Thursday marks the first day of the resumed second session of the Sejm. At 11:00 AM, a Christmas Eve meeting of MPs will take place in the main hall with the participation of the Sejm leadership and Cardinal Kazimierz Nycz.
At 12:30 PM, deliberations will begin on the so-called disciplinary law for judges. Politicians from Law and Justice have announced that amendments drafted by the Ministry of Justice and the Agreement party will be submitted to the bill. The opposition will demand the rejection of the law in its first reading. The second reading is scheduled for tomorrow morning, with a vote to follow a few hours later.
At 4:30 PM, the justice committee will give its opinion on the candidacy of Rafał Wojciechowski for a judge of the Constitutional Tribunal.
Marshal of the Senate Tomasz Grodzki will meet with successive ambassadors: from Cuba (at 12:00 PM) and Russia (at 2:00 PM).

Tuleja:
Retired Constitutional Tribunal Judge Should Speak Out on All Public Matters Concerning the Constitution
- I was in Krakow [at the protest]. A retired Constitutional Tribunal judge should speak out on all public matters that concern the Constitution. Because I will not be ruling, my status perhaps allows me more than if I were ruling, but regardless of whether I was ruling or not, I believe it is a judge's duty, if they believe the Constitution is threatened, to speak out on the matter in the public sphere – stated Piotr Tuleja in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

Judges Have Been Cornered

Karczewski:
We Must Ensure Order in Poland. We Cannot Allow Judgments to Be Questioned
- This is, of course, about a political protest. The protest clearly had and has a political character. Judges are joining it. This is a [disciplinary] law for judges, which brings order to our system, preventing judges from questioning the judgments of judges chosen by the National Judicial Council and, according to the President's prerogative, by taking an oath or a judge being appointed to the bench. As Jarosław Kaczyński rightly put it, this would blow up our entire judicial system. We must ensure that there is order in Poland. We cannot allow a situation where judgments are questioned. We may internally disagree or agree with them, we may comment on them in some way, but we cannot undermine the judgments of judges. This order must be maintained – stated Stanisław Karczewski in an interview with Paweł Lisicki on "Salon polityczny Trójki".
08:57
Karczewski:
If Judges Want to Engage in Politics, They Should Run in Elections
- We live in an absolutely democratic state. So, if judges want to engage in politics, they're a bit late because there were elections not too long ago, and they should have run in the elections and had political influence over what's happening in Poland - stated Stanisław Karczewski in an interview with Paweł Lisicki on "Salon polityczny Trójki".
09:14
„This is a defense of all of us citizens. Because I would like to know and have certainty that if my case goes to court, the judge is guided solely by their experience, knowledge, and application of the law, that they are not subject to political influence or orders. And at the moment, observing what is happening, this hunt for judges simply because they act in accordance with the law, they want to apply European law, and are punished for it” - said KO presidential candidate, Deputy Marshal Małgorzata Kidawa-Błońska in an interview with Beata Lubecka on Radio Zet.
09:15
„The real aim of this law, besides strongly intimidating judges and showing that PiS can expel them from the profession, destroy their lives if they don't act under the dictate of politicians, might be a provision on how easily the First President of the Supreme Court can be changed. And I remind you that the First President of the Supreme Court is the chairman of the State Tribunal” – stated Małgorzata Kidawa-Błońska, Civic Coalition's presidential candidate and Deputy Marshal, in an interview with Beata Lubecka on Radio Zet.
„It is [the law is intended as insurance for PAD] completely. Not only for him, but for many, many politicians. Absolute certainty that there will be no one here who will be independent of their politics” – she added.
09:16
Kidawa-Błońska:
Civic Platform Absolutely Needs Change, and I Am Convinced of This
"Civic Platform absolutely needs change, and I am convinced of this. There will be elections, and every PO member will have one vote to make such a decision. But travelling around Poland, and I've visited all regions during the pre-campaign and spoken with all the structures, there is an expectation, people expect us to start acting differently as a formation, as a party, that there will be more discussion within our party" - said Małgorzata Kidawa-Błońska, KO's presidential candidate and Deputy Marshal, in an interview with Beata Lubecka on Radio Zet.
10:09
„We hear from Poles that the Civic Platform, the opposition, must be responsible and effective, that it's time for change. It's time to start building a good, effective, substantive opposition. This must happen based on new energy, based on people who want and can build good teams. I confirm what I have previously declared, that in the name of responsibility for both PO, but above all for an effective and good opposition, I have decided to run in the elections for the leader of PO, and I am pleased that one of the first people to give me her support is President Rafał Trzaskowski” – said the chairman of the Civic Coalition club, Borys Budka, at a press conference in the Sejm.
„A mature political party makes decisions about its future at the appropriate time. Such a moment is precisely the elections for the party leader. This is the time for change, and in my firm conviction, Borys Budka is the guarantor of change in PO” – added the Mayor of the capital city of Warsaw, Rafał Trzaskowski.
10:09
„Another attempt to muzzle not only the judiciary, but above all Poles. It is an attempt to take away what is most important, namely the elementary sense of freedom and justice. Fortunately, there is a democratic Senate. We are able to do many things there, but I promise hard work in parliament and that we will do everything to expose the evil of this law. This is a law that does not reform anything, but solely and exclusively subordinates the judiciary to this government” - said the chairman of the Civic Coalition caucus, Borys Budka, at a press conference in the Sejm.
10:09
“
PiS will not withdraw this act. The Civic Coalition parliamentary club has submitted a motion to reject it, not to include it in the daily agenda. It is evident that PiS is determined to introduce this act against the principles of good legislation, against common sense, and above all, against the freedom of citizens. They know that the Senate will not deal with it within a dozen or so hours, so the haste is only to show their strength and arrogance, and in reality, to divert attention from the issues that Poles have been discussing lately – from the Banas case, the Polish Red Cross, and all the matters swirling around PiS. It's a smokescreen
” - said the Civic Coalition presidential candidate, Deputy Marshal Małgorzata Kidawa-Błońska, in a conversation with journalists in the Sejm.10:10
"My support will come in the coming days, but I'm very happy that it's time for change in the Civic Platform" - said Małgorzata Kidawa-Błońska, Civic Coalition's presidential candidate and Deputy Marshal of the Sejm, in a conversation with journalists in the Sejm.

These are the results of a Kantar Millward Brown survey conducted on behalf of TVN:

Civic Coalition - 27% (+1)
The Left - 12%
PSL-Kukiz'15 - 7%
Confederation - 7%

The opposition could have won the morning vote on expanding the Sejm's agenda to include the so-called judicial discipline bill. The parties had already declared their opposition during the Convention of Seniors.
During the vote, 34 MPs were absent from the ranks of Law and Justice. Among the Civic Coalition MPs, as many as 11 parliamentarians were absent, 12 from The Left, and 7 from PSL. This refers to two votes from the morning session - primarily vote number 23, as well as 24 (time for discussion on points added to the agenda).

The Left parliamentary club is demanding explanations from its MPs who were absent during a crucial vote. The club's secretary is expected to draw regulatory consequences from these absences.
This development follows a recent parliamentary session where several members of the Left club were not present to cast their votes on a significant piece of legislation. The party's leadership has expressed disappointment and is now seeking to understand the reasons behind these absences.
Sources within the club indicate that the secretary has been tasked with investigating the circumstances of each absent MP's non-attendance. Depending on the findings, disciplinary actions or other regulatory measures could be implemented, as stipulated by the club's internal regulations.
The tweet referenced, posted from the official @__Lewica account, likely provides a direct link to the club's statement or a related news report on the matter.

- This project aims to clarify and eliminate any doubts regarding the status of judges, but primarily to improve the functioning of the justice system. In recent months, we have witnessed attempts to introduce chaos and anarchy into a democratic rule of law. The total opposition, and sadly, a part of the judiciary itself, claims the right to decide who is a judge and who is not. Whose verdicts are valid and whose are not. They question the status of judges recommended by the National Council of the Judiciary (KRS) and appointed by the President, by constitutional state organs. They frighten Poles that the verdicts issued in their cases may be deemed invalid. However, these threats have no basis in legal provisions. You are engaging in politics without considering Poles, because every case involves real people. Their real stories and private dramas. And adopting their unjustified and truly dangerous for the state line of thinking would allow for the questioning of almost all judges in Poland. Those appointed by the previous KRS, whose incompatibility with the Constitution was stated by the Constitutional Tribunal, and over 700 judges appointed before 1989 by the communist Council of State. And what then will happen to the verdicts that were passed years ago? From 1989 to the present day, that's as many as 274 million cases involving Poles. Undermining them, questioning them by the opposition or the aforementioned group of judges would be nothing less than an overt attempt to introduce chaos and, worse, to undermine the constitutional principle of judicial immovability - stated Jan Kanthak in the Sejm during the first reading of the so-called judicial discipline bill.
13:08
Kanthak:
This is the Opposition's Vision of Free Courts. They Want to Segregate Judges, Dividing Them into Better and Worse. Some They Like, Others They Don't. But This Way, You're Not Dividing Judges, You're Dividing Poles
- Surely, you all remember the recent words of the leader of the largest opposition party, Grzegorz Schetyna, who said that judges would be remembered and held accountable. This is precisely your understanding of free courts. This is the opposition's vision of free courts. They want to segregate judges, dividing them into better and worse. Some they like, others they don't. But this way, you're not dividing judges, you're dividing Poles, and above all, you are destroying the foundations of the rule of law. Yes, precisely, that's how the opposition politicians and the group of judges they support view the separation of powers. That's how they view judicial independence, free from political pressure, when they talk about condemning and holding them accountable – stated Jan Kanthak in the Sejm, during the first reading of the so-called disciplinary bill for judges.
13:11
Kanthak:
Nearly 700 Vacant Judicial Positions, Almost 10% of All Judges in Poland, Result from Obstruction by Judicial Circles Opposing Justice System Reforms
- I will present a few figures. Nearly 700 vacant judicial positions, which amounts to almost 10% of all judges in Poland, are the result of obstructionist actions by judicial circles opposing reforms of the justice system. They delay or even block the opinion-giving process for judges and candidates for vacant judicial posts - stated Jan Kanthak in the Sejm, during the first reading of the so-called disciplinary bill for judges.
13:13
During Jan Kanthak's speech, opposition MPs chanted "constitution," and three opposition MPs unfurled a banner with the same inscription. Ryszard Terlecki, presiding over the session, stated that the MPs had violated the dignity of the Sejm.
- *Based on Article 175, paragraph 2, I declare that you three MPs, through your behavior in the session hall, are violating the dignity of the Sejm. This is a necessary formula for you to be punished* - Ryszard Terlecki said during the debate.

Czarnek:
A Responsible Parliamentary Majority Must React to the Coup, Chaos, and Anarchy Introduced by a Handful of Judges Serving the Total Opposition
- People demand that we introduce justice system reforms. We are not discovering anything new; we are acting like a responsible parliamentary majority, elected in a democratic election. A responsible parliamentary majority must react to the coup, the chaos, and the anarchy introduced by a handful of judges who are at the service of the total opposition - said Przemysław Czarnek during a parliamentary debate.

This is all to cover up the dozens of scandals the public is talking about
- The question arises why you are doing this. For the good of the citizens? Nothing could be further from the truth. This is all to cover up the dozens of scandals the public is talking about. Where is your Banaś today, who just last week was so fiercely attacking the Ministry of Justice - said Borys Budka during a parliamentary debate.
13:29
- The real reason for this law and this submission is a panicked attempt to escape responsibility. The real reason for this law is that you know the time of your defeat is approaching, that the time is approaching when you will be held accountable in Polish courts for all these scandals that Poles have witnessed over the last four years - said Borys Budka during the parliamentary debate.
13:36
Budka:
You are an anti-Polish, anti-European party, because what you are doing now is leading Poland out of the EU
- Let there be no doubt, this law is not a parliamentary bill. This is a project written within the walls of the Ministry of Justice. Only cowardice and fear of responsibility, of the State Tribunal, have caused him to send his lackeys. He sends those who could just as well have stood here 50 years ago and acted in the name of the then only correct party. Times change, but you are always on the wrong side. You are an anti-Polish, anti-European party, because what you are doing now is leading Poland out of the EU – said Borys Budka during the Sejm debate.
13:48
„This is an expression of your defeat, incompetence, and pettiness. It is not a legal act. It is an act of revenge against those you consider guilty, because of course, you yourselves are always crystal clear, spotless, without fault. You need to find a culprit. Today, the accused in your opinion is a judge. The accused has the face of a judge, because they are impartial, independent, because they think, because they have their own opinion, because they speak not about politics, but about matters concerning justice” - stated the leader of PSL, Władysław Kosiniak-Kamysz, in the Sejm.
13:48
„Today's bill is your admission of mistakes and incompetence that you have made. You did not reform the justice system for citizens, only for the greed of your power. This has been guiding you from the very beginning” – said the leader of PSL, Władysław Kosiniak-Kamysz, in the Sejm.

Subordination, Incapacitation, Muzzling, Pacification. This is the True Goal of This Project
- In the justification of the bill, its authors state that, pay attention, “the primary goal of the bill is to regulate systemic issues related to the status of a judge”. How cynical and perverse these words sound. Regulation? Someone is mistaken here. It should have been subordination. Subordination, incapacitation, muzzling, pacification. This is the true goal of this project – said Krzysztof Śmiszek during a parliamentary debate.

Kidawa-Błońska:
All those protesting in defense of the courts deserve our apology
Małgorzata Kidawa-Błońska, Deputy Marshal of the Sejm, stated that everyone who protested in defense of the judiciary deserves an apology. She made these remarks in a response to a Twitter user.
“All those who protested in defense of our courts, who defended democracy, who defended the rule of law, deserve our apology,” Kidawa-Błońska wrote on Twitter.
She added that the Civic Platform (Platforma Obywatelska - PO) and the entire opposition are ready to take responsibility for the current political situation and for the divisions within Polish society.
The deputy marshal also emphasized that the opposition is ready to implement changes that will restore trust in the judiciary.
The statement comes amid ongoing protests against recent judicial reforms implemented by the ruling Law and Justice (Prawo i Sprawiedliwość - PiS) party. Critics argue that these reforms undermine the independence of the judiciary and violate the rule of law.
The Civic Platform, the main opposition party, has been a vocal critic of the PiS government's judicial policies and has participated in various protests and demonstrations.
The tweet in question is a reply to a user who asked Kidawa-Błońska for her opinion on the protests and the government's actions.

„Chcemy, aby pracami komisji kierował ktoś, kto będzie w stanie doprowadzić do kompromisu i wypracowania dobrych rozwiązań dla polskich rodzin” – zaznaczyła posłanka PiS.
Wniosek o zwołanie posiedzenia komisji i dokonanie zmian w jej prezydium trafił do przewodniczącej komisji z ramienia Koalicji Obywatelskiej.
Nie wiadomo jeszcze, kiedy odbędzie się posiedzenie i czy wnioskodawcom uda się przeforsować swoje postulaty.

This Law Truly Protects and Restores Normalcy in Polish Judiciary. This Law Upholds the Democratic Rule of Law

Members of Parliament rejected a motion to dismiss the so-called bill to discipline judges, meaning the PiS (Law and Justice party) proposal has been sent to the parliamentary Committee on Justice and Human Rights. A session on this matter is scheduled to take place at 7:00 PM.
17:20
“We will propose amendments to several articles that are most contentious. Article 88, 107. These are the biggest controversies. The first concerns the scope of judges' activity on social media and the extent of control over this kind of – let’s call it – civic activity. The second article concerns disciplinary sanctions. There is an agreement within the United Right. These amendments will be voted on jointly by MPs from PiS, Porozumienie, and Solidarna Polska,” said Deputy Prime Minister Jarosław Gowin in a conversation with journalists in the Sejm.

- I will make an announcement in January. I need to keep some distance from this because I am indeed being persuaded and asked to run - Grzegorz Schetyna said in an interview with Dorota Gawryluk on the program 'Gość Wydarzeń' on Polsat News.

The parliamentary committee for justice and human rights began its session just a few minutes ago to consider the draft bill on disciplining judges, submitted by the Law and Justice (PiS) party. Amendments previously announced by Jarosław Gowin, as well as those authored by PiS, will be submitted during the meeting.

- In fact, this regulation, and I will state a thesis here that might be controversial for you and some people, it actually protects judges. Do you know why? If This Project Isn't Passed, We Will Lead Our Country to Anarchy
