At an extraordinary European Council summit, EU heads of state and government will discuss the long-term EU budget for 2021-2027. In his invitation to the summit, the President of the European Council wrote: “It is time to reach an agreement at our level on the multiannual financial framework.” - *I am convinced that common sense and determination will help us forge an agreement beneficial to all Europeans. To achieve this, everyone will have to show a willingness to compromise* - emphasized Charles Michel.

„I don't like this war-like rhetoric. I don't know why the services intensified their activity at this very moment, providing fodder for various media outlets to use these formulations. I know Mr. Banaś from his time as Minister of Finance, the creator of the KAS tax collection system. He is a very responsible person. That's how I remember him then. And competent. Whether he has any transgressions, or got lost in some matters, it needs to be clarified, but whether this is the right path, it's not for me to judge. It harms our image too, because if we have something on someone, it should be executed quickly, not dragged out” - said Minister Jan Krzysztof Ardanowski on Jedynka radio.

- I would like to draw attention to two things, especially now, when in the context of the election debate, we are suddenly thoughtlessly and sometimes carelessly discrediting everything in Polish healthcare. I know that six people will say that this is a good time to talk only about negative things. I warn against this because it presents a non-objective picture. I want to say clearly: we talk so much and so poorly about Polish oncology. Of course, we are all aware that cancer, especially malignant cancer, is a challenge not only for biology and science, but for medicine in particular. However, I want to emphasize clearly that the last decade or so, to avoid saying 5 or 8 years, has been a period of very significant improvement, including in the field of oncology. Please note that if we were to diagnose the problem in terms of oncology today, I am not an oncologist, but I have reason to say, on behalf of the oncological community, that there has been a very significant improvement, not only in access to specialist treatment, but above all in its effectiveness, and I want to draw attention to the following facts - stated Marian Zembala in an interview with Krzysztof Skórzyński on TVN24's "Jeden na jeden".

- Health ministers, each in their own way, naturally highlight certain achievements of themselves and their teams. I want to say this clearly: the success of oncology is the success of my predecessors, my successors, perhaps not so much mine, but primarily the team's, because I want to tell you that when we, with a brilliant team of competent collaborators from Miodowa, embarked on this journey in 2015 after two unsuccessful years, to obtain EU funds, which we finally managed to secure, and I emphasize with pride that it is the success of a brilliant team, many of these individuals still work at Miodowa or in the Ministry of Development and are the pride of Polish science, medicine, and Polish organization. I thank them for this. We secured 3 billion euros, a substantial amount, for the years 2014-2020. This is the main injection of funds into healthcare - he continued.

– Unlike other politicians, he [Kaczyński] makes very few mistakes then. When he feels confident, secure, and has a political plan, he implements it with iron consistency. What Donald Tusk has always managed to do is throw Jarosław Kaczyński off political, but also emotional, balance. And then he makes mistakes. I have the impression that for some reason Jarosław Kaczyński is now off-balance and making mistakes. Moreover, he then has such a natural inclination to dig in, meaning to shut down, to not admit mistakes. What's more, to flee forward into even bigger mistakes than those already made. The Lichocka affair is evidence of some disorientation regarding direction. They should have done something about it for propaganda purposes. They are not doing it – said Michał Kamiński in an interview with Karolina Lewicka on "Poranek TOK FM".

- It is easiest to say: let's introduce a new system. But when it comes to details, we start having problems with certain definitions and standards. In other words, I would like to say it this way. I will start with this statement. I am very grateful to Prime Minister Morawiecki for being courageous enough not to abolish the National Health Fund (NFZ). It would have been a big and irresponsible decision, and you, dear viewers, remember the politicians' debates. Fortunately, he was courageous enough as Prime Minister to say: stop, this is necessary, because otherwise we would have unimaginable chaos - stated Marian Zembala in an interview with Krzysztof Skórzyński on TVN24's "Jeden na jeden" (One on One).

- Unfortunately, the most politically astute politician in PiS, the one with the most long-term political plan, is Zbigniew Ziobro. He's not stupid. He implements his long-term policy with extreme iron will. Today, Zbigniew Ziobro pushed Jarosław Kaczyński into this conflict with Europe and the courts. Of course, he pushed him in as if with consent, because he knows Jarosław Kaczyński so well psychologically by now that he knew which strings to pull for Jarosław Kaczyński to fall into this trap. And he did fall into it – Michał Kamiński said in an interview with Karolina Lewicka on "Poranek TOK FM".

- I wouldn't want to advise the president through the media, as that's not how I was raised. But if the president asks me, I will ask the president, I repeat, ask him, to be willing to seek a compromise. Meeting halfway. Perhaps from the large, significant amount of PLN 2 billion, perhaps half, I'm not discussing details, could be allocated to those areas of oncology that are very particularly and critically needed today. For example, pediatric oncology. I think the remaining amount, the proverbial billion, would be enough to secure public television – stated Marian Zembala in an interview with Krzysztof Skórzyński on TVN24's "Jeden na jeden".

- Kosiniak treats all candidates and his opponents, especially those representing the broadly understood opposition camp, with respect. That's how he differs from them. He doesn't look for what he can attack, but for what unites them. Kosiniak knows that if he reaches the second round, he will also have to ask them for their support – said Michał Kamiński in an interview with Karolina Lewicka on "Poranek TOK FM".

For e-cigarettes in Poland, there has been no excise duty to date. I hope the Prime Minister will not allow such a situation. There should be an excise duty, and a very high one at that, with the funds from the excise duty designated for saving health – stated Marian Zembala in an interview with Krzysztof Skórzyński on TVN24's "Jeden na jeden" program.

- This is indeed playing on the basest emotions, exploiting the sick, and we know that in Poland, nearly a million people suffer from cancer. Almost everyone has a family member who has had or is currently suffering from cancer. This is very low. We realize that much still needs to be improved in Polish healthcare. We know it's still underfunded, but let's remember that we are spending nearly 50% more today on public spending than our predecessors. Among our predecessors was Bartosz Arłukowicz, one of the longest-serving health ministers, who today is the face, the closest collaborator of Małgorzata Kidawa-Błońska - stated Adam Bielan in an interview with Michał Rachoń on the TVP Info program "Jedziemy".

- Donald Tusk's people are lurking behind Kidawa-Błońska: Mr. Ostachowicz, Mr. Nowak - they are already in Małgorzata Kidawa-Błońska's campaign staff. Gazeta Wyborcza itself claims that since Kidawa has no political backing of her own, Tusk's people will enter the Presidential Palace - stated Adam Bielan in a conversation with Michał Rachoń on the TVP Info program "Jedziemy".

- An honest election campaign – not one like Kidawa-Błońska conducted in Puck, which involved slinging mud and brutal, vulgar insults – consists of presenting the consequences of their choice to Poles. This applies both to the choice of Andrzej Duda – presenting our program and the President's vision – and to the consequences of choosing Małgorzata Kidawa-Błońska – her election will result in a very brutal 3.5-year war at the top. I believe this is the last thing our country needs today – stated Adam Bielan in an interview with Michał Rachoń on the TVP Info program "Jedziemy".

„The upcoming elections will be extremely important because they can bring about a change in Poland. These are elections that conclude a cycle of election campaigns. Precisely because of this, their significance is enormous. As the Greens, we sincerely believe that a change in the Presidential Palace is possible. We know that these elections are of fundamental importance” – said Małgorzata Tracz from the Green Party at a press conference in the Sejm.

„The National Council of the Green Party has decided to support Marshal Małgorzata Kidawa-Błońska in the presidential elections. The Marshal possesses extremely important qualities for us. We also have a long history of cooperation. Openness to dialogue, calmness, prudence, and high personal culture are the qualities of a true president” – she added.

„We've only seen such situations in gangster movies until now. This doesn't happen in a democratic country. The Lichocka case is a minor detail compared to all this. It's just a lack of culture, contempt for people, but what happened yesterday shows that our state is ill. It is truly ill. It cannot be that institutions enshrined in the constitution are disrespected, that services enter them, and immunity is violated. But this stems from the fact that someone appointed these individuals who hold power in both institutions to these positions. Mr. Banaś didn't appear out of nowhere. This is a fight within the political family, which compromises Poland, our institutions, and shows that we are a sick society if we allow this to happen” - said Małgorzata Kidawa-Błońska, Civic Coalition’s presidential candidate and Deputy Marshal, at a press conference in the Sejm.

Freedom of speech cannot be bad. Manipulation, lies, deception can be bad, but truth and freedom of speech, expressing one's own views can only lead to our society being better, more democratic, and that we can talk to each other. This shows what PiS is aiming for – that we cannot speak freely, that journalists cannot have the freedom to evaluate what is happening. - I don't know why all of this is happening. It certainly doesn't bring us any glory. It's harmful. It definitely harms the president, as it distracts from what the president is proposing in his campaign. I would like, and it is also the president's express wish, for the campaign to be clean, based on arguments. Let's talk about what we want to do for Poland, what our plans are, and let's also evaluate Andrzej Duda's very successful presidential term, instead of, forgive me, dealing with trifles that are meant to distract from the main current – stated Jan Krzysztof Ardanowski in an interview with Jacek Prusinowski on Radio Plus.

- The services have every right to do so, but such actions are taken when a person is about to be appointed to important positions, not just then… Previously, no particular concerns were raised. As I said, the procedure for vetting candidates for minister, just like I and everyone else have undergone, involves scrutiny going back, I don't know, ten generations – continued the Minister of Agriculture.

„I didn't expect we'd live to see times where we'd witness firsthand what the ruling party, which only concerns itself with itself, is up to. Party officials are completely uninterested in what should be their responsibility, namely protecting citizens and the state. They only protect their own interests and stretch the state's fabric thin so that whoever can grab the most. We are submitting a motion to Madam Marshal Witek to convene the Sejm Presidium and a session of the State Control Committee” - said Deputy Marshal Piotr Zgorzelski at a press conference in the Sejm. 

„The Supreme Audit Office (NIK) enters the National Public Prosecutor's Office, and the prosecutor's office orders the Central Anticorruption Bureau (CBA) to inspect Marian Banaś's apartment, as well as the NIK headquarters, which clearly violates the immunity of the NIK president. This war is evidence that PiS is degenerating. This is another stage of PiS's downfall, a party that once wanted to be a law-abiding party, but today is a picture of misery and despair. It is a degenerate party. It's a war within the family. Based on these experiences, we demand that the Prosecutor General, who should be in control of this situation, reveal all information concerning Marian Banaś, and state what charges are being brought against Banaś” – said Robert Kropiwnicki from the Civic Coalition at a press conference in the Sejm.

„The President has chosen a lady who, at the very beginning, stated that freedom of speech, of expression, can be a threat. Someone who wants to talk to people, who wants to run an open campaign, and at the very outset says that freedom of speech can be a threat, excludes themselves from being taken seriously” – said Małgorzata Kidawa-Błońska, Civic Coalition candidate for president and Deputy Marshal, at a press conference in Wrocław.

“[Ms. Turczynowicz-Kieryłło] also said words to the effect that a woman cannot be president in Poland. I don't know based on what experience and what knowledge she expresses such opinions” – said Małgorzata Kidawa-Błońska, the Civic Coalition's presidential candidate and Deputy Marshal, at a press conference in Wrocław.

- In connection with yesterday's unlawful actions by the Regional Prosecutor's Office in Białystok and CBA officers, which took place at the NIK headquarters, I hereby inform that I expect an immediate meeting with the Marshal of the Sejm, Elżbieta Witek, on this matter. As the President of NIK, I strongly oppose the violation of the constitutional principle of the independence of the Supreme Audit Office. - Ms. Kidawa-Błońska unfortunately promotes hate speech. We all know how much hate speech destroys people and what it can lead to. We cannot say that we have absolute freedom of expression for vulgar opinions, opinions that harm other people, that deny their human dignity. I believe that no Pole considers Ms. Kidawa-Błońska's words about absolute freedom to be true. Every freedom has its limits, and that limit is the dignity of another person. One cannot harm others through words, insults, or boos. This is completely different from political dispute. One can share views, one can attack other people's views, but in all of this, culture is important, and this is what I meant when I said to be careful what you say, because words, as Czesław Niemen sang, can wound like a knife – stated Jolanta Turczynowicz-Kieryłło during a conversation with journalists in Łowicz.

- Some countries are pushing for new targets, wanting to arrange this budget structure differently. At the same time, they also want to reduce spending, for example, on agricultural policy or cohesion policy. From our perspective, there is no agreement to simultaneously revolutionize the budget structure and also reduce it. We want to significantly improve Poland's situation in several areas and we are pleased that already today, after the latest proposals that have reached me, it is visible that our talks and negotiations with President Charles Michel and President von der Leyen have brought results. The proposals we have received are better than the previous ones. Our persistence and our indications have found their positive reflection. Firstly, in the CAP, we already have an improvement of half a billion compared to the previous state, which is a step towards equalizing subsidies. Cohesion policy, building roads, bridges, although the majority of funds – an increasing part of the funds – come from Poland's budget, it is important that EU funds are allocated to the restructuring of roads and railways, and we are already satisfied that this is a step in the right direction - said Prime Minister Mateusz Morawiecki at a doorstep at the European Council headquarters in Brussels. - We propose reducing spending on bureaucracy in Brussels, which amounts to a good few billion - the Prime Minister added. - Poland will fight for the actual convergence, i.e., the convergence of development of countries that, not through their own fault, were in the communist bloc and are today asserting their economic sovereignty - said Mateusz Morawiecki. - All areas will be subject to tough negotiations. Poland will fight for our point of view. This budget is to be a complement to our economic growth model, which we are changing. It is to be fair, territorially balanced, and ambitious, emphasizing innovation and the expansion of Polish business, which is evident in the surplus on the current account. A 1.1% surplus on the current account in the balance of payments is a huge success for Polish entrepreneurs and employers. We will try to provide a powerful impetus for development in the coming years - the Prime Minister said. The Prime Minister spoke about new taxes, but at the European level, which would be own resources for the EU, which, according to our government interlocutors, aroused President Macron's enthusiasm. - It is worth considering a digital tax as a source of own resources, a tax on the European single market, or, for example, a carbon footprint tax. We also allow for other taxes, but at the European level - the Prime Minister added. The Prime Minister was asked about linking EU funds to the rule of law. - It is enough to read the newspaper headlines from recent days, newspapers that more often represent the opposition's point of view than the government's, to see that things are moving in the right direction - PMM replied.

„I want Poland to continue to develop dynamically, as it has in recent years. I congratulate the starost and his colleagues on the excellent implementation of the development and construction, renovation of municipal roads in the district. This is the best result in the voivodeship. All of this is happening for you. These government programs are designed to improve lives” - said President Andrzej Duda in Łowicz.

"The European Council is currently underway, with Prime Minister Mateusz Morawiecki present. We spoke with the Prime Minister, and one of the most important tasks is to increase funding for the Common Agricultural Policy compared to what was originally planned. President Duda, en route from Łowicz to Turek for a meeting with residents, made a stop at an Orlen gas station. A coffee break at a petrol station is a classic campaign stop.

- I hear and see prices rising in many places, because I also pay bills at home, in Krakow, for the apartment where our daughter lives. Yes, ladies and gentlemen, they are rising. But I want to reassure you, many of them are rising only temporarily. For instance, due to events entirely beyond our control, such as those happening in the world, like the crisis in the Middle East, which has caused an increase in oil prices - said President Andrzej Duda in Turek.

- Compared to five years ago, PLN 30 billion more is spent on healthcare annually. In relation to what was spent on oncology during the previous governments – PLN 7 billion. Today it is PLN 11 billion. So these expenditures are increasing – said President Andrzej Duda in Turek.

- There have been other situations with social unrest, like at the beginning of the judicial reform. The Supreme Court and the National Council of the Judiciary. When, in fact, not all the provisions of the law were good, and people protested, and these were large protests. I listened to that voice then as well. Although I said that the reform is necessary, because that's what you said, the state, and I committed to this reform, and the reform is being implemented. Despite all the difficulties, I believe that it will be completed - said President Andrzej Duda in Turek.

I declare to you. If I see my colleagues doing things that do not serve society, that do not fulfill the commitments we have undertaken, or that are supposed to fulfill them but will do so poorly, then I will continue to protest against it, because that is the responsible role of the president - said President Andrzej Duda in Turek.

- I wish for more calm in Poland. I wish for more calm in Polish politics as well. That's why I always appeal for this calm. - If there is a government proposal that makes sense, I can raise my hand for it. But I will tell you, what is very interesting indeed, is who is the most 'total' in the Sejm.
