At 8:45, the Sejm Health Committee will address three draft laws related to the coronavirus, including the government's draft act on special solutions related to the prevention, counteraction, and combating of COVID-19, other infectious diseases, and crisis situations caused by them, which arrived in the Sejm yesterday evening.

At 9:00, at the Presidential Palace (BBN), President Andrzej Duda will meet with Prime Minister Mateusz Morawiecki, Minister of Health Łukasz Szumowski, Minister of the Interior and Administration Mariusz Kamiński, and Head of the Prime Minister's Chancellery Michał Dworczyk. The meeting will be dedicated to the current security situation related to the coronavirus. Immediately after the meeting, around 9:30, a press briefing by Andrzej Duda will take place.

At 10:00, the Sejm will convene for an extraordinary session, requested by President Andrzej Duda. The agenda will feature only one item: information from the government on actions taken and the state of the country's preparations related to epidemic threats in Poland and Europe. The debate on this matter is scheduled to last 3 hours, until 13:00. As announced, the Head of State is expected to appear on Wiejska Street (where the Sejm is located).

Indeed, we must be aware that the coronavirus will appear in Poland sooner or later. There is no doubt about that. We are convinced that the Polish state is prepared, that the Polish state is ready for the appearance of the first case of coronavirus infection in Poland – stated Błażej Spychalski in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego". - Regarding the President's meetings on the issue of coronavirus, these meetings took place quite regularly. The President was informed, he knew the situation on an ongoing basis – the President's spokesperson continued.

- The President, who was approached by various circles, including political ones, to convene, for example, the National Security Council or a Cabinet Council meeting, decided that information regarding the state of Poland's preparedness for the potential emergence of the coronavirus issue in Poland should be resolved and a Sejm session, dedicated solely to this matter, should be held. Hence, the President's request to the Marshal of the Sejm - stated Błażej Spychalski in an interview with Konrad Piasecki on TVN24's "Piasecki's Conversation".

- This has nothing to do with the campaign [the President's request]. I will say this: I share the conviction that you just expressed regarding representatives of the opposition who are indeed trying to leverage their campaign issues on this matter [the coronavirus]. It should not be like that - the President's Spokesperson continued.

- I watched these [opposition's weekend] conventions with a touch of disbelief at what happened during them. As for the convention of, for example, the PSL, something truly happened there that was a certain kind of change in the political narrative of that political environment. During this convention, the current President Andrzej Duda was attacked very strongly and aggressively, but also, which is particularly vile, the First Lady. Chairman Władysław Kosiniak-Kamysz, who for many years was Donald Tusk's pawn, the chairman who, against the will of Poles, carried out the so-called pension reform, raising the retirement age, when saying such words [about Adrian], I would say he probably got a bit carried away - stated Błażej Spychalski in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- Donald Tusk, right after the 2011 elections, came up with the idea that the retirement age for Poles should be raised en masse. He decided that Władysław Kosiniak-Kamysz would carry out the so-called reform, and Kosiniak-Kamysz, with a smile on his face, raised the retirement age for Poles. It was Tusk who ordered Kosiniak-Kamysz - stated Błażej Spychalski in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- Władysław Kosiniak-Kamysz, the first rainbow president of the PSL, speaking at this convention, talking about Christian values, is really a bit of a… If only for the [rainbow] reason that he ran in a rainbow coalition in the European Parliament elections. If only for the reason that he sat, for example, with Donald Tusk and applauded after the speech of Mr. Jażdżewski, who attacked very strongly - stated Błażej Spychalski in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- First and foremost, it is unfortunate and wrong that today, after 4 years of the United Right government, there is no systemic solution regarding the financing of public media. The President has also spoken about this. It's a pity that there isn't a stable, good model for financing public media. Today, we have a sort of prosthetic, which is on the President's desk. The President has not yet made a decision regarding this bill [on compensation for public media] - stated Błażej Spychalski in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego."

- Please note another matter. Today, public media is not just TVP. It is also Polish Radio, as well as regional programs of Polish Radio, and regional branches of TVP. It is a large conglomerate of public media, and this issue must be viewed through this lens - continued PAD's spokesperson.

- In my conviction and opinion, this is extremely irresponsible behavior. If opposition politicians or anyone else had real grounds to claim such a thing, they should state what those grounds are - said Michał Dworczyk in a conversation with Beata Lubecka on the program "Gość Radia ZET".

“We have an extraordinary situation, which is why [the project] has been submitted under a separate, urgent procedure. Today there will certainly be plenty of time for discussion. I believe that the health of Poles is important to everyone, and it's not worth playing politics with it,” Minister Michał Dworczyk stated in an interview with journalists in the Sejm.

- The President pointed out certain areas that should be analyzed. Following this analysis, the government prepared a draft that the Council of Ministers adopted yesterday evening and sent to the Sejm. What does this draft entail? It introduces changes in a number of areas to help prepare for and then combat the coronavirus. I will give a few specifics. Firstly, it facilitates remote work during quarantine or epidemiological supervision. It introduces additional days for which parents are entitled to benefits if a nursery or kindergarten is closed. It exempts medical services from airport checks to avoid a series of procedures that are currently necessary. It grants significant additional powers to the Minister of Health and the Chief Sanitary Inspector, for example, in determining quarantine and related procedures. The Prime Minister also receives additional authorizations for the duration of the fight against this disease. For instance, an administrative decision may be issued compelling a company to produce specific goods for the needs of the government. These are all changes that may not be needed today, and I hope they will not be needed at all, but if the disease were to develop in Poland, we must be prepared for such an eventuality – said Michał Dworczyk in an interview with Beata Lubecka on the program "Gość Radia ZET".

“The Prime Minister needs Minister Ziobro because he himself broke the law, and the Prosecutor General has evidence against him. I would like to remind you that Prime Minister Morawiecki is the politician who introduced Ukrainian, Russian standards into Polish politics. He is the first prime minister who hid his assets, who, before taking office, transferred assets that he earned and accumulated. Part of these assets were accumulated in a very questionable manner, through some financial operations with the Church” – said Sławomir Nitras from Civic Coalition in a conversation with Tomasz Sekielski on Onet Rano.

Let's be precise. It was a bill submitted in mid-February by the Civic Platform (PO) parliamentary club. The first, very visual difference is that their bill was one page long, this bill is 26 pages long, plus a justification, plus an assessment of regulatory impact. In any case, this is a change in 18 other legal acts. Their bill was fundamentally flawed in the sense that it amounted to adding coronavirus to the catalog of infectious diseases in one of the acts – said Michał Dworczyk in an interview with Beata Lubecka on the program "Gość Radia ZET".

„I am crossing my fingers with all my might for Małgorzata Kidawa-Błońska, but even if Duda manages to crawl to the presidency, I still believe they won't serve out this term. It's clearly visible in the Sejm. It's evident that this camp lacks a common program. Today, it's being said that Duda hasn't presented any program postulates. There are no more ideas, no program. All that remains is a pure interest tied to power” – said Sławomir Nitras of Civic Coalition in a conversation with Tomasz Sekielski on Onet Rano.

- We are not late. Firstly, we are operating fully legally within the framework that exists in Poland, and it's different in Poland than in the USA. There isn't a 10-month campaign, it's approximately 90 days. These parameters allow, or rather allowed Szymon Hołownia to start collecting campaign funds only a few days ago, because such are the Polish realities – it was forbidden earlier. The main challenge, rather than a problem, is time. There is very little time to present our program, to truly present a candidate who is non-partisan, genuinely civic. Not like Civic Platform's version of civic, but truly civic. That is the challenge - stated Michał Kobosko in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego Kampania 2020".

- We absolutely believe in victory. We believe we have every reason to believe in victory, meaning realistically reaching the second round. All publicly available polls show that Szymon Hołownia has the greatest chance of winning against Andrzej Duda specifically in the second round. Most polls that we are aware of indicate that Hołownia is Duda's main competitor in the second round - he continued.

- These are many extraordinary tools, one might say, in case of an epidemic. Both legal ones, such as departing from public procurement law in specific cases, when it would be necessary to quickly procure various items for public institutions. These are also issues concerning the potential regulation of food products and medications – said Jacek Sasin in a conversation with Marcin Wikło on TVP1's "Political Quarter Hour".

He [Szymon Hołownia] is currently the only option for anything to change in Polish politics. We live in a certain system that is cemented, and Hołownia has the chance to decement this system - stated Michał Kobosko in an interview with Konrad Piasecki on TVN24's "Piasecki's Campaign 2020 Conversation".

- We are approaching one million zloty. I think in a few days we will reach that amount and we will continue collecting. This is several million. We certainly will not be spending money as irresponsibly, as extravagantly as the big parties - stated Michał Kobosko in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego Kampania 2020".

- I hope the opposition abandons the path they have been treading for many days since this virus appeared in Europe, a path of trying to exploit this situation in their campaign. I have the impression, as I observe some opposition politicians, that they are impatiently waiting for the moment the virus appears in Poland, so they can accuse the government and the parliamentary majority that someone in Poland has fallen ill. This is some kind of virus of political stupidity - said Jacek Sasin in an interview with Marcin Wikło on TVP1's "Political Quarter Hour".

- We're approaching 100,000 [signatures]. There is no slightest threat [that we won't manage to collect 100,000]. The deadline is March 26th, which is 24 days from now. We are approaching this barrier. Of course, we will continue collecting, also because, as we know, in Polish realities, which, by the way, are outdated realities. The Polish electoral system is an almost 19th-century system, and it's sad to say that the political system is entrenching the Polish electoral system. We need to exceed the 100,000 mark to have a safe number - stated Michał Kobosko in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego Kampania 2020".

- We must indeed emphasize President Andrzej Duda's very great activity, which is not just campaign activity. I have the impression that the other candidates remembered that they need to talk to Poles only when the election campaign began, while President Duda has been very active over the last five years - said Jacek Sasin in an interview with Marcin Wikło on TVP1's "Political Quarter of an Hour".

“I had a few questions for the Prime Minister and the ministers, which I cannot ask in the Sejm because I am not actively participating in this briefing and debate. I will be heading to the Sejm shortly to listen to this information as well. The Minister of Health and the Chief Sanitary Inspector have confirmed that, to date, no cases of illness caused by the coronavirus have been detected in our country. There is no such case here yet. Tests and examinations have already been performed on a number of individuals, but no illness has been confirmed so far,” said President Andrzej Duda after a meeting at the National Security Bureau (BBN).

“I know there is a lot of concern. In this situation, it is most important to follow procedures and remain calm. There is no need to give in to emotions. I know these are difficult situations when someone feels unwell, but one must calmly seek medical help in such circumstances. I want to emphasize again that the Polish state, the Polish authorities, are taking actions that in many cases are ahead of what the World Health Organization is doing and the actions taken by the authorities of other countries. We are prepared and I believe we will avoid serious threats,” said President Andrzej Duda after a meeting at the National Security Bureau (BBN).

„I very much ask that this not become a subject of political bickering, that it not be exploited in politics. We have already had a case in recent days, unfortunately, where the Minister of Health was accused of hiding information in order to use it for political purposes, to disrupt the convention of presidential candidates. Of course, that was untrue. It was an unfair, dishonest accusation. I very much ask that such topics not be raised, because it is irresponsible” - said President Andrzej Duda after a meeting at the National Security Bureau (BBN).

President Andrzej Duda has invited the head of the National Media Council, Krzysztof Czabański, to the Presidential Palace – 300POLITYKA has learned.

The meeting is scheduled to take place at 2 PM, we are told. It is clearly related to the bill, currently at the center of political attention, which provides for the transfer of PLN 2 billion in support to public media and awaits the president's decision.

- Currently, we have no positive test results for the [coronavirus] virus in Poland. 121 people are hospitalized, and 237 are under home quarantine. Over 3,600 are under epidemiological surveillance. Globally, there are over 87,000 reported cases - stated Łukasz Szumowski in the Sejm.

„Today I wanted to inform the President and the Honourable Chamber about how Polish society, how we, as a state, are prepared for the coronavirus. In this chamber, from right to left, there are nurses, doctors, paramedics, and other healthcare professionals. I direct this appeal especially to you, but also to all Honourable Members of Parliament, to listen to this information with attention and without the frequent emotions found in this chamber. Whether we will have an epidemic of the virus, or an epidemic of the virus and an epidemic of panic, depends on what you communicate to the people who trust and believe you. The safety and health of Poles depend on whether you provide reliable information. I believe that everyone in this chamber wants to ensure this safety, and I trust that no one in this chamber will exploit the fear of an epidemic for direct party struggles” - said Minister Łukasz Szumowski in the Sejm.

- We are currently monitoring the situation in real-time, looking at results from all laboratories in Poland. As soon as a positive result appears, regardless of the patient, the public will be immediately informed about it, and the state authorities, of course, as well. Its appearance is certain. It depends on how we react to it and how we inform patients what to do. Infectious disease hospitals are on standby – said Łukasz Szumowski in the Sejm.

- Today, the whole world is dealing with the coronavirus, and we are also devoting an enormous amount of attention to it. Therefore, in order to protect the health of Poles, we have decided to initiate a series of actions at the EU forum. It may come as a surprise to you, but it was Minister Szumowski who first requested the convening of the EU Council, which I confirmed during my talks last week with the highest leadership of the EU, including President Charles Michel and the Prime Minister of Croatia, leading the EU presidency, Mr. Plenković. I also spoke with Prime Minister Babiš and Orbán and proposed that we meet this week within the Visegrád Group framework to discuss the issue of the coronavirus - stated Prime Minister Mateusz Morawiecki in the Sejm.

It is indeed highly probable, almost certain, that such a case [of coronavirus] will also appear here. Today, there are only 7 countries in Europe where this case has not yet occurred, and therefore our united, calm, measured, non-partisan, and dialogue-based approach to this is extremely important for properly preparing society for the emergence of this epidemic – stated Prime Minister Mateusz Morawiecki in the Sejm.

„We are all on the front lines, but let it be the front against coronavirus, not political warfare. In this fight, we must all be on the same side. I appeal for this. I very much ask for it. I very much ask for everyone to cooperate on this matter, because to stop the expansion of the coronavirus, we need not only cooperation between ministries. We also need cooperation between the central government and local governments, but also between the government and the opposition. I recall that when the Russian threat erupted in 2014, the then opposition leader, President Jarosław Kaczyński, appealed for cooperation with the government to stabilize the situation, calm the situation with responsibility for the state and in the sense of national interest” - said Prime Minister Mateusz Morawiecki in the Sejm.

- There's no point, for example, in insinuating that the virus appeared in the country when we have stated from the very beginning that as soon as the virus appears, we will inform about it. I wouldn't want Poland to be most threatened by an epidemic of irresponsibility today, because such an epidemic of irresponsibility can indeed lead to a wider spread of the virus than would otherwise be the case. Such online speculation or playing with the health of Poles as a political card is dangerous. There is no vaccine for this, and I do not consent to it. Therefore, I have no choice but to appeal to all politicians, especially opposition politicians, who sometimes participate in this game, sometimes are likely provoked by various internet users, to be serious - said Mateusz Morawiecki in the Sejm.

- This appeal for responsibility and the avoidance of panic is very serious, because in the event of unrest and panic, those who may need medical help the most might have difficulty accessing it, as many people who do not require such assistance will be using medical services at that very moment - stated Prime Minister Mateusz Morawiecki in the Sejm. - I appeal to the honourable chamber and, through the honourable chamber, and directly to all our compatriots, to avoid such panic - he continued. - A great deal of untrue, unverified information has appeared online. This is a significant risk factor that we should not underestimate, and we do not wish to ignore it. Therefore, GIS is fiercely combating these fake news stories, and we too are presenting true, sound, and reliable information as a response to all these fake news stories - emphasized the head of the Polish government.

- The justified anxiety of Poles can easily be amplified by hasty comments, through irresponsible internet posts. Let us guard against this. I very much ask for calm, a professional approach. Various tweets or political conspiracy theories, conspiracy theories are very dangerous because they are not a response to epidemiological threats, but quite the opposite, they intensify social anxiety. Cooperation and calm are needed, and that is precisely what I am asking for – stated Prime Minister Mateusz Morawiecki in the Sejm.

- We must and want to cooperate with all political forces in order to minimize this threat, to jointly fight for public health – PMM continued.

- It is true, one must act calmly, thoughtfully, and substantively, but one must tell the truth, and for a very long time, the Prime Minister spoke about unverified information on the internet. Why didn't the government, using its capabilities, come forward and say: no, this is not true, we are in this and that situation, this and that has been prepared? Poles want to feel safe and want to know that the government is well-prepared. The government should be prepared for crises and for epidemics. In this case, this dangerous virus is approaching us, but I understand that there were mechanisms and systems in our country on how to act in such situations. I understand that the minister and the government are preparing for it, but the information reaching patients is really very scarce. It cannot be the case that a patient going to a doctor at the lowest level encounters a doctor who has neither equipment, is not protected against all this, and has no masks or gloves – stated Małgorzata Kidawa-Błońska in the Sejm.

- Personally, I could add that today we could even refrain from reading out party affiliations when calling out individual MPs. What's more, we could swap seats in parliament. This is because we must unite for a common goal. For a common goal, namely, ensuring Poles' real sense of health security. All those who claim the government has done little, or far too little, are greatly mistaken – stated Czesław Hoc in the Sejm.

You say there's no virus in Poland. We know how difficult patient access to a doctor is. People need to know the exact procedure. It's being discussed at airports, everything is functioning perfectly. So how do you explain the case from Saturday, when a patient who arrived from Korea said at the airport that she felt unwell. She was put on a plane and only taken by ambulance in Krakow. Something isn't working, Mr. Prime Minister. You need to check. You say here that we must act together. Of course, all rationally thinking people are acting together on this matter, performing tasks that should be assigned to them, but people need to be told the truth and shown what to do in a given situation. The most important thing is truth and not inciting exceptional situations. When we discussed this disease last week and the opposition submitted draft laws, the Speaker said: it's not necessary at all, the government has certain capabilities to act in this matter. The President proposed convening the Sejm to hear the Prime Minister's information and for us to get this information, but the President met with the Prime Minister, so he already had this information. So, either we treat each other seriously, with trust, and want to respect each other, or we are putting on a political spectacle, and I will say this: after leaving this chamber today, I don't know what to tell patients next, how they should behave when they feel they might have been in contact with infected individuals, when they return from abroad and don't know if a raised temperature is a symptom of this disease or a common cold. There is a system, services are working, but I would like to know the plan for ordinary citizens, how they should behave - stated Małgorzata Kidawa-Błońska in the Sejm.

„Mr. President, you hold a huge tool. This is a tool to verify what Prime Minister Mateusz Morawiecki has been saying, who, incidentally, is an expert in fake news. As we know, a court has twice forced the Prime Minister to retract falsehoods. Today, the Prime Minister talks about fighting fake news. Mr. President, this is a test for you. The solution lies in your hands, where 2 billion Polish taxpayer zlotys can go towards improving the healthcare of Polish women and men, can go towards the healthcare system, can go, among other things, towards increasing the number of specialist positions, investments in healthcare, increasing infectious disease wards, and improving the safety of Polish women and men, not towards producing fake news in the so-called public media. This is the test, Mr. President” - said the Civic Platform leader, Borys Budka, in the Sejm.  

And if we talk so much about the money that is needed, I will take advantage of the President's presence to remind him that in your hands are 2 billion PLN that can be allocated to oncology - stated Małgorzata Kidawa-Błońska in the Sejm.

“We are also here for you to answer why you haven't acted so far, why you chose skiing instead of crisis staffs, why you haven't allocated more financial aid to healthcare to date, and instead, year after year, you increase spending on propaganda. It's time to fulfill your promises” - said the Civic Platform leader Borys Budka in the Sejm.

„I want to declare that we are ready for any substantive work. We are ready to respond to any call on matters of state and to work in this chamber. It's just that for now, you have organized work in this chamber in such a way that we have one session per month. You have organized work so that the Sejm does not convene. Now you pretend that you want to fix something” - stated the Civic Platform leader, Borys Budka, in the Sejm. 

"I have great concerns that you are not once again using the situation to introduce procedures that have absolutely nothing to do with the normal principles of a well-functioning, safe, and efficient state," said PO chairman Borys Budka in the Sejm.

- We've known about the coronavirus since December. Only last night did the government's draft bill appear. We have many questions about it because it doesn't resolve many issues. But I also have questions about earlier statements. Neither in the bill nor in today's speeches do you see the problem of 45% of employees who come to work sick for fear of losing their jobs. I don't see an increase in the budget for the National Labour Inspectorate (PIP), whose inspectors could support employees and verify that the law is being followed at such a crucial moment. The bill also ignores people working on civil law contracts. They should have the option of remote work, but as usual, they are invisible to the Polish state – said Marcelina Zawisza during her address in the Sejm. 

“On behalf of the Polish Coalition club, I want to thank all nurses, doctors, pharmacists, laboratory technicians, diagnosticians, and employees of the State Sanitary Inspectorate for their immense contribution in recent weeks, days, and hours, often working without well-prepared information from the authorities. I want to declare full cooperation with all political circles and the government in the face of threats to Poles' health security. We may differ, we may argue, but in the face of threats to state security, with a mass of questions and fears among our citizens, with parents' concerns for their children, grandparents, and all residents of Poland, there are many topics for which answers and information are still lacking, so in matters of health security, we will cooperate” - said Władysław Kosiniak-Kamysz, leader of the Peasants' Party and presidential candidate, in the Sejm.

„Do not take criticism or pointing out errors from the opposition personally, as it can save us from disaster. I agree that besides the epidemic of diseases, disinformation and an epidemic of fear are very dangerous. But who is responsible for preventing this? Is it those in the opposition, or those who have all the mechanisms to govern, who received an immense social mandate to manage the state? What is Polish Television called to do? To spread disinformation and lies, or to provide informational programs?” - said the leader of the agrarian party and presidential candidate, Władysław Kosiniak-Kamysz, in the Sejm.

- The government, with the Prime Minister and the Minister of Health sitting here eight meters away from me, is under a constant barrage of venomous opposition comments. The opposition is succumbing to conspiracy theories, as we could observe last week, among other instances, in the statements of the candidate for the office of President of the Republic of Poland, Małgorzata Kidawa-Błońska, who, instead of calming the mood – as befits candidates for the head of state – repeated rumors, speculations, and conspiracy theories circulating in Warsaw – said Krzysztof Bosak in the Sejm.

- I wish to express my astonishment that the Sejm session was convened at the President's request, and the President chose not to speak. If this session was justified from the perspective of the Chancellery of the President of the Republic of Poland and the Head of State, then we would like to know precisely what goals the President had in inviting 460 MPs here and considering that the government or the health committee are not working sufficiently - said Krzysztof Bosak in the Sejm.

- Every Member of Parliament, every politician has the right to ask the government questions when conflicting information circulates online. It is the government that should provide us with answers to these questions, so that we don't have to doubt whether it's true or fake. This is the government's task - stated Małgorzata Kidawa-Błońska in the Sejm.

"I hope that what was my intention, namely to present this information publicly, openly, so that every citizen could listen to what the Prime Minister, the Minister of Health, the Chief Sanitary Inspector, the Minister of the Interior, the Minister of Infrastructure have to say, so that as far as possible, complete information on this topic would emerge, what is the situation with the coronavirus, what is the threat, what is the state of the country's preparedness, what procedures have been implemented and what measures are being activated. I wanted Members of Parliament from all sides of the political scene to be able to ask the Prime Minister and the ministers questions. I am glad that this debate took place. I am very grateful for it" - said President Andrzej Duda at a briefing in the Sejm.

Prime Minister Mateusz Morawiecki has appealed for unity in the face of the coronavirus pandemic, urging politicians to put aside their differences and focus on combating the virus.

In a statement posted on his official Twitter account, Morawiecki emphasized that everyone in Poland is currently on a "front line" of a critical battle, but stressed that this should be a fight against the coronavirus, not a political one. "Here, we must all be on the same side," he declared.

The Prime Minister's call for a unified approach comes as Poland, like many other countries, grapples with the escalating threat of the COVID-19 outbreak. The government has been implementing various measures to curb the spread of the virus, including travel restrictions, public gathering bans, and increased public health awareness campaigns.
