The government session will commence at 10:00 AM. Ministers will address a bill amending certain acts concerning the transfer of funds from open-ended pension funds to individual retirement accounts, as well as changes to construction law.

The Chamber of Extraordinary Control and Public Affairs of the Supreme Court will hear further election appeals today. Yesterday, judges rejected the PSL's complaint regarding the deadline for candidate registration in district no. 59 and dismissed the Civic Coalition's motion to recuse the chamber from ruling on appeals.

A working session of the Left club is also scheduled for today, with a press conference featuring the leaders of SLD, Wiosna, and Razem taking place at 12:15 PM in the Sejm. President Andrzej Duda will visit the Wielkopolska region, where he will meet with the residents of Jarocin at 5:30 PM.

At 10:00 AM in Warsaw, a presentation of Bank Pekao S.A.'s financial results for Q3 2019 will be held, with the participation of CEO Michał Krupiński and Vice-CEO Tomasz Kubiak.

- He is certainly a heavyweight politician, there is no shadow of a doubt, and I would very gladly see him in that presidential office. But also, as everyone has emphasized, in that campaign, he would be brutally attacked, mainly for the real and imagined sins of his 8-year tenure - stated Marek Borowski in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- Probably the best would be an independent, non-partisan candidate, but it seems there are no takers for that role. Therefore, it unfortunately has to be a party candidate. And in this situation, Małgorzata Kidawa-Błońska does not carry the same weight of responsibility for the 8 years as Donald Tusk - he added.

- He [Donald Tusk] cannot afford to lose to Andrzej Duda. The President of the European Council. It's unimaginable. I think he rationally concluded that well, if, hopefully not, but if Duda wins these elections, it will be his second term and then the end. Tusk still has a chance to run. In 5 years. There is still a possibility for him to run. Unless, of course, the opposition candidate wins, but then he will be happy - stated Marek Borowski in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- At this moment, I would bet on Małgorzata Kidawa-Błońska, and that's it - stated Marek Borowski in an interview with Konrad Piasecki on TVN24's "Piasecki's Conversation". - I don't know what the authorities' decision will be, whatever it is, it will be. Personally, I believe that a decision should be made and action should be taken - he added.

- As far as I know - no [there is no agreed joint opposition candidate for the Marshal of the Senate]. Talks are ongoing. As I understand it, there are different concepts. I don't know, to be honest [if I am in the running] - stated Marek Borowski in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- I think that at this moment, so far, the conversation has rather concerned something I call a matrix, meaning there are several functions, actually more, because there are also committee chairs, there's the presidium, and now it's rather necessary to establish where each person will come from, and only then do names come into play - he continued.

„Responsible, prudent [Tusk's decision], I think considered. It closes a certain chapter. Donald Tusk clearly, legibly stated that he was ready to run if it turned out he was the candidate with the greatest chances. He probably checked this in polls and it turned out not to be the case” – said the Vice-Chairman of Civic Platform, newly elected MP Borys Budka, in an interview with Dominika Wielowieyska on TOK FM Radio's Poranek.

„If there were to be primary elections, and such voices are emerging, they would have had to be conducted very quickly, with the candidate being nominated in the first half of December. In my opinion, we could consider the primary elections to have been on October 13th. Kidawa-Błońska received the highest result in Poland, very strong support, and a mandate of trust. She was the face of the campaign, and perhaps the board will recommend precisely such a decision” - said the Vice-Chairman of Civic Platform, elected MP Borys Budka, in an interview with Dominika Wielowieyska on TOK FM Radio's Morning Show.

"In my opinion, the timeline should be set as soon as possible. The matter of elections, at this moment, if we were to decide to call for elections in the second half of November, the elections would realistically last about a month. The resolution [election of the PO leader] would occur approximately in mid-January of next year," said the vice-chairman of PO and newly elected MP, Borys Budka, in an interview with Dominika Wielowieyska on TOK FM Radio's Morning program.

- I wasn't particularly surprised [by Donald Tusk's decision not to run in the presidential elections]. Perhaps the form, the determination, that determination which, as often with Chairman Tusk, gave the impression of a truly decisive, tough, firm decision, etc. Only that later they were all, or almost all, changed as events unfolded, and that's how I think this one should be treated. Not that I'm sure the Chairman will change it, because I'm not sure. - stated Antoni Macierewicz in an interview with Paweł Lisicki on "Salon polityczny Trójki".

- I remain skeptical of the Chairman's declarations, because experience tells me they often take a different turn later on, and that's all. I acknowledge what he said - emphasized the Senior Marshal of the Sejm.

"I believe that a single [opposition] candidate in the first round could lead to Andrzej Duda's victory. We need to draw out the entire potential electorate of the opposition. Nothing motivates like a candidate someone identifies with. Let PSL have its candidate, KO its own, Lewica its own, but we clearly and understandably say that whoever enters the second round has the support of the others," said Borys Budka, Vice-Chairman of Civic Platform and elected Member of Parliament, in an interview with Dominika Wielowieyska on Radio TOK FM's morning show.

- I believe we are facing a fierce, difficult, and demanding presidential campaign that will require extensive commitment. I have no doubts about that - stated Antoni Macierewicz in an interview with Paweł Lisicki on "Trójka's Political Salon".

- First and foremost, it's surprising that neither SLD nor PO, nor any of those groupings, and of course others, have nominated their candidates [for the Constitutional Tribunal]. It's shocking to me. I don't understand it at all. Perhaps it testifies to a complete political disorientation, a loss of long-term, state-oriented political thinking. Perhaps it shows the rather weak political condition these parties are in. - This matter has been explained by Mr. Piotrowicz many times. So I don't think it's worth returning to it. Instead, I want to draw attention to his truly immense achievements as chairman of the justice committee, where he had to contend with unbelievable attacks and difficulties in carrying out reforms that we all consider necessary. We can discuss the details, but we all know that judicial reform must happen, and not just among the elites. I invite you to Piotrowicz's constituency, and you'll see what people on the street think about it. This is one of the most neglected issues by the Third Polish Republic, as well as in recent years - stated Antoni Macierewicz in an interview with Paweł Lisicki in "Salon polityczny Trójki" (Political Salon of Trójka).

- The past is always important, but it's also important how that past is later interpreted and what conclusions are drawn from it for today's actions. There are many people who had a wonderful past before, let's say 1984, 1985, or 1989, depending on when we draw that line, and later they were involved in destroying and overthrowing governments, e.g., Jan Olszewski's, or generally pro-independence governments, and at all costs tried to shape a PRL-bis, i.e., a post-communist system. So here, Mr. Piotrowicz truly has significant merits in the fight against post-communism, and this must be appreciated. I'm not saying forget the past, but I wish we would appreciate his sacrifice and the fight he waged later - the senior Marshal of the Sejm continued.

„Today, we are speaking and calling on our opposition colleagues, especially Civic Platform, to hold primaries. I think this decision by Donald Tusk not to run is the most important for them, because it is President Tusk who comes from Civic Platform, not from the Polish People's Party” - said the leader of PSL, Władysław Kosiniak-Kamysz, on Radio Zet.

I understand the Left, because they have three groupings and they select from within these three groupings. But we, with Civic Platform, are together in the EPP, and in the face of Donald Tusk's decision, which explains a lot of things internally for Civic Platform, then such courage and going down a new path, taking the initiative, defining our own playing field, instead of waiting or falling into old ruts, would certainly be very good for the opposition. I would never say that his decision yesterday was a form of surrender. In Polish politics, he has achieved almost the maximum, he has won elections many times. - Yes, I believe [that Małgorzata Kidawa-Błońska should be the presidential candidate]. Although I don't know who else aspires to it, we will discuss this in the coming days. Donald Tusk's decision changes a lot, including the personal motivations of various individuals who had linked their plans to his decision, so we will see. We have this good situation within the Civic Coalition that at least several people are in the format of a presidential candidate. We talk about Małgorzata Kidawa-Błońska, but also Rafał Trzaskowski, Radosław Sikorski, Bartosz Arłukowicz. I don't know if he won't run, I don't know what his plans are in this regard, but truly, just as 4 years ago I defended Ewa Kopacz, I nominated her for the club's leadership in elections that she later lost. “These last 4 years have been - one could say - years of struggle. For historical truth, for a better, more just economy, for a fair tax system, for the fight against VAT theft and smog. We've shifted our country's track towards a decidedly more social, dignity-oriented direction. We sometimes call it a revolution of dignity” - said Prime Minister Mateusz Morawiecki at the beginning of the government session.

The [US] Ambassador requested an urgent meeting with me regarding Polish-American relations, and together with the Ambassador, we decided to announce today, in connection with this meeting and its outcome, very important, but I hope very joyful news for many Poles. The Ambassador informed me that today in Washington an official announcement will be made that Poland has been accepted into the visa-free program and that visa-free travel to the USA for up to 90 days for tourism and business purposes will be possible from November 11th of this year, meaning literally in a few days - stated President Andrzej Duda during a statement. First and foremost, I thank President Donald Trump, who promised me a year ago that Poland would certainly be accepted into this visa-free program before the end of his first term. I am very grateful to the Ambassador for her commitment to this and for taking this matter very seriously, but I also thank all my compatriots who were involved in this matter - added PAD.

- The Supreme Court presented the same reasoning it had previously used for similar complaints filed by this electoral committee, stating that the allegation within the complaint was not sufficiently substantiated. It was noted that no circumstances were indicated that would, even to some extent, confirm irregularities in the calculation of votes, including the number of invalid votes. This decision means there will be no further proceedings; this complaint will not be substantively examined, which implies that there will be no inspection of ballot papers or recounting of votes - stated Michał Laskowski in a conversation with journalists. 

Wiesław Gawkowski has been appointed the new head of the parliamentary club of the Left coalition. He succeeds Adrian Zandberg in this role.

Gawkowski, a member of The Left (Lewica) party, was elected to the Sejm in 2019. He is known for his activism and his focus on social justice issues.

The appointment comes at a crucial time for the Left, which is a key opposition force in the Polish parliament. The coalition is currently working to build consensus and strengthen its position in the political landscape.

Włodzimierz Czarzasty, leader of The Left party, has been recommended for the position of Deputy Speaker of the Sejm (the lower house of the Polish parliament). Magdalena Morawska-Stanecka, also from The Left, is slated to become Deputy Speaker of the Senate (the upper house).

The recommendation for Czarzasty comes from his party, which is part of the newly formed parliamentary coalition. This move is seen as a significant appointment for The Left, securing them a prominent role in the parliamentary leadership. Czarzasty, a seasoned politician, has been a vocal critic of the previous government and is expected to bring a distinct perspective to the role.

Due to the fact that the last session of the VIII Sejm term took place on October 16th, there are no planned sessions of the relevant Committee, and a new term begins on November 12th, the Sejm Marshal has decided to leave the NIK President's motions unaddressed. According to "Gazeta Wyborcza," Marian Banaś requested the appointment of PiS Senator Artur Warzocha and PiS MP Marek Opioła as NIK Vice-Presidents.

That there are many new investments, that many elements have been realized, especially concerning infrastructure, which were sorely lacking and due to which entire local parts of our country were less developed and had fewer developmental opportunities. I always repeat, everywhere, this is my guiding principle. The thing I care about most of all, among those I set for myself when I ran for president, was to contribute to improving the financial situation and quality of life of the average Polish family. That was my greatest concern. Many people complained less than 5 years ago, when I was running for president, about the lack of jobs, unemployment, very low wages, and the increased retirement age, which aroused particular negative emotions and great resentment towards the rulers; these were the demands made of me then. I am immensely pleased that at least a significant part of these expectations has been met, especially that the retirement age has been lowered, and programs have been launched that support this smallest Polish community, which is the family, with special respect for families raising children, as families that bear hardship for the Polish state - stated President Andrzej Duda in Jarocin. - I am immensely pleased that today the Polish state supports this very family raising children, for example, through the 500+ program or other programs like 300+, the back-to-school allowance. This is extremely important - PAD continued. - If we are to seek ways to support people, it should be in a way that this support is indeed real, not just theoretical, because that is the most important thing for me. For many years, much could have been said about pro-family policy. What was the point if in practice it didn't exist? It only exists now - he emphasized.

- This is not the end of the changes Poland needs. There are still many areas in Poland that must be repaired. After the previous era, the previous system from 30 years ago, various kinds of dregs remained, which finally need to be removed, where various kinds of improper regulations and solutions, which are still numerous and are unfortunately exploited by a few who continuously benefit from them, need to be eliminated. Poland must be repaired in these areas to be a truly just state. This includes, finally, healing the justice system and making Polish courts healthy - stated President Andrzej Duda in Jarocin.
