Wednesday marks the second day of the XXIX Economic Forum in Krynica-Zdrój. Today, the "Man of the Year" award ceremony is scheduled, which – according to unofficial information – will be presented to Prime Minister Mateusz Morawiecki. The official gala is set to begin at 8:30 PM, and the award will be presented by the Marshal of the Sejm, Elżbieta Witek.

- A lie about a new Prime Minister Kidawa-Błońska. We know Grzegorz Schetyna, who will not allow anyone to threaten his position. We have all witnessed situations within the Civic Platform where Grzegorz Schetyna eliminated his enemies, political enemies of course. This was also visible when arranging the parliamentary lists - said Michał Dworczyk in a conversation with Henryk Szrubarz on "Sygnały dnia" (Signals of the Day) on Polish Radio's Jedynka.

"Two months ago, the Civic Platform proposed a program for decentralizing the state, handing everything over to local governments, liquidating voivodeship offices, and stripping all integrated administration of its competences. Through this Warsaw example, we see how this type of management would end under a Civic Platform government. The Platform's program, which leads to state decentralization, would result in us handing it over to local governments, and the state would have no oversight over it" - said Deputy Minister Paweł Szefernaker in an interview with Michał Rachoń on TVP Info.

"Our constitution enshrines a unitary state, we are a unified state where local government cooperates with the central government. We shouldn't weaken the state and move towards decentralization" - said Deputy Minister Paweł Szefernaker in an interview with Michał Rachoń on TVP Info.

„Law and Justice has a program that we are presenting. Today, as part of the presentation of our program and electoral concept, we have another very important event. At 11:30, the Prime Minister will hold an important press conference together with the campaign chief, Mr. Joachim Brudziński, and in reality, today the Prime Minister will show what is at stake in these elections, what is being played for, that the state must be strong, effective, and stand by the side of the weakest” - said Deputy Minister Paweł Szefernaker in an interview with Michał Rachoń on TVP Info. The press conference is scheduled to take place in Świecko. 

- The difference is quite significant. Specifically, that Małgorzata Kidawa-Błońska will certainly not be a figurehead prime minister, but one who will have an influence on what is happening in reality - stated Rafał Trzaskowski in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- We didn't quite [perform] the same maneuver as PiS. But let's take it step by step. Regarding whether it's better if the party leader takes full responsibility - yes, it's better. However, the situation is completely different because all decisions in PiS are made by Jarosław Kaczyński. Everyone knows this. With every significant decision, PiS prime ministers go to Kaczyński and consult them. I can assure you that it will be completely different here. So, regarding whether it's better in a parliamentary system for the party leader to take full responsibility, yes, but it certainly won't be a situation like in PiS, a certain perversion of power, hiding, trying to steer from the back seat, because that will certainly not happen in Civic Platform - the Mayor of Warsaw continued.

- It is known that in a leader-centric party, where there is only one authority, as is the case in PiS, that's how it looks, and we are a democratic party where decisions are made collectively - he added.

- There are elections in February for party leader. In our party, it's not the case that the way Jarosław Kaczyński decides, everything falls into a certain political picture. We are truly a democratic party. We will decide together - stated Rafał Trzaskowski in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- If Grzegorz Schetyna is making a highly responsible move, namely looking around, observing how the situation is assessed, and seeing that Poles currently expect someone very calm, someone who can unite, who can argue in a completely different way, someone who is an incredibly conciliatory person, and he is making this choice after consulting with other leaders of Civic Coalition, then this shows immense maturity - stated Rafał Trzaskowski in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

– Discussions were within the coalition, in a very small group, but later there is its approval by the board, and I approved it. I approved it as the board. There was a special circulating board decision – stated Rafał Trzaskowski in a conversation with Konrad Piasecki on TVN24's "Piasecki's Conversation". – There was a quick circulating board meeting and a decision – added the Mayor of Warsaw.

– This is not a populist move. I will tell you why I am calm. I am completely calm because I know that Małgorzata Kidawa-Błońska will make decisions independently, that unlike what is happening in PiS, she will not fly to Grzegorz Schetyna with every decision if she becomes Prime Minister, and that is why I am calm – stated Rafał Trzaskowski in an interview with Konrad Piasecki on TVN24's "Piasecki's Interview".

- At this moment, my primary focus is on ensuring the Czajka malfunction is rectified. There will be a time for deliberation later. Now is not the time for accountability, although if mistakes were made, I hold people accountable immediately. First, we fix, then we hold accountable - stated Rafał Trzaskowski in a conversation with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

– Madam Marshal Kidawa-Błońska is being considered for this role [of Prime Minister] six weeks before the election. This is very little time. This is risky. Unless Grzegorz Schetyna has concluded that there is no chance of victory and she won't become Prime Minister anyway, because the parliament chooses the Prime Minister. Therefore, he decided to use Madam Marshal – Mariusz Błaszczak said in an interview with Beata Michniewicz on Polskie Radio Trójka's "Political Salon".

- Mr. Schetyna is drawing conclusions from the previous elections and from what is happening. He knows that his image is a burden for Civic Platform and, in my opinion, he is drawing the right conclusions. He knows the ratings. The only thing that has gone wrong, in my opinion, is that he is drawing these conclusions so late, because every day of delay in such matters is a day for PiS – stated Włodzimierz Czarzasty in an interview with Jacek Prusinowski on Radio Plus.

- This is rather a move of the type that shows Gowin instead of Macierewicz. That's how I interpret it. Because it's not about the prime ministerial candidate, as I understand that if the democratic side wins a majority in parliament, then all sides will sit down and we will discuss. So this is a typical escape from Grzegorz Schetyna's bad image, a very sensible move from the Platform's perspective - stated Włodzimierz Czarzasty in an interview with Jacek Prusinowski on Radio Plus.

- I believe this is a typical marketing move. The prime ministerial candidate will be determined within the coalition, should that coalition secure a majority in the Sejm. Therefore, this is an escape from Mr. Schetyna's bad image - emphasized the SLD chairman.

- We will not present any [prime ministerial candidate] at this moment, because we respect the Civic Platform and the Polish People's Party, and we believe that if we enter the Sejm and form a coalition government together, we will have to discuss this candidacy. We do not have such a negative image problem as the Civic Platform does with Mr. Schetyna. Imposing a [prime ministerial candidate] at this time would, in my opinion, and proposing this person would be awkward in relation to Mr. Schetyna and Mr. Kosiniak. Therefore, we will not do that – stated Włodzimierz Czarzasty in an interview with Jacek Prusinowski on Radio Plus.

"It means, above all, that she will never be Prime Minister, and that's not because I rule out or say that Civic Platform cannot win these elections, because nothing has been decided here yet. We are indeed only at the very start of the election campaign today, so anything can happen, and we know that it will be a very difficult fight for who will govern Poland next. However, regardless of who wins, Małgorzata Kidawa-Błońska will not be Prime Minister," said Deputy Prime Minister Jacek Sasin in an interview with Beata Lubecka on Radio Zet.

“Grzegorz Schetyna feared a confrontation with Jarosław Kaczyński here in Warsaw; indeed, as such an unpopular politician, he predicted that in a direct clash of list leaders, his result would be worse. He therefore fled to Wrocław, and put forward Ms. Kidawa-Błońska here, a pleasant, nice person, but nonetheless, the Marshal has never distanced herself from the very aggressive policy of her party, from what Grzegorz Schetyna said – about shaking the PiS locusts from the trees of Poland” – stated Deputy Prime Minister Jacek Sasin in an interview with Beata Lubecka on Radio Zet.

- Paweł Kasprzak has decided to break the Senate Pact. He is campaigning not against Law and Justice, but against me. If what Paweł Kasprzak is doing were applied to other electoral districts, PiS would win unequivocally - stated Kazimierz Michał Ujazdowski in an interview with Jacek Gądek on Gazeta.pl.

- Behind us are three tankers rented by the Law and Justice electoral committee. If someone looks closely at these tankers, they might notice the appropriate markings. The Convoy of Shame. A convoy of shame for our predecessors. A convoy that is meant to make Poles, citizens, and voters aware of how leaky the public finance system was when politicians from Civic Platform and Polish People's Party were responsible for public funds. Back then, the system resembled a leaky granary, from which grain spilled out without any control - said Joachim Brudziński in Świecko. - 750 tankers entered here during the Civic Platform's time, Grzegorz Schetyna's party, and today there are 150, 200. And it seems fuel hasn't run out at petrol stations. We have to realize that this theft crossed all boundaries. Literally and figuratively, because we are right on the border here. It crossed all boundaries. We had to deal with these white-collar criminals - said Mateusz Morawiecki during a press conference in Świecko.

- There are stacks of letters on the Minister of Finance's desk from various industries. The fuel, steel, and electronics sectors, which begged us to address the sealing of this system. And we did it. We did it effectively. We've ensured that these 20-24 million zlotys daily are going to Polish society – said Mateusz Morawiecki during a press conference in Świecko.

– This game is for the highest stakes. It's about whether funds will be secured to continue social policy. One must be able, know how to do it. To want to fight criminals and pathologies – said Mateusz Morawiecki during a press conference in Świecko.

• At least several of the loudest politicians [from the opposition] noticed three tankers on various social media platforms from the very morning, because today we have three tankers behind us. So one could say it's an evangelical miracle. Their eyes were opened. They spotted these three tankers and tried to cause a stir around them from the very morning, yet throughout their entire period in government they were blind, unable to see the 600 tankers daily that were entering Poland

- Carelessness and tolerance of pathology by Mr. Grzegorz Schetyna's party creates a huge risk. It even creates such a danger that these major social programs will not be able to be financed. We are drawing attention to this not only through the huge numbers, billions of zlotys, but through every such tanker truck - said Mateusz Morawiecki during a press conference in Świecko.

- We will be in every voivodeship. We will remind these wheeler-dealers, supposedly the best in this part of Europe, of this convoy of shame. May God have mercy on the liberals. What kind of specialists they are is shown today by Trzaskowski in Warsaw - stated Joachim Brudziński in Świecko.

- [The tankers] are leased from a private entity. They are leased by the PiS Electoral Committee, and they are paid for from the committee's funds. There are 4 tankers in total, one of them is today, as it is called, in Polish Davos [in Krynica], because to those who will try to pose as public finance specialists there today, meaning opposition politicians who will also be in Krynica, we want to place this convoy of shame before their eyes. Therefore, one tanker is in Krynica, the others are being dispersed - stated Prime Minister Mateusz Morawiecki in Świecko.

- We are discussing all the time, I feel more often with the media than with opposition politicians, who do not refer to specifics. So we must see, wait and see what Grzegorz Schetyna's party will have to offer in concrete terms, because we will present hundreds of pages of a detailed program on Sunday or within the next week, the next 7 days, on Saturday, on Sunday. This program is ready, we have very concrete calculations - stated Prime Minister Mateusz Morawiecki in Świecko, when asked about a debate with Małgorzata Kidawa-Błońska.

“The left's initial idea for the entire opposition, which we called the Senate Pact, has succeeded. It turns out that when you propose things to be done, projects on which all democratic sides have a chance to express themselves and have the opportunity to cooperate, there is an effect. The Senate Pact has yielded results. In 100 constituencies, we have some issues that may raise questions in two or three constituencies, which, given the variety of parties and the emotions that have arisen recently, we consider a success” - said Włodzimierz Czarzasty, the head of SLD, at a press conference.

“We have closed all the lists. 920 people are listed on the United Left's lists, both from the three core parties and from many other associations and smaller parties. Thank you for collecting nearly half a million signatures. This is the second time after the Polish transformation that the left has a single list, and the first time when all left-wing parties are on this list, regardless of their origin or history” - he added.

“The time is coming for us to discuss what Poland should look like after PiS. We are ready for such a debate. We invite our competitors to it. We want to talk about housing, how to solve the housing problem in Poland, healthcare, and a secular state” - said Adrian Zandberg from Razem.

„We all know that Civic Platform has a huge problem with its leader's credibility. If it didn't, I wouldn't be doing what I did yesterday. Presenting a very good person, by the way, as the 'number one' in the person of Ms. Kidawa-Błońska – a very good move. We congratulate you on this move. Ms. Kidawa-Błońska is a person respected by us, but I think it wasn't so much about presenting Ms. Kidawa-Błońska, but about the withdrawal of Mr. Grzegorz Schetyna” – said the head of the Democratic Left Alliance (SLD), Włodzimierz Czarzasty, at a press conference.

- The days of budget deficits are over, and we want the days of potholes in roads to end too. This is of course a longer process, as it's known that potholes are caused by weather erosion and many years of use, but it must be emphasized that for the Local Roads Fund, which could well be called a fund for improving the quality of life for residents of smaller towns and villages, that's what this fund could be called, we are allocating approximately 10 times more funds than our predecessors. But one thing connects with the other. The leaky budget of the past meant that more funds could not be allocated, because our predecessors could not take care of the quality of public finances. We want, using this road rhetoric, for all local governments to be on the main road, for no local government to be on the shoulder, for no road to be a road to nowhere, and for the road for those local governments that could not benefit from economic development, to be a road to nowhere - stated Prime Minister Mateusz Morawiecki in Świebodzin during a briefing regarding co-financing for the Świebodzin poviat within the framework of the Local Roads Fund.

- Błażej Poboży has been appointed as the new Undersecretary of State at the Ministry of Interior and Administration. The act of appointment, signed by Prime Minister Mateusz Morawiecki, was presented today by Minister Mariusz Kamiński – the ministry informed.

At the Ministry of Interior and Administration, Deputy Minister Błażej Poboży will oversee the Department of Analysis and Migration Policy, the Department of European Funds, and the Department of Social Communication.

- Last year, the office of the President [Jarosław Kaczyński] received 29,506 letters and cases, depending on how you define them. Of this correspondence, 4,783 cases were given an official course, of which 1,496 cases were given what is known as an internal official course, usually concerning party matters. An external official course, and this is what interests us most, i.e., so-called parliamentary interventions, was granted to 3,287 cases last year. In 2018, President Kaczyński initiated 3,287 cases as part of parliamentary interventions under Article 20 of the Act on the Performance of the Mandate of a Member of Parliament and Senator - stated Radosław Fogiel at a press conference.

- Today, we read in "Gazeta Wyborcza” that among these thousands of people, there was someone who could be attached, an attempt to create a scandal from this intervention. An attempt is being made to create a problem or scandal because Jarosław Kaczyński is seriously performing his parliamentary duties, that he takes citizens seriously, and the mandate he holds. I am curious which opposition MPs undertake so many interventions. We can compare these numbers, and suddenly it turns out that we were supposed to know from somewhere that in 2017, when the lady who is the subject of today's article approached President Kaczyński regarding her private matter concerning her child. Questions were also asked and surprise was expressed that the President reacted so quickly. He reacted so quickly because we have such a principle in our office that if a matter concerns children, we set everything aside and do not wait. In 2017, the President, within his parliamentary competences, referred the matter to the Commissioner for Children's Rights in accordance with its jurisdiction. This intervention ended there. MPs do not have the right to influence decisions - continued the Deputy Spokesman for PiS.

- The attempt to create a scandal because an MP performed his duties is completely inappropriate and unserious - he added.

The leader of Civic Platform (PO) Grzegorz Schetyna responded to the ruling Law and Justice (PiS) party's recent activities, including the delivery of a "mobile polling station" in the form of a tanker truck to Warsaw. Schetyna stated, "When you don't have a program, you start throwing numbers from cisterns." He also extended an invitation to the Civic Coalition's (KO) program convention scheduled for Friday. The tweet from Schetyna's official account included a link to a Twitter post by @SchetynadlaPO with the original message and a visual element, likely an image or video related to the tanker truck incident. The text further elaborates on Schetyna's sentiment, criticizing PiS for what he perceives as a lack of substantive policy proposals and a reliance on populist stunts. He contrasted this with KO's upcoming convention, which he presented as a platform for presenting concrete ideas and a vision for Poland. The tone is confrontational and dismissive towards PiS, while simultaneously promoting KO's upcoming event as a serious and substantial political gathering.

- We have now registered a complete set of candidate lists. It would be difficult otherwise, as the deadline passed yesterday, and we are now strictly campaigning. One of its elements is the so-called PO-PSL shame convoy, which was presented today by Prime Minister Morawiecki together with the head of our campaign staff, Joachim Brudziński. These tankers symbolize the leakage of money from the state budget during the rule of the PO-PSL coalition. Approximately 600 such tankers travelled across Poland daily, with the state losing tens of millions of zlotys per day. We want to show the consequences of that policy and answer questions and accusations about where we are able to find money for our programs and create a balanced budget - stated Radosław Fogiel at a press conference. - We see that it has generated great interest, but this is, of course, only one element of the campaign - added the Deputy Spokesperson for PiS.

Cezary Tomczyk, running as the lead candidate on the KO list for the Sieradz constituency, has launched his campaign in the village of Tomczyki. - This is one of the smallest villages in Poland. We are starting our meetings in the smallest towns and villages, and then we will meet in cities and larger towns - says Tomczyk.

- There is the matter of the pipeline. It has returned and is on the best possible track. We believe that within a relatively short period, this pipeline will also be ready - said Jarosław Kaczyński during the PiS convention in Olsztyn.

- Completing this investment will ultimately make us independent of eastern gas. This does not mean we should not buy any at all, because that would then be a purely economic matter, but it will no longer be a question of any dependence - added the PiS leader.

- In our program, I'm jumping ahead a bit here, but I'll say it now: we will have the slogan '100 bypass roads' - stated Jarosław Kaczyński at the PiS convention in Olsztyn.

- Yes, but we will win when we are convinced that we must work hard until the very last day, until midnight on the 11th [of October]. Because there are no cakes without work. No work, no victory. The opposition also thinks, hires various external agencies, performs various somersaults, as you have recently been able to see and hear. In short... Maybe it's plagiarism, but no, plagiarism is supposed to be similar to the original, and this... Heh heh heh. In any case, we must remain fully alert until the end, in such – one might say – exertion to win. Because it is not easy at all, because the opposition still has a huge advantage when it comes to the media. They can still reach people with the greatest nonsense. I won't list them anymore, but there are more today. There is more nonsense, but for some people it is the truth, and you can't even hold major grievances against them, because if they read it, if they observe it, if they watch such television, then they think it is so. Only then, if we reach people, tell them how it really is, show successes, show changes, I travel around Poland, it's not that difficult today, people have noticed it, but the point is to have more of them, and then we will win. Then perhaps we will win decisively. And that's what I wish you- stated Jarosław Kaczyński at the PiS convention in Olsztyn.

“Generally speaking, in the rhetoric of our predecessors, the team of our predecessors believed that the state was like a night watchman, but the nap of this night watchman during our predecessors' time cost 24 million PLN daily. Daily. Imagine how many schools, nurseries, hospitals, how many renovated roads, or the 500+ for children, or the thirteenth pensions. We have cut this. We decided not only to prevent 'left-wing' tankers from entering Poland, but also 'left-wing' tobacco or alcohol,” said Prime Minister Mateusz Morawiecki in an interview with Piotr Witwicki on Polsat News.

“Poles must make a decision whether they want to return to a time when pathologies, errors, and irregularities effectively made the budget leak like a sieve, or if we want the state to be serious, so that honest entrepreneurs can do business honestly, and employees do not have to fear for their future. This is what is at stake in the elections on October 13th,” he added. 

„I don't know if the candidate announced yesterday is actually the candidate, because half an hour ago I saw that on the official PO website, the head of the shadow cabinet, meaning the candidate for Prime Minister, is still Grzegorz Schetyna. I see that Schetyna has retreated from Warsaw ahead of President Jarosław Kaczyński” - said Prime Minister Mateusz Morawiecki in an interview with Piotr Witwicki on Polsat News.

„President Steinmeier's speech, Chancellor Merkel's presence, the speech in Wieluń were groundbreaking. Please recall how it was just 5 years ago, when Poland was considered complicit in the Holocaust. Today, Israeli, American, and German newspapers admit that we are winning with our true historical narrative, because Poland was a victim of World War II. In Poland, we always knew this, but it was fading globally. The fact that Germany is starting to acknowledge this is a major success for PiS's historical policy” – stated Prime Minister Mateusz Morawiecki in an interview with Piotr Witwicki on Polsat News.

“For now, I am the Minister of Finance. This is what the relevant law states. In the near future, we will decide who the new Minister of Finance will be. We will decide this in the coming days, who will be [the minister] until the end of this term” – said Prime Minister Mateusz Morawiecki in an interview with Piotr Witwicki on Polsat News.

- Jarosław Kaczyński has been running in Warsaw for years and was waiting here for Grzegorz Schetyna. You started your question by asking about fear. If I saw fear anywhere, it was in Grzegorz Schetyna's eyes, firstly because he wanted to avoid a confrontation with Jarosław Kaczyński. Secondly, this is further proof, given the shape of the Civic Platform's candidate lists, that Grzegorz Schetyna has stopped believing that PO will govern after the elections and is preparing to defend his position as party leader - said Adam Bielan in an interview with Monika Olejnik on "Kropka nad i" on TVN24.

- Piebiak was one of the co-creators of part of the reform. No one denies that. However, he was not a politician of Law and Justice or any other party forming the United Right before the elections - said Adam Bielan in an interview with Monika Olejnik on TVN24's "Kropka nad i".

- Something that is exceptionally commendable, that Jarosław Kaczyński, despite being the leader of our political camp, the leader of a very large party, also runs an active constituency office, helping thousands of people every year. Truly. He doesn't boast about it specifically, but I thank "Gazeta Wyborcza" for bringing this topic up. Something that should be a cause for praise, today "Gazeta Wyborcza" wants to turn it into a scandal - said Adam Bielan in an interview with Monika Olejnik on "Kropka nad i" on TVN24. 

- We can hope that in another 14 years we will be able to say that we are at the economic development level of Western European countries. For example, Spain or France. With favorable winds, we have a chance to reach their GDP per capita - said Mateusz Morawiecki after receiving the Man of the Year award at the Economic Forum in Krynica.

- This is the year of the economy, the year 2018, when Poland truly showed its lion's claw, and we owe this to entrepreneurs. Those who take the bull by the horns, who take risks upon themselves, and together with our employees, are the true authors of Poland's success in 2018 and also in 2019 - the Prime Minister added.
