it's not about Poles being punished. But above all, there must be awareness, information, access to information. We must inform society. This is a task for the state, for television stations, for all media - he continued.

“We must do everything to protect Polish women and men. This is the most important thing. To save their health, their finances, the future of Polish families. All hands on deck and all actions that will serve this purpose will be supported by us, by the opposition and the Left” - said Robert Biedroń, the Left’s presidential candidate and Member of the European Parliament, in an interview with Dorota Gawryluk on “Gość Wydarzeń” on Polsat News.

The Government is Deaf to the Demand for a Permanent Working Group to Find Solutions
"The government is deaf to this demand that we establish a permanent working group composed of representatives of the government, the opposition, trade unions, employers, but also other interested parties, so that we can collectively work on concrete solutions. This dialogue is lacking today, and that is why there are many disagreements and many unnecessary tensions. Today, our energy, the opposition's energy, can be constructively utilized," said the Left candidate for President, MEP Robert Biedroń, in an interview with Dorota Gawryluk on "Gość Wydarzeń" on Polsat News.

"Sometimes, the 'total opposition' stance of certain circles blinds them to rationality, rational thinking. Most parliaments in the world meet virtually today. In the European Parliament, I've had guidelines for two weeks, I'm prepared for Thursday's vote and debate. It will be done using tablets, computers, and it's possible. I don't understand it, it's strange behavior [from PO]. After all, parliamentarians, assistants, Sejm Chancellery employees, and journalists also need to be protected. It makes no sense to insist on the parliament convening," said Robert Biedroń, Lewica's presidential candidate and MEP, in an interview with Dorota Gawryluk on "Gość Wydarzeń" on Polsat News.

Emilewicz:
We Need Enormous Solidarity Today, the Kind That Erupted in Poland in the Early 80s
- I have a deep conviction that we need enormous solidarity today, the kind that erupted in Poland in the early 1980s, which enabled us to start building a free state after 1989. Today, we need this solidarity once again - said Jadwiga Emilewicz in an interview with Konrad Piasecki on TVN24's "Kropka nad i".

If Necessary, We Won't Hesitate to Amend the Budget Act in Late May or June
- The programs we have prepared do not require any adjustments today, nor do they assume any limits or restrictions on social programs. Their effects, especially concerning direct transfers aimed at maintaining jobs or suspending social security contributions, have been preliminarily calculated for three months. We are ready, as the Prime Minister mentioned, to expand these instruments if the need arises. Today, we are certainly not talking about suspending social programs; they are also necessary as they provide working capital to the market. What we are discussing for sure, and such an initiative emerged yesterday – I discussed it at the forum of economy ministers last Friday – is the easing of the expenditure rule, just as we are changing the rules of state aid in Europe. In that case, if there is a necessity, we will not hesitate to amend the budget act in late May or June to give ourselves a larger financial buffer – said Jadwiga Emilewicz in an interview with Konrad Piasecki on TVN24's "Kropka nad i".
