Monday's Political Agenda: National Security Council Meeting on the Anti-Crisis Shield

At 12:00 PM, President Andrzej Duda convened a meeting of the National Security Council. Following the meeting, which will be held via videoconference, a statement from the President is planned. The primary topic of discussion will be the anti-crisis shield. "Given the significance of this legal act, I have convened a meeting of the National Security Council. On Monday, leaders of parliamentary groupings will join government representatives and the authorities of the Sejm and Senate. We will discuss the details of this important project together – around which a consensus among all political forces must be forged," stated PAD in his address.

According to announcements from the Ministry of Development, an extraordinary session of the Tripartite Commission for Social and Economic Affairs is scheduled to take place today regarding this matter, after which the government will address the project. Michał Dworczyk has already announced that the adoption of these solutions will proceed through an expedited written procedure, so as to avoid convening a "stationary" Council of Ministers.

At 10:00 AM, Władysław Kosiniak-Kamysz will hold a press conference in front of the Sejm.

- It is not a matter of what you, Mr. Editor, or I feel today, but a matter of a certain legal order, and this legal order dictates that only during a state of emergency, one of three types – either a state of natural disaster, a state of emergency, or a state of war – can elections be postponed. - Today, there are no grounds to introduce a state of emergency. These are the facts. Today, the state operates based, and I am speaking about the fight against the disease, on two laws. A special act and another law from 2008 on combating infectious diseases and epidemics. These laws provide the authorities with certain tools to combat the problem we are currently facing. And as long as the state can operate based on these laws, which do not restrict citizens' rights and are not any of the states of emergency, then simply put, there are no legal grounds to postpone elections – the head of the Chancellery of the Prime Minister continued.

President Duda on the Anti-Crisis Shield: Valid Concerns Raised by the Opposition Will Be Considered. What's Most Important to Me is the Great Chance That the Final Version of These Regulations Will Be Developed in Agreement
The National Security Council (RBN), which convened a moment ago, discussed the draft of the so-called anti-crisis shield, as this was the primary element of our long, almost three-hour discussion today. The Prime Minister, Minister Emilewicz, and the ministers, primarily the Minister of Finance, also responded to questions posed by representatives of the parliament and the opposition. I thank them very much for their participation in this council. This was precisely the point, to discuss these solutions within the circle of the entire Polish political scene today, of all those who make decisions, and to also listen to voices on this matter. This meeting took place, and there were many constructive comments. There were also many questions, to which the Minister and the Prime Minister, the Minister of Health, and the Chief Sanitary Inspector responded, dispelling – I hope – all doubts here, but the work on these solutions continues. Valid concerns raised by representatives of the opposition will, of course, be taken into account. Above all, and this is what is most important to me, there is a great chance that the final version of these regulations, which the Sejm may adopt at the end of the week and then, I hope, the Senate as soon as possible, will be developed in agreement. This is very important because these regulations are needed to save the Polish economy today, to save jobs, to support Polish entrepreneurs and employees, and thus to enable as smooth a transition as possible through this very difficult time, although it is obvious that we will suffer due to this crisis situation, and unfortunately, no one has any doubts about that anymore. But we must do everything to ensure that this suffering, this worsening of the standard of living, is as minimal as possible and that Polish families suffer as little as possible – stated President Andrzej Duda after the RBN meeting.

- I submitted a very important postulate on Saturday, and today I strongly emphasized it again, stating that Polish farmers, not only those engaged in large-scale agricultural production, as it is commonly referred to, but also those who simply run family farms, often employing a few workers, should be treated the same way as entrepreneurs. This is very important because families are supported here too, and there are employees, and the principles being prepared for entrepreneurs and the self-employed, meaning the smallest, micro-entrepreneurs employing up to 9 people, small and medium-sized entrepreneurs, as well as large ones, because solutions for each category are included in these proposals, should also be applied to farmers. This is a very significant matter. This group cannot be left out of these legislative solutions that offer aid, because unfortunately, there is also a danger that many Polish farmers, many farms, will be affected by this crisis and they need help. I also deeply believe that my postulate will be taken into account. Regulations are still being developed. I reassure you, it is not the case that farmers will be left to fend for themselves, as such voices have also emerged. No, I remember this, and the Minister of Agriculture remembers it. These provisions are being implemented and will be in the law. I am convinced of this, in any case, I cannot imagine it being any other way - stated President Andrzej Duda after the National Security Council meeting.
