The Civic Platform (PO) leadership board will today debate the presidential primaries. Two candidacies have been submitted to the party's leadership: Małgorzata Kidawa-Błońska and Jacek Jaśkowiak. Both are likely to be officially accepted today. The primary race will conclude on December 14th during the PO National Convention. However, Katarzyna Kolenda-Zaleska reported on TVN's Fakty that the Platform might significantly extend this process.

At 10:00, a meeting will take place in the Senate between members of the Committee on Family, Senior Policy, and Social Affairs and representatives of the disability community. The discussion will concern changes to the solidarity fund adopted by the Sejm.

The Marshal of the Senate also announced in FpF his meeting with constitutionalists regarding possible actions by the Senate majority. As he stated on Thursday in FpF: "For tomorrow, as this is an important matter, I have invited a group of distinguished Polish constitutionalists. Mrs. President Gersdorf. I am also inviting the head of the Sejm committee, Mr. Ast, and representatives of legal professions to a working consultation in the Senate in order to deepen knowledge on how the Senate can respond to the CJEU ruling. Whether we will proceed with a legislative initiative changing the National Council of the Judiciary, or whether we will only provide support to the Supreme Court."

The Presidential couple continues their visit to the Republic of Lithuania. At 10:50, the President and Agata Duda will participate in the funeral mass for the leaders and participants of the January Uprising. The ceremonies will conclude at the Rasos Cemetery around 13:50. Prime Minister Mateusz Morawiecki will also attend.

At 13:15, a conference will be held in the Sejm by Patryk Jaki and Sebastian Kaleta regarding the anniversary of Rafał Trzaskowski assuming the office of Mayor of Warsaw.

The last vote during the Sejm session was the election of 4 MPs to the National Council of the Judiciary (KRS). Representatives of PiS were elected: Marek Ast, Bartosz Kownacki, Arkadiusz Mularczyk, and Kazimierz Smoliński. However, the vote took place a second time after the first was interrupted (some MPs reportedly had trouble casting their votes, or there were errors in the voting process). The results of this vote were not made public.

However, during the live broadcast of the Sejm session, one of the PiS MPs (identified by the opposition as Joanna Borowiak) could be heard speaking to Elżbieta Witek, saying, "It must be canceled, or we will lose." - "There is a request from PO MPs... that it's not working. A moment ago, the lady MP was here with the same request from your side," replied the Marshal of the Sejm. The opposition is already calling it a scandal on social media.

- A certain confusion did indeed occur [during the Sejm's election of MPs to the National Council of the Judiciary]. Some voting devices malfunctioned. Numerous MPs reported difficulties in voting. I myself saw a forest of hands among Civic Coalition MPs, the opposition, when the Marshal asked if the voting device was working, or for whom it wasn't. Consequently, it was necessary to order a repeat of the vote - stated Jacek Sasin in an interview with Wojciech Dąbrowski on Polsat News's 'Graffiti'.

- Madam Marshal, indeed, under the influence of the fact that a large number of MPs, including primarily those from the opposition and also from PiS, reported that they could not cast their vote. I saw, for instance, MP Śledzińska-Katarasińska from Civic Platform, who also reported these problems and said that the vote needed to be repeated, just like the previous vote, by the way, when MP Szczerba from Civic Platform couldn't vote. He said he had a problem voting, and at that time, Madam Marshal also ordered that we vote again - stated Jacek Sasin in a conversation with Wojciech Dąbrowski on Polsat News' "Graffiti".

- As I say, there were numerous requests from MPs from both PiS and the opposition that they could not cast their vote correctly, and we should all probably care that the voting result reflects the will of parliament, the will of the Sejm. A repeated vote, I don't think anyone disputes… It is not disputed that these results truly reflect the voting status of all MPs - the Deputy Prime Minister continued.

- It's not the case that Sejm votes are subject to prosecutorial review. Votes are objective. The election result is on the board. The opposition must finally come to terms with the fact that they have lost the elections, lost them once again, and do not have a majority in parliament. Consequently, they are unable to push through their ideas or choose their candidates. This is a normal, democratic procedure. For the opposition, it seems, it is not normal that whoever has the majority is able to outvote their candidates in parliament - stated Jacek Sasin in an interview with Wojciech Dąbrowski on Polsat News' "Graffiti".

- The Speaker [Witek] of course acted correctly. She must stand guard to ensure that every MP can exercise their right to vote in an important vote. If numerous remarks were made from the floor that the voting equipment was not working, that MPs were unable to vote correctly, then the Speaker had no other choice but to repeat the vote. I repeat: just as, incidentally, the previous vote where MP Szczerba reported that he was unable to vote, and yet the vote was repeated. In this case, there were many, many more such remarks, both from the opposition and from PiS MPs. The Speaker simply had no other choice in this matter - stated Jacek Sasin in an interview with Wojciech Dąbrowski on Polsat News's "Graffiti".

Under no circumstances should these candidacies [for the Constitutional Tribunal] be a cause for great controversy. I am genuinely surprised by the controversy surrounding Professor Pawłowicz, who is an outstanding lawyer, stated Jacek Sasin in an interview with Wojciech Dąbrowski on Polsat News' "Graffiti". It seems to me that a person's temperament is not something we can say disqualifies them from holding important state functions. If that were the case, I think a rather large army of people would disappear from Polish politics and public life. So, truly, the qualifications here are primarily legal qualifications, but also those that guarantee independence, because Professor Pawłowicz is someone – and anyone who observes her activities will confirm this – who will not allow herself to be dictated any solutions or opinions she disagrees with, the Deputy Prime Minister continued.

"[What convinced me] was primarily Donald Tusk's speech. I listened carefully to what he said, that he is not running for specific reasons. For the exact same reasons Donald Tusk cannot run, I should. I am not burdened" - said the Mayor of Poznań, Jacek Jaśkowiak, in a conversation with Jacek Żakowski on Radio TOK FM's Poranek.

"I genuinely want to be president and I believe I have a very good chance in a contest against President Duda. This first encounter [with Kidawa-Błońska] might be more difficult because I try to be a president in Poznań not only associated with the political formation I am a member of, but I am very close to civic movements. I try to unite, not divide" – said the Mayor of Poznań, Jacek Jaśkowiak, in an interview with Jacek Żakowski on Poranek Radia TOK FM.

„[Schetyna] didn't persuade me, but we discussed the elections in general, about how not only who the candidate will be is important, but also for the future of the opposition, who will be president and what kind of president they will be” - said the Mayor of Poznań, Jacek Jaśkowiak, in an interview with Jacek Żakowski on TOK FM Radio's Morning program.

Bogusław Sonik, a Member of the European Parliament, stated on Twitter that the vote for the National Council of the Judiciary (KRS) was technically unique. He explained that a trial vote with neutral names had to be conducted.

„Today we are having the first conversation on this matter, because Robert [Biedroń] is in Warsaw, Adrian [Zandberg] is here. We will sit down, we will analyze various things. Next week, we will propose to our parties and our circle a method for nominating a presidential candidate. One thing is certain. We will present this candidacy this year” - said Deputy Marshal of the Sejm Włodzimierz Czarzasty from The Left during an interview with Jacek Żakowski on TOK FM Radio's Poranek.

"As the Left party, based on the article concerning abuse of power by a public official, we will file a report with the prosecutor's office today regarding [yesterday's vote in the Sejm]," stated the Deputy Marshal of the Sejm, Włodzimierz Czarzasty, from the Left party, in an interview with Jacek Żakowski on the morning program of TOK FM Radio.

- We have prepared a motion to dismiss the Speaker of the Sejm from his post. It cannot be that we move on as if nothing happened regarding the breaking of the law, the principles of parliamentarism, and the fact that the ruling majority, in case of a failed vote, can simply annul such a vote. As the leader of the largest opposition club in parliament, I expect an urgent meeting with the Speaker of the Sejm, I expect her to present the public with the true results of this vote [on the election of MPs who are members of the KRS] today, right now - stated Borys Budka at a briefing in the Sejm.

- In our assessment, serious violations of the Penal Code may have also occurred. This involves not only exceeding authority or failing to fulfill duties, but as experts indicate, a crime of forgery may also have taken place, of presenting results other than what they actually were. Therefore, the second element in these actions we will undertake today is the matter of filing an appropriate notification regarding the possibility of a crime being committed in this case - stated Borys Budka at a briefing in the Sejm.

"A feeling of embarrassment must overcome every adult who aspires to the seriousness due to the High Chamber. It was embarrassing. The ruling camp, which has full power, admittedly with a rather narrow margin, but does what it wants, is unable to organically compel itself to follow even its own rules. They are unable to do that. They have strength, but at the same time they will always be petty cheats, petty tricksters. And that is sad" – said Grzegorz Braun from Konfederacja in an interview with Jacek Prusinowski on Radio Plus.

„Basing Poland's national security doctrine on the presence of foreign troops on the territory of the Republic, with an evident sidelining of the Polish Army in this process, is an action that indicates a detachment from reality or cynical calculation. From my perspective and that of my colleagues from Konfederacja, the Polish Army is meant to be the pillar of the state's security doctrine” – stated Grzegorz Braun from Konfederacja in a conversation with Jacek Prusinowski on Radio Plus.

- Well, it was indeed a bit awkward. One of the MPs, actually two MPs, as it turns out from the internet, expressed concerns that we would lose the vote. This is understandable for MPs who are very invested in the matters of the club and the grouping. Of course, the Marshal was not guided by this sentiment. Besides, no one knew the results of the votes. She decided, based on an assessment of the situation, that MPs were reporting problems with the devices. Moreover, even President Kaczyński had the same situation as MP Szczerba had earlier, that his device failed after he had already voted, and he had to go to another one. This is what the staff said, to insert the card into another device and vote, so she decided that the vote needed to be repeated - stated Ryszard Terlecki in an interview with journalists in the Sejm.

When asked about the reconsideration of the vote, the head of the PiS club replied: - No, the [Sejm] regulations provide for both possibilities. Both a break during the voting and a reconsideration. There was no need to reconsider because the voting was still ongoing.

- Our lead was so secure that there was no threat of us losing the vote. [The vote was cancelled] because the MPs demanded it. Just as the Marshal interrupted the proceedings at the request of MP Szczerba. One MP was crying, unable to cast his vote, and the Marshal repeated the vote - Terlecki emphasized.

– I have my own theory. I spoke about it before the program. That if Donald Tusk announces he will not run for president, it is most likely news that he will run for president. This is my personal theory – stated Piotr Zgorzelski in an interview with Marek Pyza on TVP1's "Political Quarter of an Hour".

Something unprecedented happened. MPs from PiS urged the breaking of Polish law, urged the re-doing of a vote which they believed was lost. Such things might happen in Ukraine, Belarus, countries that have not been democratic for years. Today, in Poland, it is not possible for us to allow such a situation. In 2019, 30 years after the round table, PiS not only broke standards but committed an unheard-of act. There were calls in the Polish parliament to break the law. All of this has been documented. There are transcripts which we will submit as evidence. But above all, there is no acceptance for the conduct of Marshal Witek, who decided to repeat the vote and did not disclose the results of the vote that was properly conducted. One of the Marshal's advisors, a minister, indicated that all votes were cast, cast correctly. At that moment, the Marshal should have presented the voting results, and PiS should not have demanded a repeat vote. These standards were not respected, which is why today Lewica is filing a notification with the prosecutor's office concerning the possibility of a criminal offense in this matter - stated Krzysztof Gawkowski at a press briefing.

- We demand the disclosure of the results of this vote [on the election of MPs to the KRS], the first vote, which unfortunately we did not get to know. I did not vote a second time. I considered that I had already voted effectively once. It was my expression of civil disobedience. I did not cast my vote again because this vote had already been cast once, and I would like to know if this vote influenced the outcome of this vote in such a way that PiS decided to illegally withdraw, to annul the vote. Perhaps soon we will reach a situation where we will be annulling elections. PiS will be annulling elections. This is highly disturbing. Therefore, we have a great request to Madam Speaker, to avoid criminal proceedings, you still have a chance at this moment. Disclose the result of this vote and, consequently, have it re-assumed, because we do not recognize this procedure where a properly conducted vote is annulled, its results are not disclosed, and consequently, to vote until the outcome intended by the ruling party is achieved, to obtain the result that was anticipated. This is not a lottery, this is not gambling, roulette. This is the Sejm - stated Anna-Maria Żukowska at a press briefing.

Deputy Minister of Interior and Administration, Paweł Szefernaker, stated that the ministry has addressed Marshal Elżbieta Witek with a request for information regarding the progress of acquiring new voting equipment. He attributed the chaotic situation experienced during the voting process to issues with the existing voting readers.

The Deputy Minister's statement, shared via a Twitter post by Edyta Kazikowska (linked: https://twitter.com/EdytaKazikowska/status/1197839458260926464), highlights concerns about the technical readiness of the voting system. According to Szefernaker, the problems encountered with the voting readers were the direct cause of the disarray witnessed during the previous day's proceedings.

The ministry's inquiry to the Marshal indicates a proactive approach to resolving the technical deficiencies and ensuring smoother electoral processes in the future. The statement underscores the critical role of reliable voting technology in maintaining the integrity and efficiency of democratic elections.

„This is inexplicable. A whole series of embarrassments, of events where one was worse than the other. Today we see this information, these photos. It cries out to heaven, how the law is broken in the parliamentary temple by the Marshal, on the orders of the ruling party leader. These are standards that have never been present in Poland. "I would like to inform you that in light of the CJEU ruling, we will face a new reality in the area of the judiciary - the National Council of the Judiciary (KRS), the First President of the Supreme Court (SN), and the tasks that this ruling imposes on the Supreme Court, as well as on potential legislators, including the Senate. Therefore, I have invited the brightest minds in constitutional law, the judiciary, and the First President of the Supreme Court. Today's consultation is purely working, purely substantive, aiming to develop a procedure to make the Polish judiciary more efficient, compliant with European requirements, and above all, better for Poles" - said the Marshal of the Senate, Tomasz Grodzki, at a press conference.

"The Senate, representing the majesty of the Republic, if necessary, will engage in the legislative process, of course, in the spirit I have spoken about, so that the enacted law serves the power of the Republic" - he added.

"The files of cases from Luxembourg arrived at the Supreme Court yesterday and are in the safe of the President of the Labour Chamber. The case will be resolved promptly, but it requires some time. Today, the President informed me that it might even be before the holidays" - said the First President of the Supreme Court, Małgorzata Gersdorf, at a press conference.

Former Minister of Interior and Administration Mariusz Błaszczak has submitted the candidacies of Janusz Opioła and Krzysztof Dziuba for the positions of Vice-Presidents of the Supreme Audit Office (NIK). The State Audit Committee is scheduled to meet on Wednesday to discuss these nominations.

The Supreme Audit Office (Najwyższa Izba Kontroli - NIK) is Poland's highest public audit institution, responsible for overseeing the legality, efficiency, and economic use of public funds. Janusz Opioła and Krzysztof Dziuba are both figures with experience in public service, and their nominations will likely be subject to thorough review and debate by the parliamentary committee.

The forthcoming session of the State Audit Committee will be a key moment in assessing whether these candidates meet the required qualifications and possess the necessary integrity for such crucial roles within the NIK.

Prime Minister Mateusz Morawiecki will be a guest of Krzysztof Ziemiec on RMF FM on Saturday. The conversation will begin shortly after 8:30 AM. As the radio station announces, the head of the Polish government will be asked, among other things, where the government will look for savings to maintain a balanced budget. Questions will also be asked about electricity price hikes – how much more Polish companies will pay for energy. – During Saturday's conversation, we will also want to find out if the division of the Ministry of Foreign Affairs was necessary and if two ministries responsible for the environment are indeed needed. We will also touch upon the issue of annulling the vote on the election of members to the National Council of the Judiciary – RMF announces.

- We would like to summarize the year of Rafał Trzaskowski's work as the Mayor of Warsaw. Exactly one year ago today, the Civic Platform politician was sworn into office, and we have a few points for our summary. The most important thing we want to emphasize today is that no one in Polish politics has ever mocked their own program like this. Out of 59 measurable promises, Rafał Trzaskowski has failed to keep 55. We have just updated the Trzaskowski Watch website - stated Patryk Jaki at a press conference in the Sejm.

- There is still no vision for managing the city. Instead, we have bizarre projects like the pallet zone, spending money on LGBT+ programs, diversity trams, and an ideological war that Warsaw certainly doesn't need. Furthermore, the quality of city management has significantly declined, even compared to Hanna Gronkiewicz-Waltz, the best symbol of which is that the city can't even cope with the problem of goats, not even with goats. Additionally, Warsaw was the only city in Poland that had problems with paying out the 500+ benefit - the PiS MEP continued.

- The Marshal [Elżbieta Witek], after much deliberation, made the right decision. Because indeed, if you look at it from her point of view, she saw the chamber, she heard what the MPs from various sides were saying to her, to be clear, these were grounds to suspect that the vote did not simply reflect the will of the Sejm, and that is the basis for the Marshal's decision. It is the Marshal's decision, to be clear. The Marshal has the right to make such a decision to annul the vote. Nothing else happened here. Of course, the opposition is trying to make some kind of, as they usually call it, a scandal out of this, but in reality, nothing extraordinary happened. One or two votes prior, the Marshal interrupted the voting three times because of one MP. She didn't know the result that was there, to be clear. It's not like she knew what the result was. She didn't know and decided to do it again. Simply put, the Sejm is largely new. This vote is not complicated, yet it turns out that for some MPs it caused certain difficulties, and therefore, one could say, an attempt had to be made, and only then was there the finale in the second vote, and this finale showed the actual distribution of forces - stated Jarosław Kaczyński in an interview with TVP Info.

- Indeed, due to the flaws in this system [for voting in the Sejm], because something broke in my scanner, I moved to the spot near the podium, meaning I was close to Madam Marshal [Elżbieta Witek] and two or three times I told her, but something exactly opposite to what she did. That is, I told her to announce the result, because I simply didn't have that kind of awareness. I didn't know what the MPs were telling her. For example, I didn't know what MP Katarasińska was telling her. And therefore, I thought it needed to be announced. But Madam Marshal's decision was entirely correct and in accordance with the Sejm's regulations, and also simply in accordance with common sense – stated Jarosław Kaczyński in an interview with TVP Info.

- Regarding the [opposition's] motion to dismiss [Marshal Elżbieta Witek]. Well, they know perfectly well how it will end. This is a political demonstration, an attempt to drag this matter out. They have no program, no proposals, therefore they do such things, and as for the prosecutor's office, even the most astute prosecutor ready to press charges cannot find any crime here, because simply put, there wasn't even a shadow of any crime here. I repeat: the Marshal's decision was justified and was a decision related to the situation in the chamber, to the deputies' complaints, and to everything that happened. Sitting where I was, and before that in my own seat, I simply didn't have that kind of overview - stated Jarosław Kaczyński in an interview with TVP Info.

- We definitely need to improve this system [for voting in the Sejm] because it breaks down very often and causes a lot of trouble. For example, I don't intervene in various votes when I encounter a problem, because I believe one vote isn't decisive here. However, in these particular votes, individual votes could have had some significance. That's the first point. Secondly, I think that if there isn't a very large number of candidates, it's simply better to vote for them one by one, in a normal vote, as usual.
