Kaczyński's Victory and Morawiecki's Twelve Labors - An Analysis of the PIS Victory Machine
Jarosław Kaczyński was the face of the PiS campaign. Towards the end, he was making several appearances a day, and it was likely his personal connection with the right-wing supporters that convinced voters to go to the polls, people who hadn't voted before. This tipped the scales so heavily towards a historic, almost presidential victory in the Polish European elections. Jarosław Kaczyński doesn't need other frontrunners today, as Andrzej Duda and Beata Szydło were in 2015. Poll results show such an insignificant loss for PiS in cities and such a significant increase in rural areas, leading to one conclusion: voters have simply accepted his role in Polish politics. Kaczyński doesn't need other faces today, but he definitely needs efficient managers of state affairs. It's almost certain that such success would have been impossible with Beata Szydło's cabinet, which, compared to today's administration, was a kingdom of chaos, from Antoni Macierewicz's shaky Ministry of National Defence to Krzysztof Jurgiel, who couldn't keep up with the growing pile of issues at the ministry of agriculture, crucial for an important group of PiS voters. Would the previous minister have managed the "cow plus" concept announced in Kadzidło, which was as ridiculed as it was likely one of the campaign's most effective weapons? Within the party, Kaczyński has a dynamic team built by Brudziński around the new head of the organizational office – Krzysztof Sobolewski. No other party has structures like PiS today. Morawiecki's government, relying on economic ministries largely managed personally by the prime minister, as well as the crucial – in cases like floods or the teachers' strike – Ministry of Interior and Administration and Ministry of National Defence, represents a different quality. The electoral success of PiS would have been impossible without these "twelve labors" of Morawiecki in this state workshop. The teachers' protest – extinguished with minimal losses, and paradoxically even with political gains shown by the Kantar poll for TVN – defused by the involvement of Joachim Brudziński's people at the voivodeship level (and sometimes even local examination boards), and the revealed media talent of the prime minister's chancellery head, Michał Dworczyk, was a key moment of the campaign. Any government can be swept away by a sense of encroaching chaos, and that was avoided in this situation. The lowest unemployment in history, accompanied by the return of about 100,000 Poles from Great Britain shown by GUS (Statistics Poland), economic growth among the OECD leaders and after an upward revision by the European Commission. Finally, the expected momentum – a 21% increase in investment. However, this was followed by another plus to the "fifth plus" (from the commercial tax unblocked by the ECJ) with the protest of people with disabilities. Efficient management by the Prime Minister and the Minister of Finance of the Convergence Plan update, so that the financing of the new "fifth plus" does not breach the deficit safeguards. Who knows if this, in turn, wasn't a precise blow to ACTA2, an issue that animated internet hearts like Wykop and YouTube, and deprived the Confederation, which heavily preyed on young voters, of those tens of thousands of votes needed to cross the threshold. And finally, perhaps the most important thing for PiS's results and prospects – the dismantling of Polexit, crowned by Juncker's not-unimportant words in an interview with Rzeczpospolita, and by not giving the opposition a field day to celebrate 15 years of membership in the Union with the successful "Together for Europe" summit in Warsaw on May 1st, which concluded with the adoption of a very innovative and anti-protectionist Warsaw Declaration. Without Morawiecki investing many hours of meetings and conversations in building relationships with politicians like Juncker, Merkel, even Macron and his most important behind-the-scenes minister, Bruno Le Mair, or the work of politicians like Adam Bielan with the influential head of the EC administration, Martin Selmayr, the opposition would have had an easy time building an electoral strategy around a "creeping Polexit," which, however, did not happen and was perhaps PiS's most significant success in this campaign.
