Parliament to Elect New NIK President Next Week, Address PIT Cut and Pedophilia Commission

Next Friday morning, between 9:00 and 9:30 AM, the election of the President of the Supreme Audit Office (NIK) is scheduled, according to information from 300POLITYKA. PiS's candidate is Marian Banaś, while PO's candidate is Borys Budka. On the same day, the Senate is expected to approve the appointment of the NIK president, allowing for the swearing-in ceremony before the Sejm. This might occur during the evening session, between 8:30 PM and 10:30 PM.

During this session – which will be a continuation – the Sejm will also address the government's draft bill reducing the Personal Income Tax (PIT) from 18% to 17%. The first reading will take place at 9:30 AM, with the Public Finance Committee meeting on this matter scheduled for 11:30 AM. The second reading is set for 5:15 PM, suggesting that the Sejm will adopt this final bill from the so-called "Kaczyński's Five" during the aforementioned evening session.

Furthermore, at 2:15 PM, the second reading of the government's draft bill establishing a commission on pedophilia will take place. The first reading is scheduled for the previous day, Thursday, during a legislative committee meeting. As we reported on 300POLITYCE, the Sejm was not in a hurry to establish this commission, but work has accelerated following the publication. If the vacation legis is shortened during parliamentary proceedings, there is a chance the commission will be appointed within this term.

The Sejm may also address a draft bill concerning flights for key state officials, which – according to documents made available in the Public Information Bulletin (RCL) – is to be adopted today through a written procedure. During her last press conference, Marshal Witek suggested that the draft bill would be submitted this week, and MPs would consider it at the session on August 30th. This would further extend the session.

Government to Address Preliminary 2020 Budget Draft on Tuesday

On Tuesday, the Council of Ministers will adopt the preliminary draft budget for 2020. This was originally scheduled for today, but the session was canceled. The government will have to convene again to approve the final version of the draft, which will then be sent to the Sejm. According to the Constitution, the Council of Ministers shall submit to the Sejm, no later than three months before the start of the budget year, a draft budget law for the following year.

However, this year could see a situation similar to that in 2015 – when the outgoing government adopted a budget draft, but the Sejm did not manage to pass it. In the new Sejm term, PiS adopted a new, amended version, which it then enacted. Time is running short – the last Sejm session of this term will take place in three weeks, from September 11th to 13th. Regardless, the government must fulfill its constitutional obligation and submit the draft to the Sejm.
