The Sejm session planned for Friday will be partially held remotely, according to a proposal presented by the Speaker of the Sejm during the presidium meeting. MPs will be able to participate in the proceedings remotely via an IT system prepared by the Chancellery of the Sejm.

Parliamentarians will have to register their intention to participate in advance, and during the debate, they will be able to speak via videoconference. The image from their cameras will be broadcast on screens in the plenary hall.

Voting will proceed in a similar manner, following prior authentication via SMS code. This solution was criticized by the Sejm Analysis Bureau in an opinion from 2013.

Legislators indicated that the legal system does not provide for remote voting and that provisions explicitly state the presence of MPs in the session hall. According to lawyers, amending the Sejm's Rules of Procedure to allow for remote work is also excluded. The opinion stated that this would be contrary to the constitution.

According to the published schedule, MPs will first address changes to the chamber's rules (11:05 AM - 12:00 PM), followed by the government's anti-crisis package (12:00 PM - 2:00 PM). The voting block, including a decision on the Senate's resolution regarding the 2020 budget, will begin at 2:30 PM and last until 4:00 PM.

"President Duda conveyed to President Xi Jinping condolences and expressions of sympathy to the families and loved ones of the coronavirus victims in China. At the same time, he expressed appreciation for the actions of the Chinese authorities and medical services in combating the pandemic. He also presented the current situation regarding the development of COVID-19 in Poland and the actions taken by Polish authorities to halt the spread of the virus.

Both presidents agreed that the authorities of the PRC will respond positively to Polish requests for the purchase of personal protective equipment, materials, machinery, and medical equipment necessary for combating the epidemic.
President Andrzej Duda also expressed interest in the Chinese proposal for a videoconference involving medical experts from Poland, China, and interested countries regarding Chinese experiences in combating SARS-CoV-2.

The presidents also discussed the prospects for future Polish-Chinese and multilateral cooperation, which is essential for returning to the path of economic growth once the pandemic subsides. President Duda emphasized that Poland is ready to assist in providing aid, including transferring supplies from China to countries in our region."

A special plane is scheduled to fly from Warsaw to Beijing today. It will return to Warsaw on March 26th with medical equipment provided by the Chinese side. Further flights for supplies needed to combat the coronavirus will be organized following further arrangements.

Today, the opinion of Minister Szumowski, whose public status increasingly resembles the esteem the public once held for Professor Zbigniew Religa many years ago, appears to be the only real obstacle to the implementation of PiS's political strategy regarding the election date: Not a step backward. Climbing to the top of trust rankings and listened to with unprecedented attention, the Minister of Health holds a political nuclear weapon – the threat of his resignation. Praised in political circles for his loyalty, tact, and personal class, Szumowski doesn't need to use it, of course, but with nuclear weapons, that's precisely the point – just having it is enough. It's also not at all certain that the PiS leader will push for elections if they were to pose a general health risk. The political entourage of the camp explains his media persistence as an element of a tough game with the opposition. A game in which Kaczyński, despite the difficult moments of the last 5 years, is still in charge. Łukasz Szumowski – from what we hear – communicates more often with Jarosław Kaczyński about the health situation during the pandemic than with the president. Although, perhaps these reports – like everything in politics, which is increasingly becoming over-the-top – are exaggerated, the fact remains that Jarosław Kaczyński, during his illness, received the minister both in the hospital and at home, places where access is very strictly regulated, even for the innermost party leadership. This is completely unimaginable compared to other appointees, outside the inner circle of trust – whom Kaczyński semi-privately, and even once publicly – with a characteristic smile, calls "experiments." Szumowski is assessed in political circles as a person of impeccable character, completely unwilling to engage in intrigue, formulating opinions frankly, and – which is particularly important in this matter – loyal. People from the political sphere point out that although he would never do anything to support the opposition – he holds decidedly conservative views, completely distant from even the more conservative shades on the opposing side – he will not cross the line that is even a shadow of suspicion that politics could endanger people. If holding the elections on May 10th poses such a risk – Szumowski will stand firm like Rejtan – is being said louder and louder in the ruling right-wing circles. It is not at all certain at this point what the stage of the epidemic will be when the time comes to make decisions about postponing the elections or not. The pressure from the opposition in a situation of complete uncertainty is, of course, a completely unconvincing argument for the ruling camp today, especially since it is reinforced by a barrage of liberal media, whose intentions in the ruling right-wing circles no one has any illusions about. Besides – according to our interlocutors – even Jarosław Kaczyński himself has no intention of pushing for elections at all costs, but believes it is far too early to let the opposition feel any hesitation, and that it is time to make appropriate regroupments. Every advantage counts. Kaczyński knows better than anyone that on the other side, no one will bat an eyelid before stabbing him in the back. The Minister of Health himself, when asked by Robert Mazurek about the election date on RMF, says exactly the same thing as in closed crisis and political staff meetings: *“It depends on how many people are sick, it depends on what the situation in hospitals is like, it depends on how many people can leave their homes. These are the data based on which I can recommend certain things, not based on what the moods are, what the ideas are.”* Nothing less and nothing more. Szumowski believes it is too early for decisions, both regarding the elections and the soon-to-be-held matura exams. *– Could someone who signed the Declaration of Faith prepared by Wanda Półtawska, referring to medical conscience “enlightened by the Holy Spirit,” put their hand to endangering citizens' health?* – asks one of our interlocutors rhetorically, winking – currently virtually – an eye.
