At 9:30 AM, the first reading of the government's bill to lower the Personal Income Tax (PIT) from 18% to 17% will occur. This is the latest proposal from Kaczyński's 'Five'. The Public Finance Committee meeting is scheduled for 11:30 AM, and the second reading for 5:30 PM, allowing us to assume that the Sejm will vote on the bill in the evening session – between 9:15 PM and 11:00 PM.

At 1:15 PM, the second reading of the government's bill concerning flights by state dignitaries will take place, and at 3:00 PM – the second reading of the government's bill establishing the so-called pedophilia commission. As we wrote on 300POLITYKA, the legislative hiatus was radically shortened yesterday. In these cases as well, we can assume that the Sejm will adopt these proposals in the evening – a commission has already been scheduled for 4:30 PM to consider amendments to the VIP flight bill filed during the second reading.

"We are prepared to present information agreed upon to the public regarding the locations where United States soldiers will be stationed. These are locations negotiated by the Pentagon and the Ministry of National Defence. This document is ready. President Donald Trump spoke about postponing his visit, so we expect a coordinated date. Everything is prepared" - stated Minister Mariusz Błaszczak in an interview with Polskie Radio 1.

„It's about a real threat. We all know, we remember, that previous hurricanes that have hit the United States brought destruction, but besides material losses, they also threatened the lives of U.S. citizens. God forbid there are no fatalities this time, but the threat is real. Therefore, President Trump's decision to remain in the United States, to be on the ground, is entirely understandable. The hate speech from the opposition, which calls itself 'total,' is nothing new. A portion of the media clearly favors them and is politically engaged. They are trying to undermine the undeniable success that is the excellent relationship with the United States” - said Minister Mariusz Błaszczak on Jedynka radio.

„Typical behavior for President Trzaskowski – arrogance and contempt for the threats faced not only by Warsaw, but also by residents of towns and villages located north of Warsaw. The discharge of sewage directly into the Vistula River affects residents of northern Masovia, the Kuyavian-Pomeranian Voivodeship, and Pomerania. Płock is the most at risk” – said Minister Mariusz Błaszczak on Radio Jedynka.

- It's difficult to speak precisely about the timeframe. I think this time will be between one and two weeks. A few days for the bridge and a few days for assembling the pipeline. Of course, activities can be done simultaneously - said Henryk Kowalczyk in an interview with Katarzyna Gójska on "Sygnały dnia" on Radio Jedynka.

“The Army is ready [to build a pontoon bridge]. This morning I spoke with the commanders. The Army is ready to build a pontoon bridge, on which a replacement pipeline will be laid. [The soldiers need] a few days. The construction itself is not long; it takes up to 8 hours, but the key is that the elements of this bridge are transported to Warsaw and placed in a designated location. This is also a good exercise for the troops,” said Minister Mariusz Błaszczak on Radio Jedynka.

- I'm also glad that some cooperation with Warsaw has begun, and Wody Polskie [Polish Waters] met with the management of the waterworks company yesterday [Thursday]. Technical discussions, designers, etc., are scheduled to take place today. - Surely PiS counted on gaining in the campaign, in its election campaign, due to Trump's visit. Well, they won't gain, because Trump won't be coming. But this was decided simply by, I don't know, Providence or a higher power, not by some calculations of Trump's that he won't come to, I don't know, spite Dworczyk. - The citizen is always good, and I believe that in matters like ecology, local governments should cooperate. In general, shifting blame or creating some kind of political battle, calculating political interest in such a misfortune is simply vile - stated Paweł Kukiz in an interview with Wojciech Dąbrowski on Polsat News' "Graffiti".

- If we were to wait for the city's reaction, and if President Trzaskowski fights this ecological disaster in the same way that, for example, the president of Radom is building a sports hall, we could face a permanent catastrophe. The government has made a decision. A replacement pipeline for sewage from Warsaw will be built to save Poland from this sewage from Warsaw. He hears that the president has some other ideas, why use the army. But he doesn't present these ideas, he just says it's PiS's fault - said Marek Suski in an interview with Katarzyna Gójska on "Sygnały dnia" on Jedynka radio.

- If Grzegorz Schetyna truly had even a smidgen of responsibility and a bit of shame, he would have nominated a good candidate from Civic Platform there and said that we do not support this gentleman. As it is, it's just blatant audacity and deception - said Marek Suski in an interview with Katarzyna Gójska on "Sygnały dnia" on Polish Radio Channel One.

- All of us, or most of us, are waiting for the abolition of visas to the United States. For this to happen, Poland would have to meet three conditions. Two of them are the ratification of an agreement, which has already occurred, concerning cooperation, combating, and information exchange regarding organized crime and terrorism. Today, we have another agreement between the government of the Republic of Poland and the government of the United States regarding cooperation in the area of border security and migration. The aim is to jointly exchange information on biometric data and to define the method of transferring personal data. All these issues are regulated by the bill that we will be processing today around 8:15 PM - said Elżbieta Witek during a press conference in the Sejm.

- I will proceed according to the Sejm's rules of procedure. As you well know, which Chairman Schetyna also noted at his press conference, I have 7 days from the moment the motion is submitted to the Sejm, and this motion arrived yesterday, to be addressed no later than at the next Sejm session - stated Elżbieta Witek at a press conference in the Sejm, when asked about the procedure for the motion to dismiss the Minister of Justice.

- We will cooperate [with the government] on solving the problem. I am glad we reached this conclusion. It is a pity it wasn't immediately after the failure, but there's no point complaining now. We need to get to work straight away. The residents of Warsaw are awaiting a solution to the problem – said Rafał Trzaskowski after a crisis staff meeting at the Chancellery of the Prime Minister (KPRM).

- I think it's not the case that PiS expected President Trump's visit to help them in the campaign. I think many Poles expected the president's visit, as did the American soldiers stationed in Poland, whom President Trump was supposed to meet - stated Elżbieta Witek at a press conference in the Sejm.

- President Trump did not cancel his visit to Poland at all. He cancelled it for today, meaning the September 1-3 timeframe, but as he said, he plans to come to Poland. The exact date will have to be asked of the President's Chancellery - added the Marshal of the Sejm.

- I was assured by the minister [Dworczyk], for which I thank him, that the government shares my view: we should not be threatening with consequences right now. Nobody is downplaying the breakdown itself. The breakdown is very serious, but at this moment it has no alarming effects – said Rafał Trzaskowski after a crisis staff meeting at the Prime Minister's Chancellery.

- A working group is being formed, headed by the Deputy President of Polish Waters, Mr. Krzysztof Woś. Polish Waters will integrate all actions for the construction of this crossing and pipeline - said Michał Dworczyk after a crisis staff meeting at the Chancellery of the Prime Minister (KPRM).

- Currently, the situation is such that 260 m³ of sewage are entering the Vistula daily. This does not pose an immediate threat to life and health, but the wastewater flowing downstream will cause various problems north of Warsaw. As it flows into the river's bends, where the water is stagnant and the river level is very low, it will cause dangerous bacteria to develop - said Michał Dworczyk after a crisis staff meeting at the Chancellery of the Prime Minister (KPRM).

In the morning voting session, the Sejm elected Marian Banaś, nominated by PiS, to the position of President of the Supreme Audit Office (NIK). His candidacy will now have to be accepted by the Senate, which is scheduled to happen during today's session. Subsequently, the newly elected President of NIK will take an oath before the Sejm – most likely in the evening, during the voting session.

"This requires us to adjust our plans, but the September 1st commemorations are not changing in any way. President Trump is sending the Vice President to Poland. This is very high-level representation. In fact, it has no bearing on the course of the ceremony. The President [in a phone call with President Duda] apologized to President Duda for this situation. He said he was very sorry and that he was calling personally because he highly values his direct relationship with President Duda and simply wants to explain the situation to him personally. President [Duda] said that he understands and that this is completely natural for him" - said presidential minister Krzysztof Szczerski in an interview with Beata Michniewicz on Radio Trójka.

“We will be looking for a new date [for Trump’s visit]. It may be linked to historical contexts. Any date in the coming months is possible. President Trump told President Duda that he wants to realize this visit in the coming months. It might even be this year” - said presidential minister Krzysztof Szczerski in an interview with Beata Michniewicz on Radio Trójka.

- This project aims to accelerate the building of a middle class in Poland. Building a group of people who will earn more, at a European level. This is a goal of goals. Earnings for Poles must exceed GDP growth, should be at the level of productivity and efficiency increases, and therefore we have devoted a significant portion of our resources to this goal, while also believing that it will be a very positive, good development impulse - stated Prime Minister Mateusz Morawiecki during the first reading of the project to lower PIT from 18% to 17%.

- We aim to promote work and diligence. These are Polish traits, one might even say quintessentially Polish traits. Through lowering labor costs and reducing the tax wedge. This is the first such widespread reduction covering all working individuals. At the same time, we want to encourage people to take up work, to take up work legally. We are realistically reducing the number of contracts referred to as 'precarious' and increasing access to the legal labor market - Mateusz Morawiecki said in the Sejm.

- One can also ask, and perhaps many neoliberal economists from Leszek Balcerowicz's school are asking themselves this question: how is it that during our predecessors' time there was a very high budget deficit, there were tax increases, for example, VAT, significantly raised by almost 5%, from 22% to 23%, how did it happen that CIT tax contributed less to the budget, precisely because parts of large corporations' taxes went to tax havens? Well, no, this is not a world turned upside down. We, PiS, have set the world right. We showed that it is possible to lower taxes, have rapid economic growth, and ensure a dignified social policy, because we are primarily focusing not on a social revolution, a moral revolution, or ideological whims, but on a true dignity revolution that is good for people. And the reduction of PIT tax also serves this purpose - stated Prime Minister Mateusz Morawiecki during the first reading of the bill to lower PIT from 18% to 17%.

- The fact is, they haven't been able to print very simple documents that we've requested for a week. When I hear the message from the minister that these are tons of documents that need to be anonymized appropriately due to the GDPR law, I want to state very clearly. Minister, you are lying. We request a list of civil law contracts to verify if individuals involved in this scandal received salaries from the ministry. These can be printed very simply with one computer button - said Joanna Augustynowska.

“We will not address [the PO's motion to dismiss Ziobro] within the party leadership because the matter has been absolutely clarified. The person involved in this hate campaign has been immediately dismissed. Minister Ziobro has shown that PiS sets a very high bar for standards, which are implemented immediately. The matter is politically concluded. As for the substantive clarification of these issues, the relevant institutions are overseeing and investigating, and the matter will certainly not be swept under the rug, which many politicians, commentators, and unfortunately, journalists are suggesting, and which is absolutely untrue” - said Senate Marshal Stanisław Karczewski at a press conference.

„I am sad because I would have preferred him to come, but I also [accepted President Trump's decision to cancel his visit on September 1st] with understanding. I understand President Donald Trump, who had 'America first' in his campaign slogan. America first, America's affairs are most important to the President of the United States. I understand and appreciate that, and I extremely respect it. We also have 'Poland first,' and indeed, our affairs, Poland's affairs, are most important to the politicians of Law and Justice, and this is how we will conduct all our political activities,” said the Marshal of the Senate, Stanisław Karczewski, at a press conference.

“We lost some time. These are facts. This time should have been used immediately. At this moment, following the course of events, I am very pleased that an agreement has been reached” - said the Marshal of the Senate, Stanisław Karczewski, at a press conference.

“It was necessary to act very quickly, very decisively, and above all political divisions. I listened to Rafał Trzaskowski's statements, where he cloaked his remarks in political emotions. No political emotions and no political actions. We are acting here for Poles, for residents, not just of Płock and Gdańsk. After all, we are not looking at who governs in Gdańsk, who votes how in Gdańsk. This is important for all Poles” - he added. 

In two weeks, during the Sejm's final session of this term, it will hear the report of the parliamentary investigation committee on Amber Gold. According to the preliminary schedule seen by 300POLITYKA, consideration of this item is scheduled for Thursday, September 12th, at 2:30 PM.

Concurrently, the agenda does not include a motion from the Civic Platform-Civic Coalition (PO-KO) for a vote of no confidence against the Minister of Justice, Zbigniew Ziobro, although this motion was only submitted yesterday.

"For a long time, we have been observing the failure of successive Sejm Speakers to comply with a legally binding judgment by the Supreme Administrative Court ordering the disclosure of so-called support lists for judges-members of the National Council of the Judiciary (KRS). Speaker Kuchciński refused to implement this judgment. Now, the current Speaker is also not implementing it. No authority, including the Sejm Speaker, has the right to block a final ruling of the Supreme Administrative Court. Given that the current Speaker is defending herself with an illegal decision by the President of the Personal Data Protection Office (UODO), together with MP Meysztowicz, we have submitted a request for the disclosure of specific data that will not involve the revelation of personal information. No one is above the law" – said Borys Budka from Civic Platform at a press conference in the Sejm.

"We have every right to suspect that there were irregularities in the support for judges to the KRS. The determination with which PiS is hiding these documents from public opinion strengthens us in this conviction. We have submitted four questions to the head of the Sejm Chancellery so that she can answer them without revealing personal data, thus avoiding repercussions" – added Jerzy Meysztowicz from Nowoczesna.

2. Did each candidate present at least 25 valid signatures supporting their candidacy?
3. How many candidates were recommended by the same individuals?
4. How many judges in total supported the candidacies for the KRS, and how many candidates for the new KRS signed their own support lists?

- In reality, PiS is the only guarantee that if Poles decide on October 13th, in the upcoming parliamentary elections, that PiS should continue this good time for Poland, we will guarantee funds for the payment of the 13th pension in the coming years as well. And we want this to reassure millions of Poles today who are waiting for information on whether such a benefit will be paid next year. Prime Minister Morawiecki has previously informed that if we, as PiS, decide on the direction we will be heading after the upcoming parliamentary elections, then this will also be a permanent guarantee of funds for the 13th pension, for this 'Emerytura plus' - stated Jarosław Krajewski during a briefing in the Sejm.

- The first program is an ambulance fleet replacement program. We very often receive various requests from local governments or directly from hospitals, and I have familiarized myself with the statistics. I know that every third ambulance is older than 6 years, while ambulances also serve, of course, very intensively and also deserve their retirement, their rest. An ambulance older than 6-7 years, some are much older, should really be replaced, so in cooperation with you, with voivodes, local governments, and with the Minister of Health, we have prepared a list of 200 emergency ambulances that will go to hospitals and units between September and October. It will be autumn, but for them, I think, for hospitals, it will be a breath of spring, because it is something very much needed to be able to serve citizens better - stated Prime Minister Mateusz Morawiecki during a meeting with voivodes.

- Referring to the major sewage failure in Warsaw, we have also shown how important it is for the state to step in and help when local government faces difficulties in coping. What is happening is an ecological disaster. It could even be an epidemiological disaster, and that is why we have established a crisis team and acted quickly. Minister Szumowski spoke at length yesterday about the various threats involved. In any case, the army is already on reconnaissance, and we will be building a pontoon bridge to transfer, to create a bypass across the Vistula, so that this sewage simply flows where it should, instead of for a month or longer into the Vistula, creating serious threats, including to health, because nobody can tell me that if sewage flows into the Vistula for a month, there wouldn't be various kinds of threats - stated Prime Minister Mateusz Morawiecki during a meeting with voivodes.

- We are thus demonstrating the state's effectiveness and willingness to act where local governments need assistance at many levels - emphasized the head of the Polish government.

- Did you remember that Supreme Court President Stanisław Zabłocki was supposed to retire tomorrow? He won't; he's staying at the Supreme Court. The Senate has approved the appointment of Marian Banaś as the new President of the Supreme Audit Office (NIK). 60 senators voted in favor, 12 against, and one senator abstained. The candidate must now take an oath before the Sejm. We heard a very clear declaration that the visit has indeed been postponed, not cancelled, and that it is President Donald Trump's clear and unambiguous desire to visit Warsaw this year, in the coming months, to implement the full plan of the visit - Krzysztof Szczerski stated during a press briefing.

- We hope that next week we will be able to announce new dates for this visit. We have agreed to give ourselves a week - Szczerski added.

- Tomorrow, Rick Perry, the Secretary of Energy, will already be in Poland. Bilateral Polish-American talks concerning energy security will be held, as well as Polish-American-Ukrainian talks on energy matters. Importantly, tomorrow the President of Ukraine, along with the new government, will also arrive in Poland. Therefore, trilateral Polish-American-Ukrainian talks concerning energy security will take place - said Krzysztof Szczerski during a press briefing.

- Personally, I doubt that President Donald Trump could visit here before October 13th. Of course, we were happy about this visit. That's probably obvious. Such a visit always enhances the prestige of a country visited by the President of the United States, but we must deal with the opposition ourselves, and we will deal with it ourselves - said Jarosław Gowin in an interview with Piotr Witwicki on the program "Wydarzenia i Opinie" on Polsat News.

– It's hard to deny. Their place is now to the left, because Civic Platform, with its program, has shifted considerably to the left. Indeed, we cooperated with individuals like Paweł Kowal and Paweł Poncyliusz during the period when they were closing down the Poland Is the Most Important party – Jarosław Gowin stated in an interview with Piotr Witwicki on the program “Wydarzenia i Opinie” on Polsat News.

- For me, it's a bit of a surprise that someone can fall for the illusion that the problem is a one-off action by Mr. Piebiak or his colleagues and Minister Ziobro's colleagues. After all, we've been dealing with this organized, as it's called today, hate, meaning hate speech, for several years. One of the first, most classic examples were Jacek Kurski's antics. I myself have repeatedly been a victim of this way of thinking, this method of action. One could say nothing new, if not for the fact that the scale has surpassed all our imaginations. That these rather shabby ideas for politics have turned into a state system, not the antics of this or that politician - Donald Tusk stated in an interview with Grzegorz Kajdanowicz on TVN24's "Fakty po faktach".

– What struck me in this matter, the matter of Marshal Kuchciński, but not only that, as it concerns many other people, is the extraordinary tendency to distort reality, to hide facts, to use, for example, officials who are there to provide information, to obscure that information. What I fear most is not that someone flew on a government plane, if that flight is in accordance with the law or regulations, but that these facts are being distorted in every possible way, documents are being hidden, and high-ranking state officials are also doing this – stated Donald Tusk in an interview with Grzegorz Kajdanowicz on TVN24's "Fakty po faktach".

"It is clearly visible that Poland is not the highest priority from President Trump's perspective. He is very focused on Asia, mainly China, which he doesn't hide, I'm not revealing any secrets – how much he is focused on the challenge that China poses to the United States and on a global scale. What I regret the most is that especially after our sharp discussion regarding Russia with President Trump, he wanted to bring Russia back [into the G7], despite the war in Ukraine. I, the Prime Minister of Canada, the Prime Minister of the United Kingdom, Angela Merkel, and the French President opposed this. President Trump's reserve and distance towards Ukraine and a kind of fascination with Russia and President Putin were evident. A significant moment could have been – and the role of Poland and President Duda could have been noticeable and significant – the meeting between President Trump and the President of Ukraine. This would have been symbolic and important during the World War II commemorations. It could have somehow corrected this unsettling state of relations between the United States and Ukraine" – said the head of the European Council, Donald Tusk, in an interview with Grzegorz Kajdanowicz on "Fakty po Faktach" on TVN24.

“I will not urge anyone to resign this minister or that minister, but I have a clear view on what has happened in this ministry [of justice]. A ministry that, surprisingly, has transformed from the Ministry of Justice into a ministry of hate and contempt. That is how I assess it. It's fairy tales to suggest that no one knew what was going on and what the deputy ministers and other officials in the ministry were up to. Everything indicates that they found themselves there precisely because they possess such peculiar qualifications. They did not find themselves in the immediate circle of Minister Ziobro due to any extraordinary ethical or aesthetic merits. I have a deep conviction that they have become the core of the ministry precisely because they are capable of such actions” - said Donald Tusk, the President of the European Council, in an interview with Grzegorz Kajdanowicz on “Fakty po Faktach” on TVN24.

- We already knew he was going to shorten his stay. Even though there was no information about the hurricane yet. There was talk that the visit was supposed to be longer, then shorter and shorter, and then essentially one-day. It looks a bit like the hurricane was a pretext for him to cancel. The question is about the reason. Is the reason that they might have some analyses that he is not at all sure about the result of the upcoming elections - said Katarzyna Lubnauer in an interview with Piotr Witwicki on the program 'Wydarzenia i Opinie' (Events and Opinions) on Polsat News.

"[What happened in the Ministry of Justice] shows that slander, lies organized in a very modern way in terms of technology, are becoming an authorized tool. Someone commenting in the Polish media even said that all of this is forgivable, that ultimately the only problem is that it came to light, but that in reality, today it is a test of effectiveness, of who can lie most accurately or insult most painfully. I cannot agree with that. Perhaps it is a trend not only in Poland, but in my opinion, we must do everything to stop this trend, not to succumb to this fascination with evil. Because that is truly a fascination with evil" – said the President of the European Council, Donald Tusk, in a conversation with Grzegorz Kajdanowicz on "Fakty po Faktach" on TVN24.

- What kind of budget balancing is it if it's, one could say, annual or semi-annual, because it stems from the fact that they are robbing us of 15% of the OFE, meaning that the funds that will transfer from the OFE to our individual retirement accounts are to be taxed at 15% - said Katarzyna Lubnauer in an interview with Piotr Witwicki on the program “Wydarzenia i Opinie” on Polsat News.

- I have been and remain an advocate for uniting around the most important issues, rather than seeking reasons for division. And I still believe today that it would be far better if those in Poland who critically assess PiS's worst, gravest sins would seek precisely what unites them, including in their resistance to a government that is doing many wrong things, and I believe this would increase their chances. I have not hidden this view, but a different view prevailed. It is not my role to point out who is responsible for this - stated Donald Tusk in an interview with Grzegorz Kajdanowicz on TVN24's "Fakty po faktach".

- I believe it reduces [the chances of a change in government in Poland]. I have no doubts, especially when it's evident that what is truly most important in this political dispute, even if today these are the most catchy issues, arousing interest in at least part of the public opinion, but I will not change my opinion, is the issue of respecting the Constitution, the rule of law, media freedom, broadly understood ecology; the opposition could easily unite around these. I am not even mentioning perhaps the most important issues, though difficult to package for propaganda, such as the situation in healthcare and the education system, in Polish schools. A program could have been calmly built around this, both critical of PiS and offensive and positive for the entire opposition. I believe that would have been better, but of course, it is the role of the leaders who are on the ground and fighting to organize the opposition's work, and they have their right; it is the voters, the election results, that will show how effective this is; they have the right to choose their own paths - continued the President of the European Council.

“I am always available if Jarosław Kaczyński finds – forgive me for these words – the courage and wants to debate me on the future of Europe or Poland.
