Wednesday's Political Agenda: President Duda Continues NATO Summit, Senate Committees Revisit 13th Pension Funding and Excise Tax Hikes, Minister Piontkowski Meets Teacher Unions, WKK in Łódzkie

Wednesday marks the second day of President Andrzej Duda's visit to the NATO summit of heads of state and government in Great Britain. Around 10:10 AM Polish time, there will be an official welcome for PAD by NATO Secretary General Jens Stoltenberg, and at 10:35 AM – a family photo of heads of state and government. At 11:00 AM, the President will participate in a North Atlantic Council meeting, and at 4:00 PM, he will meet with media representatives.

At 9:00 AM, the Senate Committee on Budget and Public Finance will consider an amendment to the act concerning the Solidarity Fund (effectively dealing with the financing of the 13th pension), as well as an act on raising excise duty on stimulants. This will be a continuation of yesterday's session. At 11:00 AM, the Senate Legislative Committee will convene. The agenda includes information from the Legislative Bureau regarding the Senate's legislative work, the procedure for executing Constitutional Tribunal rulings, and the principles for preparing Regulatory Impact Assessments for Senate legislative initiatives.

At 11:00 AM, a meeting will take place between the Minister of National Education, Dariusz Piontkowski, and representatives of teachers' trade unions. The subject of the meeting is the draft regulation of the Ministry of National Education concerning the amount of minimum basic salary rates for teachers. Around 1:00 PM, after the meeting concludes, a briefing by the Minister of Education is planned.

Władysław Kosiniak-Kamysz will visit the Łódzkie Voivodeship. At 2:30 PM in Tomaszów Mazowiecki, the leader of PSL will participate in the opening of the office of MP Dariusz Klimczak, and a press conference is also planned. At 3:30 PM in Tomaszów Mazowiecki, an open meeting will be held between the leader of the Polish People's Party and entrepreneurs from the Łódzkie Voivodeship.

- I truly don't know, because I don't want to exert pressure on the leadership of my own political environment either, but I know the problem exists, that the problem is there, and it is serious - he emphasized.

Sejm Session Possible on December 12, 19, and 20

According to information obtained by 300POLITYKI, the Sejm is likely to convene for a session (or two sessions) this month, most probably on December 12, 19, and 20. Borys Budka already mentioned the first of these dates during a briefing in the Sejm. A second session (or a continuation of the first) is necessary to vote on probable Senate amendments to the Solidarity Fund (concerning the financing of the 13th pension) and to increase excise taxes on stimulants. The upper house has a session scheduled for December 17-18.

The parliament should also vote on a bill to re-suspend the application of the retail sales tax – the act is intended to come into effect on January 1st, so either the Senate will address it during its aforementioned session, or another session will be needed this year. All of this assumes that the upper house, controlled by the opposition, will not wish to wait 30 days.

In light of various reports appearing in the media concerning my activities, but primarily driven by concern for the future of the Supreme Audit Office (NIK), I wish to state that I was prepared to resign from the position of NIK President. To my regret, however, I have found that my person has become the subject of a brutal political game. NIK is one of the most important state institutions, enjoying unfeigned authority. As President of the NIK, I cannot allow it to become the subject of political games and bargaining. No, that will not be permitted. I wish to emphasize that I was appointed to the office of NIK President in accordance with all procedures. Only stable leadership is capable of ensuring the proper functioning of the NIK and the fulfillment of its constitutional duties. I have never claimed to be a man without faults. I have not emphasized my activities in the anti-communist opposition in the 1970s and 1980s. On the contrary, when the Polish Republic was reborn, I became a loyal and diligent official working for the good of the homeland. Nor did I involve myself in party struggles. Today, doubts have arisen concerning my past. I consider them to be false and damaging. I declare that I am prepared to answer any questions from investigators and clarify all their doubts. If necessary, I am prepared to renounce the immunity of the NIK President. At the same time, I will vigorously defend my good name and my family – stated Marian Banaś in a statement published on the NIK website. NIK, with its hundred-year history, is inscribed in the tradition of the Polish state. It enjoys great public trust. My task as NIK President is to ensure the continued stable operation of the NIK, free from all political pressure and games. I recall that the foundations for the modern idea of independent state control were laid in the 1990s by the then President of the NIK, the late Lech Kaczyński. I fully agree with this philosophy of NIK's functioning. Therefore, out of responsibility for the NIK, I will continue the mission entrusted to me by parliament. In closing, I wish to extend my sincere thanks for the numerous emails and phone calls with words of support and encouragement from many Poles – noted the NIK President.

Sejm Convened for December 12, 19, and 20

Information from 300POLITYKA is confirmed – the second session of the Sejm for this term has been convened for December 12, 19, and 20. On the first day of deliberations – according to the preliminary schedule – MPs will address, among other things, a draft law re-suspending the retail sales tax. The first reading will take place at 10:00 AM. The plan for this day also includes changes to the Sejm's regulations (concerning the election of a new National Electoral Commission - PKW) and the second reading of the draft regarding the so-called "small ZUS plus".

On December 19, the Sejm will address, among other things, amendments to the Code of Civil Procedure, and a Christmas meeting is scheduled for 10:50 AM. On the following day, December 20, in the morning block between 9:00 AM and 10:30 AM, it will also consider amendments to the laws on the Solidarity Fund (concerning the financing of the 13th pension) as well as an increase in excise duty on stimulants, and the election of the next judge to the Constitutional Tribunal – to replace Małgorzata Pyziak-Szafnicka, whose term expires on January 5.

The first Sejm session in 2020 will take place on January 8-9, followed by another on January 29-30, according to the Sejm session calendar seen by POLITYKA.
