The government, at its meeting commencing at 10:00 AM, will address the draft budget bill for 2020. In accordance with the Constitution, the government is obliged to submit the budget draft for the following year by the end of September – though, due to the parliamentary term ending, it remains unclear whether it will be passed before the elections. In such a scenario, the new government would have to re-adopt the draft.

Yesterday, the agenda also included a draft resolution on establishing an aid program for farmers and agricultural producers who suffered losses in their agricultural holdings caused by drought, hurricane, hail, torrential rain, spring frosts, or floods in 2019.

An closed-door session of the committee for the privatization of Warsaw real estate will take place at 10:00 AM. Following this, around 11:00 AM, a press conference by committee members is planned – announcing decisions regarding the property located at Schroegera 80 Street and concerning compensation and damages for tenants.

Around 12:00 PM, a joint press conference by Piotr Liroy-Marzec and Kaja Godek will be held in the Sejm. Also today, the leader of PSL, Władysław Kosiniak-Kamysz, will sign the "Pact for Entrepreneurs." At 1:00 PM, a press conference with representatives of entrepreneurs and employers will take place in Sokołów.

„The final budget will be seen in a few hours, when the Council of Ministers discusses this document. I believe the draft budget bill will be adopted today. It's worth recalling that inheriting the budget from the PO-PSL governments in 2015, the PiS government inherited a budget deficit of PLN 50 billion. Since then, we have been striving to effectively reduce this deficit. Last year, it was reduced to PLN 10 billion, while simultaneously making the largest investments in social and solidarity programs. Today, we are aiming for a balanced budget, meaning to stop further state indebtedness and to maximally reduce the deficit” - said Minister Michał Dworczyk on Jedynka radio.

- The Minister [Ziobro] made an immediate decision, the one he should have made. We set very high standards, and these standards are adhered to by us. It's simply showing others, if anything happens today, we have such standards, something is happening... I recall a situation with the tapes in 2014. Donald Tusk said: I will call a conference on Monday at 3 PM and explain everything. He did not call a conference. He delayed for a very long time, a very long time. I don't know if you recall how long decisions were made. Here, decisions were made immediately - stated Stanisław Karczewski in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

“This candidacy [Janusz Wojciechowski's] is very good. He is a person of great competence when it comes to issues related to agriculture. It wouldn’t be appropriate for me to speak about our candidate's ideas for commissioner or his action plan. We should calmly wait for the selection to be made” – stated Minister Michał Dworczyk on Radio Jedynka.

- It seems to me that this is an important, significant matter, that it will have its final effect. However, I do not think that this parliamentary term will deal with it - said Błażej Spychalski in an interview with Wojciech Dąbrowski on Polsat News' "Graffiti".

"This is a recommendation. The decision on when and if this motion [for impeachment of PO politicians] will be filed will be made by the political leadership of PiS. The scale of pathologies revealed by the VAT commission is very large" - said Minister Michał Dworczyk on Radio Jedynka.

- The reform absolutely did not hit a dead end. The establishment of the Disciplinary Chamber was very good. It functions better and better, more efficiently, and the effects of its work are visible, so it was a good reform of the Supreme Court - said Błażej Spychalski in a conversation with Wojciech Dąbrowski on Polsat News' "Graffiti".

"This is a strategy, an agreement, cooperation, mutual respect, and the sympathy we have for each other. - I can say that from our side, we are now sending [the draft budget for 2020] to the Social Dialogue Council, for social consultations, but yes, our intention is to submit this draft to the Sejm in this form, in a balanced form. - Minister Ziobro did not know what was happening [in connection with the so-called 'hater scandal']. In large institutions, where thousands, even tens of thousands, of people are employed, it's impossible to know exactly what kind of dirt or unsavory matters have accumulated in every corner of every room. Meanwhile, according to media reports, institutions in the city of Inowrocław, associated with our political competitors, are participating in an organized hate campaign. And Chairman Grzegorz Schetyna is not reacting. In the case where the chairman of the Civic Platform (PO) club, Mr. Neumann, faces prosecutorial charges, Chairman Schetyna is not reacting. The same applies to Mr. Gawłowski, who also faces prosecutorial charges, and Mr. Schetyna's party has drawn no conclusions from this either. I am only appealing for a very fair approach to irregularities that appear in the public domain. Here, there was a very swift reaction and a clean-up of what can be delicately termed irregularities. On the other side, the media report on an organized hate campaign in a city, in which the city's institutions are participating. Well, ladies and gentlemen, city institutions that - as the media report - are financing organized hate, basic conclusions should be drawn from this. Therefore, the reaction should be adequate, but also the same on both sides of the political scene  - stated Prime Minister Mateusz Morawiecki at a press conference at the Chancellery of the Prime Minister (KPRM).

- I want to deny what appeared today, following yesterday's articles, that we are implementing an entrepreneur test. According to our promise from 3 months ago, there is no entrepreneur test planned here. I kindly ask you not to mislead public opinion. As we said, we are credible. And that is how we act. There is no such intention regarding the entrepreneur test - stated Prime Minister Mateusz Morawiecki at a press conference in the Chancellery of the Prime Minister (KPRM).

- I'm talking about something more. About the need to create an agricultural policy with a perspective not of 7, but of 27 years. Or even more, with a perspective reaching towards 2050 – Wojciechowski added.

"It's hard to imagine that the minister [Ziobro] knew about everything happening on the line of judges, especially KRS members and other judges in official ministry positions. It's hard to have knowledge that would consist of what and who is doing in a mobile network and with whom they are corresponding," said Prof. Waldemar Paruch in a conversation with Karolina Lewicka on "Political Interview" on TOK FM.

"There is no evidence that Minister Ziobro knew anything about it. Quite the opposite," he added.

„No, of course, [Zbigniew Ziobro] is not a burden at all. He is the author of the reform of the justice system. He is implementing this reform under very difficult conditions, facing resistance from a significant number of judges in Poland, other lawyers, and academic circles. He is pursuing this in confrontation with the European Commission. These conditions are not easy, but we know that this reform is essential and necessary” - said Prof. Waldemar Paruch in an interview with Karolina Lewicka for the "Political Interview" on TOK FM.

- Indeed, very good news, because thanks to high tax revenues, we have managed to balance the budget for next year as well. Both the largely eliminated VAT gap and the increase in tax revenues by 100 billion over these 4 years – the previous 8 years saw a little over 50 billion, I think it's easy to compare these figures – but similarly in the area of CIT and PIT revenues, these are truly very significant successes in tightening the system. This has led to a situation where we have been able to balance state budget revenues and expenditures for the first time. This is very good news, also in the face of certain upcoming turbulences that can be heard about in international markets. We have indeed planned this also with an eye on the internal and external situation – stated Prime Minister Mateusz Morawiecki in an interview with Anita Werner on TVN24's "Fakty po faktach".

When asked about the drop in polls, the head of the Polish government replied: - We will see what the next polls show. Besides, one fundamental poll matters. October 13th. And we rely primarily on the voters, and as for what's in the polls, we have full tolerance for it, but it's not everything.

- In the near future, I will try to address, I think within a dozen or so hours, perhaps a few dozen, everything that has appeared in the media over the last two weeks – said Michał Wójcik in an interview with Piotr Witwicki on Polsat News's program "Wydarzenia i Opinie" (Events and Opinions).

- I spoke with the Minister [Ziobro], of course. It's good that the reaction was so swift. Within 24 hours, Minister Piebiak resigned. We have cut off this issue, we reacted in the appropriate way, because this hate speech, various kinds of acts we heard about, the disclosure of certain data, was absolutely reprehensible - stated Prime Minister Mateusz Morawiecki in an interview with Anita Werner on TVN24's "Fakty po faktach".

- Very serious accusations have emerged in the media, and this requires a response from Mr. Schetyna. It cannot be the case that one simply snaps their fingers and says we'll somehow make it to October 13th. No, we will not make it. You need to respond, Mr. Chairman - said Michał Wójcik in an interview with Piotr Witwicki on the program 'Events and Opinions' on Polsat News.

"A preliminary investigation will be conducted. Appropriate steps will be taken, and appropriate decisions will be made. For now, we need to clarify things" - said Prime Minister Mateusz Morawiecki in an interview with Anita Werner on "Fakty po Faktach" on TVN24.

- In such situations, facts are most important. After all, we are on "Fakty po faktach" (Facts After Facts). So let's talk about those facts. The facts are that Minister Ziobro did not know what was happening there. Of course, yes [he told me so] - stated Prime Minister Mateusz Morawiecki in an interview with Anita Werner on TVN24's "Fakty po faktach".

„I expect a thorough, bone-deep explanation of this matter, burning out such behavior with a hot iron, both from Inowrocław and from various rooms [in the Ministry of Justice] where this procedure took place” – said Prime Minister Mateusz Morawiecki in an interview with Anita Werner on „Fakty po Faktach” on TVN24.

“There is such a bill [on politicians' asset transparency], it is ready. It is undergoing consultations and can be presented at any moment, and it will be presented either during this Sejm session, or [during the next one], in order to conclude this matter during the current Sejm term,” said Prime Minister Mateusz Morawiecki in an interview with Anita Werner on TVN24's "Fakty po Faktach" program.

- Consequences have been drawn from this [so-called hate campaign] affair. If facts emerge regarding other individuals involved in this matter, in this bad, dirty business, then consequences will naturally also be drawn - stated Prime Minister Mateusz Morawiecki in an interview with Anita Werner on TVN24's "Fakty po faktach".

„Our focus now is to actually win these elections. We must humbly admit that our opponent is very strong, and we respect all our political competitors. We will see what the verdict of the voters will be” - said Prime Minister Mateusz Morawiecki in an interview with Anita Werner on "Fakty po Faktach" on TVN24.

„If PiS wins and secures a parliamentary majority, which I hope will happen, because we are demonstrating that social policy can be combined with development policy and a balanced budget, then the political leadership will make decisions [regarding the candidate for prime minister] in due course. There are no decisions today about what will happen after the elections” – said Prime Minister Mateusz Morawiecki in an interview with Anita Werner on „Fakty po Faktach” on TVN24.

“I think that President Jarosław Kaczyński would be an excellent and the best Prime Minister. He has already proven this when he was Prime Minister. I think so [he would be a better Prime Minister than me]. I am convinced that the President would be a better Prime Minister” - said Prime Minister Mateusz Morawiecki in an interview with Anita Werner on "Fakty po Faktach" on TVN24.

A meeting of the Sejm's Committee on Administration and Internal Affairs has been scheduled for Thursday at 4:00 PM, where the first reading of the government's draft bill on flights with the most important state officials, more commonly known as the so-called VIP flights bill, will take place. This bill was announced following the scandal involving flights taken by the former Marshal of the Sejm.

The Sejm convenes on Friday, and it is possible that the government's proposal will be voted on that day. Marshal Witek recently suggested to journalists that the schedule would be expanded, causing deliberations to conclude even later. According to the current version of the Sejm's work plan, which 300POLITYKA has seen, the second block of voting is scheduled to end at 10:30 PM.
