The Political Week Ahead: Examining Further Election Protests, President Duda in Berlin, Civic Platform Board Meeting, SLD National Council and The Left Club, ECJ Ruling on Polish Judges' Retirement

The upcoming week – the last before the inaugural session of the new parliamentary term – will primarily be dominated by further talks regarding the new government, as well as a meeting of the Civic Platform's board and the SLD National Council. The Court of Justice of the EU will issue a ruling on the principle of Polish judges' retirement, and President Duda will travel to Berlin. Meanwhile, the Supreme Court will review further election protests.

IX Summit of Speakers of Parliaments of Southeast European Countries. On Sunday and Monday, Sejm Marshal Elżbieta Witek will be on an official visit to Hungary, where she will participate in the IX Summit of Speakers of Parliaments of Southeast European Countries. The topic of the meeting will be the enlargement of the European Union. The opening of the summit will feature a speech by Hungarian Prime Minister Viktor Orbán. Speakers of the parliaments of the Visegrád Group countries will also address the meeting.

ECJ Ruling on the Principle of Polish Judges' Retirement. On Tuesday, the Court of Justice of the EU will issue a ruling on the principles of Polish judges' retirement. This concerns the act on the common court system from July 2017, which lowered the retirement age for judges of common courts, Supreme Court judges, and prosecutors to 60 years for women and 65 years for men. Although the provisions have already been amended, the European Commission has decided to uphold the charges.

Convening of the New Parliament. "Next week, President Andrzej Duda will formally convene the first sessions of the Sejm and Senate of the new terms and will simultaneously nominate the senior marshals of both chambers," announced Head of the Presidential Cabinet Krzysztof Szczerski a few days ago. The first sessions of the Sejm and Senate will take place next Tuesday, November 12th.

Examination of Further Election Protests. "Further [election] protests will be examined on November 5th and 6th. Dates are successively being set for subsequent protests," said Supreme Court spokesperson Michał Laskowski in an interview with journalists. November 5th and 6th fall on the upcoming Tuesday and Wednesday.

PAD in Jarocin. On Wednesday, the President will visit Jarocin in the Wielkopolska Voivodeship, where he will meet with residents at 5:30 PM. Earlier, on Tuesday at 9:00 AM in Katowice, PAD will participate in the opening of the fifth WADA World Anti-Doping Conference 2019, and on Thursday at 7:00 PM in Warsaw, he will attend the 25th Anniversary Gala of the National Depository of Securities.

Possible Meeting Regarding the New Government. It is not excluded that a meeting concerning the composition of the new government may take place in the coming week, possibly in the format of the United Right Coalition Council. When asked in Radio Plus whether the aforementioned council would approve the government's personnel before the official presentation, PiS Executive Committee Chairman Krzysztof Sobolewski replied that such a meeting would likely occur. "Before November 12th, to finalize the details," he added.

Civic Platform Board Meeting. "I am rather [in favor] of reaching a candidate who will have not only party support but also civic support, so that they are a civic candidate. We have time. We have left ourselves time until next Friday," said Grzegorz Schetyna in an interview with journalists. "We are discussing how to arrive at the best candidate. Donald Tusk, if he were to say he wanted to run, is the obvious candidate for the Civic Platform. We will discuss the details on November 8th and present them," added the PO leader. November 8th falls on the upcoming Friday.

SLD National Council and The Left Club. "Regarding this matter [the possible creation of a joint party on the left], we have unanimously decided to convene the National Council on November 9th with the participation of all our female and male MPs, and on December 7th, a convention where all decisions will be made that will enable the Democratic Left Alliance to co-create a potential party operating on the left," stated Włodzimierz Czarzasty at a press conference. November 9th falls on the upcoming Saturday. Meanwhile, a working meeting of the parliamentary club of The Left will be held on Wednesday, during which its authorities will be elected.

PAD in Berlin. On Saturday, President Andrzej Duda will visit the Federal Republic of Germany, where he will participate in ceremonies commemorating the fall of the Berlin Wall. The exact itinerary of the visit is not yet known.

To Win the Presidential Election, Different Circles Must Unite. Before the Election and Nominee, a Social Movement Must Be Built. I Am Ready for This, Ready for Debates. We Are Heading to Poland.
Presidential elections are imminent, and they are exceptionally important. Combined with a majority in the Senate, a president different from the current one, prioritizing a democratic rule of law, cooperating with various circles but emerging from the democratic opposition, has a real chance to govern Poland. And to influence that governance. I know what kind of president we want. We want an independent president, who is not afraid of the most powerful party leader or the sternest chairman. We want a prudent president, who doesn't rubber-stamp every bill but also doesn't foolishly block good ones for citizens. We want a president, not a resident, who shuttles between a villa in Wisła and a residence in Jurata. We want a president who knows what they want and whose sole guiding principle is the freedom of the nation, of our countrymen. We want a president who doesn't have to hand out nominations under the cover of night, because they will simply be proud of every nomination they make. We want a president whom Poles will be proud of, regardless of who they vote for. Regardless of their origin, their worldview. Who respects everyone, not just the chosen few. We are ready to stand for these elections. We are prepared for them. Those who will endlessly ponder now will simply be too late – stated Władysław Kosiniak-Kamysz during the meeting of the Supreme Council of PSL in Wierzchosławice.  But we also have our feet on the ground and know our capabilities. To win the presidential election, it's not enough to be a candidate of a political formation today. It must be a candidate in a truly civic manner, a broad consensus. And I would like to call upon all political forces for such a broad consensus, but primarily invite our countrymen to such an agreement. So that we can jointly take up this challenge. Personally, I am ready for it. But first, an effort must be made, just as we succeeded with the Polish Coalition. To unite different circles. To build something supra-party, broader, not in opposition to any particular party. A civic movement, precisely. Some may ask whether a candidate belonging to a political party, and even its leader, can become a civic candidate. Of course, they can. If the party and coalition are formed in a civic, not authoritarian, manner. Before the election and the nomination of a candidate, an effort must be made to build support for such a candidacy. I kindly ask everyone for support. I am ready for debates, for discussions within the opposition about selecting a candidate. I am ready to cooperate with all those circles that, like us, want an independent, courageous president for all Poles. There is no freedom without solidarity. These words must be recalled once again. But there is also no good presidency without autonomy, independence, and courage. We are heading to Poland, we are launching an initiative, a program, a project "President 2020," where we will meet with our countrymen. This week, the first meeting will be in Płock, at the home of Piotr Zgorzelski and Marshal Struzik. This week, we will discuss what kind of presidency our countrymen want and who they want to nominate, because it must be a social, civic movement that gives a significant mandate of trust from the start. We are ready to take responsibility for Poland. Those who waste time on internal rivalries should contribute to building community, not dividing it – continued the PSL leader.
