Müller:

RZZK to Discuss Repatriation of Poles from Distant Overseas Locations

- Today, at the [Government Crisis Management Team] meeting, the main topics will be issues related to the decisions announced yesterday concerning border closures and restrictions on, for instance, restaurant operations. Monitoring these actions tied to these decisions. As you know, some of these restrictions come into effect today. Starting tomorrow, specifically from midnight Saturday to Sunday, restrictions concerning the reintroduction of border controls and the suspension of international air and rail transport will be implemented. During today's meeting, a matter concerning the return of Poles who are in distant locations abroad, meaning those whose journeys cannot be completed by road transport, will also be discussed. We want to organize special, charter flight connections in this regard, so that Poles who are abroad can return to Poland or Europe more easily – stated Piotr Müller at a briefing before the Chancellery of the Prime Minister.

Turczynowicz-Kieryłło:

Due to health reasons, I will no longer serve as head of PAD's campaign
Due to health reasons, I will no longer serve as the head of President Andrzej Duda's campaign. Thank you all for the moments shared on this campaign journey. I am now thinking about us winning as a nation - wrote Jolanta Turczynowicz-Kieryłło on Twitter. https://twitter.com/mecenasJTK/status/1238754463806033920

Müller:

I want to clearly reassure and emphasize that all shops in Poland, banks, and other institutions are functioning normally. The only restrictions apply to shopping malls.

- I also want to clearly reassure and emphasize that all shops in Poland, banks, and other institutions are functioning normally. The only restrictions we have introduced are restrictions that apply in shopping malls, but even there, all grocery stores, pharmacies, drugstores, and laundromats are operating - stated Piotr Müller at a briefing before the Chancellery of the Prime Minister (KPRM).

Tusk:

The Epidemic Rules Out a Campaign. There's Only One Conclusion: Elections Must Be Postponed. With Everyone's Consent

Donald Tusk, a prominent Polish politician and leader of the Civic Platform (Platforma Obywatelska), has publicly stated that the ongoing epidemic necessitates the postponement of elections. He argues that a proper campaign, which involves direct interaction with voters and large gatherings, is impossible under current circumstances. Tusk's call for postponement is conditional on the agreement of all political parties involved, emphasizing a desire for a consensual decision to ensure fairness and legitimacy in the electoral process. His statement was made via a post on his official Twitter account, linking to a tweet dated March 13, 2020. The context strongly suggests this refers to the early stages of the COVID-19 pandemic and its potential impact on the then-upcoming Polish presidential election.

11:59

Müller:

We are preparing a package of solutions not only for entrepreneurs. A package of solutions concerning this crisis caused by the epidemic. We will present it in the coming days.
- Individuals employed under employment contracts have a clear legal situation. In fact, this extraordinary situation, which is currently occurring, will require us to look at legislative solutions in this regard as well, but for now, this is a matter to be agreed upon with the employer, with the person who carried out the order. Of course, if the order is not being fulfilled, then the specific contract regulates the issues of payments or not. If there were protective clauses, then on those terms. If not, then on the general principles of the Civil Code - stated Piotr Müller at a briefing before the Chancellery of the Prime Minister (KPRM). - We are preparing a package of solutions not only for entrepreneurs, but generally a package of solutions concerning this crisis caused by the epidemic. We will present this package of solutions in the coming days. We want to compose it in its entirety. Currently, all ministries are working at full capacity to analyze the situation where this aid is most needed, and we will present such a package of solutions, because we are aware that this is a situation that has not yet occurred in Poland's recent history - the government spokesman continued.

Kosiniak-Kamysz:

I wish the President of the Episcopate would address everyone tonight and say public Masses should be suspended

I want to make an appeal, a request, and a plea to the Episcopate. I am speaking as a believer, but also as a doctor and a politician. The restriction of gatherings to 50 people. This is the Prime Minister's decision. We are unable to count people in churches, whether there will be 49 or 51. This is very difficult. We also cannot put the elderly in such a situation. I wish the President of the Episcopate would address everyone tonight on all television channels and say that public Masses should be suspended, and everyone who wants to should participate in Mass via radio, television, or the Internet” - said the leader of the PSL, Władysław Kosiniak-Kamysz, at a press conference.

12:12

Kosiniak-Kamysz:

The most important thing during the fight against the epidemic is not to wage political war. This has been achieved in recent days.
Yesterday, very important decisions were made by the Prime Minister and the government. It is good that there is cooperation between us, between politicians, and various political forces. During Thursday's meeting, as the Polish Coalition, I hope we contributed to this discussion, because the most important thing during the fight against the epidemic is not to wage political war. This has been achieved in recent days. We are ready for further cooperation. We will submit our demands, our ideas, and we will support” - said the leader of the PSL, Władysław Kosiniak-Kamysz, at a press conference.

12:44

Siemoniak:

We Accept the Government's Decisions with Understanding and Support. We Appreciate that During Thursday's Meeting with the Opposition, the Prime Minister Forewarned that Such Decisions Might Be Made

- We are facing the most serious crisis of this nature in decades. We accept yesterday's evening government decisions with understanding and support. We appreciate that during Thursday's meeting with the opposition, the Prime Minister forewarned that such decisions might be made. On behalf of Civic Coalition, I also want to express immense gratitude to all doctors, nurses, medical personnel, paramedics, and uniformed services. To all those who are fighting on the front lines for the health and lives of Poles. This is a historic moment, and we will all remember the dedication and effort involved. The decisions the government made yesterday require great responsibility from each of us. In the face of this threat, everyone is equal. We appeal for respect and adherence to quarantine conditions, for staying at home, for not sowing panic, for not spreading unverified information, and also for not joining in the panic buying of goods from grocery stores. We have been informed by the government and also possess our own knowledge on this matter, that there will be no shortage of basic food items - stated Tomasz Siemoniak at a briefing in front of the Sejm.

12:45

Siemoniak:

We Expect the Announcement of a Policy Change Regarding Testing to Happen Soon
- We also expect effectiveness and efficiency in fighting this threat. On Thursday, we raised the issue of testing with the Prime Minister and representatives of the Ministry of Health. We expect the announcement of a policy change regarding testing to happen soon. Everyone who is at risk, suspected of being a virus carrier, or falls into one of the risk groups has the right to be tested quickly. We are no longer delving into what happened before, whether the testing policy was appropriate or not, but we expect a radical change in this area, following the example of countries that are effectively fighting the coronavirus and are implementing very extensive testing. We also hear that this kind of policy will be pursued in the USA - stated Tomasz Siemoniak at a briefing in front of the Sejm.

Ministry of Health: 9 New Coronavirus Infections. A Total of 93 Infected

President Duda: Regarding food, please do not worry. We will certainly manage. There is no problem whatsoever.

"We have plenty of food. We ensure food security not only for ourselves, thanks to our farmers, our work, but we are also capable of ensuring food security for other countries. We export a huge portion of our food daily. Regarding food, please do not worry. We will certainly manage. There is no problem whatsoever" - said President Andrzej Duda in Garwolin.

President Duda: Election Date is Still Far Off; It's a Matter of Extraordinary States. We Act Very Prudently. There's No Proposal to Introduce a State of Emergency at the Moment.

"The election date is still far off. It's a matter of extraordinary states. We are acting very prudently. There is no proposal at the moment to introduce a state of emergency. We are not talking about it at all for now. We are observing the development of the situation closely. We are ready for any necessary, but reasonable solutions," said President Andrzej Duda in Garwolin.

14:10

President Duda on Turczynowicz-Kieryłło's Departure: 'It's Not a Problem. We Are in the Situation We Are In. De Facto, the Campaign Isn't Being Conducted.'

It is not a problem. It is the decision of Ms. Attorney. We are in the situation we are in at the moment. De facto, the campaign isn't being conducted. I have abandoned the most important element that I was implementing in my campaign, which is direct meetings with my compatriots. I believed that it would simply be irresponsible to meet and gather people at a time when there is a threat that could escalate at any moment. It is evident that this was the right decision. I would have a very burdened conscience if it turned out that anyone fell ill due to my election meetings. The situation is what it is. We must respond to the needs of the moment and we are trying to fulfill them as efficiently and responsibly as possible” - said President Andrzej Duda in Garwolin.

PM Morawiecki: Slowing the Spread of Coronavirus is Crucial

- It's evident from the examples [in other countries] how quickly the coronavirus can spread. In this context, it is very important to slow down the spread of this virus because, in such a situation, the healthcare system, in this case, our Polish healthcare system, will be able to provide medical services more effectively for those who end up in hospitals and require inpatient treatment the most - stated Prime Minister Mateusz Morawiecki at a press conference at the Chancellery of the Prime Minister (KPRM).

19:05

Polish PM: We are closing borders to the virus, but we want our citizens who wish to return to Poland to be able to do so

- I am aware that the restrictions we introduced yesterday create many difficult situations, especially for people outside our country, our citizens, but also for foreigners who are permanently connected with Poland in some way. We are closing borders to the virus, but we want our citizens who have the will, the desire to return to the country, we want them to be able to return to Poland. Regarding foreigners - stated Prime Minister Mateusz Morawiecki at a press conference at the Chancellery of the Prime Minister (KPRM).

19:14

Prime Minister Morawiecki Announces #LotDoDomu Operation:

The Polish State Will Assist Our Citizens in Returning to the Republic of Poland.
  • For all citizens of the Republic of Poland and foreigners from the categories I have mentioned, we also want to plan and carry out an operation for returns or facilitate an operation for returns, especially for those who are in farther corners of the world and for whom transport is either very difficult, like Great Britain or Ireland, Malta, or Cyprus, or even impossible, like the USA or Canada. Therefore, firstly, previously planned charter flights will take place according to earlier schedules - stated Prime Minister Mateusz Morawiecki at a press conference in the Chancellery of the Prime Minister.
  • Secondly, for citizens who wish to return to Poland during this time when Poland is undergoing quarantine due to the epidemic threat, we are offering specially designated LOT Polish Airlines flights. This will apply to countries such as Great Britain, Ireland, Cyprus, Malta, and the USA. For Poles who are stuck, have found themselves, or are staying in other, less frequently visited parts of the world, we want to offer the possibility of signing up for returns to the country on a specially prepared LOT Polish Airlines website. Both these returns from Great Britain, the USA, Ireland, Cyprus, or Malta, as well as those from farther countries, such as Jordan where we know there is a group of Poles, or other countries in the Middle East or North Africa, flights will take place after appropriate registration on specially prepared websites, and the price of these tickets will be a flat rate, the same for everyone - he continued.
  • The Polish State will cover an additional fee, an additional cost. The Polish State will assist our citizens in returning to the territory of the Republic of Poland - argued Prime Minister Morawiecki.

19:22

PM Morawiecki: Together We Can Overcome This Threat, Your Stance Minimizes the Epidemic's Impact
Thank you for such great prudence and calm. We need this very much in society. Thank you, this is a very responsible attitude. I thank all my compatriots because I believe that only together can we deal with this threat, and through your stance, we are minimizing the effects of this dangerous epidemic – stated Prime Minister Mateusz Morawiecki at a press conference at the Chancellery of the Prime Minister.

19:33

PMM:

We Plan Extensive Measures for Both the Supply and Demand Sides of the National Economy

- We are, of course, planning very extensive measures concerning both the supply and demand sides of the national economy. But we will also ensure the stability of the financial and banking sectors. I can also assure you with complete certainty at this moment that there will be no shortage of cash in ATMs, although I also encourage those who can to pay cashless, as this reduces our likelihood of contracting the coronavirus - stated Prime Minister Mateusz Morawiecki at a press conference at the Chancellery of the Prime Minister (KPRM).

- On the one hand, there is a support package, particularly for individuals who are at risk of unemployment or will be only partially employed. Here, we are drawing on the best global practices and will strive to utilize the Employee Guarantees Fund as well as to build new financing. Because for me, the most important thing is public health, the health and lives of Poles, and secondly, the economy and social life, so that, depending on how the coronavirus affects the global economy, the Polish economy suffers as little as possible - PMM continued.

19:38

PM Morawiecki: We'll strive to offset losses and help businesses survive difficult times

- This slowdown in Western Europe will have a significant impact. However, on our part, the government, the Ministry of Finance, Development, Infrastructure, Digitization, and Regional Development Fund, we will do everything to cushion this decline in GDP growth. It will likely occur worldwide, it's almost certain. This is what all the most important financial institutions in the world predict – stated Prime Minister Mateusz Morawiecki at a press conference at the Chancellery of the Prime Minister (KPRM).

- I want to allocate more funds to support Polish citizens, businesses, to create a buffer, to amortize for those sectors that will be most affected. It will be difficult, as is not happening anywhere in the world, to fully, 100% compensate for losses, but we will try to act fairly and to varying degrees in different sectors so that at least most companies can survive this difficult time ahead of us, these difficult weeks, months, hopefully not quarters and years. The Polish government will do everything to apply the most modern support instruments, financial and credit line arrangements for the implementation of various infrastructure projects and support for entrepreneurs, and above all, support for employees so that they feel this crisis to the smallest possible extent – PMM continued.

19:41

PMM:

500+ Payments Are Not Under Threat

- The 500+ payments, this benefit for all Polish children and youth, are not threatened in the slightest - stated Prime Minister Mateusz Morawiecki at a press conference at the Chancellery of the Prime Minister (KPRM).

Trzaskowski:

We Still Don't Have Enough Equipment, Hoping the Government Will Provide More from Special Reserves
- We still don't have enough equipment, and we hope the government will provide us with this equipment and clothing from a special material reserve so that there will be enough. We have also taken our own steps regarding the provision of specialized life-saving equipment; we are making these purchases ourselves to be prepared for all eventualities. We are trying to organize classes differently; teachers have started to organize themselves with our help, without waiting for directives from the Ministry of National Education - said Rafał Trzaskowski in FpF.

- Warsaw is short of 30 intensive care beds, and this is our request to the government. We are ordering equipment ourselves because, for now, the voivode has allocated a million zlotys, although I know there will be more government funds - Trzaskowski added.

- Regarding infectious disease hospitals, they are not municipal hospitals in Warsaw. The Ministry of the Interior and Administration hospital has been designated, and we are taking patients from there. We are designating second-line hospitals in cooperation with the voivode - said the Mayor of the capital.

Trzaskowski on Rent for Closed Premises: "Next, We Will Analyze How We Can Help Entrepreneurs"
- We are analyzing solutions. First and foremost, we want to protect officials and residents. We are looking after our seniors; for example, we have closed a support home for Uprising veterans and are caring for them at home. Next, we will analyze how we can help entrepreneurs- said Rafał Trzaskowski in FpF in response to Piotr Marciniak's question about aid for entrepreneurs regarding rent for municipal premises.

Dworczyk:

Government Preparing Economic Aid Package for Businesses Next Week

- The government is currently preparing, under the auspices of Minister Emilewicz, a package intended to provide aid to businesses. Let's call it an economic package. It will be presented next week. This will be an attempt to respond to some of the economic problems associated with the pandemic - stated Michał Dworczyk in an interview with Piotr Marciniak on TVN24's "Fakty po faktach".

20:22

Trzaskowski:

All social contact restrictions aim to stifle virus spread. We must take them very seriously. Fewer people on public transport is what we want, so that those who must use it can, and most residents stay home.
- All social contact restrictions aim to stifle the spread of the virus. They must be taken very seriously, and the fact that there are fewer people on public transport is precisely our goal: for those who absolutely need it to use it, and for the majority of residents to stay home. This is the objective of the government and the city's actions. We are taking care of the homeless and organizing volunteer support for seniors, so that everyone receives care - said Rafał Trzaskowski on FpF.

20:22

Trzaskowski:

"Fever persisted for four days, prompting a hospital referral for testing. My coronavirus test was negative, so I'm back at City Hall today."
"For five days I had a fever. Given that a meeting with city mayors, the Prime Minister, and ministers was scheduled for Wednesday, I decided not to attend such meetings with a fever because I am a responsible person. The doctor sent me home, so I managed the city from home. However, these symptoms persisted for four days, which is why the doctor referred me to an infectious diseases hospital for examination. I took a coronavirus test, it came back negative, and consequently, I am back at City Hall today, working with my colleagues, not remotely," said Rafał Trzaskowski in FpF.

Dworczyk:

As Much Money as Needed for Poles' Health and Safety Will Be Allocated from the Budget

- The budget's capabilities in fighting coronavirus are unlimited, if one can put it that way. Of course, these funds are spent rationally, but when speaking of unlimited capabilities, I mean that as much money as is needed to invest in the health and safety of Poles will be allocated from the budget. Among other things, we adopted a special act for this purpose, so that the Council of Ministers can shift funds between budget parts and very quickly disburse these funds to combat this disease. However, regarding the consequences the epidemic will have for the budget, no one can responsibly estimate that at the moment - stated Michał Dworczyk in an interview with Piotr Marciniak on TVN24's "Fakty po faktach".

20:33

Dworczyk:

65% of Staff at the Chancellery of the Prime Minister are Working Remotely Today

- No, I haven't taken a [coronavirus] test. The Prime Minister and members of the Council of Ministers try to adhere, as much as possible, to the rules that we are urging all Poles to follow. However, naturally, our work these days is like... It places us in a group of people at increased risk. Because we have a number of contacts that are essential for carrying out the tasks we have to face, we are limiting work in ministries across the entire administration. For instance, at the Chancellery of the Prime Minister, 65% of employees are working remotely today, using laptops and carrying out their tasks from home. However, certain things, certain activities, simply require presence at the Chancellery or in individual ministries. And we try to simply adhere to the rules that all Poles must follow - stated Michał Dworczyk in a conversation with Piotr Marciniak on TVN24's "Fakty po faktach".

20:34

Trzaskowski:

The city's duties, including water, sewage, waste, and office operations, will continue to be effectively performed, albeit with some limitations
- We have been preparing for many weeks. Of course, the main responsibility for ensuring security in all of Poland and the epidemiological situation lies with the government, but local government cooperates with the government here. As for the city, there are many tasks, and all of the city's duties, including water, sewage, waste, and office operations, will continue to be effectively performed, though with some limitations - said Rafał Trzaskowski in 'Fakty po Faktach'.

20:43

Dworczyk:

Currently, individuals in quarantine are being tested, hence the increase in identified cases, and this will likely accelerate.
- Currently, individuals in quarantine are being tested, hence the increase in identified cases, and this will likely accelerate. Individuals entering Poland during quarantine will be tested if they have indications, and sanitary services will decide on this - said Michał Dworczyk in FpF.

Dworczyk:

We're Using a Law Passed During Civic Platform's Majority Rule for Epidemic States
I once heard that voice. I thought it was an isolated opinion. From what you, the editor, are saying, as I understand it, more opposition politicians are putting forward this thesis. It's a shame, because after a few days where we were actually discussing matters substantively, we're returning to politics again. I can only say this. There are three states of emergency, according to the Constitution. A state of natural disaster, a state of emergency, and a state of war. Each of these states is precisely described, not only in the Constitution but also in laws, under what circumstances it should be introduced and what its consequences are. A common element for each of these states of emergency is the restriction of civil rights. These are very far-reaching tools, but in the situation we find ourselves in, we are using a law which – if I remember correctly, and again I refer to my memory, but I am 90% convinced – was passed when the parliamentary majority was held by Civic Platform. It is precisely a law that creates the possibility of introducing a state of epidemic threat or a state of epidemic – stated Michał Dworczyk in an interview with Piotr Marciniak on "Fakty po faktach" TVN24. - Therefore, we are using these tools that have been created and have been functioning for years. Now, of course, one can accuse the government that everything it does, it does with its own particular political benefits in mind, or with some impure intentions. The only question is where such thinking will lead us. I can say, as a person who from this very practical side tries to coordinate the administration's actions in the fight against the coronavirus every day, that we are using the tools and working to the best of our ability, and we are using the tools that, in our opinion, are currently the most adequate for this situation – continued the Head of the Prime Minister's Chancellery.

Dworczyk on Ukrainians: If They Don't Have Permanent or Temporary Residency, a Polish Card, Don't Work While Living on the Border, and Lack Formal Confirmation, They Won't Be Able to Enter Poland
- It's impossible to close the border 100%, which is why drivers in the TOR system or aircraft crews are not subject to the quarantine ban - Michał Dworczyk said in FpF. - If they don't have permanent or temporary residency, don't possess a Polish Card, don't work while living on the border, and lack formal confirmation, they won't be able to enter Poland - the Head of the Chancellery of the Prime Minister stated when asked by Piotr Marciniak about Ukrainians working in Poland.

Dworczyk on Prices: 'This Phenomenon Can Be Disturbing and Needs Monitoring.' New Regulations Allow Price Controls Against Speculation.
"This phenomenon can be disturbing and needs monitoring. However, the introduced regulations allow for the control of certain prices should someone try to speculate, and such situations do occur. Thanks to the tools implemented, the government has the right to protect against speculation, especially concerning medical supplies," Dworczyk stated.
